BACKGROUND The purpose of World Telecommunication and Information Society Day (WTISD) is to help raise awareness of the possibilities that the use of the Internet and other Information and Communication Technologies (ICT) can bring to societies and economies, as well as of ways to bridge the digital divide. 17 May marks the anniversary of the signing of the first International Telegraph Convention and the creation of the International Telecommunication Union (ITU).

This year theme is “Broadband for Sustainable Development”, will focus attention on multi-stakeholder commitment to achieve universal access to broadband connectivity and content and foster political will on achieving this objective; identify key gaps in broadband research and development, infrastructure, and packaged development of applications and services; define policy priorities for action in the areas of allocating radio frequency spectrum for broadband, universal access obligations and innovative financing mechanisms; and lead to technological solutions, particularly in the extension of broadband access into rural areas, least developed countries and small island developing states.

Broadband infrastructure development is a critical element in ensuring that ICTs are used innovatively as delivery vehicles for health, education, governance,trade and commerce in order to achieve sustainable socio-economic growth.1

Yang Berhormat Pehin humble beginnings started as an Assistant Controller of Telecommunications in 1972. He eventually became the Director of Telecommunications in 1984 and the Managing Director of DST Communications from 1998 until 1999. In 1998 Yang Berhormat Pehin held the position as the Permanent Secretary of Ministry of Religious Affairs and the Ministry of Communications in 1999.

Since then he has held many high level positions among others, he became the Chairman of The Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) from 2003 until 2005. During that time, he was also the President of PUJA (The National Institution for Engineers, Architects and Surveyors), Brunei Darussalam from 2004 until 2009 and was the Chairman of the Board of Directors of Islamic Bank of Brunei Darussalam Ltd since 2006 until 2010. Yang Berhormat Pehin became the Minister of Development in 2005 and later the Minister of Communications in 2010 until present.

Dr. Bernard HL Lee started his career in optical communications when he had the opportunity to work on the EU IST project DAVID as a senior research officer upon completion of his undergraduate studies.

Then in 2003, he joined Telekom Malaysia R&D where he has held various positions there including Head of Photonic Network Research. Bernard joined Telekom Malaysia (TM) in 2010 as the Assistant General Manager for the Group Business Strategy where he oversees the company’s business direction.

Bernard currently is with SENKO Advanced Components as their R&D Director and also is the Vice President at the FTTH Council Asia-Pacific.

Mr Queh, from Infocomm Development Authority of Singapore (IDA), is currently on secondment (since 2010) to the Authority of Info-communications Technology Industry (AITI) of Brunei Darussalam as their Deputy Chief Executive (Regulatory, Industry and International). His portfolios at AITI include Telecommunication and Broadcasting Regulation and Policy Formulation, Industry and Manpower Development for the ICT sector, National Broadband Network and Services and International Relation for Brunei Darussalam.

Prior his secondment to AITI, Mr Queh was Director (Interconnection and Access) at IDA. His responsibilities include the formulation and implementation of regulatory policies and frameworks, to ensure a seamless and effective interconnection regime for the multi-operator telecommunicationsector in Singapore. Key initiatives delivered by Mr Queh include telecommunication regulatory policies and frameworks for Singapore’s Next Generation Nationwide Broadband Network (NGNBN) and implementation of Mobile Number Portability.

Apart from his telecommunications regulatory portfolio (2005 to 2009) in IDA, Mr Queh has held various senior IT positions in the Singapore Government from 1996 to 2004. Some of his key achievements were the Singapore Government Data Centre (GDC), the Singapore Government Network (SGNet), network infrastructure for World Trade Organisation (WTO) inaugural Ministerial conference (1996) in Singapore, network infrastructure for schools under the Ministry of Education’s Masterplan for IT in Education and ICT Masterplan for the National Environment Agency (NEA). His tenure (2001 – 2005) as Director IT and Chief Information Officer (CIO) for the Ministry of Environment and Water Resources (MEWR) and its statutory board, NEA, has enabled him to hone his skills and talents in managing senior management stakeholders with regard to Business-IT alignment as well as running a medium size IT division to support MEWR and NEA business functions.

