The Centre for Social Science Research TheCentreforSocialScience(CSSR)isaninterdisciplinaryresearchcentreattheUniversityofCapeTown dedicated to conducting and building capacity for systematic, policy-relevant social science research in SouthAfrica,theregionandacrossAfrica.

Methodologically,CSSRresearch isempirical,butproblem-driven.Whileweutilisebothquantitativeand qualitative strategies of data collection, our work is based on systematic research designs with clearconceptualisationofvariablesand transparent rules foroperationalisingvariables, selectingcases, andcollectingandanalysingdataanalysis(incontrasttoadhocfactcollectionornarrativedescription).Afterareasonableperiod,collecteddataareturnedintopublicac-cessdatasetsanddepositedwiththeDataFirstResourceCentre.

CSSRprojectsareusuallyteam-oriented,bringingtogethermultiplelocalandinternationalresearchers,andofferingpost-graduatestu-dentssignificantopportunities forhands-on trainingby involving theminallstagesofprojects.ResearchfindingsarepresentedanddiscussedatregularweeklyseminarsandpublishedasCSSRWorkingPapers.

CSSR DirectorateTheCSSRDirectorateistheadministrativehubfortheunitsmakinguptheCSSR.Itmanagesthefinances,editsandproducesworkingpapers,organisesmeetings,andprovidesanorganisationalfocalpointfortheCSSR.During2009,RobertMatteswastheCSSRDirector,KathyForbesistheAdministrativeOfficer,andfurtherassistancethisyearhasbeenprovidedbyLibbiDownes(FinanceOfficer),MariusCoqui(AssistantFinanceOfficer),NcedekaMbune(ReceptionandAdministration),andJessicaKing(PublicationsEditor).

ProfessorRobertMattes 2009 saw thefirstorganisational expansionof theCSSR in fouryearswith the additionofanewresearchunitcalledPRISM,orPolicyResearchinInternational ServicesandManufacturing.Withaspotlightonthebroadareasofglobalisation, industrialisation and innovation in Africa, PRISM nicely complements our traditional emphases on democratisation, development, governance,HIV/AIDS, andpovertyinbothSouthAfricaandacrossthecontinent.

2009alsosawtheCSSRlaunchnewchaptersofmanyofitskeysignatureprojects, especiallyintheareaofsurveyresearch.TheSocialSurveysUnit(SSU)andAIDS andSocietyResearchUnit(ASRU)teameduptorunacombinedeffortofthe5th WaveoftheCapeAreaPanelStudy/CapeAreaStudysurveyofyoungadultsin CapeTown,focusingonattitudestowardwork,parenthood,sexualrelations,health, andHIV/AIDS.TheDemocracy inAfricaResearchUnit (DARU) ran the2009 installmentoftheSouthAfricanNationalElectionStudy,aseriesofpost-elections voter surveys that date back to SouthAfrica’s founding 1994 election. DARU also continued its series of elite surveys ofAfrican parliamentarians with new studiesinSouthAfrica,Lesotho,Nigeria,Ghana,Tanzania,andUganda.

WecontinuedcollaborativeresearchprojectswithawidenumberofinternationalpartnersattheUniversitiesofAddisAbaba,Cambridge,Ghana,Ibadan,Lesotho,Mauritius,Michigan,MichiganState,Mzumbe,Nairobi,OpenUniversity,OhioState,Penumbuco,Princeton,Yale,andWolverhampton.Wedevelopednewlinkagesin2009withtheInstituteforDevelopmentStudiesatSussex,aswellaswitharangeofotherresearchpartnerssuchastheAfricanEconomicResearchConsortium,ComparativeStudyofElectoralSystemsproject,NEPAD,BenchmarkingandManufacturingAnalysts,anddonorssuchastheOpenSocietyFoundationofSouthAfrica,WorldBank,andtheProvincialGovernmentofWesternCape.

Onthecapacitybuildingside,DARUhostedthethirdAfrobarometerSummerSchool,whichtrainedovertwodozenyoungAfricansocialscientistsintheanalysisandinterpretationofsurveyresearchdata.

