    Education (DfE) have confirmed their commitment to the town with 400 jobs

    This is the fifth annual refresh of this Guide - a key information tool providing businesses with details of business support provision available from Darlington Borough Council and other partner organisations.

    “The outlook for Darlington is extremely promising – in recent months there have been some major announcements which will undoubtedly have a positive impact on the local economy. The Department for

    being retained. The DfE will occupy a building forming part of the Town Centre Regeneration of the Feethams area. Having 400 more people working in the town centre will bring trade for town centre businesses and the markets. In addition, adjacent to the development, the new leisure complex, featuring a multi screen cinema, restaurants and bars, will further develop this area for leisure and business use.

    Back in July it was announced that the European Regional Development Fund Competitiveness Programme 2007-2013 would be investing £3.29m in the Darlington Business Growth Hub at Central Park, where work will start later this year. The Hub will comprise 3,200 m² of high quality Grade A office space for small and medium enterprises and is due to open January 2015. The project is being managed by the Council with the Homes and Communities Agency providing the match funding. The Hub forms part of the wider regeneration of Central Park within the Tees Valley Enterprise Zone, a 9.3 hectare site targeted specifically at digital companies. The development of the facility will kick-start enterprise development on Central Park and form a visible gateway to the Enterprise Zone.

    In addition, a new £38m Government flagship centre, which specialises in the manufacture of life-saving medicines such as antibodies and vaccines, is to be built in Darlington. The National Biologics Manufacturing Centre (NBMC) is being funded through investment announced as part of the Government’s Strategy for UK Life Sciences. Darlington was chosen due to its location - being close to existing centres of manufacturing and also its good transport links with the rest of the UK.

    These announcements reinforce the message that Darlington, within the Tees Valley, is an excellent location for business.

    Darlington Borough Council -Business Engagement Team The Business Engagement Team works closely with other business support agencies and directly with local businesses to achieve a thriving economy in Darlington, promoting the town as a key business location.

    The team offers a wide range of business services with the principal objectives of creating and safeguarding jobs in Darlington; stimulating business opportunities; attracting new investment from outside of the Borough and helping new businesses to set up and existing businesses to expand.

    The team acts as a conduit for businesses looking to engage with the Council, providing named points of contact to assist the smooth transition of enquiries made by businesses.

    Business Support & Advice Our dedicated team of business advisers are on hand to offer support and advice to established businesses and individuals considering a move in to self employment, through the provision of 1 to 1 sessions; mentoring and ‘aftercare’ visits. The team can provide advice on a range of subjects including developing a fledgling business idea; business planning; ICT; marketing; expansion of existing

    businesses; trading with the public sector; moving to new premises; identifying local sources of training; recruitment needs and sources of finance. Through signposting, the team can also provide linkages to other agencies that may be able to assist with elements such as improving productivity; new product development; energy efficiency and reducing a business’ carbon footprint.

    The team work in partnership with TEDCO Business Support Ltd to deliver a range of business start-up services:

    New Enterprise Allowance Unemployed residents of Darlington who are considering the option of becoming self-employed can access the New Enterprise Allowance scheme delivered by TEDCO Business Support Ltd. Participants will get access to a volunteer business mentor who will provide guidance and support as they develop their business plan and through the early months of trading. Once a participant has had their business plan approved, ended their benefit claim and started trading, they will be able to access financial support. This will consist of:

    •� A weekly allowance worth £1,274 over 26 weeks, paid at £65 a week for the first 13 weeks and £33 a week for a

    further 13 weeks, and •� The facility to access a loan of up

    to £1,000 to help with start-up costs, subject to status.

