Health and Safety Plan: Daniel Boone Area School District

All decision-makers should be mindful that as long as there are cases of COVID-19 in the community, there are no strategies that can completely

eliminate transmission risk within a school population. The goal is to keep transmission as low as possible to safely continue school activities. All

school activities must be informed by Governor Wolf’s Process to Reopen Pennsylvania. The administration has categorized reopening into three

broad phases: red, yellow, or green. These designations signal how counties and/or regions may begin easing some restrictions on school, work,

congregate settings, and social interactions:

● The Red Phase: Schools remain closed for in-person instruction and all instruction must be provided via remote learning, whether using

digital or non-digital platforms. Provisions for student services such as school meal programs should continue. Large gatherings are

prohibited.

● The Yellow Phase and Green Phase: Schools may provide in-person instruction after developing a written Health and Safety Plan, to be

approved by the local governing body (e.g. board of directors/trustees) and posted on the school entity’s publicly available website.

This plan documents the Daniel Boone Area School District’s plan to bring back students and staff, how we will communicate the type of

reopening with stakeholders in our community, and the process for continued monitoring of local health data to assess implications for school

operations and potential adjustments throughout the school year.

Depending upon the public health conditions in any county within the Commonwealth, there could be additional actions, orders, or guidance

provided by the Pennsylvania Department of Education (PDE) and/or the Pennsylvania Department of Health (DOH) designating the county as

being in the red, yellow, or green phase. Some counties may not experience a straight path from a red designation, to a yellow, and then a green

designation. Instead, cycling back and forth between less restrictive to more restrictive designations may occur as public health indicators improve

or worsen. This plan accounts for changing conditions to ensure fluid transition from more to less restrictive conditions in each of the phase

requirements as needed.

Pandemic Coordinator/Team

Each school entity is required to identify a pandemic coordinator and/or pandemic team with defined roles and responsibilities for

health and safety preparedness and response planning during the phased reopening of schools. The pandemic coordinator and team

will be responsible for facilitating the local planning process, monitoring implementation of your local Health and Safety Plan, and

continued monitoring of local health data to assess implications for school operations and potential adjustments to the Health and

Safety Plan throughout the school year. To ensure a comprehensive plan that reflects the considerations and needs of every

stakeholder in the local education community, LEAs are encouraged to establish a pandemic team to support the pandemic

coordinator. Inclusion of a diverse group of stakeholders is critical to the success of planning and implementation. LEAs are highly

encouraged to make extra effort to engage representatives from every stakeholder group (i.e., administrators, teachers, support staff,

students, families, community health official or other partners), with a special focus on ensuring that the voices of underrepresented

and historically marginalized stakeholder groups are prioritized. In the table below, identify the individual who will serve as the

pandemic coordinator and the stakeholder group they represent in the row marked “Pandemic Coordinator”. For each additional

pandemic team member, enter the individual’s name, stakeholder group they represent, and the specific role they will play in

Summary of Responses to Key Questions:

Indoor Air Quality (IAQ) is one of the most important factors for the safety of all school buildings. IAQ at Daniel Boone Area

School District is controlled through our Trane Tracer Ensemble and Summit Control Systems for district buildings.

The State of Pennsylvania recommends Indoor Air Quality is checked daily to meet the American Society of Heating,

Refrigerating and Air Conditioning Engineers IAQ recommendations as determined Building Officials Code International (BOCA) and

International Code Councils (ICC) recommendations and standards for building indoor air quality.

The Daniel Boone Area School District utilizes these standards in monitoring our air exchange rates, to assure the exchange

rate, temperatures, humidity, and other factors are controlled and meet or exceed the ASHRAE and ICC requirements for indoor air

quality.

Currently, the DBASD Facilities Department and our partners at Trane review our buildings settings daily to keep our air

exchange rate at .40 which means we are changing the air in our building spaces at about 3 to 4 times per hour in each of our

building spaces. The exchange rate along with proper building humidity and preventative maintenance procedures of our buildings

equipment ensure that the Indoor Air Quality meets or exceeds ASHRAE standard 62.2-2016.

The monitoring of our IAQ can be viewed at any time on our Trane Tracer Ensemble and Summit programs and is checked

daily to ensure all spaces are exceeding the International Code Council’s and BOCA recommendations.

DBASD Facilities HVAC systems are being maintained according to manufacturer and Pennsylvania recommendations with

no area being neglected at any time and the building facilities maintenance team keeps safety and IAQ at the top of our priority list to

ensure safety for students, staff, and stakeholders

Over the summer, custodial staff has and will continue to disinfect all surfaces in each classroom. Prior to the start of school,

the custodial staff will use sanitizing fogging machines and/or electrostatic foggers. During the year disinfecting and sanitizing the

classroom and hallways will occur daily, methods will be in accordance with OSHA and CDC requirements. During the school day, in

each classroom, there will be hand sanitizer and disinfectant wipes (or a spray bottle with disinfectant). At least one person in each

building will be designated to frequently clean high touch surfaces throughout the building. Bathroom cleaning will be a particular

area of focus. They will be wiped down at least 3 times a day. The district will be using Kelvic cleaners in the bathrooms once a day.