CSSRsupported24Mastersand8Doctoralstudentsin2009.Andourstudentsandresearcherscontinuedtopresentpaperstointer-nationalaudiences. BrendanMaughan-Browngaveapaper to theFourthInternationalStigmaConferenceinLondonandDangaliraMughoghopresentednewresearchtotheWorldCongressofPoliticalScienceinSantiago,Chile.Ontheadvocacyside,EduardGrebehelpedtoorganiseaglobalworkshopforactivistsinHIV/AIDS,aswellasdesignandconductaglobalon-linesurveyofcivilsocietyforaids2031andtheUnitedNations,andBethMillsandNondumisoHwelehelpedupdateaseriesofBodyMapsthatwereexhibitedatCambridgeUniversity’sMuseumofArchaeologyandAnthropology.

Onapersonalnote,thisisthelastDirector’sReportIwillbefilingasIendfourstimulatingyearsasheadoftheCSSR.Leadingsuchatalentedandcommittedgroupofresearchershasbeenatruepleasure.Noneofthiswouldhavebeenpossible,however,withoutthesup-portofanabsolutelysuperbanddedicatedteamofadministrators,particularlyLibbiDownesandKathyForbes.They,alongwithMariusCoqui,JessicaKing,andNcedekaMbunearethereal,unsungheroesoftheCSSR.AsofFebruary2010,MikeMorriswilltakeoverasDirector,bringingwithhimawealthofexperiencefromhisdaysasDirectoroftheSchoolforDevelopmentStudiesattheUniversityofKwaZulu-Natal.Ihaveeveryconfidencethat,underMike,theCSSRwillcontinuetogrowandflourish.

2009wasaveryproductiveyear.ASRU,inpartnershipwiththeSocialSurveysUnitoftheCSSRandHEARD,successfullycompletedthefifthwaveoftheCapeAreaPanelSurveyofyoungadults inCapeTown.ThesurveyincludedanHIVtest,whichwillallowustoexplorepotentialsocio-economicandattitudinalcor-relatesofHIVinfection.ASRUresearchersandstudentscontributedquestionsonHIV-relatedbeliefs,sexualbehaviour,circumcision,andattitudestotreatment.Wehopethatthisrichsocio-economicandattitudinaldatasetwillprovidethebasisformanystudentdissertationsandpublicationsoverthenextfewyears.

OthercollaborativeprojectsincludedagrantfromYaleUniversitytofosterjointresearchbetweenstudentsatUCTandYaleonglobalcitizenship,andagrantfromUNAIDStoassistwithresearchonAIDSleadership.Theseprojects,whichprima-rilysupportedtheworkofNicoliNattrass,EduardGrebeandBrendanMaughan-Brown,cametoanendthisyear.

ASRUalsoengagesin‘outreach’whererelevant.Thisincludescontributingpoli-cy-relevantresearchtoAIDSorganisations,workingwithAIDSactivists,develop-ingeducationalmaterialsandpromotingAIDSawarenessthroughassistingwith‘bodymap’exhibitions.

Cape Area Study / Wave 5 of Cape Area Panel StudyTheCapeAreaStudy(CAS)andCapeAreaPanelStudy(CAPS)havelongbeentwooftheCSSR’sflagshipprojects.CAScomprisesaseriesofcross-sectionalsurveysofdifferentaspectsofsocial,politicalandeconomiclifeinCapeTown,whilstCAPSisapanelstudy,meaningthattheoriginalsampleofrespondentshasbeenre-interviewedrepeatedlyinordertocollectdetaileddataonspecificindividualsovertime.In2009,theSSUandASRUcollaboratedinacombinedCAS-CAPS.

