1 The high level of commitment from the partner agenciesthatmakeuptheSafeguardingAdultsBoard.Thatcontinuestobethestrengthandbedrockoftheworkwedo.
2 The importance of effective and workable policies and procedures.ToensuretheprotectionofadultsinCalderdaleworkhascontinuedthroughouttheyeartoamendandimprovetheseandtoworkwithneighbouringcouncilsinWestYorkshirewiththeaimofaligningourprocedureswiththeirs.
3 The key role that the Board has in holding partners to account for their responsibilities and actions. TodothistheBoardneedsaccurateandtimelyinformationonwhatishappeningsothatitcananalyseandplanfutureactionsbasedonevidence.MuchhasbeendonetoimprovetheaccuracyofinformationinCalderdalebutthereisnationalrecognitionthatchangesneedtobemadetothedatacollectedtomakeitmoreusefulandmorefocusedontheoutcomesachievedforpeoplewhoarethesubjectofsafeguardinginterventions.
4 Thechallengeofmaintaining momentum during a time of major restructuring in the NHS and when public services are operating within severe spending restrictions. Wehavebeenfortunatethat,althoughtherehavebeensomechangesinpersonnel,mostkeymembersoftheboardhaveremainedinplaceandpositiverelationshipsarebeingbuiltwiththenewClinicalCommissioningGroupwhichwillreplacethePrimaryCareTrustin2013.
ThemainaimofthepartnershipwhichmakesuptheSafeguardingAdultsBoardistoensurethatadultsinCalderdalewhomaybeatriskofsignificantharmareabletoliveinsafety.Weknowfromtragiccasesinotherpartsofthecountrythatvulnerableadultshavebeenthevictimsofseriouscrimeandviciousharassment.AnimportantpartoftheBoard’sworkisthereforefocusedonhowtopickupconcernsatanearlystageandontheactionsthatcanpreventabuse.AnewAnti-SocialBehaviourVulnerabilityPanelwassetuponapilotbasisinDecember2011tobringagenciestogethertofindsolutionstocaseswherethereisariskofharmandtointervenebeforetheproblemsescalate.Hundredsofcaseshavebeenreviewedsincethenwithhighriskcasesresultinginurgentactions.IthasbeenagreedtoestablishthePanelonapermanentbasisasaresultofitsverypositivecontributiontopreventingharm.
Theothercoreactivityistakingdecisiveandeffectiveactiontoprotectadultswhereabusehasoccurred.ItisvitalthattheBoardisabletolearnfromthesecasesandusethatexperiencetoplanimprovements.ItisforthisreasonthattheBoardagreedtocommissionaSeriousCaseReview–adetailedexaminationofwhathappened,conductedbyanindependentauthor.Thereviewconcernsanursinghomewhere

therewereconcernsaboutthehealthandsafetyofseveralresidentsandwhereinterventiontookplacebysocialservices,theNHSandthePolice.CasesofthismagnitudearerelativelyrareinCalderdalesotheboardwantedtoseewhatcouldbelearntbothaboutthefactorsthatleduptotheproblemsinthishomeandtheeffectivenessoftheworktoprotectthepeoplelivingthere.TheSeriousCaseReviewwillbecompletedinAutumn2012anditsfindingswillbeincludedinthefutureworkplanfortheBoard.
Ihopeyoufindthecontentofthisannualreportuseful.Itcontainsdetailsoftheactivitiesinthepastyearandtheprioritiesfortheyearahead.Weoftensaythatsafeguardingiseveryone’sbusinessandifyoufeelthatyourorganisationcanmakeacontributionthendogetintouchwiththeSafeguardingAdultsTeam.

