224 TRs’ LEVEL OF UTILIZATION VIA ASSESSMENT & CERTIFICATION
On February 10, 2012, the ISO 9001:2008 certification was awarded to TESDA by TUV SUD PSB Philippines, Inc. in the presence of His Excellency, President Benigno Simeon C. Aquino III, President of the Republic of the Philippines.
TESDA has been certified in the areas of Program Registration, Assessment and Certification
Good news. . .
Last March 12, 2012, European Maritime Safety Agency (EMSA) inspectors verified and confirmed that TESDA has more than complied with its committed corrective actions.
EMSA’s affirmation of our compliance to international standards further enhances the recognition and integrity of TESDA’s management of training, assessment and certification program for seafarers.

For the period 2008-2011, Mindanao has posted 16.46% share of Certified Workers in the country. This share steadily rose from 15.37% in 2008 to 18.95% in 2010.
In Mindanao, Region IX has the most number of certified workers todate at 97,008.

For the period 2008-2011, Mindanao registered a certification rate of 78.37% with the national certification rate posted at 82.40%. Three regions posted rates above the MINDANAO rate: Region X, XI, and XII in that order.
At national level, there was a steady improvement in the annual certification rate from 78.50% in 2008 to 84.18% in 2011.
Mindanao regions’ certification rate peaked in year 2009 at 79.76%. For 2011, Region XI posted a certification rate above the national certification rate. In year 2009, it was Region X, and, while it was Region XII in 2008.
In response to DOTC Order No. 2011-25, there shall be mandatory certification of PUV drivers nationwide. The DOTC thru LTFRB will require TESDA certification as one of the requirements for franchise issuance and/or renewal of franchise starting 01 January 2013: Driving NC III – for public utility buses; Driving NC II – for public utility light vehicles (taxis and
jeepneys).
The RO/PO shall ensure that adequate competency assessment centers and assessors are available to conduct assessment for DRIVING NC-III and NC-II.

Free National Competency Assessment and Certification
(NATCAC) offered by TESDA in 2012 to 60,000 employed
workers.
Not only to gauge the level of quality of workers but to promote
certification in the enterprises.
Mindanao workers at least 5 percentage points below national
Certification Rate or 84.22%.
Two Mindanao Regions posted rates higher than national level:
Region X and XI.
Conduct of assessment moderation for new and revised Training Regulations. Attendance to assessment moderation is part of the requirement for renewal of accreditation of competency assessors.
ROs/POs are encouraged to facilitate the establishment of a pool of accredited assessors and assessment centers for the identified qualifications. Self-reliance in A&C in terms of assessors must be attained by each Regional Office.
The ROs shall conduct yearly compliance audit of ALL accredited assessment centers.

Reports on the results of compliance audit will be submitted to CACO and shall be the basis for the conduct of a 2nd Level Compliance Audit by a Central Office-initiated composite team.
Deadline for conversion of TQ1/AQ1 to NTTC-I has been extended to 30 September 2012. ROs must increase in the number of providers for TM-I and the number of panels per region for TM-I Assessment

Mobile Training Program registration at the regional level. To increase access of communities to quality TVET provision, TVIs will be encouraged towards mobile training delivery.
ASEAN Mutual Recognition Arrangements (MRA) for Tourism Professionals. Only those with NCs will be put in the registry.
TVI Performance on Mandatory Assessment. Assessment before graduation. Generally, only a very few TVIs are conscious of the mandatory assessment policy.

The performance of the TVET sector and every TVI will be monitored using the P-E-G-A-C-E (Profiled, Enrolled, Graduates, Assessed, Certified, and Employed) parameters. For 2011, the performance of Mindanao registered below all the national performance levels except in the Profiling.
Worth noting is the performance of Region X which fared better than the national average performance in all parameters.
A more serious institution level monitoring and reporting is expected from all the TVIs in the country.
Mindanao TVET Roadmap
How DepEd will ensure that the Junior and Senior HS curricula respond to the Training Regulation requirements (NC-I and NC-II respectively).
Wider and stronger industry-academe partnerships at basic education, TVET and higher education levels.
Continuous development of TVET teachers in Basic Education impacting not only on TESDA but on the TVET sector and the TVIs.
OTHER Challenges and Concerns
Need for TESDA to review TRs, policies, circulars for consistency check vis-à-vis K–12.(e.g. entry requirements in TRs).
Massive capability build-up in trainers/assessors development, curriculum and learning materials and assessment tools development.
Promote / advocate development and offering of programs in higher levels of technology
OTHER Challenges and Concerns
The adoption of TVET (NC-I and NC-II respectively) in Junior and Senior HS compels the expansion of institutional and human infrastructure in competency assessment and certification.
More customer-friendly assessment and certification policies, guidelines and procedures to be looked into.
OTHER Challenges and Concerns
The Philippine Qualification Framework (PQF) will support the development and maintenance of pathways and equivalencies which provide access to qualifications and assist people to move easily and readily between the different education and training sector and between these sectors and the labor market.
