1P1- Modification of the article

8P2 - Modification of the article 6) Group OP "Open" Group OP.1: NRJ Challenge: “Alternative Energies” a) Based on the Regulations for the T1, T2, T3 and, T4 and T5 Groups, there will be a challenge for cross-country vehicles powered by alternative energy (hybrid engines, gas, hydrogen, etc.). Vehicles will be accepted to take part in this challenge upon receipt of a detailed file, presented before 1st October 2020.

4) (…) For crews with a road-book on the UNIK4 tablet, a sealed road-book will be provided to them at the CH DSS of the selective section and must be returned sealed at its finish. In the case where the seal is opened, a penalty of 1 hour shall be applied. 5) The road-book will be distributed each morning at the CH DSS. The teams will have 1510 minutes between the CH DSS and their starting time to prepare the road-book. For the prologue, the road-book will be distributed in the CH DSS five minutes before the start of each competitor.

14P4 - Addition to the article 1) All information concerning “Competitors”, classifications and road opening notes, decisions, official documents, bulletins, notifications, penalties, starting orders, etc. will be posted at the SPORTITY application. Official Notice Board on the following locations: • The list of Competitors authorized to start will be posted at the entrance of the Parc Fermé in Jeddah, on 2 January 2021. • In the Bivouac, from 3 to 15 January 2021, all official information will be available on the official notice board, located on the Bivouac, close to the Officials’ tent (according to art 3.5.16 of ISC). • The Provisional Final Classification will be posted at the entrance of Parc Fermé in Jeddah, on 15 January 2021 and on the Bivouac’s Main Square. Digital Notice Board will be accessible by the Sportity application on mobile phones and tablets. The Sportity app can be downloaded from Google Play or AppStore and password “DK21CAR” must be entered. 15P15 - Addition to the article This insurance agreement taken out by the Organiser in no case covers (without limitation): 1. (…) 1. In the case where the organisers intervene on a vehicle that has suffered an accident during the race, the

organiser shall not be held liable by the crew for any damage to the vehicle’s structure in the case where it is necessary to cut persons free or move the vehicle.

29P - Modification of the article

2) The shakedown will take place on 30th December 2020 (12.00-18.00), 31st December 2020 (07.00-18.00) and 1st January 2021 (07.00-15.00) in Jeddah. Any shakedown outside these dates is strictly forbidden. The exact site shall be communicated by the organiser before administrative scrutineering.

6) In a case where a Crew arrive early at the Time Control before a Start for a Selective Section, no modification to the arranged starting order is authorised as a function of the cars present, and in all cases, the starting time is the target check-in time at the Time Control + 10 5 minutes, even if it concerns the Start for a Selective Section other than the first of the day.

Example:Target check-in time at Time Control: 10.00am; actual early arrival time: 9.54am; theoretical starting time: 9.59 10.04am; Actual starting time authorised = 10.05am 10.10 am, which corresponds to the target check-in time + 5 10 minutes.

32P3 - Remove article 32P4 - Modification of the article

1) From Leg 2 to Leg 12 During stages 01, 05 and 08, Vehicles will start in the order of the Selective Section classification of the day before standings at the end of the previous day’s timed section (Except on first stage - 3rd January 2021- that will use the results of the prologue stage), in the order and at intervals as follows.

CARS and SSV: • The first 12: 1 by 1 every 3 minutes • 13th to 20th: 1 by 1 every 2 minutes • 21st to 30th: 1 by 1 every minute • Thereafter: 1 by 1 every 30 seconds

TRUCKS: T5 (Break of 30 minutes between Cars/SSVs and Trucks) • The first 5: 1 by 1 every 3 minutes • 6th to 15th: 1 by 1 every minute • Thereafter: 1 by 1 every 30 seconds

During the other stages the vehicles will start in the order of the standings at the end of the previous day’s timed section for all categories at the following intervals:

• The first 12: 1 by 1 every 3 minutes • 13th to 30th: 1 by 1 every 2 minutes • Thereafter: 1 by 1 every 30 seconds

During these stages, the first truck must never start before the twentieth car. 2) When possible, the T5.1 and T5.2 trucks will start mixed in with the cars and SSVs, in the order of their respective times on the previous day’s timed section.

32P5 - Addition to the article 5) Usually, any competitor who receives a sporting penalty in the day’s selective section shall not be repositioned for the next day.