This machine uses steam and ionized water. Toilet lids will be installed throughout the district. Busses will be cleaned by Electrostatic

foggers daily.

Procurement of these cleaning related items is an ongoing process. We are purchasing some items directly through various

vendors. Depending of course on who has supplies. We are also using the BCIU cooperative to purchase items and, SSC, our

custodial contractor, will continue to assist.

Current food service sanitizing requirements are stringent but in addition to our current food safety standards we have added

addition standard operating procedures to include: Hand Washing, Personal Hygiene, Proper Wearing and Caring for Face Masks,

Congregated and Non-Congregated Feeding, Hygienic Zoning as it relates to food preparation, Procedures for Reporting a

Confirmed COVID-19 Test and on Cleaning and Sanitizing Food Contact Surfaces. In addition, we will have an 8-hour training

session with staff to review all procedures prior to school re-opening.

If a case of coronavirus or suspected occurs, the classroom will be closed immediately. People who were in the classroom,

will immediately be relocated to another instructional space. The room will be closed for 24 hours and then cleaned using CDC

recommended practices. Building closure will be considered by the district in conjunction with health authorities.

Since Daniel Boone contracts out many of these services all necessary training will be provided by our contracted service

providers and be monitored by our Director of Facilities and Contracted services.

Summary of Responses to Key Questions:

To mitigate spread the secondary buildings will operate on a block schedule. This will have the effect of minimizing the

number of transitions at middle school and high school. At the elementary level special/encore area teachers will go into the

classrooms to teach the students to the extent practicable.

If we are in the yellow each school’s students will be divided into two groups. The first group will participate in face to face

instruction in the school building for 4 days in a row while the second group participates in online instruction. Friday both groups will

participate in online instruction. The following week the second group will participate in face to face instruction in the school building

for four days in a row while the first group participates in online instruction. Friday both groups again will participate in online

instruction. The yellow plan will have the effect of lowering the number of students in the building. It will allow 10 days between each

time a student is in the building which may make it more likely that any potential outbreak would be identified before the group of

students returns. It will also allow for an extra deep cleaning of the buildings every Friday.

There are numerous other things the district will be doing to improve safety. At the secondary level students will be allowed to

transition between classes by walking outside. This will help promote distancing. Classroom desks will be spread apart as far as

possible recognizing that the 6-foot CDC and 3-foot WHO distancing guidelines will not be feasible in many of the standard

classrooms. Mitigation strategies such as masks and desk shields will be used when social distance cannot be maintained. Outdoor

space, large group instruction areas, auditoriums, cafeterias, gyms, and other locations will be used to try to distance students where

feasible. In the yellow there will be more space in the hallways and classrooms because the number of students in the building will be

dramatically reduced. If teachers are using outdoor space, doors will remain locked and teachers will use their keys for reentry.

Parents will be surveyed and given the opportunity to opt out of transportation. This will likely have the effect of decreasing

the ridership for some busses. Students will wear masks in accordance with orders from the state. Windows will be kept open,

weather permitting. The first row of every bus will be kept empty to give the bus driver the ability to social distance. There will be a

maximum of two students per seat on the bus. If we are in the yellow, there will be better spacing because of the decreased number

of students. In the cafeteria, the maximum number of students will be 250. Students will need to be socially distanced. Other areas

such as outdoor space, LGI’s, classrooms and hallways may be used as necessary depending upon the building configuration and

age level of the students. Students will use desk shields if possible.

Hand hygiene will be taught and practiced frequently. All people will be expected to wash their hands at minimum when they

enter the building and before and after eating lunch and snacks. They will also be required to wash their hand before using common

equipment and recess and afterwards. Each classroom will have hand sanitizer and wipes (or a spray bottle with disinfectant). it will

be placed at strategic locations throughout the buildings.

Volunteers and visitors will be permitted in the Green. They will be required to complete the questionnaire every time they

enter the building. When parents need to bring a belonging that a child forgot, there will be a designated location for the item to be

placed so that unnecessary contact does not occur. Parents/guardians can show their ID via the doorbell cameras to pick up a child

for an early dismissal. At the elementary level and secondary level, it is important to note there will be no communal use of supplies

unless absolutely necessary and only then if they have been cleaned to the extent feasible after student use. Playground equipment

cannot be used at the elementary level.

Staff and students with fevers or symptoms associated with COVID-19 should seek medical attention for further evaluation and instructions before returning to school. Staff and students with fever or symptoms that may be associated with COVID-19 and no known direct exposure to a person with COVID-19 may return to school when they are asymptomatic and have been fever free for at least 24 hours without the use of fever-reducing medicine or have confirmation of an alternative diagnosis from a health care provider that explains the COVID-19-like symptom(s).

