DSWD VISION
A SOCIETY WHERE THE POOR, VULNERABLE AND DISADVANTAGED FAMILIES AND COMMUNITIES ARE EMPOWERED FOR AN IMPROVED QUALITY OF LIFE.

Social Welfare Institutional Development Bureau
General Functions:
The Social Welfare Institutional Development Bureau is responsible for the establishment of networks and linkages with learning and training institutions, the academe and others for social workers, allied professionals, para-professionals, and various stakeholders/partners, who seek to continuously update their knowledge, attitude and skills in the practice of their field of specialization within the context of social welfare and development.

General Functions:
It is responsible for the development and implementation of organizational development and capability building framework, plans, programs and standards for DSWD and for the provision of technical assistance along this line to other organizational/personnel external to DSWD engaged in social welfare and development including those from other countries.

Specific Functions:
1. Provide and/or facilitate technical assistance related to organizational development and capability building to intermediaries, stakeholders and DSWD Personnel.
2. Develop capability building framework, plans and programs and coordinate organizational development efforts for DSWD, intermediaries and stakeholders.

Specific Functions:
3. Establish partnership and linkages with local and international capability building organization including third country arrangement.
4. Develop and enrich indigenous social welfare ad development instructional materials in support of capability building activities.

5. Undertake continuing skills enhancement activities for stakeholders, intermediaries and DSWD personnel.
6. Undertake research and development activities related to social welfare and development capability building and organizational development concerns.

7. Establish and maintain learning resource for capability building.
8. Maintain a data bank on capability building network and resources.
9. Organize and coordinate the operationalization of learnings gained from training grants, including the implementation of re-entry plans.
