AIM OF THE ADVISORY 1.1 The Curriculum Development Advisory (CDA) is a document to assist MOM Accredited Training Providers (ATP) with the instructional design and development of a competency-based training course for Workplace Safety and Health. It aims to help ATP facilitate the learning process, deliver effective training and conduct competency-based training and assessment. 1.2 This document contains key information on the Boom Lift Operator Course (BLOC), Scissor Lift Operator Course (SLOC) and Vertical Personnel Platform Operator Course (VPPOC) including the course aim, learning objectives, target audience, assumed skills and knowledge/entry requirements, course syllabus, recommended course duration, recommended class size, and recommended trainer/trainee ratio. It also sets forth guidelines for training delivery and assessment for the course.

1.3 ATPs are required to develop their courseware in accordance with the equipment type (i.e. Boom Lift, Scissor Lift and Vertical Personnel Platform) which the training is catered for. 1.4 This CDA will be reviewed on a regular basis and whenever it is deemed necessary due to changes in training syllabus or industrial requirements. 2 SCOPE OF THE COURSE 2.1 The BLOC, SLOC and VPPOC are training courses for operators who operate a Mobile Elevating Work Platform (MEWP), also known as Aerial Work Platform (AWP). In this document, this equipment shall be referred to as MEWP. 3 OVERVIEW OF THE COURSE REQUIREMENTS 3.1 Learning objectives for the course:

3.1.1 Select an appropriate MEWP, including risk assessment for the task to be carried out 3.1.2 State the safety requirements under the Workplace Safety and Health Act and the Code of Practice for Working Safely At Heights related to MEWP 3.1.3 Carry out pre-start inspection

This is in accordance with outcome of risk assessment conducted and manufacturer’s guidelines. 3.1.9 Operate the MEWP safely

3.2 Target audience: The course is designed for workers who need to use and operate a MEWP in any form of work. 3.3 Assumed Skills and Knowledge:

3.3.1 Employability Skills (ES) Workplace literacy and numeracy Level 3 and above, or equivalent.

3.3.2 Trainees should be medically fit and not visually handicapped.

3.4 Course syllabus: See Annex A 3.5 Recommended course duration: 8 hours including 2 hours of assessment 3.6 Recommended class size: Max: 5 3.7 Recommend trainer/trainee ratio: 1: 5 3.8 Course attendance: 100% attendance 4. TABLE OF SPECIFICATIONS (TOS) 4.1 The table of specifications is a detailed listing of the course content to be covered

in the training and the weightages of assessment that will be committed to each of the learning objectives. It is a structured format based on the cognitive domain of Bloom’s taxonomy. Refer to Annex A for details of TOS.

5 TRAINING DELIVERY ADVICE 5.1 Trainer’s guide and trainees’ workbook/handouts.

5.1.1 The ATP is required to prepare a trainer’s guide for the course. The guide provides the trainer with information on the course including:

Training methodologies

Training resource requirements

Course administration instruction

5.1.2 The ATP can also facilitate the learning process by providing each trainee with a trainee’s workbook or handouts. This set of notes should contain the course aim, learning objectives and the key learning points (WSH Act 2006, subsidiary legislation, industrial code of practice, safety guidelines etc) as well as guides for learning activities including the related safety considerations on the use of MEWP 5.1.3 The ATP is required to prepare and submit a course reference matrix (see Annex B) for coverage of course contents with respect to the training slides and the assessment modes.

5.1.4 It is the responsibility of the ATP to ensure that no part of the materials used for the training infringe on patent, design, copyright and intellectual property rights of any individual or organization. 5.1.5 The ATP shall retain an updated version of the training course syllabus, lesson plan, trainer’s guide and trainee’s workbook or handout at all times for inspection and verification by MOM.

5.2 Training Methodology

5.2.1 Knowledge

The theory part of the course ensures that the worker has a basic understanding of the principles and processes to safely operate the MEWP. This should include the following underpinning knowledge:

Identification of each MEWP’s major component and its function Thorough examination and pre-start inspection Common hazards related to MEWP operation Safe operating methods for MEWP and emergency procedures

5.2.2 Skill Below are the essential skill sets required of the worker before he is deemed competent in the course. These skills must be demonstrated and practiced by the worker.

