2012 Jan – 2012 Dec BC Petroleum Sdn Bhd FPSO Conversion Manager / (Acting) EPV Delivery Manager Initially engaged during 2011 to undertake surveys of several vessels to determine suitability for conversion to an early production FPSO, for a joint venture between Petronas, ROC Oil and Dialog. In 2012, re-engaged as the Conversion Manager to manage the project execution phase from demolition to practical completion at KEPPEL shipyard (Tuas) in Singapore. Role encompasses:

• Fast-track conversion based methodology adopted by JV partners, requiring a hands-on practical approach in the demolition and construction phases of the MT Stena Caribbean into the FPSO Balai Mutiara.

• Coordinate plan approvals with Classification Society in parallel with detailed engineering design throughout the demolition and construction phase.

• Develop the cargo offtake philosophy and implement operational requirements into the design and construction phase.

Transition the vessel to/from lay-up to KEPPEL shipyard and manage the contractual docking repair scope, spares consolidation and contract negotiations. Role includes:

• Plan and manage the lay-up of the vessel in Labuan (Malaysia) including preparation of Classification Society approved lay-up preservation and maintenance procedures, crew employment, technical supervision and minor pre-docking works with sub-contractors.

• Coordinate and manage the sailing of the FPSO from lay-up across to KEPPEL (Gul) shipyard, setup the site office, warehouse and finalize contractual requirements with shipyard commercial department.

• Execute the contractually agreed repair and conversion works and work towards minimizing scope growth through firm adherence to the specification.

Plan and manage the contractual and project obligations throughout the required docking at KEPPEL shipyard in Singapore and reinstate the vessel as a Shuttle Tanker with DNV Classification Society. Role includes:

• Execute the demolition and rectification contract with the shipyard commercial department and setup site team including representatives from TK Shipping (Owner) and ROC Oil (Charterer).

• Coordinate all site works, including warehousing and logistics and manage the demolition and rectification scope of work which includes removal and reinstatement of vessel bow structure, forward mooring and cargo loading equipment.

• Facilitate inter-discipline discussions to ensure fault-free, re-integration between hull and marine systems enabling transparency to Classification Society and Owner.

Role includes:

• Set-up Client shipyard office, and initiate Client-Shipyard-Designer communication protocols and reporting structures, including organograms and document control processes.

• Develop and implement Client specific reporting processes, and develop comprehensive tracking metrics to measure project completion.

• Monitor all construction activities onsite against agreed schedule, manage low-competency workforce and implement schedule recovery measures.

• Daily QAQC inspections of hull, structural, machinery and coating works to ensure compliance against agreed design.

• Provide advice to Client on Project recovery plans due to under-performing Contractors, including detailed cost and risk analysis.

2009 Jan – 2010 Jan Commonwealth of Australia - Attorney-General’s Department Project / Construction Manager Provide project management services for the Commonwealth of Australia as their authorized representative in the design, construction, commissioning, and delivery of a container barge for the Cocos (Keeling) Islands. Details:

• Undertake Port site visits and requirements analysis to determine a performance specification for a 400MT container barge. Prepare RFTs for the market, review shipyard responses and provide award recommendation to the Government.

• Engage directly with preferred shipyard to ensure Client’s needs are fully understood, undertake constructability reviews with all stakeholders, and develop the construction, commissioning and delivery schedule in Microsoft Project.

Manage the marine and topsides integration and develop a suite of documents for inclusion in the Basis of Design. Details:

• Undertake initial site survey of vessel to understand the feasibility for conversion to a FPSO and translate into economic evaluation for project costing.