ExecutiveSummaryTheCalderdaleSafeguardingAdultsReport2011-2012detailstheachievementsoftheBoardoverthelast12months.TheBoardisavoluntaryarrangementofstatutoryandnonstatutoryagencieswiththepurposeofachievingcontinualimprovementsinpracticethatsafeguardvulnerablecitizensinCalderdale.
Keyachievementsduring2011-2012includethefollowing:
1 TheAdultSafeguardingPolicyandProcedurewasupdatedandimplementedon25thMay2011tosupportthepartnershipsinvolvedintheBoard.ThiswasindirectresponsetoaSeriousCaseReviewinCalderdale.
2 TheformationofanAnti-SocialBehaviourVulnerabilityPanelwhichhasreviewedhundredsofcasesandidentifiedwhereurgentactionisneeded.
3 TheSafeguardingAdultsTeamwassuccessfulinrecruitingareplacementSafeguardingAdultsandDoLSCo-ordinatorwithspecialistknowledgeintheareasofMentalCapacityandDeprivationofLibertySafeguards.
4 Therolloutofadultsafeguardingtrainingacrossarangeofkeypartneragencies.
TheunacceptableexperiencesofpeoplebeingabusedinresidentialestablishmentswascrystallisedbythehorrificabuseuncoveredatWinterbourneViewinSouthGloucestershirebytheBBCandthefindingsintheSeriousCaseReviewpublishedintheautumnof2012.Thispresentschallengesbothlocallyandnationallytoensurethatstatutoryagenciesdeveloptheirpracticeinthisareatoensurepeopleexperienceindividualisedsolutionsthatarebuiltuponprinciplesofempowerment,dignity,choice,andpartnershipandrespectstheirhumanrights.
Inconsideringstatisticalinformationoutlinedlaterinthisreportandvariationsinthedatathatwerepublishedinthe2010-2011report,itwasacknowledgedinthelastannualreportthatthereweredifficultieswithadultsafeguardingrecordingsystemsresultinginvariationsassociatedwithcleaningupthedataratherthanchangesinpractice.DevelopmentscontinuetobemadetotheCouncil’sclientinformationsystemtoaddresssuchanomalies.Selfreferralsonlyaccountfor1.9%ofthealertsreceivedin2011-2012highlightingthechallengeforallmembersoftheSafeguardingAdultsBoardtocontinuetoraisethepublic’sawarenessofsafeguarding,theirrightsandresponsibilities.
SpecialthanksarereservedforallpartneragencieswhohaveheavilycontributedtotheachievementsoftheSABandthecompletionofthisannualreportandforPaulSwallowwhohasproducedallthestatisticalandvisualrepresentationswithin.