    Ready For Business Ready for Business is an investor readiness programme, which is a ‘must have’ if you are raising finance to launch your business venture. This support will help you to build a comprehensive business plan fit for raising investment capital, develop advanced skills in business management and introduction to lenders including successful pitching advice and techniques. TEDCO don’t have any funding themselves, so they have no conflict of interest, are completely impartial to help you navigate the criteria of bank loans and lending to get your business off the ground. They can help you get access to finance through a programme of support which includes:

    •� An introductory seminar exploring self-employment;

    •� One to one personalised consultation with a business advisor;

    •� Business plan development; •� Business training; •� Investment readiness support; •� Referral to lending organisation; •� Support to pitch to lenders, and •� On-going support after business

    start-up.

    The Ready for Business programme is delivered by TEDCO on behalf of the Cavendish Consortium and their partners. The programme is funded by the Department of Business, Innovation & Skills (BIS) via the Regional Growth Fund initiative and in association with Barclays Bank.

The Directory offers the potential for businesses to promote themselves free of charge; seeks to encourage local businesses to trade with each other and is a useful source of information to identify potential suppliers. The principal requirement being that the business must be based within Darlington.     Encouraging Engineering

    Funded through the BAT Legacy, the ‘Encouraging Engineering’ project, was launched in November 2009 with 4 Darlington employers - DeepOcean Group; Cummins; Henry Williams Limited and MTE Limited. The project has been extended to include additional employers from the wider sub-region, including Tracerco at Billingham. This project promotes engineering as a career option to gifted and talented youngsters in Darlington – aiming to address the issue of graduate retention and counter the effects of an ageing workforce. The project offers a financial subsidy to students for the 4-year duration of a Mechanical Engineering degree, with the employers providing a mentoring relationship together with paid summer vacation placements.

    Networking & Keeping Businesses Up to Date The Business Engagement Team works closely with other organisations to support businesses within Darlington, encouraging collaboration through the promotion of inter-trading events; hosted company visits and seminar programmes. Networking opportunities offer local businesses the opportunity to share best practice; become aware of new legislation that may affect their

    business operations; enhance their knowledge on working practices and raise awareness of general business issues.

    Employability and Training In today’s competitive employment market, finding and getting a job can be a tough challenge, and having the skills, knowledge and competence to differentiate yourself as a capable and confident applicant can make all the difference.

    There are a number of organisations operating in Darlington who deliver programmes and initiatives designed to improve an individual’s employment skills and to assist that individual into employment.

    Darlington Borough Council has produced a handbook which provides plenty of key points to improve an individual’s chance of successfully securing employment.

    It provides guidance on how to write a CV, job search and on interview techniques and what to expect on that first day at work.

    The handbook also provides information on those organisations and programmes within Darlington which can provide assistance and offer advice and guidance when looking for employment or where to find the training to take you that step closer to finding that dream job.

    Enterprising Darlington The Enterprise service aims to help residents look at their hobbies, skills and aspirations, to see whether or not there might be an opportunity for self employment. Our Enterprise Officer also works with individuals who have a business idea, looking at the viability of the proposed business.

    Clients are offered support and advice to guide them throughout the start up process, leading to assistance with the production of a Business Plan to help provide a focus to start the business or to access finance.

    The Enterprise Officer also provides appropriate advice and support to newly established businesses and self employed individuals (post start-up); with an emphasis on providing marketing advice and help with producing a marketing plan, to aid business growth.

    Foundation for Jobs The Foundation for Jobs initiative aims to help young people under the age of 25 to secure employment or be better placed to enter the workplace.

    The Foundation for Jobs campaign, launched in January 2012, aims to tackle youth employment and is led by Darlington Borough Council, The Northern Echo and the Darlington Partnership of public and private sector organisations.

    The campaign has the backing of The Northern Echo newspaper, which is highlighting achievements connected to the initiative in its pages and on its website.

    In Darlington alone, more than 1,000 young people aged under-25 are claiming Jobseekers’ Allowance.

    Each year, annual targets are agreed by the Steering Group. During the course of the 12 month period from April 2013 to March 2014, the Foundation aims to create at least 125 additional apprenticeship places for young people living in the Borough and 125 internships at local firms.

