Section-1 : ADMINISTRATION SECTION Matters related to Administration, Service matters of officers / personnel, specific orders of

Chief Minister. Disposal of applications received from public, Maintenance of vehicles and session and RTI matters. Section-2 : DEVELOPMENT SECTION Disposal of letters related to development works of the constituencies of MLA / MIN / MIP / MLCs. Disposal of the transfer letters (non specific) received from public / VIPs / MLA / MP / MIN / MLC to the concerned departments. Maintenance of Right to Information Act 2005. Section-3 : CHIEF MINISTER’S RELIEF FUND Matters related to CMRF and Natural Calamity Relief Funds. Section-4 : NOMINATION SECTION Matters related to Nominations. Section-5 GOVERNMENT OF INDIA SECTION Disposal of letters received from the Hon’ble Union Minister / President / other central dignitaries / Chief ministers of other States in the country by preparing draft replies from Hon’ble Chief Minister, setting approval / signature, there after throught the designated Officers. Sending copies of correspondence, if any received by the Karnataka Bhavan, New Delhi, under the orders of additional Secretary to Chief Minister and any attending to other work entrusted by the higher authorities from time to time. The Section is under the direct supervising of Additional Secretary to Chief Minister (Administration). Section-8 : JANASPANDANA CELL Letters received from Chief Minister directly from public will be sent to the concerned departments for necessary action. Follow up action will also be done in this section.

4(1)(b) – II The powers and duties of the Officers and employees of the Chief Minister’s Secretariat.

Dalayat To Keep the office neat and tidy. To deliver the files/tappals to other sections/ departments as per the instructions contained in the Secretariat manual. To carryout instruction of superiors.

Junior Assistant In charge of the work of organizing, movements, distribution of receipts/files in the section, and case working.

Typist/Computer Operators

In charge of the typing, document scanning, enquiry works in the Section.

Case Workers (Senior Assistant/Assistant)

To attend the job of case working as per the duties cast on them.

P.A./ Stenographer In charge of receipt of tappals/files by officials of and above the rank of Under Secretary. Typing and Stenography work entrusted by officers concerned.

Section Officer/Special Officers

In charge of the whole section, Scrutiny of files/letters submitted by the case worker as per the procedure and works enterested by their higher officers.

Under Secretary / Deputy Secretary

In charge of the Section/Sections assigned to him as per the work allocation. Scrutiny of files/letters submitted by Section Officers coming under him and issuing letters, orders, note etc., on behalf of the Chief Minister.

Officer on Special duty Act as per the work allocation and on the advice of the Chief Minister.

Joint Secretary / Additional Secretary

They will report to the Secretary to Chief Minister/Principal Secretary to Chief Minister in important matters and perform duties enterested to them.

Act as per the work allocation and on the advice of the Chief Minister and the policies of the Government.

4(1)(b) – III

The Procedures followed in the decision making process, including channels of supervision and accountability:

The procedure followed in the decision making process is indicated below.

Case Worker: Receiving of Proposals and opening of new files.

Section Officer/Special Officer

Will scrutinize the proposal with all relevant facts and mark the file/letters to Under Secretary and Deputy Secretary as the case may be.

Under Secretary Receiving the files / proposals submitted to him, scrutinize them, and put up for approval to higher authorities; and to issue final orders for due communication. He will also perform the work as per the nature of the section demands and to give instructions to subordinates for smooth running of the office works.

Deputy Secretary: Will suggest the suitability or otherwise of the course of action suggested, and define the same in the light of the existing provisions of Rules or Acts, or perform as per the necessary directions of the higher authority. He will take decision in eligible case after scrutiny. If necessary will submit the files to higher authorities for approval.

Joint Secretary / Additional Secretary

Will review the important cases with an overall view and submit the file to the Secretary/Principal Secretary for approval or the ultimate course to be adopted to the proposal that is under consideration, or take appropriate decision after submission to Secretary / Principal Secretary to Chief Minister.

