(Note: This circular memorandum should be read by heads of all primary and secondary schools)
Summary
The purpose of this circular memorandum is to invite primary and secondary schools
to participate in the coming educational activities and events organised, co-organised or
announced by Curriculum Development Institute, Education Bureau. The educational activities
and events to be organized included Elite Students Project in Chinese Language 2019/20, 2019
Jockey Club Hong Kong Coaching Awards, Health Management and Social Care Field Learning
Expo 2020, Exhibition of Student Visual Arts Work 2019/20 - Senior secondary students’ visual
arts portfolios, “70A Primary Student Creative Painting Competition” and “70A Student Video

Annex 1
Elite Students Project in Chinese Language 2019/20
Aims / Objectives
The aim of this annex is to invite primary and secondary schools to participate in the
captioned activity.
Details
2. The Elite Students Project in Chinese Language, organised by the Education Bureau,
is commissioned to the Chinese Language Education Research Association. It aims to
identify gifted students in primary and secondary schools with excellent performance in
Chinese language, and to provide systematic training for these gifted students beyond the
regular classroom so as to widen their horizons and unleash their potential, and to promote the
public awareness towards gifted education in Chinese language.
3. The Project includes a preliminary contest and a final
contest. A student training workshop on Chinese language will be
arranged for the finalists. Twenty gold award winners of the final
contest, ten from primary schools and ten from secondary schools,
will be offered a study tour to the Mainland. For details and the
schedule of the Project, please refer to the competition website
(http://www.edb.gov.hk/en/CY). Schools interested in nominating
students to take part in the Project please download the application
form from the above website and submit the application on or
before 20 December 2019. Each primary and secondary school
may nominate up to three students from primary 4 to 6 or secondary
1 to 3 respectively to participate in the Project.
4. Outstanding essays from the award-winning students in the “Elite Students Project in
Chinese Language 2018/19” have been compiled into two booklets. These booklets
showcase students' creativity and linguistic talents. Teachers can make reference to these
booklets for teaching creative writing and developing students’ ability in appreciation of essay
writing. Each school will receive two booklets, one on primary section and one on
secondary section as well as one copy of the 2019/20 Project poster by post within this
month. Schools are requested to help promote the Project by displaying the poster in school.

Annex 2
2019 Jockey Club Hong Kong Coaching Awards
Aims / Objectives
This is to invite all primary and secondary schools to nominate teachers for the
captioned Awards.
Details
2. The “Hong Kong Coaching Awards” was launched in 1993 by the Hong Kong
Coaching Committee (HKCC) with the support from the Education Bureau and other
government departments. To recognise full-time teachers for their tireless efforts in
coaching of athletes/teams in intra-school /inter-school sports competitions in addition to the
learning and teaching, a new category namely “School Coach Recognition Awards” was
introduced in 2015. In 2018, a total of 47 teachers were awarded.
3. This year the “School Coach Recognition Awards” will be awarded to full-time
teachers who have made special contribution to coaching athletes/teams in intra-school
/inter-school sports competitions from 1 January to 31 December 2019. Nominees should
have completed subject-training in Physical Education or possesses valid and updated
coaching qualifications. They should also have served the same sport in the same school not
less than three consecutive years prior to the date of nomination. Coaches can only receive
this award once every three years.
4. Each school is invited to nominate ONE full-time teacher for the
Awards. Details of the “School Coach Recognition Awards” and
nomination are accessible from the HKCC website: www.hkcoaching.com.
The nomination period is 1 December 2019 (Sunday) to 10 January 2020
(Friday). The results of the Awards will be announced in the presentation
ceremony in 2020.

Health Management and Social Care Field Learning Expo 2020
Aims / Objectives
This is to invite secondary schools to participate in the captioned activity.
Details
2. The Health Management and Social Care (HMSC) Field Learning Expo 2020 (Expo)
is organised by the Curriculum Development Institute, Education Bureau. The theme is
‘Innovations and Experiential Learning in Health and Social Care’. It aims to showcase
students’ achievement in HMSC field learning as well as to introduce different innovative
solutions and experiential learning activities in health and social care areas. The Expo will be
held from 7 to 23 April 2020 and consists of three parts: Exhibition, Seminars / Workshops
and Outstanding Student Award.
3. Details of the Exhibition are as follows:

Remark In the event of public announcement by the EDB that all schools are to be
closed as a result of adverse weather conditions (e.g. tropical cyclone or
rainstorm), the exhibition will be closed on that particular day
4. Innovative solutions in the areas of health and social care aims to showcase
students’ achievements in designing Innovative solutions in the areas of health and social care
(please refer to Appendix 3a for details). Schools interested in nominating students to
participate, please complete and return the Exhibition Enrolment Forms (Appendices 3b and
3c) on or before 31 January 2020 (Friday). The teams shortlisted for exhibition will be
notified by email on or before 7 February 2020.
5. The Seminars / Workshops aim to provide the latest information and various
experiential learning opportunities to students related to the helping professions as well as the
innovative solutions in health and social care. Schools interested in arranging students to

participate, please complete the Application Form (Appendix 3d) and return it on or before 6
March 2020 (Friday). All applications will be processed on a first-come-first-served basis.
Successful applications will be notified by email on or before 22 March 2020.
6. The Outstanding Student Award aims to enhance S4-S6 students’ reflective
thinking in field learning or experiential learning. Each school can nominate at most three
students to participate (please refer to Appendix 3e for details). Schools interested in
nominating students to participate, please complete the Nomination Form (Appendix 3f) and
return it with student’s reflection (Appendix 3g) on or before 14 February 2020 (Friday).
School will be notified the students shortlisted for interview by email on or before 6 March
2020.

Innovative solutions in the areas of health and social care
1. Aim
To showcase students’ achievements in designing Innovative solutions in the areas
of health and social care
2. Target applicants
Each secondary school can nominate at most three teams of students (1-4 for each
team) to participate
3. Content
Relevant theme(s), for example, assessing the risks for injury prevention in different
settings, such as workplace, Aged Homes / prevention of elderly fall/ prevention of
sports injuries
Category
A. Outcomes of learning activities: including different types e.g. annotated
sketches / prototypes / computer 3D models/ webpage / mobile apps / services
/ activities / proposal
B. Students’ winning project of competition(s)
Outstanding Presentation Award
(Only for Category A – Outcome of learning activities)
- The shortlisted teams of Category A will be invited to give an oral presentation
(3 minutes) of their exhibits in the afternoon on 21 April 2020. Gold, silver
and bronze awards will be given to the teams with outstanding performance.
4. Criteria for Selection of Exhibits / Outstanding Presentation
Creativity – the ideas / solutions are innovative. Please note plagiarism is not
allowed
Effectiveness – the expected outcomes can be achieved e.g. risks or injuries could
be reduced significantly / no other risks or injuries would be incurred
Feasibility – the ideas / solutions are practical and can be realised efficiently with
limited time and cost
5. Selection Panel
Representatives from the professional bodies including The Hong Kong Association
for Computer Education, Department of Health, Department of Orthopaedics and
Traumatology of The Chinese University of Hong Kong, School of Design of Hong
Kong Polytechnic University and Occupational Safety and Health Council will be
responsible for the selection of the exhibits.

Health Management and Social Care Field Learning Expo 2020
Outstanding Student Award
1. Aim
To enhance students’ reflective thinking in field learning / experiential learning
2. Target applicants
Each school can nominate at most three S4 - S6 students to participate
3. Content
Themes of the reflection – Experiential Learning / Field Learning in Health and
Social Care
Each nominated student should submit a reflection in not more than 1 000 words
(either in Chinese or English) at or before 6 p.m. on 14 February 2020. Late
submission or the content after the 1000th word will NOT be read.
The shortlisted students will be invited to attend an interview and give a 5-minute
presentation to the Judging Panel about the learning outcomes and reflection,
followed by a brief discussion on the reflection with the judges.
4. Rules of The Award
The work must be original and should not be published or entered any competition
before.
Participants need to guarantee that the submitted work does not involve plagiarism
or infringe any copyright.
The Award results are determined by Independent Judging Panel. Participants shall
not object to the results and awards determined.
All entries submitted will not be returned.