Carry out a pre-operation inspection Hazard assessment and implementation of control measures Plan the movement route Set up the MEWP for work Operate the MEWP safely Park the MEWP safely as part of post operational check MEWP and worksite clean up

5.2.3 Attribute To ensure safe practice in the use of MEWP, workers must be taught the “Safety First” mindset. To do this the following behavioural traits are recommended during the course:

Always check consult and confirm Stop immediately when abnormalities occur and reassess safety

procedures Report all incidents and not just accidents

5.3 Training Venue Requirements

5.3.1 The ATP shall ensure that the classroom used for the training has adequate seating for the class of 5. Seating facilities inclusive of writing tables must be reasonably and comfortably spaced so as to be conducive to the learning process and for the purpose of conducting the assessment. The classrooms are to be equipped with the essential training requirements such as projectors, whiteboards, etc. The classroom must be adequately illuminated and ventilated. Emergency exit routes must be clearly marked out and briefed to the course trainees at the start of the course.

5.3.2 A practical training area must be safely catered for which shall be located at ground level in order not to subject trainees/trainer to other risks such as possibility of strong wind and falling from high ground. The ATP must ensure all appropriate safety measures are in placed before commencement of the practical training. Risk assessment shall be carried out. There is a need for sufficient clearance of between work platforms and obstacles eg Boom lift and scissor lift within same vicinity and presence of overhead beams. The practical training site shall include clear demarcation lines with proper cordoning using appropriate barricade. A clear display of the emergency contact numbers to be available at MEWP work platform and practical training site. 5.3.3 ATP to provide practical training to allow appropriate manoeuvring of the MEWP. Refer to Table 1 for manoeuvring profiles. Table 1: Manoeuvring Profiles

6 ASSESSMENT ADVICE 6.1 General guidelines for conducting competency-based assessment.

6.1.1 The ATP is required to prepare and submit an assessment plan (see Annex D for the proposed sample) for the BLOC, SLOC and VPPOC. The aim of the assessment plan is to determine the competency of the trainee to operate the MEWP upon successful completion of the course.

6.1.2 The assessment plan must be directly related to all the learning objectives determined in the course. It comprises four main parts:

Overview of the assessment tools and its duration Instructions for the conduct of the assessment Instruments or tools of assessment (Question paper, checklist ) Assessment summary record

6.1.3 The assessment plan is subject to review on an annual basis by the ATP to ensure that trainees are constantly kept current and competent to perform up to the industrial requirements.

6.2 Principles of assessment

Assessment will be fair, valid, reliable and flexible to all trainees without any prejudice against any trainee during the conduct of the course.

Fair – Are the assessment criteria clear? Do all the trainees know what to expect

from the assessment? Does the assessment disadvantage any trainee? Do the trainees have any recourse to appeal?

Valid – Are the assessment methods and tools appropriate and effective in

assessing what they claim to assess? Are the evidence collected relevant to the training and demonstrates that the learning outcome has been achieved?

Reliability – Are the results consistent from one assessment to another? Do

people have the confidence that the standards are applied consistently from learner to learner and from context to context?

Flexibility – Can the assessment be used for multiple assessments? Are the

assessment tools and methods uniform across different approaches and drawing on a range of different methods? Can they be used appropriately to the context, task and individual under assessment?

6.3 Assessment tools and instruments

6.3.1 The ATP must conduct a written test and practical performance. Written Test (WT) – This method of assessment is quick and the most

convenient to conduct. It can be used for a large class and has a wide range of knowledge based subjects. It can be conducted either in the form of Multiple Choice Questionnaire (MCQ) format.

Practical Performance (PP) – This method is highly recommended for skills assessment. It can be matched very closely to the actual task to be performed by the individual on the job.

