1. Introduction 1.1 Context

The Province of Ontario experienced tight supply market conditions in the summer of 2005. This situation highlighted serious concerns about the reliable supply of electricity in Ontario. The IESO, in consultation with the Market Participants, has introduced initiatives to deal with these concerns to assure a reliable supply of electricity to the Province of Ontario.

The implementation of a Day-Ahead Commitment Process (DACP) is one of these initiatives, and the start of DACP by no later than 31 May 2006 is treated as the highest priority of the IESO. To ensure reasonable success, Market Participants have been directly involved in the design and implementation phases of the project.

1.2 Mandate With the DACP design phase completed, the focus of the DACP Project moves to the testing phase. The IESO’s Day-Ahead Commitment Process Trials and Commissioning (DACP-TC) team will oversee the next stage of the project. The mandate of the DACP-TC team is to:

• Define, plan, organize and execute the DACP-TC activities for a start of the process no later than 31 May 2006;

• Promote the readiness of market participants no later than 31 May 2006. 1.3 Description of the solution The DACP was designed and built to utilize existing market rules, processes, procedures and tools to the extent possible to limit the required new features/changes. The details of the DACP design, processes, procedures and tools changes can be found at the following location:

http://www.ieso.ca/imoweb/consult/consult_se16.asp 1.4 Purpose of document The purpose of this document is to present an overall plan for the completion of the DACP-TC activities of the DACP project. The Plan presents the scope of the Trials & Commissioning in terms of the DACP functions, the test approach and the corresponding participant roles that are to be tested. It presents the initial plan describing when the Trials & Commissioning will take place and how they are to be conducted.

1.5 Scope of document This document addresses only the participants-facing DACP Trials and Commissioning activities. 1.6 Who Should Use This Document This document is intended for any party involved and/or interested in the DACP - TC activities. 1.7 Conventions The standard conventions followed for this document are:

• Commissioning refers to the entire implementation period (31 March to 30 June 2006) for DACP and includes activities such as communication, registration and training for all market participants affected by the DACP.

• Trials refers to the specific tests or simulations that will occur in May for market participants who plan to submit bids and offers and be dispatched in real-time this summer. The participants in the Trials will have volunteered to take part in these activities.

• Release 15.1 #1 refers to the delivery in production of changes to MIS, MIM and new DACP Reports;

• Release 15.1 #2 refers to the delivery in production of changes to CRS; • Terms and acronyms used in this Document that are italicized have the meaning

2. Objectives and Overall Plan

2.1. DACP – TC Strategy The DACP – TC will be implemented using a strategy that employs the following two integrated components:

a) the Commissioning component; b) the Trials component (although Trials is technically a sub-component of

Commissioning, due to its size and importance, it will be considered as a separate component).

The Commissioning component will focus primarily on implementing communication, training and customer support activities to promote the readiness of all market participants by May 31, 2006. See Section 3 below for details. The Trials component will verify, with the assistance of volunteer participants, the usability of the changes to market rules, processes, procedures and tools introduced by the implementation of DACP. The Trials may be uncoupled from the Settlement cycle due to the time required to reach completion of the Settlement cycle, the staged deliveries of the functionality changes in the tools, and the short testing window.

A pre-qualification process will be used to assess each volunteer participant’s readiness and ability to enter into DACP Trials. See Section 4 below for details.

2.2. Objectives

The overall goal of the DACP – TC is to provide sufficient assurance to both the IESO and Market Participants that they are ready and able to interoperate as defined in the

Market Rules, processes and procedures, and to effectively use the tools as they pertain to the DACP. This assurance is required to support the implementation of DACP.

The DACP–TC milestones are:

• Initiate and complete an Integrated Plan by no later than 7 April 2006 • Organize and complete the Execution of the Commissioning activities and support

services by no later than 30 June 2006 • Organize and complete the Execution of the Trials activities by no later than 30 May 2006 • Recommend a Go-live decision to the IESO DACP Steering Committee by no later than 24

May 2006 • Support the implementation of the DACP Releases 15.1 #1 & #2 to production by no later

than 09 June 2006 • Close the DACP-TC activities by no later than 30 Jun 2006

2.3. Scope of DACP – TC

The scope of DACP – TC will cover the participant-facing aspects of DACP operations and settlements; however, there are certain aspects of settlements, that cannot be delivered and/or tested fully during the Trials.

