For the first time since its announcement of Results Driven Accountability (RDA), the U.S. Office of Special Education Programs (OSEP) has rated states for compliance with IDEA and student achievement. Now, district leaders are asking a key question: “How does RDA affect me, my work, and my schools?” The answer? The focus is at the state level, but compliance with RDA requires district, school, and classroom perspective. Some states previously rated as meeting IDEA compliance requirements are now deemed by OSEP as needing assistance or intervention, designations that will require the states to take decisive actions to improve outcomes. This added emphasis on achievement will impact many districts as states rethink their strategies and their capacity for supporting local districts.

Six Modules sponsored by the American School Counselors Association (ASCA) and the National Coalition of Advocates for Students (NCAS) as part of a collaborative effort to increase the cross-cultural skills of school counselors. Developed the initial proposal and module design, coordinated production with primary and secondary authors, developed the training of trainers design, and co-presented the initial training workshop with Carolyn Sheldon, President of ASCA.

Interagency training in emotional/behavioral disorders: Keys to integrated services

(Three Modules): Collaboration; Practical Behavior Management; Crisis Prevention and Intervention. (1996). A multi-media training package produced for the Louisiana Office of Mental Health based on a three year development and implementation design. Designed the format and specifications for the multi-media. Directed the production and field-testing of the modules. Funded by the Louisiana Office of Mental Health and the Louisiana Department of Education.

Viviremos!: Healthy Living in America. (1993). Adapted a conventional training program

in HIV prevention for migrant farmworkers to multi-media format including graphics, slides, video and audio tape. Assisted in the development of the training sequence by which state trainers were trained in dissemination. Funded by the U. S. Centers for Disease Control.

The good common school: Services for immigrant children in America. (1993). Multi-

media training package for use by the National Coalition of Advocates for Students in implementing a consent decree on access to public education in Florida. Funded by the Florida Department of Education.

Program evaluation of a national training of trainers program to educate migrant farmworkers and their families to prevent HIV infection. This program works with state and local health, migrant services, and public education agencies to provide training and a high school curriculum to prevent the spread of HIV within the target population.

1995 -1996 Rhode Island International Institute.

Program evaluation of a grant-funded program to recruit, educate, and acquire citizenship for immigrants within the state. The evaluation includes regular program consultation on mission and project activities resulting in quarterly reports.

1991 Pennsylvania Department of Education.

Program evaluation of the federally funded discretionary programs supporting delivery of special education services through state, intermediate, and local education agencies. This evaluation focused on relationship of ten individual projects to the state’s mission for special education and the effectiveness and cost-benefit for each program.