ThesamplecomprisedmostoftheoriginalCAPS‘panel’ofadolescentswhowerefirstinterviewedin2002(soonafter theestablishmentof theCSSR). In2002, thepanelcomprisedarepresentativesampleofabout4,750youngpeopleinCapeTownagedbetween14and22.In2009,wesoughttore-interview4,100ofthese,omittingonlythoseyoungpeoplewhowehadfailedtore-interviewinanyof‘waves’2a(2003),3(2005)or4(2006).Bytheendof2009wehadre-interviewedalmost3,200ofthese.ManyoftheothershaveleftCapeTown,andsomehavediedorbeenjailed,sothepro-portionthathasdisappearedissmall.Fieldworkwasconductedbyaprivatecompany,CitizenSurveys,withwhomwehaveanexcellentworkingrelationship.TogetherwithCitizenSurveys,we implemented amassive quality-control programme, leading tothedetectionofseveralcasesoffraudulentfieldwork–whichisachronicprobleminsurveyresearchinSouthAfrica.

The2009surveycollecteddataonthetopicsthatareatthecoreofCAPS:education,entryintothelabourmarket,sexualrelationships,andparenthood.Inaddition,therewasanextendedanalysisofissuesrelatingtohealthandAIDS,includingcircumci-sion.The2009surveyalsoenquiredaboutattitudesonarangeofsocialandpoliticalissuesthatareatthecoreofCAS,includingaccesstohousing,attitudestowardspublicandprivatesupportforthepoor,politicalparticipation(timelyinviewoftheelectionsinApril2009)andnormsaroundtheuseofviolence.

ManyofthemembersoftheCAPSpanelwerealsoaskedtoprovideadropofbloodorasalivaspecimenforanHIVtest.Refusalrateswereverylow.

TheCSSRteamrunningWave5comprisedBrendanMaughan-Brown,KeomoKriel,CelesteCoetzee,KeithChristmas,andThobaneNcapai.

Creating ‘Mixed’ Neigh-bourhoods Through the Allocation of Public HousingTheSSUwascommissionedbytheDepartmentofLocalGovernmentandHousing in theWesternCape toconduct research into thesocialconse-quencesofallocatingpublichousingsoas tocreate ‘mixed’neighbour-hoods.Theprovincialgovernmentaskedustoinvestigatewhetherneigh-bourhoodswhicharemixed–inracialorotherterms–aremorelikelytoexperienceconflict. In theWesternCape,aselsewhere, therehavebeenmassivepublichousingprojectsoverthepastfifteenyears.Inmost,houseshave been allocated to residents of designated, existing informal settle-ments,sothatnewformalneighbourhoodshavethesamemixofresidents–or,moreaccurately,lackofmixofresidents–asinformalsettlements.Differentlevelsofgovernmenthaveconsideredmovingtosystemsforal-locatinghousesthatseektocreatemoremixedneighbourhoods,butcriticsassertthatthismightleadtoconflict.

Ourresearchcomprisedthreecomponents:areviewoftheexistinglitera-ture (conductedby formerSSU researcherTracy Jooste), the reanalysisofexistingquantitativedata(includingfromour2005CapeAreaStudy),and,most importantly, new qualitative research in selected low-incomepublic housing neighbourhoods. In the second half of 2009, about fiftysemi-structuredinterviewswereconductedinselectedneighbourhoodsbyBulelwaNokwe,MariusCoqui,andSingumbeMuyeba(whoalsoman-agedthequalitativeresearch).Theselectedneighbourhoodsincludedoneswithpopulationsthataremixedintermsofraceandplaceoforigin(DelftSouthandDelftLeiden),otherswithmixedpopulationsinjustoneofthesesenses(DelftNorth,TamboSquare),andonewherethepopulationisbothmono-racial and from a single place of origin (WeltevredenValley). Inearly2010,additionalresearchisscheduledinoneortwosmalltownsintheWesternCape.Ourresearchfocusedonthequalityofcommunity,ontheassumptionthatthisistheonlyobservableaspectofsociallifewhichmightbelinkedtotheoutbreakofintra-communalconflict.

