•National Government and State Government Funding Sources;
•Government focus on financial governance;
•Government focus on electorate attitude to the project;
•Interest groups concerns about loss of open water & recreational lakes;
•Customers concern about constraints on use of water and cost increase. (many water supply customers are also land owners)