6.3.2 The total time allocated for the assessment of the BLOC/ SLOC/ VPPOC is 2 hours and comprises 45 mins for MCQ written test and 1.5 hours for the practical assessment.

6.3.3 Written Test: The written test shall comprise 30 MCQs with a passing mark of 80%

6.3.4 Practical Performance: The practical performance shall be assessed based on a checklist which determines whether the trainee is a “Competent” or “Not Yet Competent” operator. The following conditions will warrant an immediate failure while operating the MEWP:

Failure of trainee to listen to and carry out safety instructions

Hitting any objects while operating the equipment

Mounting a curb while operating the equipment

Any dangerous act while operating the equipment which causes danger to himself or other

Note: ATP to determine the criterion/criteria to meet the immediate failure condition(s).

6.4 Briefing to trainees

6.4.1 The briefing to trainees is to explain the purpose and context of assessment so as to ensure that there are no surprises during the conduct of the assessment.

6.4.2 The briefing to trainees shall include the following:

assessment requirements and processes, including clear instructions on each of the assessment to be taken

trainee’s rights & process of appeal to assessment outcome

6.4.3 During the briefing, assessors must take the opportunity to confirm with the trainee if he has any specific or special need requirements & to explain to the trainee how such needs may be addressed during the assessment.

6.4.4 Assessor is expected to clarify any trainee’s doubts or query pertaining to the assessment requirements before the commencement of the assessment.

6.5. Conduct of assessment 6.5.1 All assessment must be conducted strictly in accordance with the

assessment plan. In particular, each trainee must complete all the assessment requirements within the allocated time.

6.5.2 A judgment on the competency of the trainee must only be made based on evidence gathered. The evidence for each of the assessment instrument is given in the suggested response to the WT and the checklist accompanying the PP. 6.5.3 The ATP is required to issue a certificate of successful completion to a trainee who deems to meet the assessment requirements. This certificate shall carry a validity of 5 years from the date which the trainee passed the assessment. Note: Trainees who undergo the re-certification need to attend the training followed by assessment.

6.6 Recording and Reporting of Assessment Outcome 6.6.1 All assessment outcomes must be accurately recorded in the assessment

summary record form. 6.6.2 Assessment outcome will be communicated to the trainee. 6.6.3 The ATP shall maintain the assessment records and results for a period of

at least 2 years for audit by MOM. If the certificate is accompanied with an expiry date, the ATP shall maintain the assessment records and results for a period in accordance with the validity period of the certificate.

7 REQUIREMENTS FOR TRAINER AND ASSESSOR

A trainer and assessor of the MEWP shall possess the following:

WSQ Advanced Certificate in Workplace Safety & Health (WSH) or

equivalent; and

At least 5 years relevant working experience, including operation of the

equipment; and

Advanced Certificate in Training and Assessment (ACTA) or equivalent.

Successfully completed the Work At Height Course for Supervisors or

equivalent

8 END OF COURSE EVALUATION AND FEEDBACK

8.1 The ATP shall conduct an end-of-course evaluation at the end of each course. Trainees shall be allowed to provide quantitative and qualitative feedback on the course content, duration, training delivery, training materials, training venue, training resources, quality of trainers and assessors. 8.2 The ATP shall monitor the end-of-course evaluation and feedback closely to ensure that the ratings are consistently above 3. Immediate action shall be taken whenever evaluation ratings fall below 3. These actions should be properly recorded and kept for audit by the relevant authorities.

1 Purpose of assessment This document outlines the conduct of assessment for the Boom Lift Operator Course. Requirements for Assessor Assessments can only be carried out by approved assessors for this course. The approved assessors must have the following qualifications: WSQ Advanced Certificate in Workplace Safety & Health (WSH) or

equivalent; and

At least 5 years relevant working experience, including operation of the

equipment; and

Advanced Certificate in Training and Assessment (ACTA) or equivalent.

Successfully completed the Work At Height Course for Supervisors or

equivalent

Conduct of assessment Assessment must be conducted strictly in accordance with the assessment plan. In particular, each candidate must complete all the assessment requirements in the time allocated.
