I. General Information 1. General Employment Rules and RegulationsAll Dubai Airport Freezone tenants are required to assign a designated PRO who will represent their company at Dubai Airport Freezone’s Customer Relations Department and will be responsible for delivering and collecting the official documents related to the company.

All tenants are obliged to use Dubai Airport Freezone employment contract for sponsored and nonsponsored employees. Any other contracts different from the contracts available at Dubai Airport Freezone are not recognized and will be rejected. Three (3) original copies of each employment contract must be issued and provided to the following parties: Dubai Airport Freezone, the company and the employee.

A tenant company is entitled of the following number of employees, based on allotted space:

• Office above 40 sq.m.: 1 employee for every 8.33 sq.m.• Office below 40 sq.m.: 1 employee for every 12.5 sq.m.• Light Industrial Unit: 20 employees

Minimum salary required to sponsor an employee is AED 1,000 plus food, accommodation and transport allowances.

Tenant Employees Relations section is responsible for resolving labor issues and dispute cases between the tenant company and its employees.

For additional employment rules and regulations please refer to the personal secondment agreement and Dubai Airport Freezone employment contract.

2. Service Fees and FinesAll service charges are available online in Tasheel and can be reviewed when initiating the request. The charges are subject to change according to the government’s regulations and internal management’s decisions. All tenants will be notified about the changes through an official email.

For transactions rejected by the Naturalization and Residency Department or terminated by a tenant, only 70% of the charge will be refunded. The refund can be claimed within 6 months from the invoice date.

Dubai Airport Freezone will take no responsibility for fines charged by the Naturalization and Residency. Department due to expiry of visas or any other issues.

3. Bank Guarantee Procedures Reference to Dubai Airport Freezone’s personal secondment agreement (Regulations of Sponsoring Employees) all companies are required to provide a bank guarantee for each sponsored employee. Bank guarantee is an undertaking letter issued by the bank, the guarantor, at the request of the company to pay unconditionally to the beneficiary, in this case Dubai Airport Freezone.

3.1 Bank guarantee letter

The guarantee letter must be issued by a local or international bank which has a branch in the UAE. It should be valid for one (1) year from the date of issuance and renewed automatically by the bank. Bank guarantee specimen is available online in Tasheel (DAFZA forms).

The bank guarantee amount must be equal to 45 days of the employee’s basic salary and the price of one way ticket to the employee’s country of origin according to the airfare ticket pricing of Dubai Airport Freezone.

Minimum basic salary AED 1,000

3.2 Withdrawing bank guarantee

To withdraw the existing bank guarantee the following requirements should be completed:

• Submit a letter on the company letterhead duly signed and stamped requesting of the bank guarantee. Please enclose the bank guarantee letter or a copy of withdrawal deposited invoice.

• The company is required to clear the employee’s name from their records by submitting

employee’s exit report or exit stamp, if the employee left the country, or a new residency copy.

• The company should clear all payments towards the employee.

3.3 Labour guarantee deposit

To deposit a labour guarantee by cheque or in cash please complete the following requirementsin Tasheel:

• Submit a labour guarantee form available online in Tasheel (DAFZA forms) duly signed by the authorized person. The authorized signature will be verified by the Lease and Licensing Department at Dubai Airport Freezone

• Initial service charge for the labour guarantee deposit for each employee is AED 1,000. Annual Service charge for each deposit is AED 650, which is non-refundable and debited in the company’s invoice annually. The charge is applicable until the tenant company clears the employee’s name from their record.

3.4 Refund labour guarantee deposit

A refund of the labour guarantee deposit is applicable only at the time of company terminationRefunding options are:

• To be credited and adjusted against the company dues

• For branch companies, the amount can be credited back to the mother company if it was listed in Tasheel system. (please report to Finance Department for more details)

• For individual companies, the amount can be credited to a company account after getting an approval from all the shareholders (please report to Finance Department for more details)

• For individual and non-individual companies, the amount can be credited to the company bank account or the individual account as per the documents submitted to Finance Department.

To refund the deposit, please approach Finance Department.

