Title Addendum to reflect guidance regarding COVID-19

1.0 Introduction

These are exceptional circumstances, Axis Europe PLC (Axis), their workforce, and the industry in general must always comply with the latest Government advice on Coronavirus (COVID-19). This addendum and risk assessment are based on the latest Construction Leadership Council Site Operating Procedures (CLC SOPv4), combined with Public Health England (PHE), National Health Service (NHS), Health and Safety Executive (HSE) and Government regulations and guidance. (Other restrictions and advice may apply in Scotland, Wales and Northern Ireland which are countries within the UK where Axis are not currently operating). Where workers enter people’s homes, they should follow the PHE guidance on 'Tradespeople and working in people’s homes’. (Axis will develop separate document with our procedures for carrying out works in people’s homes). The HSE is the relevant enforcing authority for PHE guidelines. If a site is not consistently implementing the measures set out by PHE, it may be subject to enforcement action which may include closure and prosecutions. Axis project sites operating during the Coronavirus (COVID-19) pandemic will ensure that we are protecting our workforce, Westminster staff and residents, visitors within the communal parts and we will be working to minimising the risk of spread of infection. This includes considering how our workforce and sub-contracts travel to and from site (although workforce actions off-site are not the responsibility of Axis). This guidance is intended to introduce consistent measures across all Axis project sites (as a part of construction sites of all types and sizes nationally) in line with the Government’s recommendations on social distancing (2 metre minimum separation) and to ensure that Axis and our team members make every effort to comply.

PHE guidance for construction states ‘where it is not possible to follow the social distancing guidelines in full’ in relation to a particular activity, the contractor (Axis) will consider whether that activity needs to continue for the site to continue to operate and, if so, take all the mitigating actions possible to reduce the risk of infection and/or transmission. The health and safety requirements of any construction project and other construction activity must not be compromised at this time. If an activity cannot be undertaken safely, it should not take place. Axis are aware that emergency services are also under great pressure and may not be able to respond as quickly as usual. This will be taken into consideration by Axis (and project sub-contractor’s) in the planning of work activities, first aid, fire and emergency responses. Axis has in place effective arrangements for monitoring and reviewing their compliance with Government and industry guidance.

Axis Site Managers and Supervisors (and project sub-contractor’s site manager or supervisors) will also remind the workforce at every opportunity of the Site Operating Procedures which are aimed at protecting them, their colleagues, families, Westminster City Council staff and residents and the UK population.

2.0 External/Internal Works

This document (and other supporting documents where required) are for works to external areas, Axis will put a protocol in place ensuring 2m social distancing is adhered to working areas. Axis have put measures in place to ensure social distancing, and were this can’t be achieved appropriate measures have been put in place.

Axis will issue Westminster with an outline of our procedures and measure in place regarding in flat works i.e. Electrical Installation Works/Fire Alarms/Ventilation Works. This document will be detailed from pre-start, through operational and completion of works and deep clean of the work areas.

Axis and their sub-contractors, agree that those works can be carried out safely by the workforce following the guidance contained within the CLC Site Operating Procedures v4.

3.0 Scope of Works

The works to be carried out on this site are:

• Asbestos reports

• Repairs and renewals of concrete, brickwork.

• Doff cleaning.

• Render repairs.

• Ceramic tiling.

• Asphalt repairs.

• Drainage surveys (CCTV)

• Soffit insulation.

• Electrical works and emergency lighting.

• Mastic (window revels)

• Decorations (including class 0)

• Steel doors – (tank rooms)

• Front entrance doors (Internal)

• Fans (Internal)

• Renewal of Smart windows (Internal)

Axis and their sub-contractors agreed that those works can be carried out safely by the workforce

operating generally at least 2m distance apart (except where safe closer working provisions are

implemented) in accordance with social distancing rules and other rules and guidance currently in

force and described in this addendum and risk assessment document and other Axis supporting

information.

