    Buildings account or around 40% o EU energyrequirements.

    In the last ve years, Socia Housing Organizationshave payed an exempary roe in improving theenergy efciency o the housing sector. Theyhave anticipated orthcoming national legislationand have punctually experimented with theconstruction o low-energy buildings and innovativeenergy reurbishment.

    AFTERaims to promote and continue this eortespecially in light o the obstacles and challengespresented by the current economic situation.

    The AFTER project aims to enable participatingand non-participating Social Housing Institutionsand Organizations all over Europe to improvethe energy eciency o their housing stock withcost optimal solutions. Its goal is to promote anddeveop existing European knoedge in theareas o energy saving strategies and encouragetheir implementation by companies in the housingsector.Social Housing Organizations in 6 dierentcountries (Czech Republic, Denmark, France,Germany, Italy, and Slovenia) and their partners-including National Housing Associations,

    Scientic Committee and National TenantsAssociations- are cooperating to highlight andevaluate the most ecient and adaptable energysaving measures.

    AFTER asserts the importance o establishingenergy eciency as a major goal even aterconstruction o the building. The project promotesmeasures adapted to a variety o investments andsituations. A special emphasis is placed on theimportant contributions o operation maintenanceand management in the energy perormance obuidings.

    AFTER will participate directly to this eort inimproving energy eciency by 20% accordingto the target set or 2020 by the EuropeanCommission.

    Insulated coat o 80mmwas applied to an existingbuilding o 1960s. Existingsingle glazing weresubstituted with highperormance double glazing.

    Heating system (withoutDHW) with a central boilerrom 1982 changed witha new gas caloric valueboiler ad adaptation o theperormance.

    what is, according to your opinion, thegenera approach o the AFTER Project ?

    For the architects, the energy perormanceo buildings has become an important part odesigning a new building or renovating an existingbuilding. The architect work with the orientationo the building, the building envelope, buildingmaterials, orm and unction.

    The lie o a building AFTER it is designed shouldalso be an important ocus area in the designprocess. But it is oten orgotten.

    Architects need to be addressed and made awareo their responsibility o including e.g. design o

    boiler rooms, technical installations, accessibilityo the technical installations, position o meters etcin retrotting and new building projects. Designersand architects should become much more awareand acquainted with the technologies or operationand maintenance in order to develop retrottingand low energy buildings in our uture society.

    This is one o the main reasons, why the AarhusSchool o Architecture have engaged in the AFTERproject.

    what is the interest o the scientifc part o

    the project ?

    For reaching the 2020 goals o energy saving, thebuilding design and the building perormance

    are to be optimized. AFTER ocus on the synergybetween the two elements and the extra gains thatcan be achieved.

    From a scientic point o view it is very interestingto develop methods and tools to reveal theoperational problems and problems with operationand maintenance - to improve the energyperormance o the building. In other words: Listento the buildings! In the AFTER project we have anextraordinary opportunity to analyse, optimize andtest, how the buildings can unction better.

    The methodological ramework o the projecthas been developed in cooperation between thescientic partners in the project and in a running

    dialogue with the social housing organisations andassociations, and the tenants organisations.

    The project has inspiration rom USA concerningtwo central elements in the methodologicalramework o the project:

    The retro commissioning (RCx) is dened as thesystematic process or improving an existingbuildings perormance by identiying andimplementing relatively low cost operationaland maintenance improvements, helping to

    ensure that the buildings perormance meetsowner expectations. Retro commissioning isintended to be an equivalent o commissioningor existing buildings as its main objective is tounderstand how building equipment and systemsunction in order to enhance a buildings overallperormance. (Caliornia Commissioning guide:Existing buildings. Caliornia CommisssioningCollaborative, 2006 )

    The RCx ocuses on oces and industry buildings.In the AFTER project, we ocus on the socialhousing sector, and the conditions in this sector.

    The results so ar show that important elements inRCx and in revealing the problems in the buildings

    areRegistration of the energy use - big variationsover the year(s) show, i action is needed. It mightbe technical or dependant on tenants behaviour orawareness.Registration of tenants complaints can indicate

    that there are some technical problems in thebuilding that need to be solved.Interview with the caretaker might reveal bigger

    problems in the building.A structured method with questions and

    documentation - like the RCx - helps the process.