Governance
TheSafeguardingAdultsBoard(SAB)metregularlythroughouttheyearwiththestrategicthinkinganddirectionoftheboardbeingsupportedbytheSABexecutiveandSABsubgroups(Prevent,Protect,Perform),whichareresponsiblefordrivingforwardtheoperationalrequirementsofthestrategicvision.
TheSafeguardingAdultsBoardworksinaccordancewiththeSafeguardingAdultsMulti-AgencyAgreementandallpartnerstotheagreementhavecommittedtoworkwiththeLocalAuthority,asleadagencyforadultsafeguarding.Theagreementclearlydefinestherolesandresponsibilitiesofeachstatutorypartneragencyandtherolesandresponsibilitiesofthevoluntaryandindependentsectorwhethercommissionedornot.
TheindependentchairfortheSABcontinuestoprovideenhancedscrutinyandobjectivityinrelationtoBoardfunctionalityandbusinessactivities,providingincreasedleadershipandfocus.TheSABworkplanfor2011-2102identifiedkeyprioritiesforadultsafeguardingworkinCalderdale.
TheSafeguardingAdultsTeamprovidedcontinuedsupporttoassisttheoperationalandstrategicthinkingoftheSAB.InadditiontothisfunctiontheteambeganauditsofadultsafeguardingworkacrossalltheoperationalfieldworkteamsinMarch2011,asameansofoverseeingcompliancewithlocallyagreedpolicyandprocedure.
Serious Case Review
TheSABcommissionedaSeriousCaseReviewinautumn2011andtheAuthorisduetoreporttoanExtraordinarySABinautumn2012.TheoutcomeoftheSeriousCaseReviewwillresultinaspecificmanagement
planthatwillspantheworkrequiredbyallkeyinternalandexternalpartneragenciestoensurethattherequiredculturalandoperationalchangesarerealised.
TheSABwillalsoneedtoconsidertheissuescoveredinSeriousCaseReviewofWinterbourneViewinSouthGloucestershire,toensurethatworkismanagedinthemostefficientmannerandrealisesthechangesrequiredtoeffectivelysafeguardvulnerableadultsinCalderdale.
Safeguarding Adults Multi – Agency Procedures
Therevisedpolicyandprocedurewasimplementedon25thMay2011andwassupportedbytheroll-outofextensivetrainingtointernalandexternalpartneragencies,aweb-basedversion,easyreadguidanceandsupportingleaflets.
Theproceduresprovidearobustframeworktoensurethatthoseatriskareprotected,andreinforcestherolesandresponsibilitiesofallpartneragenciesasameansofenhancingthearrangementsformultiagencyworking.
TheSafeguardingAdultsMulti–AgencyProceduresremainanorganicdocumentsubjecttoanumberofinternalandexternalinfluences.ItisanticipatedthatthecontinuedeffectivenessoftheprocedureswillneedtobereviewedinlightofCalderdale’sSeriousCaseReviewandtheSeriousCaseReviewofabuseatWinterbourneView.
Multi – Agency Training Programme
TrainingneedsareidentifiedwithreferencetotheNationalCompetencyFrameworkforSafeguardingAdultsandorganisationsareprovidedwithaclearrationaleforeach

courseofferedtogetherwithclearlystatedlearningoutcomesforeachcourse.Trainingisdeliveredinanumberofformatswhichincludes:deliveredcourses,singleagencytrainingevents,E-learningactionlearningsetsareavailableandatrainthetrainereventwasstagedin2011.
Promotion of links with Community Safety Partnerships
SafeguardinginformationismaintainedandupdatedonCalderdaleCouncil’swebsitetosupportthepromotionofadultsafeguarding.
SABwillcontinuetoexplorelinkagestoestablishedsystemstopromotecommunicationandreduceareasofduplicatedpractice.Specificexamplesofgoodpartnershipworkinginclude–DomesticAbuse,Anti-SocialBehaviour,HateCrime,Multi-AgencyRiskAssessmentandVulnerability.
Commissioned and Contracted Services
Wewillcontinuetoensurethatadultsafeguardingisacentralfeaturewithinallservicespecificationsforcareservicesacrossallsectors.Experiencehastaughtusthatabuseismorelikelytooccurinestablishmentsthatdonotvaluetheindividualityoftheperson;wherepoorpracticeisleftunchallenged;wheretheorganisationalculturepromotesitsownneedsoverthoseofthepeoplewhorequiresupport;andwherepeople’sinformalsupportnetworksarenotseenaskeypartners.
MonthlymonitoringmeetingsarenowwellestablishedinCalderdaleandtheseprovidetheforumforinformationsharing,co-ordinationanddecisionmakinginrelationtocommissionedandcontractedservices.
TheforumbringstogetherrepresentationfromtheCareQualityCommission,HealthCommissioners,CalderdaleAdults,HealthandSocialCare–GatewaytoCare,ContractsandSafeguardingAdultsTeamtomaximiseinformationgatheringfrominspectionandregulatedactivity.
Duetotheincreasedawarenessofabuseincommissionedandcontractedservices,significantworktookplacein2011-2012tobolsterthecapacityandfunctionalityoftheteam.InJanuary2012thenewContractsManagerwasrecruitedandanextensiverecruitmentdrivecommencedforadditionalstaffintheContractsSectiontocarryoutqualityandperformanceactivityandprocurement.Theincreasedcapacityallowedforworktobecommencedaroundsettingupnewcomplianceproceduresaroundqualityandperformancemonitoring,andpriorityassessmentratingsforresidentialestablishments.Thenewcomplianceproceduresarecurrentlybeingfinalisedwithaviewtobecompletedin2012-2013.

