    Crime

    Kerala, one of the safest states in India, is witnessing increasing crime and violence.

    The emergence of global financial and trading systems, and the dismantling of restrictions

    on the free flow of liquid assets within the state has fundamentally changed the context in

    which criminal organizations launder money into Kerala. With the weak economics, high

    unemployment, meager resources and inadequate law enforcement, Kerala provides easy

    targets for international criminal gangs.

    Criminality is a function of individual socialization, how individuals have been

    influenced by their experience or relationships with peer groups, religious leaders and other

    agents of socializations. A person becomes a criminal when there are political and social

    conditions favourable to violation of law.

    One of the most important determinants of crime is a strong relation between crime

    rates and cultural breakdown of a society. Other risk factors include community

    composition, social structure, oppositional culture and social disorder. Criminals have long

    been identified as coming from neighborhoods that do not participate in main stream culture

    life.

    This chapter includes a lot of information on crime statistics including road accidents.

    Data on cognizable crimes, atrocities against women, etc. are included in this chapter. This

    data will be useful to the planners, criminologists, crime analysts, police authorities,

    research scholars, etc.

    Cognizable crimes are broadly categorized as those failing either under the

    Indian Penal Code (IPC) and special and local laws (SLL). The cognizable crimes reported

    are dealt by the police in which a police officer takes direct responsibility and takes

    immediate action on receipt of a complaint or of credible information. The cognizable crimes

    under IPC consists of more than 30 different type of crimes including murder, rape, robbery,

    burglary, theft, riots, cheating, hurt, cruelty against women, etc.

    Cognizable crimes under special laws consists of more than 22 specified items

    including Arms act, NDPS act, Gambling act, Excise act, Prohibition act, Explosive and

    Explosive substance act, Passport act, copyright act, Forest act, etc.
