Introduction
A crisis or critical incident can impact a single building or the entire school division. The most
important consideration in dealing with a crisis or critical incident is the health, safety and
welfare of the students and staff.
The information that follows is intended to provide every staff member with a general pre-
planned response to various emergencies or crisis situations. An unprepared school is asking for
chaos should a crisis arise.

EWM Evacuation Plan
In the event that the building needs to be evacuated due to a bomb or other threat, we will follow
the following procedures.
The secretary taking the incoming threat will call Sprint Tact Center, the Warren County
Sheriff’s Office (635- 4128), and then the Superintendent’s office. Cafeteria staff will be
notified.
1. An announcement will be made over the PA system. The current situation will dictate
whether there is time to get coats.
2. Teachers need to have a daily attendance roster, parent list which includes phone #’s (you
might want to add cell phone numbers for parents if you have them), and emergency
closing plans. If you have a student with an “Individual Evacuation Plan for Mobility
Impaired Student” have a copy and follow those directions. These are to be kept in the
red emergency envelope and should be kept in the clear plastic bin next to the door. You
will want to keep an emergency “read aloud” book in this envelope too!
3. Students will exit building following fire escape routes but continue further away from
the building. Students who exit from the rear of the building will go across the blacktop
to the parking lot by the Reading Lab trailer. Students exiting through the front doors
should go to the vacant lot across from the front of the school.
4. If students are at lunch, teachers need to get class lists and report to the cafeteria
immediately. Cafeteria staff will begin lining up classes at both exits. If classes are at
specials, meet your class outside
5. Teachers should take roll and make sure all students are accounted for. Non-homeroom
teachers will act as runners and check team status and report to Mrs. Layman (front of the
building)/ Mrs. Gregg (back of the building).
6. Day Custodian will do final sweep of bathrooms and building to make sure everyone is
out and report to Mrs. Layman.
7. The office staff will bring emergency cards and sign in clip boards and two way radios to
the front of the school.
8. The nurse will move medication cart outside to the front parking lot.
9. All teams will check in using their 2-Way radios to advise when all students and staff are
clear of the building.
10. Once all students and staff are accounted for, directions will be given for moving all
students to the Front Royal Methodist Church or onto school busses. Directions will also
be given about contacting parents if necessary.
11. Non homeroom teachers will assist with boarding busses and keeping track of which of
the busses each class is on. If students are picked up, parents will need to sign them out
on sheets that will be given to classroom teachers.

Evacuation Checklist
1. Evacuation Announcement made
2. Call transportation for 1 bus (more if need to go to secondary location) 636-2600
3. Call Front Royal United Methodist Church to let them know we are coming if applicable.
(635-2935)
4. Call cafeteria to let them know. When personnel arrive to check the building, have them
sweep the cafeteria first so staff can return as soon as possible.
5. Students and staff exit the building following fire drill routes but continue further from
the building. Students who exit from the rear of the building go across the blacktop to the
parking lot by the Reading Lab trailer. Students exiting through the front doors should go
to the vacant lot across from the front of the school.
6. Office staff and nurse set up initial staging area in front parking lot taking the following

7. Teachers will use their 2-Way radios to advise building all clear
8. Custodian does final walk through.
9. Classes wait for directions to go to Front Royal United Methodist Church if applicable.
10. Grade levels should stay together and classes should remain quiet and in line.

Red Emergency Folder Contents
1. Teachers need to have a daily attendance roster (this should be updated
weekly so that the most current information is available)
2. Parent list which includes phone numbers including cell phone numbers if
available
3. EWM Evacuation Plan
4. Emergency closing plans for each student
5. If you have a student with an “Individual Evacuation Plan for Mobility
Impaired Student” have a copy of the plan and follow those directions
6. Medication List (For your students and staff members)
7. Dismissal Roster (This is a second copy of your attendance roster and is
used to check students out when they are picked up if from a location other
than school)

This plan must be available to appropriate substitute teachers.
Substitute teachers who have not received training in evacuating students need to notify an
administrator for coverage immediately in case of the implementation of the evacuation plan.