p Thepreventionofabusethroughtheapplicationofbestpracticeandhighstandardsinaccordancewithcurrentguidance.
p Protectingpeoplefromabusebyestablishinginternalsafeguardingadultsproceduresthatareinaccordancewiththemulti-agencysafeguardingadultsprocedures.
p Promotingawarenessbycontributingtothepublic’sunderstandingofadultabuse,howtoreportconcernsandidentifywhathelpisavailable.
p Todevelopassurancemechanismssothateachorganisationcandemonstratethatitisimplementingadultsafeguardingworkeffectively.

p Supportisprovidedbyaskilled,informativeandconfidentworkforceandbuiltuponasoundvaluebase.
p Peopleraiseagoodresponsewhentheyraiseconcernsaboutabuse,including:

Volume of alerts
Thetotalnumberofalertsin2011-2012was527whichisanincreaseonthenumberofalertsthathadbeenreceivedinthepreviousreportingyear.
Therehasbeenanincrementalincreaseinthenumbersofsafeguardingalertsoverthelast5years,withtheexceptionofthedatacollectedbetween2010-2011.ItisbelievedthatthisreductionwasduetochangesinthedatacollectionsystemandthechangetotheoperationalfunctionsofGatewaytoCare.
ItshouldbenotedthattheincreaseinalertsdoesnotnecessarilyindicatelevelsofabusehaveincreasedinCalderdalebutcouldalsobetheresultofawarenessofsafeguardingandtolerancearoundcustomandpracticehavingevolved.ItisanticipatedthatasourunderstandingofAdultSafeguardingdevelopsfurtherthiswillbereflectedinthestatisticalinformationpresentedinfutureannualreports.
However,somecautionneedstobeappliedwhenanalysingsuchinformationandallpartneragenciesneedtoremainvigilanttothelikelihoodoforactualabusethatpeopleinreceiptofsupporthaveexperienced.TheabuseuncoveredatWinterbourneViewhighlightedtheseriousconsequencesofminimisingsafeguardingconcernswithininstitutionalsettings.

Morefemales(308)werethesubjectofsafeguardingadultsalertswhencomparedtomales(219).Therewasanincreaseinbothfemalesandmalesalertrateswhencomparedtothepreviousrecordingperiod.
Thehighervolumeofsafeguardingalertsforfemalesisnotsurprisingasfemalesaccountfor63%ofallpeoplereceivingadultsocialcaresupportfromCalderdaleMBC.

3.4 Ethnicity
People who identify themselves as being from a white British background continue to account for the majority of safeguarding alerts.
There has been a slight increase in the numbers of alerts in relation to people from black and ethnic minority communities with the biggest increase being experienced by people who identify themselves as being from the Asian / Asian British – Pakistani community.

ThedatainthisareareflectsthetrendswithinotherLocalAuthoritiesasSocialCareandHealthaccountedforthemajorityofadultsafeguardingalerts.Therewasaslightreductioninselfreferralswhichonlyaccountedfor10outof527referrals(1.9%ofthetotalnumberofalerts).
WhilstthispositionisinkeepingwithotherNationaltrends,considerationwillbegiventothepotentialneedfortargetedresourcestoraisetheprofilewithpeoplewhoneedsupport,families,friendsandneighbours.
Itwillalsobeimperativeforsocialworkersandotherpractitionerstoraisetheprofileofadultsafeguardingthroughallcontacts,assessmentandplanningactivity.

3.8 Location of abuse
When considering the location of safeguarding alerts, locations other than care homes continue to provide the highest number. However, when the number of alerts received in a person’s own home 187, is compared to those received in all care home establishments 203 there is a greater number of alerts received within care homes. This is further evidenced through the number of alerts which occur in other collective care settings such as supported accommodation. From the information below it is evident that collective care settings continue to provide the highest number of safeguarding alerts.

