    CONSIDERATION.The U.S. Embassy in New Delhi is seeking an individual for the position of Cultural AffairsSpecialist (Education) in the Public Diplomacy Office.

    BASIC FUNCTION OF POSITIONThe incumbent will advise the Assistant Cultural Affairs Officers (ACAO), Cultural AffairsOfficers (CAO) and the Country Public Affairs Officers (CPAO) on educational cooperationbetween U.S. and India, and follows developments in this field. The incumbent will develop andexecute public outreach program throughout north India to promote the educational agenda.

    Incumbent will performs the following duties, though not limited to:

    Education Advisor:

    Act as an advisor to the CAO and ACAO for Educational Exchanges and throughthem to the Country Public Affairs Officer, the Deputy Chief of Mission and the

    Ambassador on all matters pertaining to the Higher Education Dialogue and the bi-lateral education agenda.

    As a member of the embass ys Education Fusion workgroup, participate in strategicplanning pertaining to education and evaluation sessions.

    Education Programmer:

    Conceive and plan programs and seminars that support our education agendautilizing U.S. speakers, including visiting delegations, Education fellowship programbased in the region, stateside speakers through DVCs and other public diplomacytools.

    Develop project proposals, both short and long term, which identify new andinnovative program areas, especially those focusing on the use of new technologiesand reaching new audiences.

    Suggest program formats, specific topics for discussion, possible Indian expertpanelists, support materials and integrates these into a detailed program plan.

    Prepare lists of participants to be invited to programs selecting individuals holdingpositions such as policy makers, influential educational leaders, experts, and

    journalists who influence public opinion.

    Education Liaison:

    Serve as a liaison with the Missions Education USA offices, including the RegionalEducation Advising Coordinator (REAC) and Education USA advisors on programsand events. Work regularly with the U.S.-India Educational Foundation (USIEF) oneducation-related exchanges, as well as with the U.S. Agency for InternationalDevelopment (USAID) and the Foreign Commercial Service (FCS).

    Contact Maintenance in Education:

    Identify, initiate, and cultivate relationships with key individuals and institutionswithin and outside the government in the field of education.

    Maint enance and constant updating of contacts in the missions contact databaseRecommend and participate in the program development for key Indian contactsparticipating in Public Affairs funded exchange programs such as the InternationalVisitors Program

    Travel planning:

    Coordinate and plan program and contact travel for American officers andWashington visitors. Make suggestions for representational functions in the area ofeducation.

    Also serve as back up to Exchange and Alumni team on programs and is ready to

    serve as a backup when necessary.

    QUALIFICATIONS REQUIRED

    All applicants must address each selection criterion detailed below with specific andcomprehensive information supporting each item.

    1. Master s degree in either of these disciplines: Education, Social Sciences or Humanities.2. Five years of responsible experience in Education Administration or Education policy in

    the private or public sector or in an Embassy or other international organization.3. Level IV (Fluency) in English and in Hindi (Speaking/Reading/Writing) .(When applying

    for the position, please indicate your level of proficiency for these languages)4. Must be proficient in social media and new technologies.

    SELECTION PROCESS

    When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans aregiven preference. Therefore, it is essential that the candidate specifically address the requiredqualifications above in the application.

    ADDITIONAL SELECTION CRITERIA

    1. Management will consider nepotism/conflict of interest, budget, and residency status indetermining successful candidacy.

    2. Current employees serving a probationary period are not eligible to apply.

    3. Current Ordinarily Resident employees with an Overall Summary Rating of NeedsImprovement or Unsatisfactory on their most recent Employee Performance Report are noteligible to apply.

    4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) areineligible to apply for advertised positions within the first 90 calendar days of their employment.

    5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible toapply for advertised positions within the first 90 calendar days of their employment unlesscurrently hired into a position with a When Actually Employed (WAE) work schedule.

    A MOH is under COM authority and may include a parent, unmarried partner, other relative oradult child who falls outside the Departments current legal and statutory definition of familymember. A MOH does not have to be a U.S. Citizen.

    5. Not Ordinarily Resident (NOR) An individual who:

    Is not a citizen of the host country; and, Does not ordinarily reside (OR, see below) in the host country; and, Is not subject to host country employment and tax laws; and, Has a U.S. Social Security Number (SSN).

    NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