4.0 Axis. Responsibilities

It is the responsibility of Axis, as the Principal Contractor, to provide working areas, access routes and welfare facilities that can be safely operated by any sub-contractor and their workforce and Westminster staff.

5.0 Sub-Contractors Responsibilities

It is the responsibility of sub-contractors and their workforce to use Axis provisions in accordance with the Axis COVID-19 rules, sub-contractor’s COVID-19 RAMS and current national COVID-19 protection guidance.

6.0 Suspension of Works

If, from time to time, the Axis facilities are not considered by their sub-contractors to be suitable and safe for the proposed operations then the sub-contractor must notify Axis and cease operations until such time as safe working conditions and welfare can be re-instated.

7.0 Suspension of Workforce

If any member of the Axis or sub-contractor workforce fails to adhere to either the safe working guidance, site rules or RAMS they will be removed from the site.

8.0 Risks and Hazards

• Catching COVID-19 from others directly or indirectly (including from surfaces and items)• Transmitting/spreading COVID-19 to others directly or indirectly (including to surfaces anditems)• COVID-19 is currently untreatable and cannot currently be vaccinated against.• COVID-19 is infectious during the incubation period so you or others may spread itunknowingly.• The COVID-19 incubation period is variable and may be between 7 to 14 days, therefore aprecise period cannot be stated.• Refer to official CLC, PHE, NHS and Government information as required.

Effective control measures may change according to CLC, PHE, NHS, HSE and central Government

advice. This document will then be updated as soon as practical after that guidance has been

assessed and considered by Axis.

9.0 Current CLC, PHE, NHS AND Government advice

Hierarchy of Controls

As with all construction-based operations, there is a hierarchy and sequence of assessment and

controls which include:

• Identify, assess and evaluate, prioritise

• Eliminate, isolate, reduce, control, monitor, feedback, update and improve.

10.0 Resultant Effects and Outcomes

Effects of COVID-19 and outcomes vary according to a particular person, their age, general health (including underlying symptoms) and other circumstances.

Medical experts are currently unsure of all outcomes and these may change as knowledge about the virus increases or if the virus mutates.

Currently known outcomes are:

• General illness of varying effects and extent

• Serious debilitating illness

• Permanently life changing illness

• Death

• Refer to official CLC, PHE, NHS and government information as required.

This risk assessment highlights the key risks and controls required for all Axis sites. All sites will

also have specific risk assessments detailing specific controls.

All control measures are to be regularly monitored by the site team, COVID-19 Inspector

Coordinator and Axis H&S This is a live document and shall be subject to weekly review and

revision to reflect issues encountered as part of our return to work within communal areas and

within residents’ homes.

CONTROL MEASURES

01 Who should attend site

Administration staff that can work from home should continue to do so until instructed otherwise by their line manager.

Each project will continue to plan for the minimum number of people needed to be on site to operate safely and effectively, for example, site management (supervising) and subcontractors (undertaking works).

Line managers are to have regular contact with all employees working from home (or furloughed) and to carry our appropriate assessments with regard to suitability of their home working environment, IT requirements and wellbeing.

02 Protecting those at higher risk (click here for current guidance)

Clinically extremely vulnerable individuals; those that have received advice by your health authority or have been told by their GP are to follow the guidance on shielding will not be permitted to return to the workplace until instructed.

Working from home may still be appropriate for these people and is to be individually assessed in consultation with the employee.

Clinically vulnerable individuals; those over 70 years old or with certain underlying health conditions who are at higher risk of severe illness, are to continue to work from home wherever possible either in their current role or in an alternative role.

Those living with a person in any of the above groups: should stringently follow the guidance on social distancing and minimise contact outside your home and are to continue to work from home wherever possible either in their current role or in an alternative role.

Suitable site roles (those where 2m social distancing can be ensured – including travel to work) for any individual within the clinically vulnerable category or those living with vulnerable people will be considered. All such roles will be subject to assessment and regular review.

03 When to attend site

Only those without any COVID-19 symptoms and do not have any member of their household

who is self-isolating should attend any workplace.