DACP Trials and Commissioning will cover those aspects of the Day-Ahead Commitment Process that require interaction between the IESO and Market Participants. The following areas are to be covered:

• Planning, organization and administration of DACP - TC activities;

• Establishment and management of a DACP Trials Working Group (DTWG);

• Establishment of the DACP Trials test environment;

• Design and development of Trials scripts;

• Conduct of DACP Commissioning activities for all Market Participants, including:

• Communication of DACP changes;

• Change management support such as training events, tools, etc;

• Promotion of readiness through planned communications;

• Conducting of Trials activities with volunteer participants, including:

• Registration of technical data (minimum run-time, minimum generation block run-time, minimum loading point and desire to be eligible for the DA-Generation Cost Guarantee) and, for the purposes of baselining, one piece of operational data (minimum down time);

• Pre-qualification;

• Dispatch data submission;

• Pre-dispatch scheduling (4 DACP cycles);

• Changes to/withdrawals of bids/offers;

• Commitments/de-commitments of facilities;

• ADE violations;

• Intertie failures;

• Variance identification, correction and regression testing;

• Assessment of Participants’ and IESO’s readiness

• Formulation and presentation to the IESO’s management of a Go-live recommendation

• Placing DACP in-service;

• Post in-service Support.

2.4. General Outline The planning, organization, execution and closure of the DACP - TC activities will be conducted in 5 stages over a period of 16 weeks:

Stage 1 Definition and Planning Stage 2 Preparation, Information Registration and Pre-Qualification of

Participants Stage 3 Execution of Trials & Commissioning Activities Stage 4 Go-Live decision and Production Releases Stage 5 Post-Implementation Support

The stages will be planned, organized and executed in a fast-track approach where the stages will overlap and may be completed in parallel to each other because of time and resources constraints. The Trials stage will consists of two simulations: a settlements simulation running from 30 April to 30 May 2006; and an operations simulation beginning on 08 May and ending on 24 May 2006. A DACP Go-Live recommendation, and its timing, will be driven by the results obtained from the completion of the Trials’ operations simulation and the results observed from the settlements simulation up to 24 May 2006.

2.5. Assumptions The DACP – TC plan was developed based on the following assumptions:

• Current market rules, processes, procedures and tools except for these that are changed by DACP are in force;

• Market participants will ensure that their organizations are informed and prepared for the launch by the end of May 2006;

• Those IESO processes, procedures and tools that are necessary to conduct the DACP Trials are tested and functioning before the Trials begin.

2.6. Schedule The DACP-TC activities will be delivered over a period of 4 months, beginning in March and ending on 30 June 2006. A detailed schedule of activities and milestones will be published regularly by the DACP-TC Team. See Appendix B DACP - TC Integrated Schedule.

3. Execution – DACP Commissioning The implementation of the DACP affects each market participant differently. The degree of impact is based on the nature of their activities within the Ontario Market. In order to minimize the disruption to the participants, the implementation of the DACP will be done using two components. The first component, the DACP Commissioning, will focus on distributing tailored information to specific groups of market participants, offering opportunities and providing services to market participants to confirm their understanding of and their willingness and readiness to participate in the DACP starting 31 May 2006 for the trade date of 01 June 2006. Commissioning will be conducted between 31 March and 30 June 2006, with the extension beyond the go-live date for DACP required because some settlements tools will not be available, before the middle of June. The second component, the DACP Trials, will focus on testing the participant-facing usability and readiness of the DACP process and tools within a controlled environment with the participation of volunteer market participants. DACP Trials will have a settlements simulation portion (beginning on 30 April 2006 and extending to 30 May 2006) and an operations simulation portion (running from 08 May 2006 to 24 May 2006). 3.1. Commissioning Approach The Commissioning will be achieved by leveraging existing IESO programs, resources and events and by developing an integrated plan that will coordinate customer support, training and communication plans. The Commissioning approach will focus on:

• the appropriately-timed dissemination of the tailored and pertinent information to segmented market participants with a view to enhance their knowledge of the DACP;

• the participants due diligence in ensuring that they understand the changes, the impact on their processes and tools, and the internal testing that they may elect to conduct; and

• the promotion of readiness through the offering of opportunities and services, such as training events.