To refund labour guarantee deposit the following requirements should be completed:

• The company should clear all payments due to the Lease & Licensing and Finance Departments at Dubai Airport Freezone.

• Submit an online request in Tasheel to release the bank guarantee (Refund Bank Guarantee).

• Submit a letter on the company letterhead duly signed and stamped requesting withdrawal of the bank guarantee.

• Submit the original guarantee form and the original deposit receipt.

3.5 Refund labour guarantee deposit from the bank

• Submit a letter on the company letterhead duly signed and stamped requesting withdrawal of the bank guarantee.• Receive the original bank guarantee form from Tenants’ Employees Affairs Department and submitted to the bank.

3.6 Exemption from bank guarantee

A bank guarantee exemption is applicable only for two employees at the managerial level and must be selected by the company.

To be exempted from the guarantees the company should submit the undertaking form whenprocessing the employment request at the Customer Relations Department. The form is available in Tasheel (DAFZA forms).

Non-sponsored and temporary employees are exempted from the labour guarantee by default.

II. Customer Relations Department Services1. Employment and Residency Services

1.1 Employment and residency for an employee outside the UAE – AED 3510/-

To apply for an entry permit for an employee located outside the UAE, please submit an onlinerequest in Tasheel (New employee request-employmee out of UAE).Documents required:• Valid passport copy for more than 6 months.

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2 managers and available in Tasheel / DAFZA forms).

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs).

• 1 photograph (hard copy with white background).

• 3 original employment contracts signed by the authorize signature and the employee (available online in Tasheel/DAFZA forms).

• Valid Establishment card copy.

Processing time: 2-7 working days (depends on nationality)

Note: delays in issuance of entry permits can be caused by the Naturalization and Residency Department processes.

Once the new employee enters the UAE please provide the following documents to complete his residency:

• Employment/entry permit copy (with original entry stamp).• Original passport.• 5 photographs (hard copy with white background).

Processing time:

Normal request: 10 working days.

Express request after Medical Fitness & Emirates ID: 1-2 working days (for residency stamp only).

No objection form request if the Employee was already employed with DAFZ and not completed 6 months from the date of cancellation (DAFZ/ Forms).

1.1.1 Entry permit renewal -AED 542/-

To renew an entry permit please submit an online request in Tasheel (entry permit).

Documents required:

• Valid passport copy.

• Employment/entry permit copy.

1.1.2 Entry permit cancellation inside UAE- AED 380/-

To cancel an entry permit inside UAE please submit an online request in Tasheel (terminate employee - DAFZA sponsored).

Documents required:

• Employment/entry permit copy

• Original passport

• Letter on the company letterhead duly signed and stamped requesting cancellation of entry permit

Processing time: 1-2 working days

1.1.3 Entry permit cancellation outside UAE- AED 380/-

To cancel an entry permit outside UAE please submit an online request in Tasheel (terminate employee - DAFZA sponsored).

• Employment/entry permit copy

• Letter on the company letterhead duly signed and stamped requesting cancellation of entry permit

Processing time: 1-3 working days

1.2 Employment and residency for an employee inside the UAE on visit visa, tourist or on arrival – AED 5010/-To apply for a residency for an employee on visit visa, tourist or on arrival inside the UAE please submit an online request in Tasheel (new employee request on visit visa - private sector).

Documents required:

• Visit visa or tourist visa or on arrival copy (should be valid for a minimum of 2 weeks

before expiry date)

• Original passport (valid for more than 6 months).

• 6 photographs (hard copy with white background).

• 3 original employment contracts (available online in Tasheel/DAFZA forms).

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2 managers and available in Tasheel / DAFZA forms).

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs).

• Valid Establishment card copy.

Processing time:

Normal request: 10 working days (depends on nationality).

No objection form request if the Employee was already employed with DAFZ and not completed 6 months from the date of cancellation (DAFZ/ Forms).

1.3 Employment and residency for an employee on valid or cancelled residency visa from a private company – AED 5010/-

To apply for employment and residency for an employee with valid or cancelled residency visa issued by a private company please submit an online request in Tasheel (new employment request visit visa - private sector).