Exhibition of Student Visual Arts Work 2019/20 –
Senior secondary students’ visual arts portfolios
Aims / Objectives
This is to invite secondary schools to visit the captioned exhibition.
Details
2. The exhibition is organised by the Education Bureau (EDB) with an aim to support
the implementation of the senior secondary Visual Arts curriculum and assessment. The
exhibition will display works of senior secondary school students, including i) selected pages
of the research workbooks and pieces of artwork, and ii) artworks and scripts of the 2019
Hong Kong Diploma of Secondary Education Examination in Visual Arts. The exhibition also
provides students and teachers with an opportunity to learn from each other.
3. Details of the exhibition are as follows:
Exhibition period : 15 January to 14 February 2020
Opening hours : 10:00 a.m. to 6:00 p.m. (15 January to 13 February)

Closed on Sundays and public holidays

“70A Primary Student Creative Painting Competition” and “70A Student
Video Clip Design Competition (Secondary School)” Exhibition
Aims / Objectives
This is to invite all primary and secondary schools in Hong Kong to visit the
captioned exhibition.
Details
2. This year is the 70th anniversary of the founding of the People’s Republic of China
(70A). The Education Bureau has organised a series of 70A-related activities which include
“70A Primary Student Creative Painting Competition” and “70A Student Video Clip Design
Competition (Secondary School)”. The two competitions aim to enhance students’
understanding of our country and her development in the past seventy years, as well as enable
them to express their aspiration of the future of our country.
3. The exhibition will display the drawings of primary students and video clips of
secondary students receiving the “Outstanding” and “Commendable Awards”. It aims to
acknowledge these students’ accomplishment, as well as to provide opportunity for students to
learn from each other.
4. Details of the exhibition are as follow:

ECF Green Building Education Video Series
Aims / Objectives
This is to introduce the Green Building Education Videos and the associated
activities under the ECF Green Building Education Video Series project. Interested secondary
and primary schools are invited to join the related activities.

2. The Hong Kong Green Building Council (HKGBC) strives to enhance public
understanding and awareness towards green buildings and environmental issues. In view of
this, the Council has successfully applied a funding from the Environmental Conservation
Fund for a project on “ECF Green Building Education Video Series” to promote the
importance of developing a sustainable built environment and the impact of green building on
environmental issues locally, regionally and globally.
3. A video series has been created on eight green building related topics targeting
upper primary and secondary students. The aims of the video series are to raise students’
awareness on green building concepts and deepen their knowledge on the relationship
between green building and environmental issue. The videos could be viewed via HKGBC

4. Apart from encouraging students to watch the videos, a series of workshops, tours,
talks and student ambassadors programme will be organised for schools which support their
learning of sustainable development in the school curriculum. Any schools who are interested

ECF Green Building Education Video Series
1. Introduction of the project
The Hong Kong Green Building Council Limited (HKGBC) is a non-profit, member led
organisation established in 2009 and has become a public body under the Prevention of
Bribery Ordinance since 2016. The HKGBC strives to promote the standards and
developments of sustainable buildings in Hong Kong. The HKGBC also aims to raise green
building awareness by engaging the public, the industry and the government, and to develop
practical solutions for Hong Kong’s unique, subtropical built environment of high-rise, high
density urban area, leading Hong Kong to become a world’s exemplar of green building
development.
Educating the younger generation on the importance of green building is one of the prioritised
tasks for the Council. The Council therefore developed the ECF Green Building Education
Video Series project with the funding support from the Environmental and Conservation Fund.
The project targets the P4-S6 students in Hong Kong. The project aims to:
(1) To promote the importance of developing a sustainable built environment and impact
of green building on environmental issue locally, regionally and globally
(2) To raise students’ awareness on green building concepts and deepen their knowledge
on the relationship between green building and environmental issue, including
climate change, indoor air quality, etc.
(3) To drive environmentally responsible behavioural change in youth

4. Green Building Talks and Workshops
The Council will arrange talks and workshops for teachers and students at schools to
introduce the fundamental green building concepts and features. Through the discussion,
teachers and students are able to understand how green buildings can alleviate climate change
and the measures should be taken to support the sustainable built environment.
5. Green Building Tour
The Council will organise tours for interested schools, enabling teachers and students to
understand the operation of green buildings in real practices.
6. Green Building Student Ambassador Programme
Secondary school students interested in green building development will have an opportunity
to join the Student Ambassador Programme. The Ambassadors can learn more about green
building knowledge, and become the leaders and role models for practising green lifestyle at
school and daily lives.
7. Poster
The Council will provide poster of the Project for internal promotion at schools. Interested
schools could contact the HKGBC for hard copy.