Crisis and Safety Directions
Fire
1) Alarm will sound.
2) Direct students to line up at classroom door.
3) Bring your red emergency folder with you. You should also have the current day’s attendance information.
Team leaders should bring their two-way radios.
4) Direct students to walk without any conversation to the nearest building exit according to fire exit map posted in
room.
5) Make sure lights are turned off and all doors are closed.
6) If your students are at lunch and safety in the situation allows you to, get class list and go to the cafeteria to
assist in exit of students.
7) If your students are with a specials teacher, meet that teacher and class outside with your class list.
8) Once outside, move your class a safe distance from the building. Count students and make sure everyone is
accounted for. Raise your list to indicate you have everyone. Area leader should verify that all children
are out safely. Bell will sound for students to return to building. Office staff and day custodian will sweep
building to make sure everyone is out.
9) Be prepared to move students toward the Front Royal United Methodist Church if the situation warrants.
Building Evacuation
1) Announcement will be made to exit the building and to take coats, car keys, and pocketbooks with you.
2) Direct students to line up at classroom door.
3) Bring your red emergency folder with you. Team leaders should bring their two-way radios.
4) Direct students to walk without any conversation to the nearest building exit according to fire exit map posted in
room.
5) If your students are at lunch and safety in the situation allows you to, get class list and go to the cafeteria to
assist in exit of students.
6) If your students are with a specials teacher, meet that teacher and class outside with your class list.
7) Area leaders need to check with all teachers to make sure all students are accounted for.
8) Office staff and day custodian will sweep the building to make sure everyone is out.
9) Once outside you will be directed to move further away from the building.
Weather Emergency (Tornado)
1) Announcement will be made to prepare for a weather emergency.
2) Direct students to line up at classroom door.
3) Bring your red emergency folder with you.
4) Move students to the locations designated on the next page.
5) Direct students to squat facing wall with their head between their knees using hands and arms to cover their
heads.
6) Remain until given further instructions.
Intruder Alert
1) Announcement will be made:
"Lock down”
2) Lock classroom door.
3) Turn off lights and open window blinds.
4) Move class to section of the room that cannot be seen from the hallway or through the outside windows.
5) Remain quiet until okay announcement is given.
6) Do not answer any knocks at your door.
7) Red/ green Squares need to be posted on door or sidelight windows. Red showing indicates someone is injured
and or assistance is needed. Green indicates everyone is OK.

EARTHQUAKE DRILL/PROTOCOL
1. Notify School Board Office of drill

a. Teachers lead drills by example. Before aftershock, which is approximately two
minutes after first shock have students check themselves for injuries.
5. Evaluate location for integrity and safety.
a. If student movement is initiated after evaluation, teachers should use buddy
teachers, one at the front of the line of students and one at the rear.
6. Recount students
a. Have teachers and buddy teachers take roll after evacuation to account for each
student

Lockdown Procedures
An announcement will be made over the school loudspeaker that there is a LOCKDOWN. Once
the lockdown command is given, the staff should do the following:
1. Doors will be locked.
2. Lights will be turned off.
3. Window shades will be left open.
4. If possible turn the green/red card that is located on the door so that the correct color is
facing out into the hall: red signifying injuries in the room and green signifying that all
persons in the room are safe.
5. Students should be kept quiet.
6. If students or staff is not in a room they should try to hide as best they can.
7. Do NOT open or answer the door for anyone until the lockdown is over.
The signal for the end of the lockdown will be CODE GREEN. The CODE GREEN may be
given over the loudspeaker or by law enforcement personnel at the doors. We ask that the staff
keep the windows and doors of the classroom uncovered so that officers can visually inspect the
interior of the classrooms as they do their search.
No students will be released to parents and/or leave the building without prior approval from the
principal or administrator in charge. All parents are to remain in their cars in the parking lot until
it is clear to release children. There will be one place for parents to sign their children out when it
is clear to do so.
The principal will be in the office with the office staff maintaining contact with the School Board
Office and/or Sheriff’s Office as appropriate. The principal or administrator in charge will be the
only person to contact the School Board Office and handle all updates.

