Schemelocal govt is given a target (1000 VGF), so if Im not in the
1000 I cannot demand that.
Right to primary education is a right.
Demand supply problem in Bangladesh so how do you unlick the
lower rungs of local govt.
At national level why no investment in 40 days work? this is for
certain districts only

Starting pointassets & how HH interacts with PIP
Starting point isnt rights but should it be? If we
start from what rights a human being should have,
then assess what rights are being accessed/denied.
Then see PIP (policies inst. processes) enable or deny rights.
Why cant UN framework for HR be starting point for
this framework?... Assets may not be the startingpoint for many extreme poor.
