CAREER SUMMARY My work has principally revolved around the scientific underpinnings for ecosystem-based fisheries management
(EBFM). I am currently a senior scientist in a group which, with two colleagues, I helped to initiate and which was
established for the novel and primary purpose of assessing LMEs from an integrated, ecosystem-perspective. For 11
years I led the Food Web Dynamics Program of the National Marine Fisheries Service (NMFS)-Northeast Fisheries
Science Center (NEFSC) in Woods Hole, a program that maintains a database of over 600,000 fish stomachs, analyzes
the feeding ecology for over 100 species, constructs various trophodynamic models, and is responsible for the collection,
design, and execution of the broad-scale food habits sampling in the waters of the Northeast United States continental shelf. I originally started my career working on planktivore-zooplankton interactions and the trophic dynamics of fish.
Although pelagic communities and predator-prey ecology remain an important interest, my work has moved more
towards applied ecological modeling and practical fisheries science for management. Recent scientific efforts have
focused on essential fisheries habitat, multi-species models, ecosystem models, and developing resource management
tools and systems that have a stronger ecological basis. I have chaired or participated on numerous regional, national,
and international working groups, review panels, editorial boards, committees, workshops, or scientific teams. These
efforts have served to better implement EBFM in particular and fisheries science in general. In addition to practical
fisheries management advice, some of my work has had implications for ecological theory -- particularly for food web
ecology. To accomplish these items, I have managed several multi-disciplinary, multi-investigator projects. The body
of work I have contributed thus far has spanned both theoretical and applied aspects, particularly serving to further drive
the development of: ecosystem indicators; pragmatic inclusion of trophic ecology (and more broadly, ecosystem considerations) directly into the resource management process; national and international delineations and definitions of
EBFM; multispecies and ecosystem models; and global comparisons of marine ecosystem process, structure and
function.

PROFESSIONAL EXPERIENCE AND EXPERTISE Research Fishery Biologist (1997-present)- analyzed, modeled, and reported on the diet composition, selection, and
consumption of the northwest Atlantic food web, with an emphasis on the fish community. Taxonomic
range focused primarily on gadids, elasmobranchs, pelagics, other demersals, and flatfish, with prey fields
of other fish, benthic invertebrates and zooplankton also examined. Managed long-term, broad-scale
database of stomach contents, more specific process-oriented datasets, and all data processing, both
internally and via external contracts. Focus was on natural mortality estimates due to species interactions
within the context of the northwest Atlantic ecosystem, particularly the Southern New England, Georges
Bank and Gulf of Maine food webs. Provided information and advice to various regional, national, and international fisheries and ocean management bodies. Served as regional expert on trophic ecology and
general fisheries ecology issues. Worked on a broad range of habitat related issues. Developed and
executed a wide range of multispecies and ecosystem models. Provided background, technical support, and
conceptual information for implementing ecosystem-based fisheries management to a wide range of
audiences and stakeholders.
Fisheries Biologist IV (1996-1997)- analyzed, assisted in collecting, and compiled reports on data for several Gulf
of Mexico marine fishery projects at the SEFSC NMFS Laboratory in Pascagoula, MS. Taxonomic range
of organisms included plankton, reeffish, pelagics, and marine mammals. Duties focused on analyzing
abundance, size, habitat, geographic range, depth distribution, and general stock assessment. Major
emphasis was on small pelagic fish stocks and commercially important fish larvae.
Adjunct Biologist (1994-1995) - assisted with several Lake Superior fishery projects at the NBS-GLSC Laboratory
in Ashland, WI. Duties included research design, sampling, data analysis and reporting, & training personnel.
Technician (1992, 1994)- participated in NOAA-NURP Submersible Dives, ($12,500 to WCK) duties included
administration of zooplankton microsphere tests, videotaping microscopic particles, and ($30,000 to WCK)
was the principal scientist in charge of logistics and project execution onboard ship.
Research Assistant (1990-1991, 1992)- EPA ($49,568 to REK) duties included culture and maintenance of
Ceriodaphnia for chronic toxicity tests, culture of infectious (to Cladocerans) bacteria, administration of
toxicity tests, supervising laboratory technicians; Detroit Edison & MTU REF ($50,000 to REK) duties
included administration of chronic Ceriodaphnia toxicity tests with antibiofouling leachate and
antibiofouling field tests for zebra mussel attachment assessment.
Water Quality Consultant (1990)- coordinated industrial water project to address the most effective chemical

PUBLICATIONS SYNOPSIS There are over 100 peer reviewed publications in my career thus far, in a range of well respected journals such as ICES J.
Mar. Sci, Science, CJFAS, MEPS, PNAS, Nature Comm., or Fish and Fisheries. These publications have been in a full
suite of ecological, fisheries, economic, marine and freshwater disciplines. Many of the reports have been provided in response to various SARC/SAW, TRAC, GARM or International working groups to address resource management

issues, usually focused upon some element of trophic ecology. In addition to webpages, book chapters, and books, there
have also been several reports which are hard to cite such as contributions to a plethora working papers, ecosystem
advisories, white papers and the like—and are mostly not listed here.

