London’s Recovery Challenge
• We need to run public transport at much lower levels of capacity to support social distancing
• Travel by car has become more attractive as Londoners avoid public transport. Traffic levels similar to pre-lockdown now
• A car-based recovery has significant risks:• Congestion• Worse air quality• Poor economic recovery
• These risks have serious implications for public health
• Streetspace helps answer these risks

schemes• £1 0m to TLRN• Further £20m from DfT Emergency

• For transformative schemes
• Government continues to demonstrate support for walking and cycling

CS7 Overview
• CS7 follows the Northern Line from Colliers Wood to Elephant & Castle and is a key part of our Bike Tube plan
• There were 324,000 trips each day at stations between Colliers Wood and Elephant & Castle (LUL 201 9). A proportion of these will need switching modes due to social distancing measures
• The corridor is also important bus corridor• Key objectives for the CS7 temporary scheme:
• Provide a safe and attractive cycling experience for diverse target audience
• Deliver quick, easy and low-cost temporary changes
• Minimise adverse impacts on buses• Provide targeted footway widening at
hotspots

Considerations throughout design process
• Many banned turns proposed are due to existing issues with collisions (particularly around Tooting Bec Station) as well as risks to cycles from left turning vehicles
• Equality Impact Assessment has been completed for the scheme. This will continually be reviewed throughout the construction and development of the scheme. It has been to Independent Disability Advisory Group for comment
• Construction is due to occur during night time hours. This is to reduce impact on traffic during the day, as well as the impact on bus services which people need during the day
• Loading bays have tried to be relocated as close as possible to businesses. Many of these locations are on side roads due to constraints with carriageway widths. Any businesses who still have issues with loading should contact TfL at [email protected].

CS7 Balham station to Ritherdon Road Existing:• Bus lane northbound leading to Balham Station (Mon-Fri, 7am-7pm)• 2 lanes of traffic in each direction• Cycles using painted traffic lane
Proposed:• 2m wide with-flow temporary protected cycle tracks• Existing northbound bus lane approaching Balham station maintained
and extended. Changed to 24hr• New 24hr southbound bus lane approaching Ritherdon Rd• New bus pre-signal to provide 'virtual bus lane' for southern section• Ritherdon Rd junction and Balham Stn Rd provided banned l-turns
except cycles and buses (to provide cycle protection and bus priority)• Banned l-turn into Balham Park Rd and Chestnut Gr. Balham Park Rd to
reduce l-hook risk and rat-running peak traffic. Chestnut Gr is to be able to accommodate wider footways to enable social distancing.

• 2m wide with flow temporary protected cycle tracks

1 . The new bus gate allows buses to avoid queues onthe approach to Ritherdon Road. It is unlikely the queue of traffic will block this access.
2. There may be some delays in this section as buses are mixed with general traffic, we will use signal strategies to mitigate this as much as possible.
3. This section is expected to have a neutral impact due to limited changes and the junction currently operates with spare capacity.
4. Buses are protected by the bus lane, but if there is queuing this could become blocked. We will work to mitigate this with signal timing strategies, there may be less green time for the side road access.

4. At this junction, there will be a neutral impact in the AM peak, but in the PM peak there will be some delays caused by the new separately signalled cycle facility. Some of these delays may be mitigated through signal timing changes.

This 700m section connects Balham Station with Cycleway 5 (from Clapham Common to Waterloo) via Alderbrook Road.
This would create a 1 .3km section of Cycleway (including the low-traffic streets to Clapham Common) from Balham station to C5.
ExistingThis section is relatively narrow, with one traffic lane in each direction (and no bus lanes in either direction).

• Streetspace schemes will be monitored to assess the impact on:
• Road danger and KSIs
• Traffic movement
• The number of people cycling
• Access and inclusion for older and disabled people, and other protected groups
• Bus journey times
• Mystery shopper surveys
• These may not apply to all schemes
• Data will be used to help improve temporary schemes and to inform decisions over whether they will be made permanent
