▸ Endless Frontier Act : An initiative to solidify the United States’ leadership in scientific andtechnological innovation through increased investments in the discovery, creation, andcommercialization of technology fields of the future. Mike Howard was born in Atlanta, Georgia and was educated in the Atlanta Public School System, where he graduated from J. C. Murphy High School. Later he received his B.S. degree in Computer Science and Mathematics from Clark College in Atlanta, GA.

Mike was employed 8 1/2 years as a computer programmer for IBM (NASA Space Shuttle Division), but today he is programming individuals for success through his speaking and training seminars. Dr. Stacey W. Boland is a principal systems engineer at Jet Propulsion Laboratory, and is the Project Systems Engineer for the Multi-Angle Imager for Aerosols Earth Venture Instrument. She is also the Operations Lead for the JPL Ventilator Intervention Technology Accessible Locally (VITAL) project which resulted in two ventilator designs being granted Emergency Use Authorization by the FDA during the COVID-19 pandemic. Stacey was awarded NASA’s Exceptional Achievement Medal in 2009 and 2015 and a NASA Outstanding Public Leadership medal in 2019. Dr. Boland received her B.S. in physics from the University of Texas, Dallas, and her M.S. and Ph.D. in mechanical engineering from California Institute of Technology.

The VITAL Story

In mid-March, two JPL engineers David Van Buren and Rob Manning asked: How can JPL

help the current COVID crisis in the shortage of ventilators – can we design and open

source low-cost ventilators for anyone to build from easily accessible parts?

On Day 1, Kick-off: JPL engaged local doctor Michael Gurevitch from Huntington Hospital in

Pasadena to better understand the specific needs of COVID-19 patients and healthcare

workers

In 37 days, about 70 engineers, 90% of whom tele-worked, designed and developed a

prototype ventilator ready for testing

On Day 38, Mt. Sinai Hospital in New York City tested the design

On Day 40, the team submitted the design to the FDA for Emergency Use Authorization (EUA)

& the ventilator was showcased to the POTUS in the White House

In the next week, Caltech issued a world-wide no-fee licensing call for proposals to

manufacture the ventilators & the first EUA was approved.

In the next month, the team designed and tested a second ventilator design. The second EUA

was approved June 1.

Will Robinson retired as a program manager with Lockheed Martin. He spent several years working in endo-atmospheric ballistic missile defense in association with the Patriot Advanced Capabilities III (PAC-3) Missile development team where he supported integration, test, performance, validation and lethality analysis.

Will has been an active IEEE volunteer for several years. He has served on multipleIEEE-USA policy committees, is a MOVE volunteer, was a Region 5 EXCOM member supporting Government Relations, and has been a HKN member for over forty years. Will is currently the IEEE-USA Vice President for Government Relations.

Since graduation from Mississippi State University with a BSEE in 1976, Mark has held positions in numerous departments at AT&T including Engineering, Finance, Marketing, and Information Technology. He retired from AT&T, as a Principal Big Data Software Engineer in the AT&T Chief Data Office, Mark was a lead on the Advanced Platform Engineering team with responsibility for Strategy, Roadmap and Implementation of AT&T’s Apache Hadoop Big Data Platform and associated AI/ML & automation platforms. Mark worked directly or indirectly in the field of Business Intelligence platforms for over 30 years.

Retired from a career of research management in government and industry, Brendan Godfrey is a full-

time volunteer, principally for IEEE-USA but also for IEEE-NPSS, the National Academies, and Lawrence

Berkeley Laboratory. Previously, he was AF Office of Scientific Research director, Brooks AFB deputy

director, AF Research Laboratory director of plans, Armstrong Laboratory director, Phillips Laboratory

advanced weapons director, Weapons Laboratory chief scientist, Mission Research Corporation vice-

president, Los Alamos National Laboratory group leader, and Weapons Laboratory staff scientist. He

served on numerous professional panels, including the Texas Governor’s Scientific Advisory Committee,

San Antonio Brooks Development Board, and University of New Mexico and University of Texas San

Antonio advisory committees.

Dr. Godfrey is a Fellow of IEEE and APS and holds a PhD from Princeton

AI IN HEALTHCARE PANEL –PROF. LAKSHMAN TAMIL

... is currently the cheer leader of UTD's Quality of Life Technology Laboratory. Over the course of his career he has contributed to more than 100 research publications and 18 patents and has directed more than a dozen doctoral dissertations. Previously, Dr. Tamil was the Founder, CEO and CTO of Yotta Networks Inc., which designed and marketed terabit-switching platforms. He has also directed research on advanced optical networks at Alcatel's Corporate Research Center, and he was a leader in creating both the optical IP router and a multichannel, multipoint distribution service that was a precursor to WiMAX. He has been an optical and wireless communication consultant to the Naval Research Laboratories, Raytheon Co., Electrospace Systems Inc. and others.

Vamsi Nellutla is a proven Program Leader with twenty plus years of success in leading all phases of diverse technology projects specializing in Data Science, Machine Learning, DL and AI. A certified Data Scientist and professionally accredited with primary Doctoral training from Tier 1 research universities in Advanced Statistical Methods, High Dimensional Data Analysis, Machine Learning & Applied AI with Deep Learning Algorithms with expertise in Predictive Analytics using Azure, IBM Watson, Spark, R, Python and Splunk. Vamsi currently works full time for UnitedHealth Group and President of Dallas Data Science Academy, a firm he established with the objective of creating a platform for students to acquire high on-demand analytics related skills from top quality instructors.