Documents required:

• Valid passport and residency copies (valid for more than 6 months).

• 3 original employment contracts (available in Tasheel/DAFZA forms).

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2managers and available in Tasheel / DAFZA forms).

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs).

• 1 photograph (hard copy with white background)

For an employee working within the private sector and seeking employment with a company based at Dubai Airport Freezone, a no objection certificate will be issued by the Customer Relations Department upon request of the company to cancel the existing residency.

After cancelling the existing residency visa from the sponsor please submit the following documents:

• Original cancellation receipt (should be valid for a minimum of 2 weeks before expiry date)

• Original passport (valid for more than 6 months)

• 6 photographs (hard copy with white background)

• Valid Establishment card copy

Normal request: 10 working days (depends on nationality)

No objection form request if the Employee was already employed with DAFZ and not completed 6 months from the date of cancellation (DAFZ/ Forms).

1.4 Employment for non-sponsored employees- AED 930/-

To apply for employment for an employee non-sponsored by DAFZA please submit an online request

in Tasheel (New non-sponsored employee request - work permit).

Documents required:

• Employee’s valid passport and residency copies (valid for more than 6 months)

• Sponsor’s valid passport and residency copies (valid for more than 6 months)

• No objection certificate from the sponsor

• 3 original employment contracts (available in Tasheel/DAFZA forms)

• 2 photographs (hard copy with white background)

Processing time: 1-4 working days

No objection form request if the Employee was already employed with DAFZ and not completed 6 months from the date of cancellation (DAFZ/ Forms)

1.5 Renewal employment for non-sponsored employees – AED 930/-

To apply for employment for an employee non-sponsored by DAFZA please submit an online request in Tasheel (Renewal non-sponsored employee request - work permit).

Documents required:

• Employee’s valid passport and residency copies (valid for more than 6 months)

• Sponsor’s valid passport and residency copies (valid for more than 6 months)

• No objection certificate from the sponsor

• Original non-sponsor labor card

• 2 photographs (hard copy with white background)

Processing time: 1-3 working days

1.6 Termination employment for non-sponsored employees – AED 340/-

To apply for employment for an employee non-sponsored by DAFZA please submit an online request in Tasheel (Termination non-sponsored employee request - work permit).

Documents required:

• 3 copies of end of service entitlement form (available in Tasheel/DAFZA forms)

• Original ID card

Processing time: 1-2 working days

1.7 Residency renewal – AED 2968/-

To renew residency please submit an online request in Tasheel (employment residency renewal)

Documents required:

• Original passport (valid for more than 6 months)

• 6 photographs (hard copy with white background)

• Original labour card

• Original Emirates ID

• Valid Establishment card copy

Residency visa should be renewed or cancelled within 29 days after expiry date; otherwise the employee will be fined AED 15 per day in Dubai + 30 AED on the total amount after 29 days renewal notice by the Naturalization and Residency Department.

Processing time: 10 working days (depends on nationality)

1.8 Medical checkup and health card

Medical check-up required for residency issuance renewal and transfer from government can be carried out at DAFZA Medical Fitness Center located at West Wing 2, ground floor. An appointment for medical check-up can be scheduled after submitting documents required for the residency.

The cost of any medical check-up conducted through external clinics will not be reimbursed or credited.

All tenant companies are required to arrange for a health card for their employees either through DAFZA or directly from health insurance providers.

1.8.1 New health card – AED 500/-To apply for a new health card please submit an online request in Tasheel (health card).

Documents required:

• Valid passport and residency copies

• 1 photograph

Processing time: 2 working days

The health card is valid for one year from the date of issuance.

1.8.2 Renewal of health card – AED 500/-To renew a health card please submit an online request in Tasheel (health card renewal).