3.8 Location of abuse
When considering the location of safeguarding alerts, locations other than care homes continue to provide the highest number. However, when the number of alerts received in a person’s own home 187, is compared to those received in all care home establishments 203 there is a greater number of alerts received within care homes. This is further evidenced through the number of alerts which occur in other collective care settings such as supported accommodation. From the information below it is evident that collective care settings continue to provide the highest number of safeguarding alerts.

Thisisfurtherevidencedthroughthenumberofalertswhichoccurinothercollectivecaresettingssuchassupportedaccommodation.Fromtheinformationbelowitisevidentthatcollectivecaresettingscontinuetoprovidethehighestnumberofsafeguardingalerts.

Outcomes of Alerts
Ofthe527alertsrecordedduringthisreportingperiod283wereacceptedasreferralsandofthese195hadastrategydiscussionwith37havingarecordedsafeguardingriskassessmentcompleted.
Themainareaofnoteisthereductioninthenumberofsafeguardingriskassessments(37)whichhasreducedfrom51inthepreviousreportingperiod.
Thisissuehasbeendiscussedwithrelevantmanagersacrossthedifferentoperationalteamstodevelopaclearerunderstandingofthefactorsthatarecontributingtothispicture.WhilstmuchhasbeendonetoimprovetheaccuracyofinformationinCalderdalethemainissueremainsensuringthatstafffullyutilisethesafeguardingITsystem.Thereisalsonationalrecognitionthatchangesneedtobemadetothedatacollectedtomakeitmoreusefulandmorefocusedontheoutcomesachievedforpeoplewhoarethesubjectofsafeguardinginterventions.
TheSafeguardingAdultsManagerwillneedtoaddressthisissueasapriorityin2012/2013toensurewehaveareportingsystemthatiscapableofcapturingmoredetailedoutcomesatdifferentstagesoftheAdultSafeguardingprocess.ThiswillallowformoreeffectiveinterrogationoftheAdultSafeguardingprocess.Thedatabelowisbasedononly37cases,whichmeansthatitisdifficulttodrawfirmconclusionsaboutwhatitistellingus.

Thepreventsubgrouppurposeistoidentifyopportunitiesto‘preventharm’andpromoteSafeguardingAdultswithinCalderdale.ThesubgrouphascrossoverwiththeProtectsubgroupbuthasrefinedexistingpartnershiparrangementstoincorporatethe‘Adultagenda’withinMARACandhasintroducedtheVulnerabilityPaneltointegrateAntiSocialBehaviourandAdultSafeguarding.
ThepolicecontinuetoeffectivelymanagetheMulti-AgencyRiskAssessmentCommittee(MARAC)processesspecificallylinkedtosafeguardingvulnerableadultssubjecttodomesticabuse.NationalIndicator32isusedtoupdateCAADA(Co-ordinatedActionagainstDomesticAbuse)andtheHomeOfficeonaquarterlybasisregardingprogressinCalderdaleandmeetingsareheldonthe3rdWednesdayof
themonth.CalderdaledistrictcurrentlysitsabovethenationalaverageinCalderdaleforournonpolicereferrals.Trainingispreparedanddeliveredtoallpartnersbythepolice.
TheVulnerabilityAntiSocialBehaviour(ASB)PanelisledbyWestYorkshirethePoliceandinvolvesotherkeyCommunitySafetyandSafeguardingpartnersandprovidesaforumtointegrateASB&AdultSafeguarding.Thispanelnowmeetsonaregularbasisandlookstopromoteeffectiveproactiveandpreventativeworkinadultsafeguarding.