Secretary / Principal Secretary:

Will decide on the course of action to be taken on a proposal under the delegated powers and, if necessary, will submit the file for final orders of the Hon’ble Chief Minister.

4(1)(b) – IV

The norms set by the C.M’s Secretariat for the discharge of its functions: a) Dalayat : Carrying out the functions entrusted to him on the same day. b) Junior Assistant : Carrying out the functions entrusted to him on the same day. c) Case Worker : Immediate submission of the files/tappals to higher authorities. d) Section Officer/ Special officer e) Deputy Secretary g) Joint Secretary To attend the work on priority. /Additional Secretary h) Secretary/Prl. Secretary

In general, letters received from public, minutes of ministers, letters of MLA / MLC / MP / VIP will be sorted out at the first level. Matter of urgency will be brought to the notice of higher authorities, and take necessary instructions, orders and action will be taken accordingly. All other letters / files will be attended and sent to the concerned departments for necessary action.

4(1)(b) – V

The rules and regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions: The Chief Minister’s Secretariat does not function like other departments in Secretariat, but only assists the Chief Minister in the discharge of his duties as Chief Executive / Head of the State. However, in general, all the rules and regulations prescribed by Government from time to time are followed. All relevant Acts, Rules, Government Orders, Circulars, Notifications, Manuals, Guidelines and Instructions etc. in connection with the files of the concerned Department are strictly followed.

4(1)(b) – VI A Statement of the categories of documents that are held by its or under its control;

Except the personal files of all the officers/officials in Chief Minister’s Secretariat and other correspondence files, no other official documents are maintained. However, Office Orders, Standing Orders issued from time to time will be maintained till a reasonable time or till the end of the tenure of the ministry for internal office purpose.

4(1)(b) – VII The particulars of any arrangements that exist for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation there of; Any representation given by the public will be attended to by a set of procedure, which is computerized and his: her request will be sent to the concerned departments for necessary action. Besides this, when any public meets the officers personally, their grievances will be attended to. With respect to the arrangements for consultation of public, a special programme called Janaspandana programme is launched. Generally Chief Minister will allow the public to meet him in the morning session between 7-00 am & 9-00 am to listen to the grievances of the public. Whenever Chief Minister is free, he conducts Janaspandana to address the grievances of the public on the spot at his residence. In Janaspandana, Chief Minister will pass orders on the spot in respect of eligible applicants seeking financial relief from Chief Minister’s Relief Fund. Other papers received at Janaspandana will be sent to the concerned departments for necessary action. Be initiated to confirm whether the a separate cell has been established for follow-up action, in respect of the petitions received during the Janaspandana Programme. This cell is headed by a Special Officer with supporting staff.

No plan schemes are formulated in the Chief Minister’s Secretariat. And hence, no budget allocation is made.

4(1) (b) –XI The Manner or execution of subsidy programmes, including the amounts allocated and the

details of beneficiaries of such programmes. No subsidy programmes are implemented by the Chief Minister’s Secretariat. However, Chief Ministers Relief Fund is provided to the poor and needy people who are suffering from different deceases. It is not the subsidy programe. But, it is the Relief Fund given to poor people as and when funds are accumulated. Proceedings of the Government and the CMRF Rules are given below

PROCEEDINGS OF THE GOVERNMENT OF MYSORE READ:

1. Unofficial Note No. CDM 1957 dated: 12th November 1958, from the Chief Minister regarding the opening of a separate account for the contributions received from the public towards the Chief Minister’s Relief Fund for being utilized to help sufferers on account of unfortunate and unforeseen incidents at his discretion.

2. Letter No. Dep I I I. D. 3/523 dated: 2nd December 1958 from the Accountant General, Mysore, Bangalore communicating concurrence to the proposal to open a personal deposit account in the Reserve Bank of India. Bangalore (State Huzur Treasury – Government Account) for the purpose.

