Debarments/Suspensions Chapter 12/4/2018 Page 1 CRPS Reference Guide Department of General Services , Bureau of Procurement Contractor Responsibility Program System About Debarments The CRPS provides functionality to view information pertaining to contractors that have been debarred or suspended. The system also provides the ability to create a new record based upon substantial evidence that support a cause for a contractor being debarred or suspended. All authorized users have the ability to search for and view information relating to a contractor that has been debarred or suspended. Those users that have the appropriate authority have the ability to enter new records in the system. Once a debarment/suspension record is created, it is returned in a CRP Check and the details relating to the debarment/suspension are available to the user. This chapter will review the following activities: Entering a Debarment/Suspension This function allows authorized users to specify those contractors that should be debarred from consideration for award of Commonwealth contracts and/or those that should be suspended. The entry includes vendor information, the Agency that determined the contractor to be debarred, the reason for debarment or suspension, the effective and end dates (if applicable) of the debarment period, the agency contact name and information, and the ability to upload attachments. Searching and Viewing a Debarment/Suspension This function allows all CRPS users to execute a search for a debarred/suspended record and view the detailed information about that record. This search executes separately from the CRP Search. Editing a Debarment/Suspension This function allows certain CRPS users to execute a search for a debarment/suspension record and edit the detail information for that record. The ability to edit is dependent on the role of the user in the system. When editing a debarment/suspension, the authorized users can attach external files to the debarment/suspension. These files are accessible through the system, and this functionality allows users to provide supporting documentation related to the debarment/suspension in the CRPS. Within the CRPS, there are two different roles that have access to the debarment/suspension functionality. Viewers have the ability to search for and view records for those contractors that are debarred or suspended. A Debarment Admin has the ability to create, edit, and delete debarments/suspensions.

Entering a Debarment/Suspension

Entering a Debarment/Suspension Overview If a contractor has met the criteria that dictates a debarment or suspension, a record should be entered into the CRPS. These entries may be entered by users with the Debarment Admin role. The entry includes information on who identified the debarment/suspension, the reason for the debarment/suspension, the effective and end dates, and the agency’s contact information. At a minimum, the data regarding the debarment/suspension that needs to

be entered includes the SAP Vendor Number, the reason for the debarment or suspension, and the effective and end dates.

The contractor’s information may be completed using the SAP Vendor Number and executing the SAP Lookup in the CRPS, or the contractor’s information can be entered.

A ‘reason’ for the debarment or suspension must be supplied.

Demonstration 1: Enter a Debarment/Suspension 1. Access the CRPS, select the Debarment List link at the top of the page and click ‘Create

New. ‘

The ‘Add New Debarment Record’ screen will be displayed.

2. Enter the following fields:

• SAP Vendor Number

• Agency: The agency of the person submitting the debarment/suspension

• Type: Signify if the contractor is to be debarred or suspended.

• Reason: The reason for debarment or suspension. • Effective Date: The start date of the debarment or suspension period.

• End Date: The end date of the debarment or suspension period.

• Contact Name: Enter the name of the person that should be contacted regarding this

debarment/suspension.

• Contact Phone: Enter the phone number of the contact person.

• Contact Email: Enter the email address for the contact person if available. • Attachments (Optional)

As needed, external files may be attached to the debarments via the Attachments tab.

After all information is entered, • Click ‘Create’

Searching for a Debarment or Suspension Searching for Debarment/Suspension Overview The Debarment functionality in the CRPS includes the ability to search the debarments/suspensions stored in the CRPS and is available to all users. This is unrelated to a CRP Check or CRP Search. This section will review the following activities:

Debarments/suspensions may be searched by all CRPS users.

The more search criteria entered, the narrower the search and the fewer the

results.

X X View Search Results The search results may be sorted by selecting column headings. Each time

the heading is selected, the order changes from ascending to descending and back again.

The number of pages of results displays at the bottom of the page, and the arrows may be used to navigate through the results.

By clicking on the Vendor Name, the details of the debarment/suspension will

be displayed. For those users with edit rights, an Edit and Delete button will be available.

Demonstration 2: Execute a Debarment/Suspension Search

1. Access the CRPS and select the Debarment List link on the top of the page and click ‘Search.’

The Search screen will be displayed.

2. Enter the desired search criteria. The fields available for search are: • Vendor Name • Commonwealth Vendor Number • TIN/SSN • Agency

You may enter more than one search criterion to narrow your search; the more criteria, the fewer the results. After all the search criteria is entered, click the ‘Search’ button.

Demonstration 3: View Search Results

1. Execute Demonstration 2: Execute a Debarment/Suspension Search.

2. To view the details of a debarment/suspension, select the Vendor Name for the debarment/suspension you wish to open.

The Debarment and Suspension Detail displays. This is all of the information available for the debarment/suspension. If you have view access, most of the fields are grayed out, and those fields that are not grayed out are read only. Also the Edit and Delete buttons are not available. The page displays as follows:

For those users that have the ability to edit a debarment/suspension, an Edit button will be displayed at the bottom of the screen. When you are finished viewing the information, select the Return button.

Editing or Deleting a Debarment/Suspension

Editing or Deleting a Debarment/Suspension Overview The ability to edit or delete a debarment/suspension is role-specific in the CRPS. Users with the role of Debarment Admin have the ability to edit debarments/suspensions. Editing or Deleting a Debarment/Suspension At-A-Glance

Demonstration 4: Edit a Debarment/Suspension

1. Execute Demonstration 2: Execute a debarment/suspension search.

2. Select the Edit button for the debarment/suspension you wish to edit.

3. Edit the information as desired.

4. Once all the information is entered, click ‘Save.’

If desired, the user can add attachments to the debarment/suspension.

5. Click the ‘Browse’ button to display a list of files from the user’s computer that are available for upload.

6. Select the applicable file and click ‘Open’ from the popup window.

7. The file will be attached. If desired, the user can add another attachment.

8. Click the ‘Save’ button. A message is displayed, indicating that the record was updated.

1. Execute Demonstration 2: Execute a debarment/suspension search.

2. Select the Delete button for the debarment/suspension you wish to delete.

3. Click ‘Delete’ to confirm the deletion OR click ‘Close’ to cancel the deletion.