Theprotectsubgroup’sremitistoreviewandupdatepolicies,proceduresandguidanceinordertoenhancetheeffectivenessofsafeguardinginCalderdale.Inaddition,thesubgroupcanidentifylearningfromcaseauditsandindividualcaseswherethereareidentifiedwiderpracticeissues.
Wehavecontinuedtomakeimprovementstothemulti-agencypolicyandproceduresthatwerelaunchedinMay2011.Someofthesearequiteminorchanges,butamoresignificantchangehasbeentoincorporateapolicyonwholeservicesafeguardingsituationsthatrequireadifferentapproachtothoseaffectingindividuals.PlansarebeingimplementedforallincidentsincarehomestobeinvestigatedbytheSafeguardingAdultsTeam.
AfullauditofsafeguardingcasescomingthroughtheCounciltookplaceinsummer/autumn2011.Whilethisfoundthatpracticewassound,itidentifiedissueswithITcompliancethatmeantwewerenotgettingadequatedatafromtheClientInformationSystem.Thiscontinuestobecloselymonitored.AuditsarebeingembeddedintotheworkoftheSafeguardingAdultsTeam,sothatitcanqualityassurethesafeguardingprocess.
Anewstandingmulti-agencymeetingwassetupduringtheyeartoexaminesituationswherevulnerableadultsarevictimsintheircommunities,forexample,duetoanti-socialbehaviour.Thisisensuringthatallagenciesshareinformationandworktogethertofindsolutionsthatbettersafeguardvulnerablevictims.

Thereisanamedclinician(GP)ontheClinicalCommissioningExecutivewholeadsonsafeguardingandissupportedintheirrolebytheAssistantDirectorofQualityImprovementSafeguardingAdultstoensuresafeguardingadultswhomaybeatriskisintegraltoallservicesthatarecommissionedandprovided.

In2011SouthWestYorkshireFoundationTrustacquiredservicesfromNHSBarnsleyanditisnowanorganisationwhichspans4LocalAuthoritiesandhas3,500staff.Ofthese,319staffarebasedinCalderdale.SWYFThasaresponsibilitytoensureachievementoftheCQCEssentialStandardsofQualityandSafetyandprovidesassurancethroughagovernanceinfrastructurewithinSWYFTwhichreportstotheTrustBoardandthroughparticipationinCalderdaleSafeguardingAdultsBoardandSubgroups.

SafeguardingadultsfromabuseremainsakeypriorityforWestYorkshirePoliceandthededicatedSafeguardingunitcontinuestooverseethesupporttovulnerableadultsinCalderdale.
Themulti-agencypoliciesandproceduresareembeddedwithinthedivisionbutremainunderconstantreviewasaresultoflocalandnationalinfluences.Thishelpsfostereffectivemulti-agencyworkingrelationshipswithpartneragencieswhichwillbebuiltuponbytheoutcomeofWinterbourneViewandthecurrentSeriousCaseReviewinCalderdale.
TheVulnerabilityAntiSocialBehaviour(ASB)PanelisledbyWestYorkshirethePoliceandinvolvesotherkeyCommunitySafetyandSafeguardingpartnersandprovidesaforumtointegrateASB&AdultSafeguarding.Thispanelnowmeetsonaregularbasisandlookstopromoteeffectiveproactiveandpreventativeworkinadultsafeguarding.
ThepolicecontinuetoeffectivelymanagetheMulti-AgencyRiskAssessmentCommittee(MARAC)processesspecificallylinkedtosafeguardingvulnerableadultssubjecttodomesticabuse.NationalIndicator32isusedtoupdateCAADA(Co-ordinatedActionagainstDomesticAbuse)andtheHomeOfficeonaquarterlybasisregardingprogressinCalderdaleandmeetingsareheldonthe3rdWednesdayofthemonth.WeareabovethenationalaverageinCalderdaleforournon-policereferrals.Trainingispreparedanddeliveredtoallpartnersbythepolice.
CalderdaleAHSCandCalderdalepolicehavecontinuedtoworktogethertoprovidejointtrainingforfrontlinestaffandmanagerswhoareinvolvedinthesafeguardingadultsprocess.Thisisseenasavaluableexampleofjointworkingbetweenpartneragencies.

