Need for MNLARS
• Platforms, databases, applications and access
controls are from the 1980s and fragile
• Limited ability to respond to increasing security
threats
• Rigid mainframe environment, small changes
require major development effort that may
unknowingly adversely affect other functions
• A 2007 system analysis conducted by the Office of
Enterprise Technology recommended that DVS
develop a strategy to replace its mainframe system