All workers attending site shall keep up to date with current guidance with regard to symptoms.

All workers will be asked if they have any COVID-19 symptoms and have their temperature taken upon arrival at the site compound.

Those living with a person in any of the above groups: should stringently follow the guidance on social distancing and minimise contact outside your home and are to continue to work from home wherever possible either in their current role or in an alternative role.

04 When not to attend site

If any worker has a high temperature, or a new persistent cough, or loss or change in their

sense of smell or taste or are within 14 days of the day when the first member of their

household showed symptoms of Coronavirus (COVID-19) (click here for latest guidance), they

should not come to site, and they must follow the guidance on self-isolation.

Self-isolate and seek medical care early, follow government advice :

• Do not put others at risk

• Do not go to work

• Do not use public transport

• Act responsibly

• Self isolation is within 14 days of the day when the first member of your household showed

symptoms of Coronavirus.

If any worker develops a high temperature or a persistent cough while at work, you should: • Inform your site manager or supervisor by mobile telephone• Return home as soon as possible• Avoid touching anyone and/or anything• Cough or sneeze into a tissue and put it in a bin, or if you do not have tissues cough andsneeze into the crook of your elbow.• You must then follow the guidance on self-isolation and not return to work until your periodof self-isolation has been completed, unless you have been tested and been given a negativetest result from the NHS.

05 Travel (click here for latest guidance)

Where any worker cannot work from home, you must follow the same principles of social distancing while travelling to and from work and while at work.

Wherever possible workers should travel to (and from) site alone using your own transport, and you need to consider:

• Parking arrangements for additional cars and bicycles. There is storage for bikes but noadditional parking for cars within the site.

• Other means of transport to avoid public transport are encouraged e.g. cycling

• Use of hand cleaning facilities at entrances and exits points.

• Carry your authorisation to travel/work letters with you.

Where there is no option other than to share transport, workers need to ensure:

• Journeys should be shared with the same individuals and with the minimum number ofpeople at any one time

• Good ventilation (i.e. keeping the windows open) and facing away from each other mayhelp to reduce the risk of transmission.

• The vehicle should be cleaned regularly using gloves and standard cleaning products, withparticular emphasis on handles and other areas where passengers may touch surfaces.

• Carry your 'authorisation to travel/work) letters with you.

Where public transport is the only option for workers, the following action is specifically required:

• Carry your 'authorisation to travel/work) letters with you.

• Staggered working hours to be considered to reduce congestion on the public transportnetwork.

• Avoid using trains, buses (and trams/tubes) during peak times of 05:45 ‐ 7:30 and 16:00 -17:30

• On public transport maintain the 2 metre separation distance, or if this is does not appearpossible before entering the transport vehicle or tram/train use a later service.

• Consideration may need to be given to wearing a mask whilst on public transport.

• Wear gloves when using public transport and remove them and either dispose of or putaway before entering the site and using site facilities.

When travelling at work or between site locations, workers should travel alone wherever possible.

• If there is no option but to share a vehicle, then workers should:

• Share with the same individuals and with the minimum number of people at any one time

• Wherever possible maintain a distance of two metres and avoid touching their faces

• Maintain good ventilation (i.e. keeping the windows open) and face away from each otherduring the journey

• Wash your hands for 20 seconds using soap and water or hand sanitiser if soap and waterare not available before entering and after getting out of the vehicle.

• Regularly clean the vehicle using gloves and standard cleaning products, with particularemphasis on handles and other surfaces which may be touched during the journey.

• Consideration may need to be given to wearing FFP3 masks whilst in vehicles

06 Site Access

Site access and egress points are arranged separately to encourage one way route entering and

leaving the site compound.

Axis will monitor site access points to enable social distancing and will change the number and

location of access points, to reduce congestion and to enable monitoring.

Axis will consider and implement as required, arrangements for monitoring compliance.

Axis and sub-contractors will also introduce staggered start and finish times to reduce

congestion and contact at all times.