40P4 - Modification to the article

The latest check-in time on the rest day, so as to be able to start the following day, is fixed at 6.00 pm 02:00 pm. After this time, Vehicles arriving from the previous day’s Leg will be disqualified.

46P2 - Addition to the article 3) Prologue starting order The competitors shall start by category in the following order:

T1 / T2 The first 30: 1 by 1 every 3 minutes Thereafter: 1 by 1 every minute

T3 The first 5: 1 by 1 every 2 minutes From 6th to 10th: 1 by 1 every minute From 11th to the last: 1 by 1 every 30 seconds T4

The first 10: 1 by 1 every 2 minutes From 11th to 20th: 1 by 1 every minute From 21st to the last: 1 by 1 every 30 seconds

T5 The first 5: 1 by 1 every 3 minutes From 6th to 10th: 1 by 1 every minute From 11th to last: 1 by 1 every 30 seconds

In each category, the competitors will start in ascending order of the race numbers. The time accomplished on the prologue counts towards the general standings. In case of a tie, the lowest race number will start in front. 4) Crews that have not been able to complete the full prologue will receive a flat-rate penalty equivalent to the maximum time + 10minutes. The maximum time to complete the special shall be 25 minutes. 5) The time between the CHDSS and the start of the prologue shall be 5 minutes for all the categories.

50P4 - Modification of the article

5) There will be no marking of wheels on cars / trucks and so exchanges will be possible between all competitors in the race and in the working zones except for competitors featuring on the list of A.S.O. priority car drivers, for whom all the car’s tyres including spare tyres shall be marked before the start. In the case of an exchange between competitors featured on the list of A.S.O. priority car drivers, a penalty of 15 minutes per wheel exchanged shall be given to each person involved. No wheels or tyres may come from a truck or SSV competitor. 6) A demand to be repositioned is not permitted on the first day of a marathon stage, except in the case of a crew on the A.S.O. priority list when the race direction deems that repositioning is necessary for safety reasons.

50P5 - Addition to the article

4) In the case of failure to respect this article on the evening of a marathon stage: • The “T1/T2 special assistance” or “T5.3” category vehicle shall be placed in a different secure enclosure as soon as it arrives at the bivouac. The “T1/T2 special assistance” or “T5.3” category vehicle must compulsorily travel to the specific classic Dakar bivouac located aprox. 150 km from the marathon bivouac, near to the DSS for stage 8. Information on how to reach this site will be available at the briefing for stage 7. • The vehicle and the equipment it transport shall only be accessible for the start of the stage on the next day. • The crew of the vehicle shall not have access to the work zone. • The crew of the vehicle shall not be able to carry out work on a racing vehicle.

51P2 - Modification of the article 3) After having checked-in at the Leg Finish TC, the Competitors or any member of the Team can take out the Race Vehicle from the Bivouac for refuelling, washing the Vehicles, go to the hotel or perform technical tests, within a radius of 30 km from the Bivouac. 5) The Main Square of the Bivouac . It is made of:

• the Competitors’ Department • the travel agency VSO • the Briefing • the Official Notice Board

56P3 - Modification of the article

8) Modification of the FZ radius (50 m 90 m).

57P1 – Addition to the article

2) The fuels used by the competitors will either be compliant to Annex J, Art 252.9 or be from one of the filling stations on the road of the event. The stewards advise the competitors to have an evidence from the fuel station that they refill their cars.

5) The amount of sulphur contained in commercially available diesel fuel in Saudi Arabia may exceed the limits defined by the FIA all-terrain sporting regulations for 2020.

58P1 - Modification of the article

2) The vehicles of all the categories are in the secure enclosure: • When technical checks are carried out at the finished of the timed section or the stage. • During neutralisations (N.B.: it will be possible to access T3 and T4 vehicles only in the case of refuelling in the zone set up for this purpose). • During neutralisations during timed sections (cf. art. 45P4).

58P2 - Modification of the article Vehicles will be subject to the Parc Fermé rules:

-on the port of boarding of the Rally in France (Marseille), before loading and during the sea-crossing; -after unloading the Vehicles in Jeddah, in Saudi Arabia, up to the recovery of the Vehicle by the Competitor; -after the Scrutineering on January 1st and 2nd, 2021 in Jeddah, up to the start Podium on January 2nd; -after the start Podium on January 2nd up to the start of the first Leg, on January, 3rd in the morning; -after the finish Podium on January 15th, in Jeddah. The Parc Fermé will become a Parc Gardé, after the reclamation time, until 8.00am on January 16th, when it will have to be completely empty.

