Thematic objectives of the Programme
• Improve and enhance institutional cooperation that increases the quality of education at all levels, the accessibility to education, and ensures appropriate skills of the graduates;
• Improve pre-conditions for cooperation in the field of research and innovation;
• Restore cultural and historical sites that enhance the cross – border touristic potential of the eligible area;
• Increase mobility of persons and goods in the eligible area through a modernized transport network
The Programme intends to:
• Improve integrated ICT tools to support the cross –border connections;
• Improve health condition of citizens in the eligible area and reduce risks for human epidemiology hazards;
• Reduce risks for natural or man-made disasters and improve cross-border joint emergency situation systems;
• Increase efficiency of the police, border police and custom services in coping with cross border organized crime, increase level of trust and confidence of the citizens in these structures.

Compulsory eligibility condition– partnership between organisations from both participating countries.

Joint Operational Programme “Romania-Ukraine-Republic of Moldova 2007-2013” is one of the cross border programmes financed by EU through European Neighborhood and Partnership Instrument.
Through the JOP RO-UA-MD the people in border areas are
encouraged to further develop the border economy, confront environmental challenges and enhance their preparedness for emergency situations. The program also promotes greater interaction between people and communities living in the border areas.
PRIORITIES Priority 1: Towards a more competitive border economy.
This priority aims to improve the economic performance of the border area through the diversification and modernization in a sustainable manner, of the border economy.
Priority 2: Environmental Challenges and Emergency Preparedness. This priority aims to develop long term solutions to the environmental problems faced by the border areas particularly those associated with environmental emergencies where a co-ordinated approach is essential.
Priority 3: People to People Co-operation. This priority aims to promote greater interaction between people and communities living in the border areas.

The project created a network to promote cross-border tourism and an attractive and accessible joint tourist circuit for different categories of tourists.
The activities provide effective means of information and advertising in order to bring tourists closer to the tourist potential insufficiently explored, and to boost tourism.
RESULTS:
• 2 Info- Centres in Cahul and Reni set up
• Recreational base in Galati developed
• 3 focus points joined and created a tri-nodal cross-border tourism network

Developing cross border tourism by promoting the Mansion of Manuc Bey and the Blesciunov Mansion

Duration – 26 months
Budget – 2,498,442.63 EURO
• The main objective of the project - Improving socio-economic situation of the border region by increasing the contribution of touristic sector in the regional economy and development of sustainable capitalization capacity in the area of Hincesti-Vaslui and Odessa region. The goal of the Ukrainian part of the project is to create and maintain optimal conditions for storage of museum collections, measures for the rehabilitation of the monument of architecture, which houses the museum.
• Lead Partner/Applicant – Hincesti District Council, Republic of Moldova
• Partner 1 – Soleshti City Hall, Vaslui county, Romania.
• Partner 2 – Municipal Museum of private collections named after A.V. Bleschunov
Planned activities:
- Inspection of the premises and exposition of the museum depository by specialists of the National Research and Restoration Center of Ukraine; - Assembly and installation of "museum climate" system in the basement and the air conditioning system on the ground floor; - Visit to the Republic of Moldova to get acquainted with the experience of the implementation of projects of the Program of cross-border cooperation; - Participation in the publication of a booklet on the project.
Expected results: improvement and stabilization of the state of the exhibits, creation of comfortable environment for visitors, increase in the popularity of the museum. The final beneficiaries and target groups: residents of Odessa region (all age groups), tourists from other regions of Ukraine and border areas of the Republic of Moldova and Romania.
Professional museum community in Ukraine, for which the Ukrainian part of the project is a pilot model.