In addition to his extensive experience in the Singapore Government sector, Mr Queh has also worked in the private sector at a US network company serving customer accounts in South East Asia. Then, his area of responsibilities includes developing customers’ network strategy in the government; petrol-chemical, financial and banking sectors by providing network planning, design, configuration guidance and consultancy services.

Mr Queh graduated from the National University of Singapore with a Bachelor of Science (Computer and Information Sciences). He obtained his Master of Business Administration (IT Management) from the Surrey European Management School, University of Surrey, United Kingdom.

David Kay has been appointed to lead Telekom Brunei Berhad (TelBru) since November 1, 2012.

His previous position was as CEO of GO Malta plc in 2006. Under his leadership, GO was transformed from a traditional telecommunications incumbent into an agile, modern and customer-centric quad play organisation.

Amongst his significant achievements were in achieving consistent growth even with declining fixed telephone revenues, implementing a new mobile network with data speeds of 42 mbps and also upgrading the fixed network to support IPTV and FTTH.

He was responsible in developing GO into one of the most recognised brands in Malta, establishing a strong presence not only in the mobile sector but in broadband and Pay TV markets and launching innovative products and services across all sectors of the business.

His previous appointments also include in countries such as Macau, Latvia,Hong Kong and the UK. In addition, he has also held a number of non-executive directorships.

A BSc Economics graduate of the University College in Cardiff UK, David Kay brings over 30 years of experience in the telecommunications and technology field to his position.

Mr. BuKHArI YAHYAHead of Broadband Management and Coordination,Malaysia Communications and Multimedia Commission (MCMC)

He is an engineer by profession and holding a Bachelor’s Degree in Engineering and Electronic from the University of Leeds, United Kingdom. He began his career as a Communications Engineer for seven years in MRCB Telecommunications which now already merged under Celcom Axiata. After that, he then joined Logica Technology Consultancy Company as a Senior of Consultant for four years before decided to work as an Independent Consultant for four years with various vendors of telecommunications equipment companies such as Alcatel, Nokia and Ericsson. During his job as consultants he has performed his job at various countries such as Brunei, Indonesia and Thailand.

After his last assignment in Indonesia, he then joined MCMC on 5th May 2004 as Senior Executives. After serving for four years, he was transferred as Director in MCMC Southern Regional in Johor for four years. In October 2012, he was transferred to manage MCMC Regional Office in Sabah and Labuan for two years before he hold his current position in MCMC headquarters.

Hiro is the founder of SocialDeal.com.bn - the largest group buying site in Brunei with over 13,000 members & 71,000 Facebook followers. The site saved over B$1,000,000 for the public since its launch 2.5 years ago. We’ve since helped more than 300SMEs in the region sell online, be it products or services. Hiro won THINK BIG IGNITE Business Plan Award Twice (2nd Prize & Grand Prize) in two consecutive years, 2011-12 & 2012-13. I also won Brunei ICT Awards twice in a row (2nd Place & 3rd Place respectively) in 2011 & 2012. His recent product, ‘SocialMart Brunei’ aims to be an avenue for local SMEs to be able to sell online & internationally. It was launched with the attendance of His Majesty The Sultan at ICC & HRH Crown Prince at UBD about 7months ago. We started retailing 500 grocery products online, and today we carry some 5,000 products ranging from luxury, fashion, to local SME products. An international product currently in open-beta mode is ‘TheGigland.com’ - a platform that matches vocational & raw talents from around the world via their geo-locational coordinates. Hiro had the opportunity to visit the USA via IVLP 2013 and was sent undertheme ‘Entrepreneurship & Business Management’ along 21 other entrepreneurs somewhere in September 2013. I had another opportunity to visit Silicon Valley in February 2014 where we pitched to several industry experts, investors & venture capitalists.