    In addition it will provide 1,250 school-age young people with the chance to establish formal links with local companies, giving a genuine insight into the world of work.

    An integral part of the campaign is to build greater links between business, schools and colleges so that youngsters are inspired to consider sectors they may not

    previously have thought of, but where opportunities exist, as attractive career paths.

    Research by the Education and Employers Taskforce charity found that young people who had taken part in four or more activities involving employers while at school are around five times more likely not to be NEET(not in education, employment or training) by the age of 25.

    This included career insights, mentoring and work experience, amongst other contacts.

    As part of Foundation for Jobs firms in the region are being asked to sign a pledge to do what they can to help, whether that be by taking on an apprentice, offering a work placement or becoming involved in inspiring youngsters.

    Darlington Markets

    Free Market Stall for Business Promotion Marks & Spencer, Tesco and Morrisons all started out as market stalls and are now hugely successful businesses. Markets are therefore a fantastic testing ground for a budding entrepreneur with a bright idea but a limited budget.

    Clearly not every market stall will end up as a multi-million pound industry, but markets can be huge contributors to the local economy and central to the vitality of the town centre and regeneration of the wider area.

    Darlington Markets offer local Darlington business start-ups the opportunity (as a one off) to have a stall on a Monday and Saturday on the Outdoor Market completely FREE of charge, to help promote and showcase their business and also to reach a new customer base.

    A fully weather proof gazebo (measuring 3m. sq.) can be provided, together with tables and lighting/power if required. Businesses can book an available stall and stock up with an attractive display. Businesses may not want to sell anything but just use it as an advertising medium handing out literature, leaflets or business cards. The inclusion will make Darlington Market more diverse and prove that it is also a community facility that is accessible to all.

    Once you’ve had a taste of trading at Darlington Markets for FREE, there is an opportunity to sign up for a series of non contractual

    stall hire for £20 a day on a Monday and Saturday. Established businesses are also entitled to this opportunity. It can be a very cheap way to reach a new customer base. Why not dress up the stall and advertise your business, getting your brand seen is an ideal way to do this.

    The Falchion Fund is a loan scheme dedicated to supporting businesses located in Darlington which employ up to 250 people. The Falchion Fund offers loans: •� To start up and existing

    Applications are encouraged from new start and existing businesses operating in sectors that have been identified as either currently being of significance to the Darlington economy (business & financial services; logistics & distribution; construction;

    market, restaurants and cafeterias. This is a vibrant location especially in the summer period with the pavement café setting area.

    together with any funds from other sources e.g. bank statements, facilities letters, etc. The aim of the fund is to stimulate and contribute to business investments that are likely to lead to the creation of new jobs or help to safeguard existing jobs in Darlington; aspire to increase average wage levels and contribute to reducing deprivation within the Borough.

    In addition to a formal lending assessment to ensure repayment ability, applications will be considered on the basis of the business’ potential to create new jobs (and/or safeguard existing jobs) and the project’s potential to add value to the local economy.

    Distinct Darlington – Business Improvement District In March 2012, Darlington Town Centre businesses voted ‘YES’ in a ballot to decide on the setting up of a Business Improvement District (BID).

    A BID is an arrangement whereby businesses get together, decide what improvements they want to make in their town centre, how they will manage these and what it will cost them. This goes into a Business Plan which is voted on by all those who would have to pay. The BID lasts for a maximum of 5 years and must be able to demonstrate how it benefits the businesses that have funded it.

    Businesses backed the BID to drive investment in the Town Centre and give local businesses a greater say in the way it is marketed, maintained and managed.

    The vote gave the go-ahead for the BID company, ‘Distinct Darlington’ to set up the BID and to work with partners in taking forward the Business Plan, which will deliver over £1.5 million of investment in the area over a period of five years. The BID launched in July 2012.

    The improvement projects listed in the Business Plan were put together following various consultations with town centre businesses, including a survey, a series of business meetings and one to one visits.

