Dan Luers

603-738-4515, [email protected]  135 Liberty St, Concord NH 03301

In a nutshell, by training I am a Naval Aviator (Pilot), with over 2000 hours, most of it multi engine (P3), but several

hundred hours in T-34s (B and C models) and another 100 in twin engine T-44s. As a P-3 pilot, I was a Patrol Plane

Commander and Mission Commander, responsible for the mission completion and safety of the 12 crewman and the$68 million aircraft. I have held a Top Secret/Sensitive Compartmented Information clearance (nearly the highest

possible) for virtually all my 30 year career. I have deployed (worked) in Baghdad Iraq, and Kabul AFG amongst many

other foreign destinations and completed six, 6-month or longer cruises on 2 different Aircraft Carriers. While on those

carriers, I worked directly for the carrier Captain as a Tactical Action Officer (TAO), with responsibility for ship defenses

and authorized missile release authority, only one of two people authorized at that level on the 5000+ personnel ship.

The other four cruises I worked directly for the Battle Group Commander (a two- star Admiral) as a Battle Watch Captain

(BWC) responsible for the overall defense and mission of the Battle Group (usually 12 ships) and with Weapons release

authority for the entire Group along with the obligation to ensure that the Rules of Engagement, set for us by the Joint

Chiefs of Staff (of the four- star level) were adhered to by the entire Group. In short, my job required a great deal of

tactical and strategic responsibility in order to ensure that all of our sailors and ships, aircraft and submarines came backsafely and accomplished our missions. As a Navy Recruiter, I led the Officer Programs for the Navy Recruiting District in

Little Rock, Arkansas and in 1993, under my leadership we were selected as the #1 recruiting district in the Navy out of

41 districts nationwide. I was individually selected as the #1 recruiter out of 80 personnel assigned to the Southeast

Region of the US 2 years in a row and finished #2 nationally in 1993. I was mobilized (returned to active duty from a

reserve status) in August 2010 to develop a Wounded Warrior Program (WWP) for the Naval Aviation System Command

(NAVAIR) out of 50 applicants and was personally selected by two 1-star Admirals and a 3-star Admiral. My direction

was to develop a program where NAVAIR, a 35 thousand strong, highly technical workforce with a multi-billion yearly

budget, could develop career tracks for long-term employment of combat wounded, Purple Heart awardee veterans, the

vast majority of whom had no college education or technical training. I left NAVAIR Dec 30, 2011 after developing the

#1 WWP program in the Navy and personally placed 39 combat wounded vets within NAVAIR, many of whom I stillremain in contact with. My final set of orders took me to Afghanistan in Jan 2012 as the Chief of Strategic Basing for the

International Security and Assistance Force (ISAF) for the NATO force currently in Afghanistan. I worked for a 2-star

German General and the Commander of ISAF (COMISAF), a 4-star US General. My tasking was to come up with a

cohesive plan to reduce our force presence from over 100,000 personnel and 800 bases down to approximately 10,000

troops and 9 bases over two years, ensuring that the reduction could still support all of the NATO missions within the

National Caveats for every participating country and maintain security and national missions as we downsized. The plan

and timeline I conceived was approved by COMISAF and is still in place and being followed now as we reduce the

mission there at the end of 2014. My career has been highly technical, very operational and included logistical and

planning expertise, especially in guiding the reduction of basing and infrastructure in Afghanistan. I have also excelled

as an HR specialist; both as a Naval recruiter and in developing careers for young Wounded Warriors. Thank you verymuch for your time and interest and I look forward to speaking with you soon.
