Project Description* Briefly describe the program/project for which you are requesting funds.

We are requesting funding assistance to utilize the services of Sandra Fruit as a consultant for Greater Northwest Kansas Community Foundation (GNWKCF). With potential changes coming forth through larger affiliation relationships, GNWKCF is not 100% equipped or structured appropriately to bring on certain independent foundations. We would like to use Sandra's expertise and knowledge to help us go through our

current policies, procedures, fee structures, agreements, etc, to get a clear representation of where we are now...and present a plan on what needs to happen to get where we want to be.

Grant Request Description* If funded, how will you specifically use the Dane G. Hansen funds?

We have received a proposal from Sandra Fruit for $3,400 (equivalent to 45 hours of contracted time to complete review, research, make recommendations and prepare executive summary report), plus allotted funds to reimburse Sandra for travel to Bird City to present her findings to the GNWKCF board, if that option is utilized. Her proposal for her time is broken down in more detail within the attachment.

Project Objectives* What do you hope to achieve and how will it benefit the people of Northwest Kansas?

GNWKCF currently has seven affiliates under our regional umbrella (Bird City Century II Development Foundation, GROW Decatur County Foundation, Gove County Community Foundation, Logan County Community Foundation, Norton County Community Foundation, Sheridan County Community Foundation and Sherman County Community Foundation). We currently have a ten-county territory that we oversee in relation to the Hansen Foundation funds (Cheyenne, Decatur, Gove, Logan, Norton, Rawlins, Sheridan, Sherman, Thomas and Wallace Counties).

We have an 'immediate' potential of six new foundations transitioning from their current status (either independent or affiliated elsewhere) to affiliating with GNWKCF, those foundations include: St. Francis Community Foundation (Cheyenne Co), Area Community Enrichment Foundation (Rawlins Co), Thomas County Community Foundation, Wallace County Foundation, Graham County Community Foundation and Phillips County Community Foundation.

With our current seven affiliate structure, four of those foundations are not 501(c)3 entities; three of them are. Of the three who have their own 501(c)3, two only utilize theirs for pass-thru grants, the third (Norton County) uses theirs to house their real estate properties, hold their immediate operating fund and payroll. I'm currently not comfortable bringing on a couple of these other affiliates who have their 501(c)3 (ie Thomas County) as I don't feel we have a structure in place for their needs. If Thomas County affiliates, they have approximately 60 funds, two staff members and currently utilize their own accountant. They have certain criteria needs/guidelines that at this time, I'm not sure how to accommodate. We don't have a fee structure in place that would be inviting to them with the number of funds they have, so that's one avenue I would use Sandra's assistance with in implementing a plan for those scenarios. Our policies and procedures need to be looked over, possibly added to or changed to fit the needs of our foundation, as well as the affiliates in each of their own situations.

Once we have a solid structure in place, I know that I, personally, will feel more comfortable about having the affiliation conversation with these bigger, independent foundations. We currently provide a good, regional based foundation for the affiliates we currently have within; we have a good relationship we've built (and continuing to build) with these foundations. I believe that with some outside assistance from someone who has the expertise and knowledge of running a regional foundation, and hands-on experience of implementing a similar model, we will become a solid resource for all of northwest Kansas to utilize.

Timetable for the Project* When is the project projected to begin and end? For ongoing projects, when will the Dane G. Hansen funds be utilized?

We wish to start this process with Sandra immediately. The Hansen guidelines that were put in place for independent foundations to become an affiliate with Greater Kansas City Community Foundation, Greater Salina Community Foundation or Greater Northwest Kansas Community Foundation allows through October 1, 2018 to make that transition (for them to take part in the 'bonus' initiatives). The quicker we can get things in place on our end with the structure stability, the more time we'll have to communicate properly with our current (and potential) affiliates about new or changed policies.

Additional Support Describe additional sources of support (if any) that have been secured or that will be pursued for this project.

Currently, the funds requested would pay for Sandra's proposed contract at this time (45 hours), as well as some travel expenses. If we feel we need her to assist beyond this $5,000 - I will present it to the GNWKCF board to propose we pay out of our budget for any additional assistance that would exceed this $5,000 grant.

Sustainability* How will the project/program be sustained in the future? (For capital projects, how will you maintain or operate the item or facility?)

We anticipate this part of the project to be a one-time process. Once the structured documents and internal guidelines are in place, this will just be part of our process to review on an annual basis; make changes accordingly on an as-needed basis.

Evaluation* How will you evaluate the success of the project/program? Be specific. (If funded, this will be helpful when completing the final grant report.)

Sandra has been in this position directly when she was the Central Kansas Community Foundation Director; she had to look at all scenarios involved and implement some of these same policies and guidelines within her foundation as they proceeded to grow regionally. I feel confident that Sandra will have a good handle on this process; and that when she is finished, she will have GNWKCF on the right track. As far as evaluating, I'd say we can see the success through our relationships gained once correct structure can handle such affiliations. On the reverse side of things, I also know that there may be some affiliations that choose not to happen as I know independence is a strong word and a hard concept to let go of.

October 18, 2017 Proposal for Consulting Services Greater Northwest Kansas Community Foundation Bird City, Kansas Sandra Fruit Independent Consultant Haviland, Kansas The Greater Northwest Kansas Community Foundation anticipates a significant expansion of their role as a host foundation throughout Northwest Kansas. In preparation for that expansion a review of their existing policies will ensure their ability to better serve each of their affiliate partners. Scope of Work: 1. Consultant will review all current policies of the GNWCF looking for full compliance to nationally accepted standards of community foundation practice and management. Consultant will review, recommend amendments and/or additions to the document as needed, 2. Consultant will provide draft copies of proposed affiliate management policies for review and consideration of the GNWKCF executive staff and board. 3. Consultant will provide draft copies of host foundation/affiliate memorandums of understanding for review and consideration of the GNWKCF executive staff and board.

4. Consultant will review current contract for back office services between GNWKCF and Greater Horizons/Kansas City Community Foundation. 5. Consultant will provide a written executive summary of findings and recommendations to the executive staff and board of GNWKCF. Timeframe and Fee Agreement: Completion of work- On or before January 1, 2018 Anticipated hours to complete review, research, make recommendations and prepare executive summary report. 45 hours Fee for service- $3,400 In the event consultant makes an on-site visit to present the report to the staff and board, one way mileage will be paid at the federal rate of 53.5 cents.