59P2- Modification of the article 2)Each evening at 7.00pm, the various Classifications will be posted on the Official Notice Board ( Sportity) in front of the Officials’ tent, in the catering area and on-line on the Notice Board.

TECHNICAL REGULATIONS

T1P1- Addition to the article

Group T1 cars must comply with the general recommendations and safety equipment requirements defined in articles 282 and 283 respectively. The cars equipped with a turbo-charged petrol engine must be equipped with 2 extinction systems in compliance with article 283-7.1n a system dedicated to the engine, the turbo-charger system and the engine compartment, and a system dedicated to the cockpit and the fuel tank(s). Both systems must be activated by the same switches. It is possible to install an additional extinction system from FIA list No. 16 to protect the spare wheels, with triggering by a specific switch.

T1P5.1.4 - Addition of an article

T1P5.1.4 MEASUREMENT AND CONTROL OF THE BALANCE OF TURBO PETROL vs. TURBO DIESEL AND ASPIRATED PETROL PERFORMANCE: 1) During the entire rally, the balance of performance between T1 group vehicles shall be monitored by the scrutineers. 2) Cars designated by the race director must be equipped with an FIA GPS beacon in order to check their performances. Its installation shall be checked during technical scrutineering. It is the responsibility of each competitor concerned to make sure it is installed. 3) The data produced by these beacons may be recovered at any moment, by the scrutineers. The crews must ensure unimpeded access to this recording device to the scrutineers at all times. 4) On the basis of this data, performance analysis shall be carried out and a report established on the same day. 5) In case of a clear deviation in performance for one or more turbo petrol vehicles in relation to the T1 group vehicles, this report will be passed on to the race direction. 6) In such a case, the race direction shall notify the competitor(s) concerned that they must review their engine performance, according to the report information. 7) These checks shall be repeated at the discretion of the Dakar scrutineers and the race direction. 8) If, after notifications of correction, the balance is not visible, the race direction may give the competitor(s) concerned a sporting penalty of 15 minutes and then 30 minutes on a second offence. A harsher penalty may be handed out at the discretion of the race direction. Such a penalty shall be applied on the same day or the following day.

T1P5.1.5 - Addition of an article

T1P5.1.6 RESPECT OF THE FIA ENGINE REFERENCE CURVE (FOR TURBO PETROL ENGINES ONLY): 1) As defined in article 285- 5.1 and article 13.1.2 of the FIA all-terrain sporting regulations, vehicles equipped with a turbo petrol engine shall be fitted with an FIA data acquisition system. Its installation shall be checked during technical scrutineering. It is the responsibility of each competitor concerned to install this system in compliance with the FIA technical datasheet for the engine concerned and to ensure that it works throughout the rally. The teams must ensure unimpeded access to this acquisition system at all times. 2) This unit makes it possible to check that the competitor complies with the turbo pressure ratio values published by the FIA for the engine in question. 3) The FIA data acquisition system includes an LED module. On this module, an LED indicator shall turn red in the case where these maximum authorised values are not respected. 4) Analysis of the data recorded shall be conducted by the scrutineers. 5) In the case where failure to respect these maximum authorised values is observed, a report shall be made by the scrutineers to the race direction. 6) In the case of a confirmed offence, the race direction shall give the competitor(s) concerned a sporting penalty of 15 minutes and then 30 minutes on a second offence. A harsher penalty may be handed out at the direction of the race direction. Such a sporting penalty shall be applied on the same day and for the time of the special stage. 7) The penalties incurred by articles T1P5.1.6-6 shall be combinable.

T3P5.1- Modification of the article

The minimum weight is set at 900 kg for cars with turbo engines. The minimum weight is set at 800 kg for naturally-aspirated engines. This rule is valid solely for the Dakar 2021.

T3P12.5.1 - Modification of the article only English version.

It may be removable from the steering column through a quick release mechanism. This mechanism must consist of a flange restrictor concentric to the steering wheel axis, coloured yellow and installed on the steering column behind the steering wheel. The release must be operated by pulling the flange restrictor along the steering wheel axis.