LOCKDOWN PROCEDURES
IN ORDER TO AVOID ANY CONFUSION, THE LOCKDOWN COMMAND
WILL BE GIVEN OVER THE LOUD SPEAKER IN PLAIN ENGLISH
RATHER THAN IN THE FORM OF A CODE.
ONCE THE COMMAND TO LOCKDOWN IS GIVEN, THE STAFF SHOULD
DO THE FOLLOWING:
1. DOORS WILL BE LOCKED
2. LIGHTS WILL BE TURNED OFF
3. WINDOW SHADES WILL BE LEFT OPEN
4. IF POSSIBLE, TURN THE RED OR GREEN CARD IN THE WINDOW
ON THE DOOR, GREEN SIGNIFIES THAT ALL PERSONS IN THE
ROOM ARE SAFE, RED SIGNIFIES THAT THERE ARE WOUNDED
PERSONS IN THE ROOM.
5. STUDENTS SHOULD BE KEPT QUIET
6. IF STUDENTS OR STAFF ARE NOT IN A ROOM THEY SHOULD TRY
TO HIDE AS BEST THEY CAN
7. DO NOT OPEN OR ANSWER THE DOOR FOR ANYONE UNTIL THE
LOCKDOWN IS OVER
THE SIGNAL FOR THE END OF THE LOCKDOWN WILL BE “CODE
GREEN”. THIS MAY BE GIVEN OVER THE LOUDSPEAKER OR BY LAW
ENFORCEMENT PERSONNEL AT THE DOORS.
WE ASK THAT THE STAFF KEEP THE WINDOWS AND DOORS OF THE
CLASSROOM UNCOVERED SO THAT THE OFFICERS CAN VISUALLY

Emergency Situation Student Pick-up Procedures
1. Students will be released only to parents, legal guardians, or another adult designated by
the parents.
2. The names of designated adults to which a student can be released must be on file with
the school. Students will not be released to anyone whose name is not on file. Students
will not be released to minor siblings or any other minor (i.e. friend).
3. The parents must request, in writing, that another adult has permission to pick up a child.
The only exception to this rule is when school personnel contact the parents directly to
determine who is allowed to pick up a child. The relationship of the adult to the child
must be on file also.
4. The school will not honor phone calls from parents requesting another adult to pick up
their child.
5. Parents, legal guardians, and other adults are required to show photo identification before
a child is released.
6. Parents, guardians, and other adults are required to sign out students, listing an address
where the child is being transported.
7. The principal has the authority to hold any student at school if he/she believes the
student’s safety is in jeopardy.
8. School personnel will be released by the principal when it is determined that all students
have left the building according to established procedures.

Bomb Threats
The building principal (or designee) must evaluate the seriousness of the threat.
1. BASIC DOCUMENTATION
a. Use form posted at all office telephones for called in threats.
2. NOTIFY THE AUTHORITIES
a. 1st Sheriff’s Department (911)
b. 2nd
Superintendent (635-2171) (School Board Office will notify the Safety
Coordinator and the Transportation and Maintenance Departments)
3. EVACUATE THE BUILDING. (Either by alarm or announcement)
4. IN THE EVENT THAT A SUSPICIOUS OBJECT IS FOUND, IT SHOULD NOT
BE TOUCHED OR MOVED.
5. AT THIS POINT THE SHERIFF’S DEPARTMENT WILL TAKE OVER THE
SITUATION.
Tracing of Calls
Follow the below procedures in case of bomb threats or nuisance calls made to the school:
1. When a threat or nuisance call comes in, after the caller has completed his/her message,
immediately hang up the telephone. Before another call comes in, call the Sprint Tact
Center at 1-877-451-1980 and give them this information.
a. Exact Time
b. Telephone line
c. Telephone number the call came in on, if available
2. Write down exactly what was said by the caller. Was the caller a male or female and
approximate age of the caller?
3. Inform your immediate supervisor and call the Warren County Sheriff’s Office at 635-
4128 and advise them of what has happened.
4. Notify the Superintendent’s Office (635-2171, extension 4) as soon as the call to the
Sheriff’s Office has been made.

Poisoning
In the event of the poisoning or suspected poisoning of a student or an employee do the
following:
Immediate Actions:
Call the office who will then notify the nurse and call the rescue squad. If the office
doesn’t answer then call 911 and keep trying to get the office.
Call the Blue Ridge Poison Control Center if told to do so by the office and/or the
nurse. If no one answered in the office then call them immediately after calling 911.
Their number is 1-800-451-1428.
The nurse and/or the teacher will then administer first aid suggested by the poison
information center.
Chemical Spill
Inside the Building:
1. Evacuate the area immediately
2. Check the Material Safety Data Sheet (MSDS) to determine the urgency of the situation
3. Notify the building principal as soon as possible
4. The building principal will call the fire department (911) if deemed necessary for
consultation
5. Notify maintenance
Outside the Building: 1. Insure that all students are in the building and that they remain there
2. Shut off all outside air ventilators
Administrator Response: 1. Notify 911 of problem
2. Notify Superintendent
3. Follow Fire Department/Hazmat orders when they arrive