Documents required:

• Valid passport and residency copy• Health card original• 1 photograph

Processing time: 3 working days

1.8.3 Replacement of health card – AED 460/-

To apply for a health card replacement please submit two online requests in Tasheel:

• Health card replacement for lost card• Arabic letter for lost items

Documents required:

• Valid passport copy and residency copy (valid for more than 6 months)• 1 photograph• Lost report from the police

Processing time: 3 working days

2. Sponsorship Transfer Services

2.1 Transfer from government sector to Dubai Airport Freezone – AED 3430/-

To transfer employee sponsorship from government sector to Dubai Airport Freezone please submit an online request in Tasheel (new employee request transfer government).

Documents required:

• 3 original employment contracts (available in Tasheel / DAFZA forms)

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2 managers and available in Tasheel / DAFZA forms)

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs)

• Original passport (valid for more than 6 months)

• 7 photographs (hard copy with white background)

• Company Establishment card copies (old sponsor and the DAFZA Company)

• Original Emirates ID

Processing time: 10 working days (it depends on the nationality)

Note: If the job tittle is changed – apply Arabic Letter to amend job tittle

Transfer form will be ready after 2 working days from submitting the required documents – PRO must collected the transfer form and sing it from the old sponsor.

2.2 Transfer from husband/father’s sponsorship to Dubai Airport Freezone – AED 3430/-To transfer employee from husband’s or father’s sponsorship to Dubai Airport Freezone please submit an online request in Tasheel (new employee request transfer government).

• Arabic NOC letter from the sponsor

• Sponsor’s passport and residency copy (valid for more than 6 months)

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2 managers and available in Tasheel / DAFZA forms)

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs)

• 7 photographs (hard copy with white background)

• Valid Establishment card copy

• Original Emirates ID

Processing time: 10 working days (it depends on nationality)

Transfer form will be ready after 2 working days from submitting the required documents – PRO must collected the transfer form and sing it from the old sponsor

2.3 Transfer to outside DAFZA – AED To transfer employee sponsorship from Dubai Airport Freezone to government sector please submit an online request in Tasheel (Transfer to outside DAFZA).

Documents required:

• 3 copies of transfer sponsorship form, obtained from, must be typed and

approved (signed and stamped) by the new sponsor

• Employee’s original labour card

• 3 copy of End of Service Entitlement form (available in Tasheel/DAFZA forms)

• After completing the transfer procedures, the company is required to submit new

residency copies to the Customer Relations Department (ground floor, DAFZA HQ) to remove the employee’s details from Dubai Airport Freezone’s records.

Processing time: 1 working day

2.4 Transfer within Dubai Airport Freezone companies – AED 2280/-

For transfer within Dubai Airport Freezone the current employer has to submit an online request in Tasheel (New Employee Request Transfer within DAFZA). After that the new employer will

receive a request for approval to complete the transaction.

The documents for transfer within Dubai Airport Freezone should be submitted to the Customer Relations Department at Dubai Airport Freezone by both companies at the same time.

The current employer has the right to reject the transfer, if the employee has not completed one year of service.

Documents required:

Current Company:

• Original Labour card

• 3 copies of End of Service Entitlement form (available in Tasheel/DAFZA forms)

• No objection certificate available online in Tasheel (DAFZA forms)

New company:

• Employee’s original passport (valid for more than 6 months)

• 3 original employment contracts (available in Tasheel/DAFZA forms)

• Bank guarantee letter (for an employee) or undertaking form (applicable for 2 managers and available in Tasheel / DAFZA forms)

• 2 photographs (hard copy with white background)

• Arabic letter to amend job title (if the job title changed)

• Education certificate for managerial level, technical & engineering level (attested by the UAE Embassy in the country of origin and UAE Ministry of Foreign Afairs)

• Valid Establishment card copy

Processing time: 1-4 working days

2.5 Change in Employee Nationality – AED 400/-

On line request on Tasheel ‘Amendment in Residency Stamp Information’

Both original passport

3. Lost Passports

3.1 Lost passport inside UAE – AED

To apply for lost passport inside UAE, please submit an online request (Arabic letter for lost Items) – AED 60/-

• Lost item report from the police

• Old Passport and residency cop

• After receiving the new passport, please submit online request on Tasheel ‘Lost Passport’

Documents Required:

• New original passport

• 2 photograph (hard copy with white background)

• Valid Establishment card copy

• Original Emirates ID

Letter from the company (justifying the situation as well as mentioning the date of re-applying for the new employment request)

Processing time: 1-3 working days (it depends on nationality)

3.2 Lost passport outside UAE – AED 1500/-

To apply for lost passport outside UAE, please submit an online request (Termination Employee out of UAE)

Documents required:

• Lost item report from the police attested by the UAE Embassy in the country of origin and

UAE Ministry of Foreign Affairs (legal translation needed for all languages other than English

and Arabic)

• Exit report

• Passport and residency copy

• Establishment Card copy

• Copy from the old contract

• 2 photograph (hard copy with white background)

Processing time: 1-3 working days (it depends on nationality)

Then apply for a new employee out of UAE – AED 3510/-.

4. Terminations and End of Service

4.1 General rules and regulations

During the probation period both parties, the employer and the employee, may terminate the contract without notice. After completion of the probation period the contract may be terminated by either the employee or the employer under the following conditions:

• By the employee or the employer at any time by 30 days prior written notice.

• In the event of employee breach of article (120) of the United Arab Emirates Labour Law No.

(8) of 1980 as amended (the Labour Law).

Upon completion or termination of the contract the employee undertakes not to seek or work with any company within Dubai Airport Freezone for a period of 6 months from the date of cancellation of the sponsorship, unless the NOC is provided by the employer.

For cancellation of sponsored employee the company should submit the following documents toTenants’ Employees Affairs Department at Dubai Airport Freezone:

• Employee’s new residency and passport copies if sponsorship is changed.

• Employee’s exit report, if departed from the country (can be obtained at DNATA Manifest Office or Immigration Office at Dubai Airport departure area). For more information please refer to Exit Report Service.

Failing to provide the requirements within one month from the cancellation date, the company is liable to pay a fine of AED 10,000.

Dependent termination should be done prior to the employee termination: otherwise the employeeshould provide the immigration deposit receipt.

Please note that employer should bear the cost of the employee’s return ticket to his home countryupon completion of the full contract period or termination of the contract by the employer.

4.2 End of service and gratuitiesGratuities and annual leave balance entitlements are based on basic salary. Gratuity is applicable only after completion of 1 year of service.Gratuities in case of termination

4.4 Termination of sponsored employee outside the UAE – AED 1500/-

To terminate an employee situated outside the UAE please submit two online requests in Tasheel:

• Original passport (required if outside the country for less than 6 months)

• Letter from the company for the exit report

• Original labour card

• Original Emirates ID card

5. Visit and Transit Visa Services

5.1 General rules and regulationsElectronic visa copy can be used only when entering UAE through Dubai International Airport. Forvisitors entering UAE through other airports original visa (pink copy) must be requested from theCustomer Relations Department

For Iraqi nationals, transit and visit visas can be obtained through Emirates Airlines only.

Visa types and validity:

Extension for above visas is not applicable.

The company is obliged to provide the copy of the exit stamp page of the departed visitor’s passport on behalf of the visitor once, he exits the UAE.

In case of visitor’s overstay the company must provide the above documents within 3 days from the date of overstay. Failing to do so will subject the company to a fine of AED 10,000.

If the visitor obtained new residency visa the company should submit his passport and new residency copies to the Customer Relations Department

Please note that once the Customer Relations Department applies for services requested by the tenant company through the Naturalization and Residency Department the company will be responsible for service cost settlement.

5.2 Cancellation of visit or transit visa – AED 210/-

To cancel visit or transit visa please submit an online request in Tasheel (Cancellation of transit or

5.3 Multiple entry visa – AED 6000/-

To apply for a multiple entry visit visa the visitor should be on a short term visit visa issued by Dubai Airport Freezone. Multiple entry visit visa is valid for 6 months from the date of issuance and enables 14 days stay at each visit. It cannot be extended once expired.

To apply for a multiple entry visit visa please submit an online request in Tasheel (Multiple Visit Visa).