The research inCapeTownfound that thequalityofcommunity is lowacrossmostofCapeTown,but that therewereonlyverymodestdiffer-encesinthequalityofcommunityinthedifferentneighbourhoods.Pov-ertyand,especially,crimeandviolenceimposesevereconstraintsonthesocial relationships formedwithinneighbourhoods.Whetherneighboursaremixedornotseemstomakeverylittleornodifferencetothequalityofcommunity.Wewerepleasantlysurprisedtofindevidencethatinter-racialattitudeschangewhenpoorpeoplelivealongsideeachother.Attitudesto-wardsimmigrantsweremoreworrying,inthatwefoundalotofevidenceofhostilityoratbestambivalencetowardsforeigners.

UCT human geographer SophieOldfield advised the CSSR on this re-search.

Other ProjectsTheSSUcontinueditsongoingresearchon theways inwhich thestateandprivateindividualsrespondtothechallengesofpovertyandillnessincontemporarySouthAfrica.Atthestartoftheyear,BronwynNortjieandBulelwaNokwecompleteda seriesof semi-structured interviewsonat-titudestotherolesplayedbyboththestateandkininsupportingthepoor.The2009CAS/CAPSsurveyincludedvariousquestions–andespeciallyvignettes–designedtoallowustobuildonpreviousresearchandexaminenormsaroundpublicandprivatesupportmoresystematically.

NixonChisonga,RutendoMurambiwa,andRalphSsebegalaalsoworkedon their respective theses, on housing, violence and xenophobia, andhousehold indebtedness respectively, using data fromCAS/CAPSwave5andothersources.

Jeremy Seekings continued with several research projects into publicpolicy,stratificationandpovertyinSouthAfricaandelsewhere.BeatriceConradiecontinuedtoconductresearchonthecommercialfarmsof theBoland. SSU research into experiencesof unemployment andviolencealsocontinued.AdamCoopercontinuedtherevisionsofhispapersonvio-lence.The2009CAS/CAPSmoduleonnormsconcerningtheuseofvio-lencewillbeusedinSSUresearchintoeverydayviolenceinCapeTown,whichisfundedbytheEuropeanUnion.

AIDS, Democracy and GovernanceADG’smainprojectin2009,“WhatMakesPoliticalChampionsonAIDS?,”fundedbytheSwedish/NorwegianHIV/AIDSTeaminLusaka,seekstoidentifytheincentivestructure thatwill enablepoliticians inEasternandSouthernAfrica to showstrongleadershiponHIVprevention.ThisprojectbeganwithaMayworkshoponresearch,advocacyandagency stakeholderswhichplaced theproject in themidstof severalotherongoingprojectsintheregion.Italsoresultedinthelaunchofa“MovementforPrevention”aimedatmobilizingresourcestoensurethatnewinfectionsarereducedby50%by2015,anagendasubsequentlybeenadoptedbySADC.Theprojectalsocontributed toadditionalworkshopsandmeetings later in theyear,withPerStrandpresentingtoapaneldiscussionattheEuropeanDevelopmentDaysinStockholminOctober.

Comparative National Elections Project2009sawtheconclusionofathreeyearproject,carriedoutmeticulouslybyJacquelineBorel-Saladin,inwhichwecreatedasinglecrossnationaldatasetoutofthevariousnationaldatasetspreviouslycollectedbyCNEPbetween1992and2005.CNEPdataformedthecoreoftwonewlyaward-ed PhD dissertations written by Collette Herzenberg-Shulz (examiningtrendsinSouthAfricanvoterbehaviorfrom1994to2004)andCherrelAf-rica(measuringthequalityofthe2004SouthAfricanelectioncampaign).

Westartedthenextphaseoftheprojectbyconductingthe2009SouthAf-ricanNationalElectionStudy,apost-electionsurveyof1200eligiblevot-ers,asurveyseriesthatextendsbacktothecountry’sveryfirstdemocraticelectionin1994.ThissurveyalsosawtheinclusionofanewmoduleofquestionsdesignedbytheUniversityofMichigan’sComparativeStudyofElectoralSystems.

