    We received queries from Heads of Offices and requests from personnel whose positions in theApproved Staffing Structure have been validated by the Change Management Team (CMTl butwanted to withdraw to vie for other vacant positions in the 2nd round of deliberations.While the CMT recognizes the right of personnel to apply to vacant positions in the IndicativeStaffing Pattern (ISP), it also aims to place as many employees as possible to ISP positions whichthey are most qualified at this most critical time. This would ensure the provision of enoughmanpower complement for the Department to fulfill its mandate and commitment to thePresident's Social Contract.Further, a great deal of time, effort, and resources have been devoted in the deliberation andvalidation of placements of personnel during the first ro\lnd of the Rationalization PlanImplementation primarily to boost the morale of DAR employees in working towards the attainmentof 2014 targets. It will be an immense disservice if all these will be for naught.In view of the foregoing, the CMT enjoins personnel whose placements have been validated by theCMT to refrain from applying to vacant positions during the 2nd rO\lnd of deliberations. Howevershould they still decide to apply to other positions, the follOWing rules will apply:1. Employees who are retained to rationalized reduced positions, (eg. 5 SARPOs in the ISP, while

    existing filled SARPO is 7), may apply to vacant positions without a Waiver.2. Employees whose placement are either through lateral transfer, swapping or promotion mayapply to vacant positions upon execution of a Waiver.

    3. Personnel whether permanent, temporary or contractual who are placed in the modified orcreated positions under the legal group or to co-terminous positions (confidential staff) mayapply to vacant positions upon execution of a Waiver.

    The Individual Waiver to be included in the:"application document shall indicate the followinginformation:1. That they are walvmg thei r right to be appointed to the validated positions to which they

    were placed as a result of deliberations/val idation procedures previously conducted.

    2. That their placement to the position they waived from does not in any way mean that they havean advantage over other applicants in position/s they applied for.

    Emphasis is given on the effects of the withdrawal of validated placement in the ISP and theexecution of the Waiver for this purpose for those who wil l not be placed:1. Employees presently holding permanent or co-terminous positions if not placed will remain

    on his position in the ESP as retained or on Co-Terminous with the Incumbent CTI)/CoTerminous with the Official (CTO) status under the approved Rationalization Plan.

    2. Personnel holding temporary or contractual positions if not placed will be considered separatedfrom the service effective upon the expiration of their latest appointment or contract but notlater than end of February 2014.