Documents required:

• Original passport

• Copy of visit visa short term

• Letter from DAFZA

• Letter from the company stating the request

• 3 photograph (hard copy with white background)

• Valid Establishment card copy

Processing time: around 7 working days, depending on the Naturalization and Residency Department procedures.

6. Dependent’s Visa ServicesThe following monthly salary is required to sponsor dependents:

For Male employee:

• AED 4,000 and above for senior positions such as managers, doctors, engineers, pilots,

consultants, sr. officers etc. (it depends on nationality).

• AED 10,000 and above for junior positions such as drivers, sales executives, technical staff,

clerks, accountants, administration staff etc. (it depends on nationality)

For Egyptian nationals to sponsor dependents the salary should be AED 10,000 and above,

regardless the job title.

For Syrian nationals to sponsor dependents the salary should be AED 10,000 and above,regardless the job title. In addition, the dependent’s visa application should be approved by the committee. The committee might request the applicant to visit Immigration office at the time ofentry permit issuance.

For Female employees:

To sponsor dependents the salary should be AED 10,000 and above. Accepted job titles are:Teachers, lawyers, other senior and managerial positions (it depends on nationality).

• Bank statement that reflects the salary

• Education certificate (attestation requirements depend on nationality)

6.1 Issuance of dependent’s residency visa

To apply for a dependent’s visa please submit an online request in Tasheel New dependent’s visa

• Entry permit form (available at any typing center & should be urgent)

• Copy of tenancy contract attested by EJARI Department if in Dubai (should be under the sponsor’s name) or attested by Sharjah Municipality for Sharjah resident.

• For dependents inside UAE: original passport of each dependent (valid for more than 6

• Entry Visa or Cancellation paper

• Original Valid Emirates ID for the sponsor

• Last 2 months electricity bills

• Arabic salary certificate to Immigration (2 requests as it is required twice at two stages - entry

permit & residency) – AED 60/-

• Colored copy of the sponsor’s passport and residency (valid for more than 6 months)

In addition to that the following documents should be submitted according to the dependent status:

• Arabic salary certificate addressed to Naturalization and Residency Department, which will be

required when issuing entry permit as well as at the residency processing stage

• Colored copy of the sponsor’s passport and residency (valid for more than 6 months)

• Copy of Tenancy Contract attested by EJARI Department if in Dubai (should be under the

sponsor’s name) or attested by Sharjah Municipality for Sharjah resident.

• For dependents outside UAE: passport copy of each dependent (valid for more than 6 months)

• Valid Emirates ID copy of the sponsor

6.5 Cancellation of dependent’s residency visa (outside UAE) – AED 1500/-

To cancel residency of dependent situated outside the UAE please submit two online requests in Tasheel:

• General Services, Cancellation for dependent visa outside

• Exit Report – AED 350/-

Documents required:

• Original passport. If the employee has been outside the UAE for more than 6 month or his

residency visa is expired, passport and residency visa copies can be accepted instead of

original.

• Letter from the company stating the request

7. ID and Labour Cards

7.1 Labour card issuance and renewalFor employees sponsored by DAFZA, labour cards will be issued by the Customer Relations

Department after obtaining the residency stamp and will be renewed at the time of the residency

visa renewal. Labour card validity is 3 years from the date of issue.

For employees non-sponsored by DAFZA labour card will be issued after submitting documents for new non-sponsored employment. Labour card validity is1 year from the date of issue.

7.2 Labour card replacement – AED 410/-

To replace a labour card please submit two online requests in Tasheel for:

• Arabic letter for lost item – AED 60/-

• ID card replacement

• Long term ID - 1 year – AED 1210/-

Issuance of the temporary ID cards is subject to the Dubai Airport Freezone management’s approval.

7.4.1 New temporary ID

To apply for a temporary ID please submit an online request in Tasheel (New Temporary ID request).

• No objection certificate from the current sponsor

• Existing employment labour contract

• If the employee is in the UAE and absent from work for 7 days continuously without prior

A tenant company can request for employee’s or visitor’s exit report once employee or visitor departed from the UAE.
