I obtained my Bachelor of Technology in Marine Engineering in 1995 and a Class 1 Marine Engineering License in 2004. I am a Certified Practicing Surveyor, Incorporated Engineer and Marine Engineer, a Member of the Australian Institute of Marine Surveyors and Institute of Marine Engineering Science and Technology. In 2005 I commenced as Operations Superintendent for Upstream Petroleum Pty Ltd on the Basker-Manta-Gummy (greenfield) project in the Gippsland Basin, managing the field setup including re-commissioning the DP3 FPSO Crystal Ocean, and Project Managed two separate docking construction programs, the initial FPSO refurbishment and commissioning, and the Full Field Development (FFD) upgrades in Keppel Tuas Shipyard. I have been engaged as a Construction and Project Manager for several new construction, conversion and refurbishment projects in S.E. Asia and Australia, including:

Project and Construction Management Roles 2012 Dec – 2015 on going Apache Energy Ltd FPSO Construction Manager Plan and execute the refurbishment and upgrade of the FPSO Ningaloo Vision working both at Apache Energy’s office in Perth (2012 – early 2013) and at KEPPEL Shipyard (Tuas) in Singapore (2013 – 2015). Responsibilities include:

• Develop overall construction scope of work and undertake tendering process with shipyards including final yard selection and contract reviews. Scope includes rectification and upgrade of topside process modules, complete swivel replacement, hull and tank steel renewal, and turret/subsea modifications.

• Develop and maintain formal reporting documentation including discipline organigrams and daily/monthly reports to ensure full visibility of Project activities to Client.

• Provide firm and pragmatic leadership of a multi-disciplined and cultural Client team (50+ men) comprising of Supervisors, Engineers, QAQC and HSE Inspectors.

• Initiate and manage Classification Society engagement and setup systems and processes to ensure regulatory compliance during demolition, construction and pre-commissioning phases and overall Project compliance against Local/National and International Standards and Codes.

• Facilitate inter-discipline discussions to ensure fault-free integration between hull, marine, topside and subsea systems.

• Ensure rigorous oversight in managing scope growth through minimizing Site Instructions and Variation Orders unrelated to contractual scope.

• Initiate and provide strict oversight on several contractual incentive schemes in order to advance the shipyard construction schedule

• Provide transparency in the selection and performance management of Client vendors, specialists and sub-contractors, and ensure all documentation and processes are auditable.

• Engage in performance management of non-performing suppliers/vendors and shipyard personnel when required to ensure compliance with Project goals.

• Ensure early identification of any deviation from agreed specification, schedule or budget, and implement corrective actions

• Ensure strong HSE leadership by implementing a shipyard HSE incentive scheme, employing additional Client HSE inspectors and overseeing 2.5 million man-hours LTI free.

2012 Jan – 2012 Dec BC Petroleum Sdn Bhd FPSO Conversion Manager / (Acting) EPV Delivery Manager Initially engaged during 2011 to undertake surveys of several vessels to determine suitability for conversion to an early production FPSO, for a joint venture between Petronas, ROC Oil and Dialog. In 2012, re-engaged as the Conversion Manager to manage the project execution phase from demolition to practical completion at KEPPEL shipyard (Tuas) in Singapore. Role encompasses:

• Fast-track conversion based methodology adopted by JV partners, requiring a hands-on practical approach in the demolition and construction phases of the MT Stena Caribbean into the FPSO Balai Mutiara.

• Coordinate plan approvals with Classification Society in parallel with detailed engineering design throughout the demolition and construction phase.

• Develop the cargo offtake philosophy and implement operational requirements into the design and construction phase.

• Set-up Client shipyard office, warehouse and logistics supplier and systems, including recruitment of local inspectors/supervisors and implementation of document control system.


• Manage the extraction of the (CMMS) maintenance database onboard in order to develop preservation and maintenance procedures during construction, and obtain Classification Society approvals.

• Manage the execution of Special Survey 10 with Classification Society. • Develop and implement Client specific reporting processes, and develop comprehensive

men) comprising of Engineers, Naval Architect and HSE/QAQC Inspectors. 2011 June – 2011 Dec ROC Oil Ltd FPSO Project Manager Project Manage the reinstatement and shipyard conversion scope of the Crystal Ocean FPSO from ROC Oil Ltd to Rubicon Offshore. Transition the vessel to/from lay-up to KEPPEL shipyard and manage the contractual docking repair scope, spares consolidation and contract negotiations. Role includes:

• Plan and manage the lay-up of the vessel in Labuan (Malaysia) including preparation of Classification Society approved lay-up preservation and maintenance procedures, crew employment, technical supervision and minor pre-docking works with sub-contractors.

• Coordinate and manage the sailing of the FPSO from lay-up across to KEPPEL (Gul) shipyard, setup the site office, warehouse and finalize contractual requirements with shipyard commercial department.

• Execute the contractually agreed repair and conversion works and work towards minimizing scope growth through firm adherence to the specification.

• Scope includes topsides TEG unit removal, internal turret modifications, gas turbine modifications, crane extension, process module upgrades, and the execution of Special Survey 10 with the Classification Society.