InCalderdalewehaveensuredthatmorestaffhaveattendedtheMARACtrainingtoensuresupportforvictimsofdomesticviolence.Lastyearwewereresponsibleformanagingthefutureriskofharmoftheoffenderwhofoundguiltyandimprisonedin2011/12.CalderdaleSABcommissionedaCaseReviewin2010/2011inresponsetothisspecificcase.Theprobationteamalsoplaysakeyroleinthesupervisionoffendersconvictedofdomesticviolenceoffencesandmanagetheirriskinthecommunityasameansofsafeguardingadultsatrisk

Fromahousingperspectivegenerally,awarenessofsafeguardingisnowmuchhigheroneveryorganisation’sagendaandCalderdale’sHousingAssociationLiaisonMeetings(CHALMs)continuestoprovidetheopportunityfordiscussionandsharinglearningforsocialhousingprovidersworkinginCalderdale.HousingsupportproviderscommissionedbytheLocalAuthorityareallrequiredtocomplywithnationalqualitystandardsonsafeguarding(toLevelBminimum)assetoutintheQualityAssessmentFramework.AllcurrentprovidersoperatinginCalderdalearemeetingorexceedingthesestandards.
Inductiontrainingisprovidedforfrontlinestaffaboutsafeguardingvulnerableadultssothatalertsaremadeifstaffbecomeconcernedaboutpotentialabuse.AreasofserviceincludethetemporaryaccommodationandsupportserviceatRyburnHouseandDoorwayswheremanyofthemostvulnerableadultslivinginthecommunityarefirstseen.
Peoplelivinginprivatesectorhousingmaynotbeseenbysocialorhealthservicesanditbecomesevenmoreimportantthatanysafeguardingissuesarepickedup

byothervisitingofficers.Staffworkingin,forexample,thehandypersonservicedeliversmalladaptationsandrepairstoaround1500householdseachyeartoolderpeopleandpeoplewithdisabilitiesinthecommunity.Thesetypesofservicecanbeanimportantsourceofinformationaboutsafeguardingissues.
SupportingPeopleservicearecommissionedbyAdults,HealthandSocialCare,providersoffersupporttovulnerablegroupsofindividualslivinginthecommunity.Housingsupportisprovidedforpeoplewithlearningdisabilities,mentalhealthissues,olderpeopleintheirownhomesorspecialisthousing,homelessorvulnerablyhousedpeople,ex-offenders,peoplewithaddictionissues.AllservicescommissionedmustsatisfyAdults,HealthandSocialCarethattheyhaveadequatepolicies,proceduresandpracticestosafeguardadults.
FromaPennineHousingperspectivespecifically,thefocusoverthelasttwelvemonthshasbeenupontheembeddingofsafeguardingintoantisocialbehaviour(ASB)andhatecrimeworkingpractices.PennineHousinghasplayedasignificantpartinestablishingtheVulnerabilityASBPanel,ledbyWestYorkshirePoliceandinvolvesotherkeycommunitysafetyandsafeguardingpartners.ThiscameaboutfollowingasuccessfulworkshopeventinDecember,arrangedbyPennineandthePolice,toraiseawarenessoftheneedtointegrateASB&safeguarding.OneofthekeyoutcomesoftheworkshopwastoestablishtheVulnerabilityPanelasamechanismforagenciesworkinginthefieldofcommunitysafetytobetterpreventandprotectvulnerableadultssufferingfromharassmentanddiscrimination.Previously,multi-agencyASBworkhasfocusedonenforcement.ThePanelhasbeenmeetingsinceJanuary2012andisensuringamuchmoreco-ordinated
approachandfocusonvictims.CollectiveresponsibilityandsharedexpertiseofpanelmembersisalsoprovidingmorerobustandbalanceddecisionmakingandgivesvaluedsupportforindividualASBOfficerswhonolongerfeeltheyareworkinginisolationtosupportvulnerablepeople.
Wehavealsostrengthenedproceduresatthe“frontend”ofASBviaidentificationofvulnerabilityandriskassessmentintoinitialASBreportingprocedures.TheseassessmentsarebeingcentrallycoordinatedandmonitoredbyCompany’sInterventionsteamtoensureconsistentapplicationofknowledge.
Additionally,allPennineHousingOfficers,HousingServicesManagers,SupportOfficersandInterventionsTeamattendedtrainingdeliveredbySafetyNettoimproveunderstandingofhate/matecrimefacedbypeoplewithlearningdisabilities.Thisincludedhowhousingstaffcouldbetteraccesssupportforthevictimsandtheirfamilies.Feedbackonthetrainingwasverypositive.

