All sub committee members will be required to apply via a signed expression of interest form

All applicants will be considered for approval by the Board

Every sub Committee will have a customised expression of interest form

Match committee (to run the Division match commitments)Members (preferably a mixed gender) 1 to be nominated from each Club

allocate Club to run events

Pennant:- Monitor both MW & WE pennant temperature prior to play daysIf extreme temperatures are forecast (38deg) advise all relevant people by required time schedulesarbitrate on any reported issues

Umpires Committee (Chairman - )Co-ordinate Umpire training and standards for the Clubs within the Divisionto arbitrate on rule disputes

CVBD Greens Committee to inspect all CVBD Club greens and facilities to check they are at an acceptable standard

STATE EVENT CONCEPT AS PER LAST YEAR

The Board have passed a motion regarding running of the State Events

That all CVBD Clubs be invited to submit Expression of Interest to host State event rounds

This will be the same as last years format.

2 Print a limited format with NO DRAWS, NO Calendar Just Rules and Contact Details

PENNANT 2020-21

CVBD Board have passed the following motions on the Pennant season for 2020-21

All Pennant will be played over 21 ends

All Pennant will be played under a format TBA to ensure Covid-19 safe practice

Plan A Normal start 9th & 10th Oct Playing Divisions with 8 Clubs in the Draw will play 14 rounds (play each other twice)Playing Divisions with 6 Clubs in the Draw will play 15 rounds (play each other three times)

Comments for the Zoom Meeting 20/9/20

Rochester men’s committee think that Rochester Bowls Club priority is to open first once the restrictions have lifted enough to allow

for club events as well as a social calendar for our members, maybe a small comp. could be organised between interested clubs if

restrictions allow.

Some Questions that might need an answer.

1. Will the pennant competition be able to commence around October if restrictions are lifted?

2. If the Border remains closed how will the Board proceed with this year?

3. If the pennant season happens to start after Christmas what are the Boards thoughts on how many rounds are needed to make a

competition, will the Board extend the pennant season to run at least 14 rounds of competition

4. With 1 Deniliquin club already out of the pennant competition for this season, what effects do the Board see on the competition if

it get underway.

CVBD AUDITORS REPORT 2019-2020

With a 3rd Division

OUR DIVISIONS HISTORY 70+ YEARS AND STILL STRONG

Up to date we have found paper articles covering the pennant results for the Campaspe Valley Bowls Association back in the 1950 seasonIn Oct 1987 the Campaspe Valley Bowls Association Inc – was Incorporated (11 Clubs)In 2000 Campaspe Valley Bowls Division Inc – was IncorporatedThree different names for the same organization

Servicing our grassroot Bowlers for in excess of 70 Years We are a young Division. Bendigo, Shepparton and Ballarat are 100 + years of service.The majority would be at least similar to our vintage 70-80 years of service.

What are the objectives and duties of a Division:1. To co-ordinate and administer a local pennant competition for its members (11 Clubs)2. To qualify the Divisional Champions for the Regional Finals3. To assist it’s member Clubs in training and qualifying their members as Umpires and Coaches4. Production and distribution of a yearly booklet

Organizing sponsorship, making this Book free to all bowlers within the DivisionPublishing all contact information for the Division and its member ClubsPromoting our members Clubs Tournaments Documenting all Pennant Draws, State event calendar and Club events

Basically the Division does the work and the grassroot Bowlers just enjoy their Bowls

REGION REVIEW – IF IT ANT BROKE ?