T3P12.6 - Modification of the article

See article 6.22 of FIA article 286 / Accessories T5.P (ENGLISH VERSION ONLY) - Modification of the article 1) The homologation of T4.1 T5 category vehicles must strictly comply with FIA Regulations Appendix J article 287, with the exception of the safety roll cages, which must be comply with these T4.2 A.S.O. Technical Regulations, article T5P3. The FIA passport for T4.1,T5.1 will benefit from a validity extension for the Dakar Rally up to 1st February 2020 included, if, and only if, no modification against the Appendix J – Article 287 of the FIA T4 T5 Group homologation Regulations (01/01/2008) is made to the vehicle. Any modification done on a T4.1 T5.1 vehicle must have first received authorisation from the organiser. The FIA Technical passport will be demanded during the rally scrutineering. 2) All the T4.2 T5.2 engaged in the Dakar must possess an A.S.O. technical passport valid for 5 years after the visit of the A.S.O. authorised truck category delegate.

T4P13.5.1 - Modification of the article only English version. It may be removable from the steering column through a quick release mechanism. T5P1.2 - Modification of the article

The combination of various components is authorised and all their elements (cabin, engine, gearbox, transfer case, axles, etc.) must be produced in a series of at least 200 specimens and must come from standard series elements that are freely commercial available. All the mechanical components of a race truck must correspond with the road homologation tonnage for the production version of the vehicle (for example: brakes, axels, gearboxes, steering units or any other mechanical component). The following mechanical components must come from a production version road truck for the transfer of goods: • Gearbox and transfer case. • Front and rear axles. • Steering unit. • Brake system components. The type of vehicle is defined by the truck cab. These technical regulations govern the competition between rigid trucks with two to four axles. The vehicles must comply with the T5.2 group A.S.O. technical passport.

T5P1.2 - Addition to the article

(…) Vehicles must comply with A.S.O. Technical Passport for T5.2 Group. Trucks with a preliminary Homologation will be accepted.

T5P6.1 - Addition to the article

For the 2021 edition only, trucks fitted with an old engine block with a capacity above 13 litres shall be accepted if they are equipped with a standard flange restrictor as per the T5 regulations.

T5P6.3 Modification of the article only English version. T5P6.3.1 BRIDE - SPÉCIFICITÉS / AIR RESTRICTOR – SPECIFICATIONS - (…) The restrictor must be made from a single material and may be pierced solely for the purpose of mounting and sealing, which must be carried out between the mounting screws, between the restrictor (or the restrictor / compressor housing attachment), the compressor housing (or the housing / flange restrictor attachment) and the turbine housing (or the housing / flange restrictor attachment). BULLETIN No. 2

The Supplementary Regulations published on the web www.dakar.com on 08/04/2020 and after its approval by the FFSA, becomes final, with the FFSA organizing permission nº4 of 17/11/2020. 2P5 – Modification of the article 48) Selective Section (see art. 41P) Timed speed test. Selective Sections may be run over a course exclusively reserved for the Competitors of the Event. Starts of Selective Sections (DSS) are preceded by or twinned with a Time Control and followed by a Time Control after the Finish (ASS). A Selective Section may consist of several sections, separated by Neutralisation(s) and /or Transfers.

27P4 - Modification of the article 1) On Selective Sections, Vehicles of T1 Group will have their speed limited to 180 kph (see Technical Regulation art. T1P1.1). 2) All speeding recorded by the GPS will result in the following penalties: Between 3 and 5 kph: Between 1 and 5 kph

• 1 minute x number of impulsions + a fixed fine of €100; Between 6 and 10 kph:

• 5 minutes x number of impulsions + a fixed fine of €200; Over 10 kph:

• 1st impulsion: 20 minutes + €300, • 2nd successive impulsion: 1 hour + €1,000, • 3rd successive impulsion: Disqualification.

Pour raisons logistiques et d’horaires, on modifie les articles suivants : 50P4 – ÉTAPE MARATHON AUTO - SSV - CAMION 3) (…) Lorsque le Véhicule est stationné à son emplacement au Bivouac, ou pour toute opération mécanique ou de ravitaillement, un tapis de sol doit être utilisé (1 mètre minimum plus long et large que le véhicule). Tout non-respect de cette règle entraînera les pénalités listées à l’article 51P2.6.
