Central Valley Energy Tune-Up

The Central Valley Energy Tune-Up program is a Non-Resource Local Government Partnership (LGP) program designed to educate the residential and non residential participants on energy efficiency, upgrades and new technologies to help them conserve energy and money.

History

• Program started July 2009 with Federal ARRA funding and enhanced in March 2011 to include HERS II Whole House Rater analysis.

• Program began expansion in 2011• PG&E Began funding the Fresno Home Energy Tune-Up program in 2012• In late 2012 the Fresno Home Energy Tune-Up changed its name to the

Central Valley Energy Tune-Up program and continued its expansion into the now 8 county wide program region.

• The Central Valley Energy Tune-Up Program offers residential and commercial energy assessments.

• Residential assessment are offered in the counties of Kings, Kern, Tulare, Fresno, Madera, Merced, Stanislaus and San Joaquin. The commercial energy assessments are offered in the counties of Kings, Tulare and Fresno.

Overarching Challenge

• Stake holders that affect the shape of our program deliverables and approach– PG&E

• The focus is to provide cost effective programs to maximize the energy savings to the expense incurred.

– Local Government • Elected officials approving local government partnerships would like all their

constituents to benefit from the LGP programs.– Participants (home owners/business owners)

• Home and Business owners are all rate payers interested in saving money on their utility bills so they all would like assistance.

Program Successes• Slotting Criteria Tool

– The slotting criteria was developed to assign an energy use intensity value to a home in an effort to establish that homes energy savings potential.

• Direct outreach to participants– We changed our outreach focus from the traditional marketing using TV or radio

to a more direct approach. The direct approach utilizes individuals performing door to door canvasing and setting up at different venues to enlist participation.

• Tiered level of assessments– We developed multiple tiers of assessments to better connect home owners to

the most appropriate and cost effective level of assessment.• Targeting

– We utilize PG&E Tableau data to target our efforts to high energy use areas. We also utilize our targeting capabilities along with the direct outreach approach to assist with Demand Side Management for constrained substations.

• Continued program demand– Our program continues to receive request for our services to expand, these

request have come from rate payers and IOU.

Program Challenges• Quantifying Energy Savings

– Residential web based analytics– Residential Energy Advisor

• Programs Collaboration and Tracking– We need to have a central system that can track all efforts for the site address

including third party and direct install program.• Renewables

– Renewables create a challenge in identifying energy savings when using web based analytics (residential) although we are currently working towards a solution.

– Renewables are also being installed prior to EE upgrades reducing the urgency of the participants to move towards EE upgrades.

• Participant Trust in LGP– Residential and commercial participants trust in LGP programs due to their un-

biased approach and presentations. This however creates a reasonable amount of hand holding thus the EA pilots are in process.