Open Society Monitoring Index In2009,weembarkedonanexcitingnewproject,managedbyCherrelAfricawithextensiveresearchsupportfromLaurenParamoer,designingavalidandreliableindexofopennessfortheOpenSocietyFoundationofSouthAfrica.Theprojectspentthefirsthalfof2009inthedesignandcon-ceptualisationstage,butmovedtooperationalisationanddatacollectioninthesecondhalf,andbytheendoftheyearhaddevelopedafullblownindexreadytobepresentedtoOpenSociety.

theUniversityofCapeTownandtheOpenUniversitywhichwaslaunchedin2009.TheProjectLeadersareMikeMorrisandDavidKaplan,andRaphaelKaplinskyfromtheOpenUniversity.TheMMCPisfundedbytheIDRC,WilliamandFloraHewlettFoundation,OppenheimerInstitute.ThegeneralobjectiveoftheresearchandpolicyactivitiesoftheMMCPistoassistAfricancountriestomaximisethepotentiallinkageopportunitiesemanatingfromtheproductionofcommoditiessoastopromotesustain-ableindustrialgrowth,andtoensurewidespreadaccesstothefruitsofthisgrowthinacontextofgoodgovernance.TheMMCPhas17researchersworkingacrossanumberofAfrican countries.The country/commodity focusof thevarious research studiesare:Algeria(gas),Angola(oil),Botswana(diamonds),Gabon(timber),Ghana(gold),Nigeria(oil),SouthAfrica(miningservices),Tanzania(gold),andZambia(copper).AdditionalcrosscountrystudiesfocusoninfrastructureinEastAfrica,Chineseinvest-mentininfrastructure,andknowledgeintensiveservicesintomining.

African Clothing and Footwear Research Network TheACFRN is institutionally located in the IDS, University of Nairobi. It bringstogether researchers fromKenya, Tanzania, Ethiopia,Mauritius, and SouthAfricaworkingontheclothing/textileandfootwear/leathersectors.TheACFRNhasbeeninexistencesince2001.MikeMorrisisboththecountrycoordinatorforSouthAfrica(includingLesothoandSwaziland)andtheexpertadvisortotheACFRN.

Mining innovation in South Africa and Australia Thisproject runbyDavidKaplancomparesmining technology,qualityofoutputs,exportactivity,andinnovationinvariousminingoperationsinSouthAfricaandAus-tralia.TheresultswillalsofeedintotheMMCP.

Our Mission StatementTheCentreforSocialScience(CSSR)isaninterdisciplinaryresearchcentreattheUniversityofCapeTowndedicatedtoconductingandbuildingcapac-ityforsystematic,policy-relevantsocialscienceresearchinSouthAfrica,theregionandacrossAfrica.

TheCSSRpresentlyconsistsoftheSocialSurveysUnit;DemocracyinAfricaResearchUnit;andAIDSandSocietyResearchUnit;andPolicyResearchonInternationalServicesandManufacturing,aswellasasmallDirectorate.UnitHeadsreportontheirresearchactivitiesthroughtheCSSRDirectortotheDeanofHumanities.TheCSSRisalsoassistedbyanAdvisoryBoardthatmeetstwice-yearly.WealsocontinuetoworkcloselywithUCT’sDataFirstResourceUnit(whichwasstartedaspartofCSSR),anextensivedigitalarchiveofsocialsciencedatabases.

Methodologically,CSSRresearchisempirical,butproblem-driven.Whileweutilisebothquantitativeandqualitativestrategiesofdatacollection,ourworkisbasedonsystematicresearchdesignswithclearconceptualisationofvariablesandtransparentrulesforoperationalisingvariables,selectingcases,andcollectingandanalysingdataanalysis(incontrasttoadhocfactcollectionornarrativedescription).Afterareasonableperiod,collecteddataareturnedintopublicaccessdatasetsanddepositedwiththeDataFirstResourceCentre.CSSRprojectsareusuallyteam-orientedbringingtogethermultiplelocalandinternationalresearchers,andofferingpost-graduatestudentssignificantopportunitiesforhands-ontrainingbyinvolvingtheminallstagesofprojects.ResearchfindingsarepresentedanddiscussedatregularweeklyseminarsandpublishedasCSSRWorkingPapers.