3.2. Participants The participants affected by the DACP Commissioning activities are as follows:

• IESO • Market participants

3.3. Commissioning Organization The Commissioning activities will be guided by the Commissioning Group of the DACP-TC team. 3.4. Commissioning Training Plan The IESO will design training material and plan training events that will support the market participants in preparing for the DACP. The Training plan will be coupled to the Communication and Customer Support plans to maximize opportunities to create and enhance the participants’ knowledge of the DACP. See Appendix C DACP Training Plan for details. 3.5. Commissioning Communication Plan Communications during the Commissioning of the DACP will focus on ensuring market participants understand the timing and key deliverables for all stages in the DACP commissioning. As much as possible all communications activities will be targeted to the different types of market participant (e.g. generators, dispatchable loads, marketers, LDC’s and non-dispatchable loads). Information will primarily be delivered by email and the IESO website. Pages on the IESO website will be created and will contain all information related to the DACP such as:

• Training material and schedules • Market manuals • Timeline and key deliverables for DACP commissioning and trials

In addition, DACP may be introduced and discussed in forums associated with the following activities:

• Stakeholder Advisory Committee • Market Pricing Working Group • Emergency Load Response Program

3.6. Commissioning Customer Support Plan The strategy to support Market Participants throughout the Commissioning will be to use the IESO’s Customer Relations and Market Information group and one assigned Account Manager to provide Tier 1 support and targeted customer relationship activities. A communication venue using the IESO public website will also be created to assist market participants in accessing self-service artefacts during the Commissioning of DACP.

3.7. Commissioning Schedule The Commissioning activities will be completed between 31 March and 30 June 2006. See Appendix B DACP-TC Integrated Schedule for details. 3.8. Registration of Dispatchable Generator Information Market participants that have dispatchable generation facilities are required to submit and/or confirm generator technical data, such as minimum loading point, minimum generation block run-time and minimum run-time. They will also be asked to provide operational data, such as minimum down time. These market participants may also elect to have their dispatchable generators become eligible to receive the Day-Ahead Generation Cost Guarantee. The DACP-TC Team will utilize the current IESO Market Entry procedures and tools as modified for DACP to facilitate the process of market participants’ submission of generator information for the DACP. See Appendix P DACP Registration Plan & Procedures for details. 3.9. Commissioning Preparation Criteria The market participants can assure their readiness by availing themselves of the opportunities and services provided by the IESO to support their efforts to prepare for DACP. See Appendix E DACP Readiness Criteria for details.

4. Execution – DACP Trials

The implementation of the DACP affects each market participant differently. The degree of impact is based on the nature of their activities within the Ontario Market. The DACP Trials will focus on testing the participant-facing usability and readiness of the DACP process and tools within a controlled environment with the participation of volunteer market participants. DACP Trials will have a settlements simulation portion (beginning on 30 April 2006 and extending to 30 May 2006) and an operations simulation portion (running from 08 May to 24 May 2006).. 4.1. Trials Approach The Trials will be based upon pre-scripted tests, which are conducted to a pre-defined schedule. It will focus on evaluating the usability of the participant-facing processes, procedures and tools of the DACP using volunteer participants and a DACP working group (DTWG) as the coordination and execution forum.

DACP Trials will not directly test the discrete functions, processes and systems that are responsible for the generation or receipt of information or for the subsequent actions undertaken as result of the sending or receipt of information within a participant’s organization. It will primarily test the ability of a participant to:

• send and receive bids/offers/changes;

• understand the DACP pre-dispatch information;

• receive public and private DACP reports

• formulate a response to the results of each pre-dispatch run within DACP; and,

• participate in the commitment consultation process,

in accordance with the DACP design.

The Trials will be conducted in a coupled fashion (i.e. operations and settlements will be connected). The operations simulation portion will be primarily focused on the submission of dispatch data, pre-dispatch scheduling, the use of the DACP reports and the collaborations around the commitment of dispatchable generators). The settlements simulation will be more limited because some aspects of the settlement functionality, which cannot be fully delivered during the Trials window, will not be tested during the Trials. There will, however, be an opportunity for Trials participants to:

• test their ability to download settlement statement and data files. The settlement statement files will be enabled to contain all the new charge types introduced or modified as a result of the DACP. Therefore, for those settlement procedures calculating DACP charge types that are delivered for use during Trials and that are coupled to the operations simulation, the settlement results should be available; and

• submit data for DACP settlement.

