When the Civil War ended, former slaves were finally free. In many parts of the country, particularly the South, former slaves were often discriminated against and denied their rights. Even though the 15th amendment gave all men the right to vote, and, some years later, the 19th amendment gave women the right to vote, many African-Americans were still kept from voting. One way some African-Americans were prevented from voting was by poll taxes, a fee that was charged in order to vote. Many African-Americans who were poor could not afford to vote. This unfair treatment led Congress and the Senate to propose and pass the 24th amendment, which would make it illegal to charge a poll tax to vote. Soon after, three-fourths of the states ratified the amendment, and the result is that no one has to pay in order to vote.

The Soviet Union was made up of Russia and a number of other communist states. During the 1970’s and 1980’s, the Soviet Union spent a large amount of money in an arms race with the United States. When Mikhail Gorbachev took power in 1985, he tried to make changes to make life in the Soviet Union better, such as giving Soviet citizens freedom of speech. Soon after, many of the Soviet states that were different ethnic groups began to fight for their independence.
