Move over Bald Eagles. It’s time to share the skies with the Turkey Vultures.

For most of the fall and winter Bald Eagles were probably the only large raptor you saw soaring over the Vancouver Island, but now that

spring is here, so are the Turkey Vultures. Most Turkey Vultures leave Vancouver Island in late September and early October to win-

ter in the southern United States and Mexico. Like the tiny Rufous Hummingbird a few early birds return in March with the bulk of the population following in April.

Happy April Fool’s Day to those readers in the Comox Valley who might be reading this on the first day of the month, but really this acknowledgement of the date serves as a final reminder that new licences are required in both fresh or salt water and it won’t be much of a prank if you’re caught fishing without one!

Undoubtedly a few, hopefully very small number, of keen salt water anglers will have swung by their favourite tackle store or other licence sale outlet to find they no can long-er purchase an old-fashioned paper licence and have to do so on-line, which for many residents will likely be far more conveniently accomplished at home. The real test to the capacity of the on-line licensing system will come in a few months time when tourists start heading to the coast in earnest.

The date is also an acknowledgement that this is the 20th year that recreational salt-water licence fees have remained unchanged and I should think there’s very little else in modern life about which the same can be said. I’m reasonably confident that I won’t be able to write the same a year from now as there is a process underway to increase the

licence fee, with the important caveat that all the increased funding is returned by Ottawa to the Pacific region to be used in ways that benefit the manage-ment of the recreational fishery.

The principle of this appears to have been agreed to by gov-ernment and the knotty details - Treasury Board hates giving up control of our money! – are in the process of being worked out. Then there’s the challen-ging issue of determining how large an increase is appropriate for each age, number of days or season and resident/non-resident categories because too large a price hike will surely prove to be a price barrier, thereby preventing any broader socio-economic benefits to Canada that would otherwise occur. A tricky business, but details that will surely be worked out before the next licence year begins.

With the arrival of the new saltwater licence year comes change to the maximum size of the halibut an angler can retain. I’ve written before that I don’t entirely understand

why the halibut fishing year and the licence year are out of synch, something to do with what’s known as “conditions of licence”, but anyway the important thing is to know a change in opportun-ity has occurred, for the better in this case, and be aware of it.

The daily, possession and annual limits remain the same as for last year at one, two and six halibut respectively, however in order to take full advantage of this year’s total allowable catch for the recreational fishery a

small increase in size from the previous limit are now in effect. The smaller of two fish in possession away from home can now be up to 90 cm in length (83 cm previously), while the larger can be up to 133 cm long (126 cm previously). These new lengths approximate to weights of 20 and 70 pounds respectively although this is only a guide and length, not weight, is the criteria for legal retention.

As a result of this change I now have to go and spend another $6 and make a new hali-but measuring device, something I’m pleased

to do under the circumstances. When for the first time last year the maximum length regu-lation came into effect for a larger fish there was much discussion about the challenges of measuring a fish which have a reputation for not being cooperative boat side, to say noth-ing of the less than calm water conditions that are often encountered on the outer coast where most halibut fishing takes place.

I wanted something that was fairly rigid, lightweight, non-corrosive and inexpensive and half-inch PVC pipe is just that. I pur-chased a length of it and a T-section, gluing in two pieces to make a 126 cm run. Adding in the handle, I spliced a rope loop on the end to place around my wrist in case it slipped free from my grasp. It worked well, stored along the sidewall of my boat under the gunwale, nearby and ready for use quickly. No leaning way over the side with outstretched arms holding out a non-rigid tape, the Maynard Mark 1 halibut length device allowed an easy one-handed operation while standing up. Now I just have to make a slightly longer ver-sion but I’m going to keep the first

The future isn’t what it used to be. The psychological and socio-logical impact of rapid techno-logical change on individuals and cultures was serious enough in the 20th century to inspire Alvin Toffler’s seminal book, Future Shock. The section headings — The Death of Permanence, Transience, Novelty, The Limits of Adaptability, Strategies for Survival — reveal the serious stresses and adjustments required to survive in a society undergoing constant upheaval and information overload.

Those, it seems, were the “good ol’ days”. The rate of change, with its immediacy and pervasive flood of information, has increased expo-nentially in the 21st century, to such an extent that the distance from the present to the future has essentially disappeared. The result, according to Douglas Rushkoff, in his book Present Shock: When Everything Happens Now, is the escalation of impacts to a disori-

enting and debilitating new phase. “The crises arrive from every-

where, and all at once,” contends Rushkoff. “The responses do, too.” The elimination of a lapse between the present and the future has destroyed the opportunity to explore, assess and clarify. “There’s no time for context,” Rushkoff notes, “only for crisis manage-ment.” The “very meaning behind what is happening is more elusive than ever before,” so we are left to “cobble together narratives and hunt for conclusions” using little more than sparse information and general impressions. “Welcome,” he writes, “to the world of ‘present shock’ where everything is happen-ing so fast that it may as well be simultaneous. One big now.”