    The £1.5 million budget (over 5 years) will be spent on projects identified by businesses through the consultations:

    Project 1 - Making the town centre cleaner, safer and more welcoming

    Project 2 - Increased and better marketing, promotions and events; to increase footfall

    Project 3 - Business Support -reducing business costs and making savings

    Project 4 - Access - Car parking promotions

    The project has been developed by the BID Task Group, which led into the Interim Board. The Board is made up of elected representatives of all town centre business sectors and is headed up by:

    A variety of different venues are available across the town, from small meeting rooms to halls, which can house conferences. Costs vary but some meeting rooms are available at no charge.

    Explore – Enterprise course

    Four days for young people to learn about topics relevant to planning and running a business and to consider whether self employment is right for them. It is designed to be practical, interactive, visual and based around discussions and activities. It aims to enable young people to feel what running their own business would be like and what it would involve, whilst teaching some of the most relevant knowledge and concepts.

    Launch – One to One sessions

    Each young person is offered, on average, eight hours of support to help them think through, choose and plan their next step and outcome. These sessions might be with a staff member or volunteers. For young people who need financial support to test their ideas, ‘Will it Work’ grants (of up to £250 per young person) can be provided. The sessions can be booked on days, times and at a frequency that suit the young person.

    Boost – Mentoring and Financial Support

    Once young people have chosen their next step and outcome, the programme offers support to help them achieve it. Young people going into employment, education, training or voluntary work are offered progression mentoring for up to six months. The amounts available will depend on the resources available locally, however in principle, low interest loans of up to £4,000 for sole traders and £5,000 for partnerships and grants of up to £1,500 per business can be offered.     This service assists you with your export marketing research to help develop your market strategy for overseas markets.You can decide to spend time in your chosen market or commission a market research agency to gain a better understanding of the marketplace, develop an efficient market entry strategy, and receive free expert assistance to help you design your best possible research project.

    Tradeshow Access Programme

    The Tradeshow Access Programme (TAP) is designed to enable you to take part in overseas exhibitions as part of an organised group or independently (SOLO) to help you research your chosen market. Aimed at new exporters who need assistance in using exhibitions as a key tool in their trade development plans. Eligible companies will also receive assistance from an Accredited Trade Organisation (ATO) to optimise their effectiveness at the show.

    Export Communications Review Scheme •� The Review provides

    The Manufacturing Advisory Service (MAS)

    MAS (Manufacturing Advisory Service) is funded by BIS (Department for Business, Innovation and Skills). They provide manufacturing business support for companies based in England, no matter what the size, helping them to improve and grow.

    Business Finance�North East Access to Finance (NEA2F) North East Access to Finance is the body set up to co-ordinate and manage the re-deployment of legacies from the region’s historical investment funds for the benefit of SMEs.

    Our core objectives are:

    •� Maximising the legacy of the various investment funds under its control in the region

    •� Through leadership, research and communication around issues of Access to Finance for SMEs in North East England

    •� Redeployment and leveraging of legacy monies to develop a successor fund(s) to the current Finance for Business North East Fund.

    As our name suggests, we help businesses in this region access finance.

    We do this in two ways:

    First, we act as a signpost for businesses to direct them to sources of finance and support that are relevant to their needs and currently available in the region.

    Access to up to date information regarding the latest sources of finance and support is crucial to businesses and the current pace of change makes providing this information even more important to this region. From January of this year our North East Access to Finance Guide has been available to businesses and their advisors on their mobile phones, tablets and PCs - ensuring that the most

    Secondly, we are working to develop new sources of public investment funding that will become available to the region’s SMEs after the current programmes have come to an end.     North East Microloan Fund Entrust manages the £5m Microloan Fund on behalf of North East Finance and aims to support the creation of new enterprises and the growth of existing micro and small businesses (including Third Sector Organisations) across the region.

    The fund will also help to stimulate the creation of new business and secure jobs within the North East of England.
