Rural Livelihood
Perfect address of Hon. Prime Minister's Digital India dream as well as Hon. Chief Minister's women
empowerment dream synonyms with Cyber Café - Village Cyber Kitley at Medhasan village of Modasa Taluka
of Aravalli district. Seeds of this project are connected with other Wi-Fi equipped villages. Basic objective of
this project is to make technological facilities available to citizens of the village and add quality to their
lifestyle so it can match the modern time.
Medhasan village has become Wi-Fi equipped village on 18-12-2014 under Digital Project. Along with
this, Elam Mangalam Sakhi Mandal of the village was connected to realize the “Spirit of Village and Facilities
of a City” mantra. For that, District Rural Development agency involved Sarpanch, Sakhi Mandal and youth of
the village and prepared Cyber Kitley Village project which was inaugurated by Hon. Chief Minister at the
time of Modasa Krushi Kalyan Mela. Hon. Chief Minister inaugurated first ever Cyber Kitley of Sabarkantha
district at Aatar Sumba during the Polo Festival on 17-02-15.
Youth can enjoy the internet facility at this cyber café at a fixed rate and can avail the benefits of online
admission, online job application as well as surfing other best websites such as khan academy, Coursera etc
and face the world confidently with support of online education they received.

Rural Livelihood
Procedure of directly crediting payments under education and ICDS branches into bank accounts
of the beneficiaries has been implemented by District Development Officer at primary level in Modasa
and Aravalli districts with intention of covering Sabarkantha as well as Arvalli districts under financial
inclusion by Sabarkantha District Panchayat.
v Before these scholarships as well as other benefits were paid in cash to the beneficiaries in which
a lot of time was wasted and help was not reaching to the needful beneficiaries.
v Bank accounts of more than 48,000 students of all primary schools of Khedbrahma Taluka were
opened with help of ICICI Bank. From which scholarship amount has been paid into account of
35,000 students.
v Bank accounts of children of all primary schools of entire Sabarkantha districts have been opened
and their scholarship amount is credited in that account.

Kit for opening student scholarship accounts were inaugurated by Hon. Minister Mr. Bhupendra Singh Chudasama at Khedbrahma on 15-08-2013.

Green Mini Data Center project is a Model to achieve The goal of “Digital India”. It works as a backbone for Informa�on and Communica�on and Technology (ICT) ini�a�ves of the government in Rural Development. Under this project Green Mini data centre has been established in new building of Sabarkantha District. This is a first Data Centre placed at District level in India. Data centre has been equipped with latest equipments like Firewall, Network Area Storage (NAS), In built AC/UPS rack(2 Numbers), L3 Switch, 5 servers. Storage Area Network has been installed with 19.2 TB hard disk to improve performance and capacity of data centre. Total 9 Virtual Machines (VMs) have been created each of 120 GB hard disk and 4 GB RAM for hos�ng of mobile and web applica�on. Data centre consumes less electricity as compared to conven�onal data centre. So it is called Green Mini Data Centre. Bandwidth for Digital Setu (High Speed Internet for Rural Area is dropped in Firewall of data centre. Using Cloud Core Router internet service is provided. to the network in villages megdoot Opensource Cloud compu�ng technology is used to manage the data centre, which is provided by CDAC,Chennai. In the data centre web and mobile applica�ons like Mobile Inspec�on System for Rural Development Works, Swasthya Samvedana Sena (Domain Health), Mata Yashoda(Domain-Anganwadi), PubCare(Domain-Health), SSRMS, Radius and Log server( For Internet services), Toilet Portal are hosted. We have also hosted ODK collect a free source android applica�on for various surveys undertaken in the district. We provide E-Governance applica�on in a So�ware is a Service (SaaS) mode to other districts. future plans include Value Added Service (VAS) through intranet to our ci�zens. Online coaching classes, remote health consul�ng and video conferencing services are planned to be given through this own data centre.

District Development Officer Mr. Nagarajan M (IAS) implemented first ever Mobile Inspection of Rural
Development Works project of India to achieve the objective of implementation and monitoring of District
Panchayat and rural development works. Which won the Prestigious SKOCH platinum award. This Skoch award was
given with a special applause in presence of Union Labor Minister Mr. Narendra Singh Tomar at New Delhi. Only
300 projects were awarded Order of Merit from more than 10,000 nationwide nominations and from that India's
best 20 projects were selected for the Platinum Category award.