It is the responsibility of Axis staff and all sub-contractors to comply with Axis site access

requirements and to ensure that you are familiar with the revised access arrangements.

This may include contacting your site manager or supervisor by mobile telephone before

arriving at the site to confirm specific arrangements. In general:

• Axis will require all workers to wash or clean their hands for 20 seconds using soap and

water before entering or leaving the site. We will have sanitising stations on entrance

and exit points, as shown in the COVID-19 Site Plan.

• Axis will ensure designated areas (two metres) between people waiting to enter site

and may use signage and floor markings to ensure separation. All must comply with our

(COVID-19) policy.

• Axis Will remove or disable entry systems that require skin contact (e.g. fingerprint

scanners) unless they are cleaned between each individual use. You must use whatever

alternative access systems are provided.

• Axis will regularly clean common contact surfaces in reception, office, access control

and delivery areas.

• Axis will reduce the number of people in attendance at site inductions, we will ensure

that inductions are staggered by holding them outdoors wherever possible (weather

permitting). All must comply with our ((COVID-19) policy.

• If you are delivering something to the site, you should remain in your vehicle if the load

will allow it and if required to leave your vehicle must wash or clean your hands before

unloading goods and materials.

07 Signing-In and Inductions

Instead of signing in in the morning, Site managers / Trade Supervisors will arrange a morning roll call to be held outside site cabins.

Each member of the workforce is to be asked questions' such as do you have a cough, do you have a temperature, has your sense of smell taste changed and is anyone in your household self-isolating for Coronavirus?

Axis will carry out another site induction to all operatives and client staff visiting site, this will ensure all will have a good understanding of our COVID-19 Site Operating Rules.

08 Visitors

Axis. will stop all non-essential visitors to the site. Signage will be displayed at the entrance points with contact details to contact the site manager/RLO as appropriate and to deter cold callers.

The use of virtual technology along with email, text and telephone will be encourage for meetings and contact with all parties. The use of alternative methods to avoid visitors wherever possible is to be encouraged, e.g. Skype, video-conferencing and other electronic communications

Where site visits are essential then they will be appointment only to avoid busy times and to ensure they are limited to suitable numbers to comply with social distancing rules.

Visitors will be provided with site guidance on arrival at the gate and given appropriate induction to the social distancing and hygiene measures in place. At the time of making the appointment visitors should have been informed of these requirements and if appropriate have been sent an induction pack.

Regular visitors to site (Westminster Client Representative, Quality Manager, Building Control officers etc.), will be formally inducted prior to or at their first inspection.

Any joint inspection with regular visitors will be with only one site management member.

Vigilance around Visitors:

• Establish if a visitor has recently travelled to any affected areas or with affectedperson(s) prior to any meetings. If so, DENY ENTRY

• Contamination can be transferred to you from others by direct contact or by being closeto others

• Do NOT shake hands

• Keep at least 2 metres distance between yourself, or other people (especially otherswho are coughing, sneezing, or have a fever).

09 Meetings

Only those necessary meeting participants should attend:

• Attendees should be at least two metres apart from each other

• Any meeting with more than three people, these meetings will have to be onSkype/Teams.

• Consider holding meetings in open areas where possible.

• In poor weather, selected rooms with suitable seating to maintain 2m distancing and onlyessential participants invited. Any room shall be well ventilated and cleaned prior to anafter use.

• The sharing of equipment is not allowed and whenever possible electronic documentviewing shall be encouraged.

• Guidance signage and hand sanitisers shall be available in all such rooms

10 Site Office

Site office seating plans have been reviewed to optimise 2m separation.

Workstations and other furniture have been moved at least 2m apart and have been arranged for ease of regular cleaning. Surplus seating has been removed to avoid accidental or habitual use.

Workstations are assigned to individuals with no sharing permitted.

Hot desking is not permitted.

Hand wash or sanitiser stations have been positioned at entry points to site offices.

11 Personal Hygiene

Additional hand washing facilities have been provided in the form of hand sanitising stations.

