The activities proposed are categorically excluded under HUDregulations at 24 CFR Part 58 from National EnvironmentalPolicy Act (NEPA) requirements. An Environmental ReviewRecord (ERR) that documents the environmental determina-tions for these projects is on file at the Washington CountyRedevelopment Authority, 100 West Beau Street, Suite 603,Washington, PA, 15301 and may be examined or copied week-days 8:30 A.M to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group or agency may submit written commentson the ERR to Brenda Williamson, Redevelopment Authority ofthe County of Washington, 100 West Beau St., Suite 603,Washington, PA 15301. All comments received by June 27, 2018will be considered by the County prior to authorizing submis-sion of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The County of Washington certifies to HUD that Larry Maggi,Certifying Officer, in his capacity as Chairman of the Board ofCounty Commissioners of the County of Washington consentsto accept the jurisdiction of the federal courts if an action isbrought to enforce responsibilities in relation to the environ-mental review process, and that these responsibilities havebeen satisfied. HUD’s approval of the certification satisfies itsresponsibilities under NEPA and related laws and authoritiesand allows the County to use CDBG Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Countyof Washington's certification for a period of fifteen days fol-lowing the anticipated submission date or its actual receipt ofthe request (whichever is later) only if they are on one of thefollowing bases: (a) the certification was not executed by theCertifying Officer of the County of Washington; (b) the Countyof Washington has omitted a step or failed to make a decisionor finding required by HUD regulations at 24 CFR part 58; (c) thegrant recipient or other participants in the developmentprocess have committed funds, incurred costs or undertakenactivities not authorized by 24 CFR Part 58 before approval of arelease of funds by HUD; or (d) another Federal agency actingpursuant to 40 CFR Part 1504 has submitted a written findingthat the project is unsatisfactory from the standpoint of envi-ronmental quality. Objections must be prepared and submit-ted in accordance with the required procedures (24 CFR Part58, Sec. 58.76), and shall be addressed to the Department ofHousing and Urban Development, (CPD) Community Planningand Development, Pittsburgh Field Office, William MoorheadFederal Building, 1000 Liberty Avenue, Suite 1000, Pittsburgh, PA15222-2507. Potential objectors should contact HUD to verifythe actual last day of the objection period.
