    The Common Service Centres (CSC) Scheme, as

    approved by the Government of India, envisions CSCs asthe front-end delivery points for Government, private

    and social sector services to rural citizens of India, in

    an integrated manner. The objective is to develop a plat-

    form that can enable Government, private and social sec-

    tor organizations to align their social and commercial

    goals for the benefit of the rural population in the remot-

    est corners of the country through a combination of IT-

    based as well as non-IT-based services.

    Concept

    Thus, the CSCs cannot be seen as mere service delivery points in rural India. The CSC

    is positioned as a Change Agent - that would promote rural entrepreneurship, build rural ca-

    pacities and livelihoods, enable community participation and collective action for social change

    - through a bottom-up model with focus on the rural citizen.

    Undertaking such a mammoth task calls for

    active participation and close interaction amongst

    various stakeholders such as State Governments,

    local bodies, opinion makers and agencies/ institu-

    tions involved or having interest, commercial or

    otherwise, in rural areas/ markets. Under the CSC

    Scheme, a Public Private Partnership (PPP) model

    has been proposed for undertaking this challenging

    task and addressing the related issues in the most

    effective way.

    Information, Infrastructure andServices are the three essential re-sources necessary for rural develop-ment.

    Access to information, with rele-vant infrastructure, end-to-end ser-vices allow rural population to en-hance their quality of life.

    Enabling access to a large numberof e-government services like edu-cation, health, agriculture informa-tion, social and financial inclusionwould leads to solid foundation foreconomic prosperity of rural India.

    Project Abbreviations

    Himachal Pradesh Governmentis the driver for policy, regulatory and other relevant changesfor implementing the scheme. The government will also ex-tend its services through CSCs and provide necessary Infra-structure and other support to the SDA and Private partners.

    State Designated AgencySITEG under the aegis of DIT has been appointed the nodalagency for executing the project in a PPP mode. It will facili-tate e-readiness of the state. Facilitate integration of Govern-ment services into the CSC scheme. The SDA will also facili-tate training, capacity building and awareness about thescheme.

    Service Centre Agencyis the prime driver of CSC implementation and are selected aspartners of the government for implementation of CSCScheme in the state through a bidding process. The SCA willidentify CSC locations, select Village Level Entrepreneurs,train them, aggregate services and build a supply chain to fa-cilitate services at the village level.

    Village Level Entrepreneuris the key to the success of the CSC operations. While content and services are important, it is the VLEsentrepreneurial ability that would ensure CSC sustainability. A good VLE is expected to have some finan-cial strength, entrepreneurial ability, strong social commitment as well as respect within the community.

    The quality of service at the CSCs would depend a great deal on the quality of VLEs. Selection and propertraining of the VLE, therefore would play a vital role in making the CSC Scheme a success.

    National Level Service Agencywill provide program management sup-port o DIT and SDA for rolling out theCSC Scheme. It will also provide strate-gic inputs to all stakeholders for effec-tively managing the scheme. Also it willenable DIT to review the progress of thescheme and to take appropriate timely

    Revenue SupportAs partners of the Government theSCAs will be provided revenue supportas accepted by the SDA through a bid-ding process. This will help make theoperations of CSC viable for the SCAsand hence lead to successful implementa-tion of the scheme.