Signage is displayed throughout the compound to remind all workers to regularly wash their hands and to avoid touching their face with gloved and unwashed hands.

Axis will ensure soap and fresh water is readily available and kept topped up at all times. All must comply with our (COVID-19) policy.

Axis will provide hand sanitiser where hand washing facilities are unavailable/unsuitable. You must use it.

Axis will regularly clean the hand washing facilities and check soap and sanitiser levels.

Axis will provide suitable and sufficient rubbish bins for hand towels with regular removal and disposed in the waste.

The site manager will carry out regular checks that the above cleaning products are always in place.

Contamination can be spread by hand contact and contact with contaminated surfaces and items. All site personnel will be regularly reminded of the need to maintain good personal hygiene at all times as follows:

• Allow regular breaks to wash hands.

• Wash your hands frequently and for a period not less than 20 seconds on each occasionusing soap and water and include wrists.

• Dry your hands thoroughly on a tissue and dispose of properly into a closed bin

• Alcohol based hand gels may be used where required.

12 Use of Welfare Facilities and Toilets

Welfare and scheduled breaks to be as planned between Sub-contractors and Axis as follows:

• At break times wash regularly and where possible eat and drink outside and avoidcanteens and other cabins except where the 2 metre separation rule can be observed.

• Wash your hands thoroughly after using the toilet.

• Dry your hands thoroughly on a tissue and dispose of properly into a closed bin.

• Hand cleaning facilities or hand sanitiser should be available at the entrance of any roomwhere people eat and should be used by you when entering and leaving the area.

• Where possible keep cabin windows open to keep fresh air flowing.

• Sit a minimum of 2 metres apart and avoid all contact with others.

• If a table is not clean, do not use it. Do not try to clean the surface with your hands.

• Do not share food or drink with others or accept food and drink from others.

• Axis. will provide drinking water. Ensure you comply with procedures for obtaining this.

• Wherever possible bring pre-prepared food/drink from home in sealed containers.

• Crockery, eating utensils, cups etc. should not be used unless properly cleaned, do notshare items with others.

• Put your rubbish straight in the bin and not left for someone else to clear up, then washyour hands after using the bin.

Axis will provide plastic boxes for all operatives to store all their utensils such as cup, knife and fork, tea, coffee and sugar etc. this will be the sole responsibility of the person. This will be explained at their (COVID-19) site induction.

Toilet facilities have been reviewed to limit the number of people using them at any one time - some smaller units are limited to one person at a time.

Some urinals and basins have been disabled to optimise 2m social distancing.

Due to user restrictions, additional facilities may have been provided as necessary to suit numbers on site.

Signage and floor markings are in use to guide users to maintain 2m distance between people when queuing.

Workers are instructed to wash or sanitise hands before and after use.

Enhanced toilet facility cleaning regimes are in place particularly door handles, locks and the toilet flush.

Where portable toilets are used as supplementary facilities, they are cleaned and emptied more frequently.

Suitable and sufficient rubbish bins for hand towels are provided with regular removal and disposal.

Facilities are to be kept clear of materials or equipment to allow thorough cleaning.

13 Use of Changing Facilities, (Drying Room and Showers)

Axis have provided changing facilities and drying rooms (included showers) to enable you to use them whilst maintaining 2m separation, and should clean the facilities as required, providing suitable and sufficient rubbish bins. These facilities have been reviewed to limit the number of people using them at one time.

All workers must ensure that they:

• Follow social distancing / user number rules.

• Use the facilities properly and keep your items tidy.

• Do not share washing or drying items with others.

• Use the rubbish provided in these areas, which are regularly cleared.

• Wash your hands for 20 seconds with soap and water or use alcohol hand sanitiser beforeand after using the facilities.

• DO not leave any personal belongings within these areas at the end of the day.

Additional cleaning of all areas throughout the day and at the end of each day has been introduced. The site manager will carry out daily checks on the cleaning regime to ensure all areas are in line with government guidelines.