• Provide strong and professional Client representation to the Shipyard commercial department and Owner technical team, to facilitate the off-hire and hand-back of the FPSO from Charterer to Owner.

• Resolve disputes between Charterer and Owner involving hand-back condition and work towards minimizing repair work scope on site.

2011 Jan – 2011 May (Short Term Contract) ROC Oil Ltd FSO Project / Construction Manager Contracted in to trouble-shoot the reinstatement of the Basker Spirit FSO from ROC Oil Ltd to TK Shipping. Plan and manage the contractual and project obligations throughout the required docking at KEPPEL shipyard in Singapore and reinstate the vessel as a Shuttle Tanker with DNV Classification Society. Role includes:

• Execute the demolition and rectification contract with the shipyard commercial department and setup site team including representatives from TK Shipping (Owner) and ROC Oil (Charterer).

• Coordinate all site works, including warehousing and logistics and manage the demolition and rectification scope of work which includes removal and reinstatement of vessel bow structure, forward mooring and cargo loading equipment.

• Facilitate inter-discipline discussions to ensure fault-free, re-integration between hull and marine systems enabling transparency to Classification Society and Owner.


• Manage the coordination of work-scope completion including punch-lists, hand-overs, ITR completions, certificates, and pre-commissioning activities ensuring compliance with Classification Society and enabling a smooth hand-back to Owners (TK Shipping).

2010 July – 2011 Feb Caltex Australia Petroleum Pty Ltd Project / Construction Manager - Owner’s Representative Owner’s Project Manager at SMV shipyard in Vung-Tau Vietnam on behalf of Caltex Australia in relation to the new construction of a 55m motorised double hull fuel oil refueling vessel. Role includes:

• Set-up Client shipyard office, and initiate Client-Shipyard-Designer communication protocols and reporting structures, including organograms and document control processes.

• Develop and implement Client specific reporting processes, and develop comprehensive tracking metrics to measure project completion.

• Monitor all construction activities onsite against agreed schedule, manage low-competency workforce and implement schedule recovery measures.

• Daily QAQC inspections of hull, structural, machinery and coating works to ensure compliance against agreed design.

• Provide advice to Client on Project recovery plans due to under-performing Contractors, including detailed cost and risk analysis.

2009 Jan – 2010 Jan Commonwealth of Australia - Attorney-General’s Department Project / Construction Manager Provide project management services for the Commonwealth of Australia as their authorized representative in the design, construction, commissioning, and delivery of a container barge for the Cocos (Keeling) Islands. Details:

• Undertake Port site visits and requirements analysis to determine a performance specification for a 400MT container barge. Prepare RFTs for the market, review shipyard responses and provide award recommendation to the Government.

• Engage directly with preferred shipyard to ensure Client’s needs are fully understood, undertake constructability reviews with all stakeholders, and develop the construction, commissioning and delivery schedule in Microsoft Project.

• Develop all Inspection and Test Plans and undertake all QAQC site survey and material inspections across the Project, including shipyard, contractors and suppliers.

• Develop and implement Client specific reporting processes, agree and set KPIs, and develop comprehensive tracking metrics.

• Charter a heavy lift vessel; undertake loading surveys and delivery barge to the Cocos Island port. Project delivered on time and on budget.

2007 Feb – 2007 Dec AGR – Asia Pacific / HELIX Energy Solutions Conversion Manager (Marine) Participate in the FEED study on the proposed conversion of the ex-HMAS WESTRALIA to the extended well test production facility FPSO SHIRAZ. Manage the marine and topsides integration and develop a suite of documents for inclusion in the Basis of Design. Details:

• Undertake initial site survey of vessel to understand the feasibility for conversion to a FPSO and translate into economic evaluation for project costing.


• Manage the re-commissioning of the ex-HMAS WESTRALIA with Flag State, Classification Society and Client. Undertake initial rectification works alongside Henderson facility to prepare vessel for conversion at PT Karimun in Indonesia.

• Participate and lead various HAZOPs, HAZIDs and Constructability reviews to ensure alignment across all Project stakeholders.

• Provide on-board training of temporary crew and manage the sail to PT Karimun (Indonesia). Undertake pre-conversion works as per the basis of design.

• Develop and maintain formal reporting documentation to ensure full visibility of Project activities to Client.

2005 Feb – 2006 Nov Upstream Petroleum Pty Ltd Operations Superintendent / DPA / CSO Engaged as the Operations Superintendent for the Basker-Manta-Gummy project, managing initial deployment, rectification, operations and full field development shipyard upgrades for the FPSO Crystal Ocean. Details:

• Manage the final commissioning and deployment of the vessel from lay-up condition at Keppel shipyard in Singapore to the Bass Strait, Australia.

• Develop a scope of work to enable oil production and execute a rectification program alongside South Wharf in Melbourne, focusing on E&I topside systems.

• Develop and maintain formal reporting documentation to ensure full visibility of Project activities to Client.

• Co-ordinate and supervise all offshore operations including marine engineering change management, and manage recruitment and training for offshore staff throughout EPT in 2005.