Staff or students with symptoms who have had a direct exposure to a person with COVID-19 will be considered probable cases and should remain excluded from school/work until release from isolation criteria has been met (https://www.cdc.gov/coronavirus/2019-ncov/hcp/disposition-in-home-patients.html). A student or staff member who is quarantined following close contact with a case may not return to school until cleared to do so by DOH or the

Where possible, buildings will eliminate high-touch surfaces (i.e., remove cabinet doors so that students and staff can easily access supplies without touching a door or handle.) Hand sanitizers provided at strategic locations throughout the buildings. HVAC systems have been modernized and meet the needs of air quality as per CDC. It will be insured that ventilation system works properly, and outdoor air circulation will be increased by opening doors and windows when possible. Open windows, if weather allows, to improve ventilation. Buses will be thoroughly cleaned and disinfected daily. Provide sanitizing options on the bus and promote use. All students wash their hands or use hand sanitizer before or immediately upon entering the school. Students will be sent directly to their assigned classroom/location upon entering the building. They will not be allowed to congregate in a lobby, hallway, or cafeteria before school starts. Parents/guardians will be told that individuals who are self-quarantining or have been diagnosed with a confirmed or probable case of COVID-19 may not drop off or pick up children from school. Families will be allowed to opt out of transportation. Special/Encore area classroom teachers will provide instruction in the regular education teacher’s classroom at the elementary level when appropriate. Block Scheduling will be implemented at the secondary level Technology should be used whenever feasible to minimize the meetings of large groups Pre-K Counts will not utilize current site. Relocation will occur. The district will share any changes to transportation with local childcare providers.

No one will be permitted to enter the buildings who has traveled to one of the states that the PA department of health has indicated a need for quarantining during the previous 14 days. Unless they provide proof of a negative COVID-19 test result since their return from trip.

No one will be permitted in the buildings if they have been in close contact (within about 6-feet for about 10 minutes) with a person with a probable or confirmed case of COVID-19 within fourteen (14) days. A note from a Doctor or from an appropriate medical authority will be required for return.

Monitoring Student and Staff Health

If a child develops covid-19 symptoms while at school, they will be

sent to the covid-19 related isolation room for further evaluation. If the

evaluation determines concern. They will stay separated from other

students, they will be masked, and a curtain/plexiglass divider drawn

where available.

Parents/Guardians will be called to ensure the student can get home

safely.

If an adult develops symptoms while on school grounds they will be

told to go home.

The DOH or CMHD will be contacted immediately for further guidance

on either situation.

Staff and students with fevers or symptoms associated with COVID-19 should seek medical attention for further evaluation and instructions before returning to school. Staff and students with fever or symptoms that may be associated with COVID-19 and no known direct exposure to a person with COVID-19 may return to school when they are asymptomatic and have been fever free for at least 24 hours without the use of fever-reducing medicine or have confirmation of an alternative diagnosis from a health care provider that explains the COVID-19-like symptom(s). Staff or students with symptoms who have had a direct exposure to a person with COVID-19 will be considered probable cases and should remain excluded from school/work until release from isolation criteria has been met (https://www.cdc.gov/coronavirus/2019-ncov/hcp/disposition-in-home-patients.html) A Dr. Note or a note from an appropriate medical professional will be required.

A student or staff member who is quarantined following close contact with a case may not return to school until cleared to do so by DOH or the appropriate CMHD. A Dr note or a note from an appropriate medical professional will be required.

Superintendent or designee will communicate any changes in safety practices, protocols, and procedures on the district website, district social media and through the district mass communication system. Education to staff about limiting the number of students sent to the health room for non-emergencies, to protect them and reduce the demand on the nurse. If a student or staff member is aware of an exposure to a positive COVID-19 case, they are required to contact the Pennsylvania Health Department and their physician for treatment, isolation, and quarantine instructions.

Coaches are required to wear face coverings unless they are outdoors and consistently can maintain a distance of 6-feet. To help insure an adequate supply of face coverings and other PPE. inventory will be monitored.

All individuals are required to wear a “face covering.” “Face covering” means a covering of the nose and mouth that is secured to the head with ties, straps, or loops over the ears or is wrapped around the lower face. A “face covering” can be made of a variety of synthetic or natural fabrics, including cotton, silk, or linen, and, for the purposes of the order, can include a plastic face shield that covers the nose and mouth. “Face coverings” may be factory-made, sewn by hand, or improvised from household items, including but not limited to, scarves, bandanas, t-shirts, sweatshirts, or towels.

Students are permitted to remove their face coverings in the following circumstances (e.g. masks and face shields) 1. Eating or drinking when spaced at least 6 feet apart 2. Seated at desks or assigned workspaces at least 6 feet apart; or 3. Engaged in any activity at least 6 feet apart (e.g. face covering breaks, recess, etc.). Any student who cannot wear a mask or face shield due to a medical condition, including those with respiratory issues that impede breathing, a mental health condition, or disability, and students who would be unable to remove a mask without assistance are not required to wear face coverings. Individuals who are communicating or seeking to communicate with someone who is hearing impaired or who has another disability, where the ability to see the mouth is essential to communication, are not required to wear a mask; however, individuals should consider using another type of face covering such as a plastic face shield. Athletes are not required to wear face coverings while actively engaged in workouts and competition. They must wear them when on