ORDER NO: FD/103/ACP/58, DATED: 3RD DECEMBER 1958, BANGALORE. 1. Sanction is according to the opening of a Personal Deposit account styled “The Chief

Minister’s Relief Fund” in the Reserve Bank of India, Bangalore (State Huzur Treasry – Government Account) fro crediting the contributions received the public for being utilized to help the sufferers on account of unfortunate and unforeseen incidents.

2. The private Secretary to the Chief Minister will operate on the fund and the grants to be paid to the sufferers at the discretion of the Chief Minister may be draw and disbursed by the Private Secretary to the Chief Minister.

3. A separate cash account should be maintained for the Personal Deposit Account (Vide Article 286 Mysore Financial Code, 1958) and the initial accounts will be subject to audit by the Accountant General.

4. The Account General, Mysore, Bangalore, is request to issue necessary instructions in the matter.

G.O.No. FD 35 BMS 78 DATED 12TH SEPTEMBER 1979. CHIEF MINISTER’S RELIEF FUND RULES

1. These Rules shall be called the Chief Minister’s Relief Fund Rules 1978. 2. They shall com into force with immediate effect. 3. Constitution of the Fund:

a. The Chief Minister’s Relief Fund created by the Government Order No. FD 103 ACP 58, dated 3rd December 1958, shall be constituted out of contributions received from the public and the Government, and shall be kept in a personal deposit account as prescribed in Article 286 of the Karnataka Financial Code 1958, in the Reserve Bank of India, Public Accounts Department. The fund will be operated by the Secretary to the Chief Minister or an officer authorized by him under due intimation to the District Treasury Officer, Bangalore and the Reserve Bank of India.

4. Purpose of the Fund: The fund shall be used for the relief of distress of persons at the discretion of the Chief Minister. The assistance may be given directly to individuals or to institutions caring for the relief of distressed people. The circumstances which qualify for assistance from the Fund will include:-

I. Diro poverty: II. Unemployment: III. Sickness; IV. Physical handicap; V. Accidents resulting in loss of the earning member of the family.

Widow-hood, orphans and destitutes.

The Chief Minister’s decision as to the eligibility of any person for assistance from the fund will be final. Nothing in these rules will prevent sanction of assistance to the same person or institution more than once.

5. Applications for aid from the Fund for medical and or on poverty considerations should be supported by reports of Medical and Revenue Officers respectively. The Chief Minister’s satisfaction as regards the adequacy of proof in any case will be final.

6. Sanction of assistance from the Fund to meet expenditure on specific items may be made conditional on the beneficiary producing proof of utilization of the aid from the intended purpose. Cases in which such proof is necessary shall be decided by the Chief Minister.

7. Financial assistance from the Chief Minister’s relief Fund will be given on the Chief Minister’s orders. In urgent cases the Secretary to the Chief Minister may sanction assistance from the Fund and obtain approval of the Chief Minister after payment. All ratifications may be made finally by the Chief Minister, whenever oral instructions are issued by the Chief Minister.

8. Accounts and Audit:

The sums received as contributions to the Fund shall be taken to the Cash Book and then credited to the Chief Minister’s Relief Fund at the Reserve Bank of India in the Public Accounts Department by the office of the Chief Minister. The following Account Records shall be maintained by the Office of the Chief Minister:

Particulars of recipients of concessions, permits or authorizations granted by it;

No concession permits or authorizations are granted by the Chief Minister’s Secretariat. However, whenever requests of such nature come to Chief Minister’s Secretariat, the concerned departments of Government will be requested to look into the matter and take necessary action.

• For the Process of computerization, a Special programme called Prajaspandana is introduced.

Steps involved in the process of Prajaspandana are as follows:

• Scanning the letters received from the public, MLA, MLC, MP and other VIPs.

• Inputting those letters which are scanned into the particular given software which is called prajaspandana software.

• Those letters which are entering into the software will go directly to the concerned department through the internet so that, they can take further necessary action.

• Finally, generating the acknowledgement letter copy and send it to concerned person.