The creation of this “one big now”, Rushkoff explains, has two principal effects. The first “is the amplification of everything that happens to be occurring at the moment”. The necessary second

effect is “a diminishment of every-thing that isn’t.” The result is a pervasive and overpowering “pre-sentism” in which the insistence of the moment fully occupies consciousness and displaces any opportunity to consider what we are doing, why we are doing it, and where we are going. The cul-tural impact is to produce a kind of collective ADHD (attention deficit hyperactivity disorder) which is characterized by frenetic activity,

impulsivity and poor concentration. Under these circumstances, we have little sense of control or order, and no sense of future or conse-quence.

This is an unstable and pre-carious condition that induces a subliminal uneasiness and anxiety. The combination of change and presentism, together with a loss of direction, produces the feeling of unpredictability and contained panic so characteristic of our cul-ture. Being fully engaged by the barrage of moments provides little opportunity for making choices or finding purpose. We have no aware-ness of future because we have to time to consider it. In the pass-ing of flashing moments, we are vaguely aware of incredible speed, of hurtling through circumstances toward somewhere, but without a consoling sense of destination.

“Our old obsession with the pace of progress has been drowned out by the onslaught of everything

that is happening right now,” explains Rushkoff. “It’s impossible even to keep up, much less to look ahead.” Consequently, “traditional stories with beginnings, middles and ends just don’t work anymore.” And this “extreme present” is not a place “conducive to building lasting movements”. that Bald Eagles were probably the only large raptor seen dur-ing the winter. I said probably because there is the occasional Golden Eagle around. However, one of the commonest miscon-ceptions is size. Many times I’ve heard the comment that it had to be a Golden Eagle because it was much larger than a Bald Eagle. Guess what? Bald Eagles and Golden Eagles are the same size so size has no bearing on identification. The second point I made was that MOST Turkey Vultures migrate south. Notice that I didn’t say ALL because every year the Christmas Bird Count in Victoria records a few Turkey Vultures in the Metchosin area.

of constructed progress sustained by a focused effort and guided by a consistent vision. Foresight is for-eign to present shock.

Herein lies a serious problem. The environmental, social and economic challenges we face are structural, pervasive and persis-tent. We cannot address them when our attention is continually being usurped by the imperative of each fleeting moment. Our col-lective psychology, created by the growing dominance of the present, is incompatible with our situation. If Rushkoff’s analysis is correct,

we have a fundamental mismatch between the way we think and the challenges we face.

Evidence supports his analysis. A chilling litany of ominous news items arrives in disturbing head-lines, each garnering immense attention then quickly disap-pearing into the next crisis of the moment.

Every extreme weather event is reported in dramatic detail, yet the increasing frequency that has been charted statistically since the 1970s still registers little warning. Ocean acidification and dead zones, industrial overfishing and massive gyres of polluting plastic are media

features that are promptly followed by other reports of dying coral reefs, melting Arctic ice and rising sea levels. But even this procession of events doesn’t seem to coalesce into widespread worry.

Each event seems to be indi-vidualized and isolated from the others, offering little sense of perspective. Massive species loss and habitat destruction join soil depletion, mutating diseases and the multiple stresses of a popula-tion explosion to create a parade of debilitating scenarios, yet none of this engenders public concern remotely proportional to the sever-ity of the implications. A culture

that is incapable of integrating all this information into a coherent message and acting accordingly should be gravely alarmed.

If Rushkoff is correct about present shock, the cultural mal-aise is not apathy or indifference but obliviousness. The individual moments of significance don’t gather into a meaningful pattern. Each dramatic instant appears and then disappears without being duly registered and evaluated. Initiative is abandoned to inadvertence.

So the result is a future forfeited to whatever happens — whatever that may be.

While on the topic of what are known generically by DFO as groundfish, the department recently released the official fisheries notice announcing the May 1 opening of the lingcod and rockfish retention season for the Johnstone Strait/Strait of Georgia area. Retention

starts April 1 on the west coast of Vancouver Island. All the rules remain the same as in previous years for both areas so I won’t detail them here, as anglers are by and large familiar with them now.

In the absence of any directed stock assessment survey by DFO, based on continued growing angler harvest the inside lingcod stock appears to be increasing in abun-dance, I don’t know what else to

make of the creel survey informa-tion. While anglers at times and places do fish deliberately for them, most lingcod are caught incidental-ly while fishing for salmon, which given the nearly universal use of downrigger assisted trolling says something about how many lingcod there are.

For fear of hanging up the cannonball and all the different stress (mental as well as physic-

al!) that creates, anglers generally troll well clear of the rocky bottom that lingcod favour and the speed through the water of this style of fishing is considerably greater than when fishing with bait as so many of us used to back in yesteryear. I think there can be little doubt the current lingcod regulations are work-ing well for the fish themselves.