DACP Trials participants should use the processes and systems which they intend to put into production when DACP is placed in-service for the Trials. This is to ensure that successful completion of testing gives as realistic an indication as possible of the DACP’s usability and readiness for operation in the live market.

4.2. Trials Participants The IESO will solicit participation on a volunteer basis of representatives from the following market segments:

• Generators • Dispatchable Loads • Traders

See Appendix F List of DACP Trials Participants 4.3. Trials Organization The Trials will be guided and supported by a DACP Trials Working Group (DTWG) composed of participants that have volunteered to be part of this testing stage of DACP. The operations simulation portion of the Trials will be controlled by a Trials Coordinator from 08 to 24 May 2006. See Appendix G DACP Trials Working Group - Schedule of Meetings & Topics for details. 4.4. Trials Methodology The DACP-TC team will plan and execute a semi-closed DACP simulation of a limited number of days within a controlled environment. The Trials will complete this simulation within the allocated timeframe using pre-determined scripts controlled by the Trials Coordinator. The desired market conditions to which the volunteer participants will react may be recreated using real-time production data. The DACP Trials will be conducted between 30 April and 30 May 2006, and they will include settlements and operations simulations. The settlements activities will begin on 30 April 2006 with an IESO simulation of month-end charges and terminate on 30 May 2006 with the DACP Settlement Final Statement for Trade Date 18 May 2006. The operations simulation will comprise two cycles: one running 8 May through 12 May and the other occurring 16 May through 18 May 2006. The period from 19 May to 24 May 2006 is reserved for a third operations simulation cycle, if necessary. See Appendix H DACP Trials Calendar – Key Events for Sandbox Testing for details. The DACP-TC Team will not witness test execution at participant’s sites but will use the participant reports in conjunction with data received by the IESO during Trials to assess the success of those tests.

4.5. Trials Themes Three specific Trials themes will be used during the operations simulation cycles:

1) A clean day with no deficiencies after the first run of pre-dispatch; 2) A day with minor deficiencies where the market participants can move their

energy limited resources to correct the shortfalls; 3) A day with major deficiencies where the IESO and the market participants have

to work jointly to correct the shortfalls. 4.6. Trials Scripts Test scripts will be prepared to cause specifically desired operations conditions to test the DACP. Participants must:

• interpret the conditions; • formulate a position and submit offers/bids/request for changes in accordance

with the DACP schedule; and • respond to the consultation efforts of the Trials operations desk during the test.

See Appendix J DACP Trials Summary Scripts Table for details. 4.7. Trials Script Sequence

The Trials scripts may be executed within the simulation by the Trials’ participants and the IESO. Variances identified during the Trials will be fixed and retested whenever possible during that period. 4.8. Trials Data The Trials scripts may use a data feed from the IESO real-time production environment that may be downloaded one week before the beginning of the Trials. Parameters of the forecast Ontario demand, facility outages and bids/offers, for example, could be modified to re-create the desired scenario. Participants’ data, submitted into the “Sandbox” testing environment during the Trials, will also be used in the creation of the desired conditions. Confidentiality of the participants’ data during the Trials will be treated in accordance with current IESO policies, procedures and tools. See Appendix L DACP Trials Data Requirements for details.

4.9. Trials Participants’ Pre-Qualification A set of pre-qualification criteria that must be met before testing can formally commence will be designed. For example, a Trials participant will be required to ensure, before he enters the Trials on 30 April 2006, that:

• DACP registration of required technical and operational data is submitted; • The security certificate to connect to the Sandbox is valid; • The connection to the Sandbox can be made and maintained; • The user ID and password to retrieve reports are valid; • Dispatch data can be submitted and retrieved for all resources; • Public and private reports can be retrieved.

4.10. Trials Participants Support The DACP-TC team will provide support to the participants during the Trials. A Trials Coordinator will be assigned and two teleconferences per Trials day will be organized and conducted. The DACP Project Team will provide support to the DACP-TC team and the Trials participants with regards to the design of DACP.

4.11. Trials Exit Criteria The DACP-TC team will design, develop and publish exit criteria for the Trials.