    The methods or evaluating, measuring and

    veriying the pilot sites in the project are developedalso with the background o American experiences.AFTER uses the IPMVP (International Perormanceand Measurement Verication Protocol) ascommon basis to elaborate its own testing

    protocol. IPMVP has been launched in 1995 bythe US Department o Energy (North AmericanEnergy Measurement and Verication Protocol).Its aim was to provide a general tool to quantiyand assess energy savings created by ESCOs(Energy Saving Companies).

    The IPMVP has been adapted to the AFTER Projectin a Common Evaluation Protocol, ocussing onthe ollowing themes Management Operation & maintenance

    Low Energy Buildings

    This Common Evaluation Protocol ollows thegeneral structure o the IPMVP, simpliying someo its aspects. Its main objective is to illustratea process o assessment that will be adaptedregarding specicities o every type o interventionon the housing stock.

    The AFTER project has created the ollowing tools:

    1. Inventory - organization o the rst registration

    o the energy perormance and economy o thepossible pilot sites and relevant Energy SavingMeasures (ESMs)2. Handbook - a common platorm with denitionso the dierent elements in the Inventory

    3. Typology - a categorization o the dierent typeso ESMs, registered in the Inventory4. Fact sheets - describing the rst selection o

    ESMs concerning techniques, use, economy andideas or optimization5. Retro commissioning - pilot site building checkand background or preparing the evaluation o theESMs at the pilot sites6. Common Evaluation Protocol - a notebookcollecting the dierent data and resultsnecessary to evaluate the energy perormance,the economical perormance and the socialperormance o the ESMs, how to measure, by whatmeans (meters), baseline and reporting periods.

    Ho does the team orked during thisprocess ?

    The team in the AFTER project consists o scienticpartners, SHOs, national housing associations andtenants organizations.

    The scientic partners have been responsible orthe developing o the methodological rameworko the project. But as the developed methods andtools must be operational and understandableor the users - the SHOs, who are the maintarget group o the AFTER project, it has beenvery important and very valuable during the

    development process to have a dialogue betweenthe scientic partners and the SHOs in the project.

    A special task is the social awareness theme inthe project. We address some general elementsthat can be measures, such as vacancy rate and

    turnover rate. But its important also to look attenants behaviour and tenants awareness.

    For this reason the AFTER project has developeda questionnaire to either do interviews or to giveto the tenants to ll in. The tenants organisationshave been an important and experiencedcontributor in this part o the development o themethodology.

    what difcuties have been overcome ?

    In an innovative project with a large number opartners rom many dierent countries, there willalways be diculties.

    We have been able to develop an organization thatunctions, although we meet rather seldom.

    We have overcome scientic problems - like howto calculate the areas - through several loops odiscussions and proposals.

    We have - although we disagreed quite a lotabout the process due to both cultural andmethodological dierent approaches - managed to

    proceed.

    The Scientic partners o the project have achievedtwo important steps regarding the methodology

    o the project and especially its implementationphase.Two documents are the main tools proposed to theSHOs:

    - the Retro-commissioning (RCx) InvestigationPan which develop this concept and propose anoperationnal process to social housing companiesin order to assess the existing perormance o theirbuildings and to propose optimization solutions toimprove their eciency.

    - the Common Evauation Protoco (CEP) whichpropose a general ramework to assess Energy

    Saving Measures implemented on Pilot Sites.This CEP both presents a process and a tool tocollect data according to the characteristics o eachESMs rom the several Work Packages included inthe AFTER project.

    Piot ESMs identifcation

    Pilot Energy Saving Measures (ESMs) have beenidentied by the participating partners. These

    ESMs highlight priority topics in order to improvethe energy eciency o the social housing stockocusing on management and maintenanceaspects.

    The ESMs testing will ollows the enclosed timeline. The main objective is to identiy reevantoptimization soutions in order to see how theexisting experiments can be improved in order toobtain optimized standard ESMs.