InordertosupporttheVCSasawhole,VoluntaryActionCalderdalehaveadedicatedsafeguardingofficerthatgroupscancontactdirectlyforsafeguardingadvice,thisincludesCRBs,accesstomodelpoliciesandproceduresandaccesstotraining,aswellasthisbeingafeedbackroutedirectlytotheSABandtheSABtrainingsubgroup.
InMay2011,oursafeguardingofficerattendedthe‘trainthetrainer’eventthatlaunchedthenewmulti-agencypolicyandproceduresandhasdeliveredthetrainingtovariousorganisations.Thefeedbackhasbeenextremelypositive.
EarlierthisyearVoluntaryActionCalderdalefacilitateditsfirstsafeguardingconferenceforVCS,thiswasprimarilyaimedatchildrenbutthebigmessagethatcameoutwasoverwhelmingthatgroupswantedtoseemorejointworkingaroundchildrenandvulnerableadults.
During2012-2013,wewillcontinuetoembedthemulti-agencyproceduresthroughoutthesectorbyputtingonregulartrainingsessions.WehopetocontinuetoprovideafreeCRBservice.Thisisextremelyimportanttovoluntarygroups,especiallywithfundingbeinganissue.WiththecurrentongoingchangesaroundCRBsandthemergingoftheservicetobecomethenewDisclosureandBarringService,awarenessneedsraisingandinformationsessionswillberolledfromJanuary2013.

TheMentalCapacityAct2005contributestosafeguardingbyprovidingaframeworkfordecisionmakinginrelationtomentalcapacity.TheDeprivationofLibertySafeguards(DoLS)amendmentoftheMentalCapacity2005(MCA)cameintoforceon1stApril2009.TheDeprivationofLibertySafeguards(DoLS)withintheActstrengthenstheprotectionforpeoplewholackcapacitytodecideabouttheircareortreatmentandwhoaredeprivedoftheirlibertytoprotectthemfromharm.
ImplementationoftheMentalCapacityActandDeprivationofLibertySafeguardshascontinuedthroughout2011-2012.WehavecontinuedtoprovidetrainingcoursestotheCouncilstaffandpartneragencieswhichhavebeenwellattended,andthishasresultedinbetterdecisionsforpeoplewholackcapacityandagreaterawareness.
ThisyearwehavemaintainedthenumberofBestInterestAssessors(BIA)atseven,onehavingleftandanotherhavingqualifiedinSeptember.ThedemandingnatureofAssessmentworkhasbeenhighlightedandplansareinplacetoincreasethenumberofBIAsinthenextfinancialyear.
TheSafeguardingAdultsTeamfacilitatesabi-monthlyBIAForum,whichprovidesanopportunityforBIAstoreviewcaseworkanddevelopgoodpractice,todiscussnewcaselawandanyotherrelevantinformationsharingandgroupsupervision.Theforum
providessupporttoBIAsandrecognisestheindependenceoftheassessorsindevelopingtheirskillsandknowledgeandtherequirementsforaDoLSassessmentbecomesclearlyunderstood.ItisintendedthatMentalHealthAssessorsmaybeinvitedtosomeofthesemeetingstodiscusslocalissuesandpractice.