Substantively, theCSSRconductsresearchinthebroadareasofdemocratisation,development,povertyandpublichealth.TheSocialSurveysUnit(SSU)conductsresearchonarangeofsocialdynamicsusingsurveydata(especiallytheCapeAreaPanelSurvey,andtheCapeAreaSurvey)andrelatedqualitativedata.TheDemocracyinAfricaResearchUnit(DARU)conductsresearchonarangeofissuesarounddemocratisationinSouthandSouthernAfrica,usingpublicopiniondatabutalsocreatingnewsystematicdatabasesonelections,legislaturesandlocalgovernment.Finally,theAIDSandSocietyResearchUnit(ASRU)conductsresearchonthesocialimpactsofHIV/AIDS,includingissuesofparenting,disclosure,sexualbehaviorandpublicwelfare,againusingbothsurveyandqualitativedata.Finally,PolicyResearchoninternationalServicesandmanufacturing(PRISM)focusesresearchandpolicyworkonissuesofglobalisationandindustrialisationinSub-SaharanAfricaandseekstoprovideaninterfacebetweeneconomiesandotherrelevantdisciplines.

TheAIDS and Society Research Unit(ASRU)supportsresearchinto thesocialandeconomicdimensionsofAIDSinSouthandSouthernAfrica.Specialemphasisisplacedonexploringthein-terfacebetweenqualitativeandquantitativeresearch.Focusareasinclude:AIDS policy in SouthAfrica,AIDS-stigma, sexual re-lationships in theageofAIDS, thesocialandeconomicfactorsdrivingHIV infection, disclosure (ofHIV-status to others), theinterfacebetween traditionalmedicineandbiomedicine, the in-ternational treatment rollout,globalhealthcitizenshipand lead-ership,AIDS treatment activism, and the impact of providingantiretroviraltreatmentonindividualsandhouseholds.

TheDemocracy in Africa Research Unit(DARU)supportsstu-dentsandscholarswhoconductsystematicresearchinthefollow-ingfourareas:publicopinionandpoliticalcultureinAfricaanditsroleindemocratisationandconsolidation;electionsandvotinginAfrica;thedevelopmentoflegislativeinstitutions;andtheim-pactoftheHIV/AIDSpandemicondemocratisationinsouthernAfrica. DARU has also developed close working relationshipswithprojectssuchastheAfrobarometer(across-nationalsurveyofpublicopinionintwentyAfricancountries)andtheCompara-tiveNationalElectionsProject,whichconductspost-electionsur-veysinovertwentycountriesacrosstheworld.

TheSocial Surveys Unit (SSU)promotescriticalanalysisofthemethodology,ethicsand resultsofSouthAfricansocial scienceresearch.TheSSUseekstointegratequantitativeandqualitativeresearch.Ourcoreactivities include theoverlappingCapeAreaStudy andCapeAreaPanel Study.TheCapeAreaStudy com-prisesaseriesofsurveysofsocial,economicandpoliticalaspectsoflifeinCapeTown.TheCapeAreaPanelStudyisanongoingstudyofyoungpeopleinCapeTownastheymovefromschoolintotheworldsofwork,unemployment,adulthood,andparent-hood.Linkedtothepanelstudyisanethnographicstudyofchild-hoodandadolescenceinpost-apartheidCapeTown.TheSSUalsoconductsresearchintoinequality,diversityandsocialpolicy.

Policy Research in International Services and Manufacturing (PRISM)providesalenstofocusresearchandpolicyworkonis-suesofglobalisationandindustrialisationinSubSaharanAfrica.The CSSR provides management, administrative and financialservices,aswellasassistinginrealisingitswideresearchremit- tointerfacebetweeneconomicsandotherrelevantdisciplines.PRISM provides a home to a number of independent researchactivities,projects andprogrammes.Thebroad focusof the re-searchactivitiesundertakenareallconcernedwithissuesofglo-balisation,globalvaluechains,industrialisationpaths,theroleofknowledgeintensiveservices,andinternationalcompetitiveness.