To understand the frustration of the Divisions please spend a few minutes and download the from our website http://www.cvbd.com.au/pdf/BV/BVRegionReviewx.pdf when you read each point write down your remarks on each point andthe ask your self where are they basing their review on

The Bowls Vic Board appointed a Committee call the Region Review Committee (RRC)By its name we assumed that this Committee was looking at the boundaries and structure of the Existing Regions?I.e. Maybe - Redefine the boundaries for example horizontally not vertically

Re-allocate the Clubs to Divisions to balance out numbers for more even competition areas Or at least ask the BV members (all clubs) concerned what they would like or at least lay their card on the table for all to be able to seeOr take a survey on the situationThe only communication the RRC have is via having meetings with the Division, this is with individual Regions corralling us intosmall groups and not sharing any expressions of concern from the other RegionsThey ask us for our concerns and once they have it, it goes no further, they are just considered as personal views or that does not fit within their plans and continually keep stating they can do this because it is in the BV Constitution.NO. this Committee of 3 came up with nothing NEW but to remove the Divisions and call them playing areas, throwing out 100’s of years of successfully supporting their members, under the reasoning that the Divisions will not be able to seek the volunteers

necessary to run them (it appears even our 80+ of successfully running our own show by them is going to fail in the coming years??) Our greatest concern is that the massive increase in work load and responsibility the new proposed Board will not get filled andBowls will be a shamble – A statement made at the last RRC zoom meeting “within a few years we will have to have professional paid staff to manage these regions” We have a track record of 80 – 100 years and the RRC feel their new concept will fail in 5 + years

REGION REVIEW – IF IT ANT BROKE ?

Divisions have a workload massively higher than Regions (Regions have nothing to do with grassroot bowlers. They (BCBR) only organize events for 3.1% of their total members)Divisions have been servicing grassroot bowlers for 80+ years

But BV based their assessment that Divisions will fall over in 5 years with lack of Committees??BV continually state they want to simplify communication from 25 Divisions and 16 Regions to just the 16 Regions.Over the years BV have no communications with Divisions on administrative matter they are left to their own means to manage bowls within their Division grassroot bowlers, be it Pennant, State Event qualifications or Promoting Bowls within their Division or supporting Clubs (YB).

For the last 10 years BV have only communicated to Regions, solely to receive the specific regional names for the State Championships. (up to 10 emails)

FundsBoth Region and Divisions do not pay funds to BV but receive funds from their member clubs. BV receive funds from all clubs.

What we get back from BV.Divisions - Free pennant score cards (with advertising on them)Regions - $2400 per year to assist the regional team members ($100 each)Training – For umpires, Coaches and Green Inspectors courses which are charged by BV.

THE NEW BOARD CONCEPT –Consists of 3 Directors from each playing Aera (President & Secretary to be elect from the Board by the Board

Every Club, Region and Division have elections for the positions of President & Secretary ?

REGION REVIEW MEETING 4TH AUG - BV WITH CVBD & BBD

These meetings are being held by the BV Region Review committee with individual Regions

(corralling us into small groups) they continually ask for any issues we might have and when the

issues were expressed they either knocked them or filed them away somewhere.

They are just set on what they want and there is NO other answer – we were advised “it’s all in the

BV constitution!”

BV have asked CVBD Board to send them our issues – but these will be the same as we raised at the

video meeting.

All of the issues raised by the other Divisions and ours do not get sent out to every one to see

It is very disappointing that this review committee hide behind the BV constitution and are in such a

rush to put this to bed without open consultation.

REGION REVIEW CVBD BOARD CONCERNS

Main concerns:

With 3 Divisions, CVBD is again a minority on the new Board format (3 reps from each playing aera)

we can be out voted every time 3 to 6 by the southern playing areas.

The new constitution covers basic administration requirements it does not stipulate anything about playing areas

or any format of play requirements. The only reference to playing areas is-

Clause 3 (xvii) establish Playing Areas within the Region (if required), and modify these from time to time if necessary

Our danger is the Regulations: these can be changed by the Board at any time without Members input (Clubs)

Playing areas:

As above re playing areas, the constitution only mentions Clause 3 (xvii).The playing areas are stipulated and defined within the Regulation (The Board can change these at any time)

State events: The Regulations may start the same as the original agreed concept, but the Match Committee may want to

make it easier and have all rounds at a central location.

Again the Board can change them at any time (Ovens & Murray region do this now – ie: for the regions first

round of singles they got about 12 to 16 players (M&W)

There is NO GUARANTEE of where you will play your bowls?

The Hosting Division becomes

the controlling body for that

year.
