B. ACTION: Request to approve Title 5 CTE 2 Year Review for EMER 52 and amend minutes
from 12/01/16 As Myshel was going through CurricUNET, she realized that when Brian brought EMER 52 through it should have also been for a Title 5 CTE 2 Year Review but she only had it
on the agenda as an SLO update. She now would like to amend the minutes to reflect this.

C. ACTION: First Time Learning Community Request: ENGL 13 (#4392) and GUID 45 (#4480) The committee would like the faculty to reconsider this learning community because they feel these courses are not a good fit for pairing and it would not in the best interest of students since GUID 45 is not transferrable to the UC, and most students who take ENGL/PHIL 13 are UC bound.

Academic Senate of MERCED COLLEGE
3600 M Street Merced, CA 95348-2898 Telephone (209) 384-6095
RESOLUTION First Reading:
Second Reading/Action (Date): Pass/Fail
RESOLUTION NO.
Subject: ___AP Credit Hour ____________________________ Mover: Myshel Pimentel Division/Area: Curriculum Chair
Seconder: Caren Col-Hamm Division/Area: Allied Health
Whereas Merced College has established consistent practices for awarding units of credit based on a relationship between units and hours and has consistently applied those practices in determining the number of units awarded per course; Whereas California Code of Regulations, Title 5, Section 55002, requires creation of a formal calculation document to define the relationship between units and hours as part of the College’s curriculum development and approval process; Therefore be it resolved Merced College Curriculum Committee recommends that the Academic Senate recommend adoption of the Administrative Procedure Credit Hour to the Board of Trustees.
AP: Credit Hour
Merced College grants units of credit for courses based on a relationship between the number of units
and the number of hours as identified on the Course Outline of Record (COR). The table below shows
the relationship of in‐class hours and expected outside‐of‐class hours for each instructional category
offered at Merced College.
Instructional Category In‐Class Hours Outside‐of‐Class Hours
Lecture (Lecture, Discussion, Seminar, & Related Work)
1 2
Laboratory (Traditional Lab, Natural Science Lab, Clinical, & Similar)
3 0
Work Experience
1 unit of semester credit shall equal 75 paid hours work experience.
OR 1 unit of semester credit shall equal 60 non‐paid hours work experience. (§ 55256.5. Work Experience Credit)
To determine the Units of Credit for a course,* Merced College will utilize the formula:
[Total Contact hours + Outside‐of‐Class Hours] = Units of Credit
Hours‐per‐unit Divisor
Because Merced College follows an 18‐week semester, the Hours‐per‐unit Divisor is 54. For example, a
course that meets for 3 hours each week would have 6 additional outside‐of‐class hours each week. The
formula to determine the Units of Credit for this course is as follows:
(54 + 108)/54 = 3 units of credit
The Course Outline of Record (COR) shall indicate the In‐Class Hours, Outside‐of‐Class Hours, and the
Total Student Learning Hours. Short‐term offerings of courses should adhere to the same hour/unit
calculation as the 18‐week equivalent course.
Merced College may elect to award credit in increments of .25 but not less than .5. For example, a
course may be 2.25 units, but cannot be less than .5 units in total. When increments are utilized, the
College cannot award credits unless the total student learning hours have reached the minimum
threshold for that number of units. If application of the aforementioned formula resulted in 3.33 units of
credit, the highest number of units the College could award for the course is 3.25. In order to reach 3.5
units, the College would need to adjust the hours for the course.
The instructional categories defined above and the units of credit calculations are specific to the units a
student can be awarded for a Merced College course and should be separated from faculty workload
considerations.
Definitions for terms used above:
Total Contact Hours: The sum of hours in a given term that a student is under the direct
supervision of a professor or other qualified employee as defined in Title 5, 58050‐58051.
Outside‐of‐Class Hours: The sum of hours in a given term that students are expected to engage
in coursework outside of the classroom. Standard practice in higher education is that for each
hour of lecture or related course format, students should spend two hours outside of class. All
other course formats, including laboratory, activity, clinical, studio, etc. must provide an
equivalent number of Total Student Learning Hours. The ratio of in‐class to outside‐of‐class time
should be defined appropriately for the instructional category and should fall adhere to
standard practices in higher education.
Total Student Learning Hours: The sum of Total Contact Hours and Outside‐of‐Class Hours in a
given term.
Title 5: 55002, 55002.5, 55256.5, 58050‐58051
*This applies to all Merced College courses except cooperative work experience courses. Cooperative
Work Experience courses will adhere to the hour requirements as define in Title 5, 55256.5.

RESOLUTION First Reading:
Second Reading/Action (Date): Pass/Fail
RESOLUTION NO.
Subject: ______Learning Community Evaluation Process and Guidelines ________________________ Mover: Myshel Pimentel Division/Area: Curriculum Chair
Seconder: Division/Area:
Whereas Academic Senate Resolution 2-10 identifies Learning Communities are a proven method for increasing student success and are an effective method of staff development for faculty; Whereas Administrative Procedure 4260.II.C.3 states that Learning Communities will be assessed at the end of every 6-years of offering; Whereas Merced College does not currently have established guidelines in place for the assessment of Learning Communities; Therefore be it resolved that Merced College Learning Communities adhere to the evaluation guidelines as established by the Merced College Curriculum Committee.
Learning Community Review Guidelines
Recommendations for the Review Process:
1. The assessment will be completed by the faculty and dean(s) involved in
the Learning Community. The Office of Institutional Effectiveness (OIE) will
assist with the assessment.
2. The assessment will occur at the end of the semester for which the
Learning Community pairing is up for review. Only Learning Communities
that have been offered for six years will be assessed.
3. The results of the assessment will be reviewed by the dean(s) and faculty
teaching in the learning community. If the Learning Community crosses
areas, both deans will participate in the review in the discussion.
4. A follow‐up report will be generated at the conclusion of the review by deans and faculty that includes a brief description of the discussion that
ensued, any recommendations for improving the effectiveness of the
learning community, and a decision to continue/not‐continue offering the
learning community.
There are three possible outcomes of the review:
i. Continue the Learning Community without Modification;
ii. Continue the Learning Community with Modification;
iii. Discontinue the Learning Community.
If the outcome of the review is to continue the Learning Community with
Modification, possible recommendations to strengthen a Learning Community
may include, but are not limited to:
iv. Staff Development
v. Improved Scheduling
vi. More Effective Advertising
vii. Other 5. A report generated by OIE will be sent to the Curriculum Committee as an
informational item upon conclusion of all Learning Community reviews
each semester in which Learning Community pairings are evaluated. This
report will be a general report that includes a summary of all learning
communities evaluated, not singling out any one Learning Community
Pairing.
6. Subsequent Reviews: a. If the Learning Community is deemed effective, the next review will
occur after the next 6 years of offering.
b. If recommendations are made to increase the effectiveness of the
learning community, a follow‐up review will occur after 2 more years
of offering the community.
Assessment Tools:
1. For the purpose of evaluating a Learning Community, success and
completion rates will be measured against the average of the non‐Learning
Community sections of the course. Institutional benchmarks for success
and completion will be used to guide the review.
2. A student survey will also be completed to help gauge the effectiveness of
the Learning Community. (See survey questions in Appendix A).