RESOURCE ACQUISITION SYNOPSIS In addition to base-funded efforts, I have had a history of obtaining funding from alternate sources to maintain and
expand research programs for the various institutions for which I have worked. I have been fortunate to obtain over
25 grants and contracts (PI or Co-PI) totaling > $ 6 Million. I am often consulted by colleagues as to the feasibility
of proposed projects; am often contacted to respond to RFPs or contribute to proposals which are beyond what I am
able to do given time constraints; am often contact by various funding organizations to respond to funding calls in
which I am not allowed to participate as a federal employee; am often asked to write letters of endorsement for
national and international proposals; and am often included by colleagues on proposals as a non-funded collaborator,
the total of which is not noted below. I have also maintained currency as a COTR/COR during most of my time at the NEFSC to implement many of these projects.

COLLABORATIVE ACTIVITIES
Served as an internal consultant on diet analysis, sampling protocols, resource selectivity, predation mortality
assessments, consumption estimates, mathematical modeling, cruise planning, data management/auditing, statistical analysis, multivariate analysis, community ecology, and food web analysis to colleagues at the
NEFSC and throughout the world. Served as part of a planning and research team to assess essential fish
habitat and effects of mobile fishing gear on fish habitat, and have worked as part of several teams to study
and model the northeast continental shelf ecosystem. Served on and led multiple inter-disciplinary teams to
explore and implement ecosystem-based fishery management initiatives. Worked with numerous
academic, fishing industry, and other agency partners on a wide range of projects (1997-present).
Multiple data requests provided to constituents and stakeholders (1997-present).
Provided maritime (i.e. vessel ops), marine and aquatic biology, diving, and related expertise to address issues for
other project managers within the JCI company (1996-1998).
Statistical and operational consultant at NOAA NMFS MS Laboratories for various reeffish, bottom assessment,
bycatch reduction device, turtle exclusion device, small pelagic fish, ichthyoplankton, dolphin resighting, and similar projects (1996-1998).
TEACHING, MENTORING AND COLLABORATIVE SYNOPSIS I have taught two courses on EBFM and one on Fish & Fisheries at regional Universities. I have also been a guest
Lecturer/Instructor for over 10 different courses at various Universities. Although not formally a part of my position,
I have participated in these educational efforts since I strongly believe in mentoring and training the next generation of fisheries scientists. I have supervised and mentored several undergraduates, graduate students (10+ committees)
and post-doctoral level researchers (8) and NEFSC scientists. I have also managed several multi-disciplinary,
multi-investigator projects and programs over the course of my career. Probably most satisfying is that many of
these students and post-docs have gone on to become fully contributing scientists and collaborators in this field.
Additionally, another source of professional satisfaction is the success and career advancement of my collaborators
over the years.

SUPERVISORY, ADMINISTRATIVE & MANAGEMENT EXPERIENCE Managed a staff of 2-8 contractor, government, student, and post-doctoral personnel for the Food Web Dynamics
Program of the NMFS NEFSC Laboratories. Oversaw data collection, quality control for a large database
and taxonomic identification, data auditing, review and documentation of SOPs, and basic diet analyses
executed by this staff.
Acting Lead, Ecosystem Assessment Program on an intermittent, ad hoc basis.
Managed a wide range of staff for several matrix-based projects, ranging from 8 to 30 personnel from multiple
disciplines.
Led or chaired multiple working groups, workshops, or inter-disciplinary committees within the NEFSC
Laboratories, with project oversight and supervision of 6-30 personnel. Acting Branch Chief, Population Biology Branch on an intermittent, ad hoc basis.
Program Manager for the Coastal Ocean Program-Georges Bank Study in FY 1998, 1999. Managed budget of
$150-300K per FY, and coordinated external collaborator projects on the modeling, mechanisms, and
detection of predation by pelagic fish on larval cod and haddock. Also oversaw reporting on the NMFS
aspects of this program, particularly process oriented cruises and associated data.
Managed a contingent of over 20 contractor personnel involved in various aspects of NOAA NMFS Gulf of Mexico
scientific operations. These activities included at-sea cruise support and associated sampling, aerial
surveying, satellite imaging, scientific diving, vessel operations, data management, equipment development
and maintenance, and biological analyses. Duties included: overseeing and assessing the scientific
feasibility of these operations, financial accountability and management of all operating funds exceeding
$1M per FY; personnel management and direction; administration, development and implementation of
safety, quality, and similar programs; logistics, scheduling, planning and tracking of all personnel deployed globally but predominately throughout the Southeastern U.S. region; advisor to government colleagues for
sampling and survey operations; sole negotiator for all contract activities. Served as the onsite, overall
contract manager with signatory and committal authority, representing a fortune 200 company. Under my
direction the contract activities were an award winning operation and were recognized for organizational
excellence by both internal and external entities.