Fire/Arson/Explosives
Checklist:
Sound alarm: evacuate building
Call 911
Determine if there are any serious injuries
Call: Superintendent (Superintendents off ice will notify Transportation and Maintenance
departments)
Determine building status for return to classes
Follow-up activities
Call emergency staff meeting
Specifics:
Sound alarm. Evacuate building if serious threat of danger. Prior arrangements should be
made for the evacuation of any handicapped.
Call 911 and ask for required emergency services.
If there are serious injuries, notify necessary rescue personnel. Provide first aid through
school personnel, such as the school nurse, administrators, or EWM Crisis Team.
Call Superintendent’s Office and notify of incident and actions.
In all probability, school will have to be dismissed and arrangements of transportation
will have to be made. Students and staff will have to be informed. A portable bullhorn
should be available to make announcements to students and staff who have evacuated the
building.
If building is damaged several different steps may have to be taken.
Prepare written memo for staff to advise them of follow-up procedures, especially if
classes will have to be held at a different location.
Send letter for parents home with students.
Call emergency staff meeting.

Gas Leak
Natural gas leaks, with odor in the building, may occur and bring danger of explosion. Natural
gas rises and will often be outside because most gas lines are outside the building. Natural gas is
mixed with Mercaptan to give it an odor. The gas goes up and the odor goes down.
If a leak is in or near the building:
1. Evacuate the building immediately following the EWM evacuation plan.
2. Get students a safe distance from the building
3. Turn off the main gas valve.
4. Phone the fire department (911)
5. Phone Facility Services (635-3552)
6. If time permits, phone the Superintendent’s Office to alert them of the current
situation
7. Keep students at a safe distance until the problem has been corrected

Power Failure/Lines Down
If there has been a power failure at a school, or if lines are reported down in the area of the
school do the following:
Power Failure
1. Notify Allegheny Power (1-800-255-3443)
2. Notify the maintenance department (631-0040) or if emergency use Mike Riley’s cell
phone number (683-9797)
Lines Down in Area
1. Have an adult in the area of the downed lines to prevent children and other people from
going near them.
2. Notify Allegheny Power (1-800-255-3443)
3. Notify Superintendent who will notify the transportation and maintenance departments.
Note that telephone notifications may require use of a cellular phone, depending on whether
telephone is set up to rely on electricity.

Prevention
Post and practice all of the plans for inclement weather such as tornados and be familiar with the
EWM evacuation plan.
Definitions
Severe Weather Watch:
Forecast of severe weather in area; normal activities continue; no school-wide announcement;
principal or designee will monitor the situation.
Severe Weather Warning:
Severe and dangerous weather situation is approaching. Be Prepared.
Intervention:
1. Principal alerts staff of impending situation. Call emergency numbers as needed and call
the Superintendent. (Principal or designee)
2. Evacuate classrooms according to plan; provide for handicapped.
3. Move students quickly and quietly to designated areas. Avoid windows, auditoriums,
gyms, and any other wide span or overhead structures. Sit in fetal position with face and
head protected.
4. Get word to all student and staff who are outside or who are in out-lying buildings.
5. Check for and provide care for injured.
6. Account for all students/staff members/others.
7. Determine status for safe return to classes or dismissal.

Death of a Student or Staff Member
1. Contact Crisis Team members and have a team meeting as soon as possible.
2. Notify Superintendent’s Office
3. Prepare a fact sheet giving accurate, up-to-date information
4. Hold a faculty meeting as soon as possible. Review the procedures for the day,
availability of support services, referral process for at-risk students
5. Contact family of the deceased. Preferably an administrator and Crisis Team member
should visit the family at their home and offer assistance.
6. Hold a faculty meeting at the end of the day to review the day’s events.
7. Notify all bus drivers by written memo to be alert for students who show signs of
emotional distress, along with a telephone number for drivers to use to reach a guidance
counselor.
8. Personal contact should be made with the driver of the bus which goes into the
neighborhood of the student who has died. Supply a school staff member to ride the bus
if that seems necessary.
