Making Information Technology Accessible

• Rehabilitation Act requires that agencies receiving CoC funds provide
comparable access to and use of electronic information technology.
• Learn strategies to ensure that published electronic information is
compatible with assistive technology devices commonly used by people
with disabilities for information and communication.

Key Waivers Extended • Use owner certification in lieu of initial HQS inspection -
3/31/12 extension• Initial term of all leases can be one month or longer, no one-
year lease requirement - 3/31/21 extension• Suitable dwelling size requirements waived for RRH -
extended later of end of lease or 3/31/21• PSH Disability determination can be based solely on staff-
recorded observation of disability – extended until public health officials determine no additional special measures are necessary to prevent the spread of COVID-19

• Subrecipients of DOH/DMHAS should not submit waiver notification. • Agencies receiving CoC funds directly from HUD need to submit their own

WHAT IS A SYSTEM PERFORMANCE MEASURE (SPM)REPORT?
The SPM report is a summary and year-to-
year comparison of system wide counts,
averages, and medians related to seven areas
of performance
Each Continuum of Care (CoC) is expected to use
these measures to evaluate how well
homeless systems are functioning and where
improvements are necessary
The SPMs help communities
understand how their system is functioning
and if they have deployed the right
combination of strategies and
resources

CT BOS SC approved the proposed PSH Prioritization Criteria for the CAN Policies thru the Survey Monkey vote.

PSH Prioritization Criteria (2)Clarification on DedicatedPLUS definition:• BOS received AAQ response (1/11/21) from HUD clarifying
requirements related to this category of people eligible for PSH
under the DedicatedPLUS definition:
• Reside in Emergency Shelter, Safe Haven, or unsheltered location and had
been admitted and enrolled in a PSH or RRH project (having met CH criteria
upon entering) within last year, but was unable to maintain housing placement.
•HUD clarified that this category includes only:
• People who were admitted for entry, enrolled in the permanent housing
project, and exited that project -- all within the previous twelve months from the date of intake into the DedicatedPLUS project.

Clarification on Documentation Requirements for RRH to PSH transfers• For people currently enrolled in RRH and seeking transfer to PSH, it is not
required that eligibility for PSH was verified at intake into RRH.• Documentation that the person met both the required length of time
homelessness and disability criteria at the time of RRH entry can be obtained at intake into PSH.
Remember:• Time spent residing in a RRH unit does not count towards the length of
time homeless requirement for PSH.• Since the qualifying disability must be “long-continuing or of indefinite
duration” and disability is not required for RRH, disability verification at PSH intake is required.

CT BOS CoC By-Laws Changes• Steering Committee (SC) may be convened remotely via video and/or
telephone conferencing. • SC shall not vote on matters that have not been discussed at either an
in-person or remote meeting. • Only SC members who participate in the meeting at which a matter is
discussed are eligible to participate in any subsequent electronic voting on motions related to that matter.
• SC shall establish procedures for administering electronic voting.• Authorization and process established for chairs to make decisions on
time sensitive matters