The StartUp Policy of Gujarat unveiled recently aims to support innova�on and increase
entrepreneurship quo�ent of the youth of Gujarat. India is poised to become the youngest country in
2020 with a median age of 29 years accoun�ng for 28% of Workforce.

th Students of various colleges had visited the exhibition held in 18 National e-Governance
Conference and also visited every stall with keen interests. The officers from various organizations,
government and companies of the corporate-world had exhibited the information at different stalls.

th A two-day long 18 National e-Governance Conference was organized at Mahatma Mandir –
Gandhinagar on January 30 and 31. A stall was set up showcasing the various public services which
included Digital-Setu, Mobile-Inspection, e-Teacher and emotional health service corps being
provided by the only district panchayat of the state. The stalls were visited by the high-level officials
of the state and central governments and lauded the best efforts of the district officials.
Mr. Rajesh Agarwal, IAS, Joint Secretary, Financial Inclusion, Government of India, had visited the stall and collected the information
about various projects of the district panchayat.37
E-Governance NationalConference
Gov 2.0 Symposium
Representatives of NIC, UNICEF consultants, Deputy collector, deputy mamlatdar, taluka
health officers, taluka development officers, all branch officials of district panchayat, vendors were
invited at Gov 2.0 Symposium held on “Digital Governance in Development” subject. Female Health
workers as well as Anganwadi workers spends most of the time on reporting the work. For that
purpose if information data of these two departments can integrated, exchange of information
between these two departments can be done easily. By following this system data of all branches of
the administration can be integrated and by implementing core standard based reporting system for
preparing speedy and accurate information. Real working employees such as Anganwadi Workers,
Female Health Workers, Medical officers as well as all high ranking officials of the district remained
present in this workshop. They all remained present and shared their opinions regarding how to make
all work easy by smartly using technology, what can be done to make exchange of statistical
information an easy task etc with officials present in the workshop. Issue of how to reach maximum
people in the field and provide maximum services to each and every person was also discussed in the
symposium via a questionnaire.
District Development Officer provided necessary guidance to all who remained present
regarding how to make our task very easy by using digital technology. Officials of various departments
also provided their subject related guidance about their work profile.
Presentation was given on different subjects for how to make use of advanced technology at
the workshop and then after group discussion was held.

· Officers of the Sabarkantha District Panchayat discussed on use of latest technology by
other departments.
· Group discussion on what can be done between government officer and vendor for data
integration. Findings are listed below.
(1) Creating village based reporting system. Standardization of Data. For this purpose,
census code, revenue code, pin code etc can be used.
(2) For data integration, use of Indicator Based Model was suggested by UNICEF.
Initially Health, Education and DRDA and other departments will be covered under
the programme. Standardization of reporting chart and data
entry form for Data Integration has been decided.
(3) With a view to secure important data, creation of Mini Data Centre was
recommended to District Panchayat.
Feedback from all stake holders was received and consolidated.

Swacchta Abhiyaan As many as 2,41,402 citizens took
'Swacchta' pledge in the 'Maha Swacchta
Abhiyaan' organized on December 23, 2014. It was
recorded as a world record by the Guinness Book
of World Records and it awarded a certification to
the Sabarkantha District Administration. During
the Polo Festival, it was given away by Hon. Chief
Minister Smt. Anandiben Patel to District Collector,
Mr. Banchhanidhi Pani ( IAS) and District

A special digital media training was organized at Sabarkantha District Panchayat for purpose of
accomplishing dream of Digital India. Honorable Home Minister of State arced the occasion and
congratulated District Development Officer for organizing this training. topics covered include
��v How a search engine can be used for getting information and what 'Key-word' to write and how to
write a 'Key-word' so that only related information can be found easily in Digital Media Training
and Digital literacy training.
v Types of social media and how it can be used.
v How we can use the social media to create public awareness about development works/ schemes in
relation with the District Panchayat.
v Training was given about how the questions asked by people/ offices/ officials-employees of the
district can be answered as well as which language and short sentences can be used.
v Public can be provided information as well as trustfully informed while using the social media.
v Use of technology can bring transparency in the administration, paperless work can be done and
information can be shared at the upper level very easily.