14 Cleaning the Site facilities

Enhanced cleaning procedures are being implemented, particularly in communal areas and at touch points including;

• Entry and exit points - gate handles, turnstiles and clocking in and out points.

• Taps and washing facilities,

• Toilet flush and seats,

• Door handles and push plates,

• Handrails on staircases, corridors, and work platforms,

• Lift and hoist controls,

• Machinery and equipment controls,

• Tools and equipment being used by more than one person,

• Workstations - workbenches,

• Welfare units - microwaves, refrigerators and kettles,

• Food preparation and eating surfaces,

• Chairs, seating areas, door handles, vending machines and payment devices,

• Drying rooms - doors, handles, seating and surfaces,

• Telephone equipment,

• Keyboards, photocopiers and other office equipment,

Rubbish collection and storage points should be increased and emptied regularly throughout and at the end of each day.

All cleaning materials are used in accordance with COSHH assessments. Additionally, all cleaners will are to wear impervious gloves and disposable aprons when cleaning common touch areas.

Dedicated cleaning equipment for COVID-19 operations are to be used. All such items will be clearly marked to identify their use and not used for general cleaning.

Whilst undertaking all cleaning of site accommodation the doors and windows shall be opened to aid ventilation. During cleaning suitable signage will be displayed outside the facility to prevent access.

A cleaning schedule will be prepared by the site team to avoid common congestion times.

Additional cleaning will be undertaken following notification of suspected and or known cases of COVID-19 being reported. This cleaning will be in accordance with current guidance at the time of the incident.

15 Use of Stores

Axis have provided storage facilities and sub-contractors must arrange their stores to enable them to be used whilst maintaining 2m separation.

Due to the various layouts and types of stores aisle widths may be less than 2 metres or stores less than 4m2 meaning that 2m separation is not available.

Where 2m separation is not possible workers shall:

• Pick items side by side or facing away from each other, rather than face to face.

• Minimise the frequency and time you are within 2m of each other.

• Wear gloves and PPE including masks at all times.

• Avoid physical contact.

16 Avoid Close Contact

Axis and their sub-contractors will plan work, as far as possible, to minimise interaction between workers, however there will be situations where it is not possible for workers to distance themselves from each other by 2 metres and workers may need to operate for short periods using the following rules:

Where you can distance yourselves by 2 metres or more:

• You must comply with all aspects of the planned work.

• You must avoid face to face contact at all times.

• You must avoid operating in groups together.

• Where you are using re-usable PPE, e.g. eye protection, protective gloves and respiratoryequipment, it should be thoroughly cleaned after use and not shared between you andothers

• Single use PPE, e.g. dust masks and vinyl gloves, should be disposed of so that it cannotbe reused

Where the 2m separation cannot be maintained (for short periods):

• You must comply with all aspects of the planned work.

• Work side by side or facing away from each other, rather than face to face.

• Minimise the frequency and time you are within 2m of each other.

• Wear gloves and PPE including masks at all times.

• Avoid physical contact.

If these rules cannot be maintained, the work should not be carried out and workers shall immediately refer the specific situation to the site manager or supervisor for further guidance and to have the task(s) re-assessed.

The works to be carried out on this site are repairs and renewals of concrete, brickwork (including Doff cleaning), render, ceramic tiling (including Doff cleaning), communal walkway asphalt and drainage, soffit insulation, electrical emergency lighting and decorations from scaffolding which are all external operations and should not normally require the use of any enclosed or internal lifts and/or internal stairs.

If the need arises where entry to a property is required, you should always refer to RLO / property register ask Residents if they have been in contact with people who have COVID-19 or are self-isolating.

Access and egress to upper levels where required shall be by the external ladders on to any scaffolding. Scaffolding is isolated from residents and the public, which only workforce to have access. Scaffold shall be erected in accordance with the NASC document ‘Guidance for Scaffolding Operations During the Coronavirus (COVID-19) Pandemic’

• Where scaffolding is in use it will be isolated from residents and the public with onlyworkforce to have access. If 2 people are approaching on a ladder, then the personcoming down has the right of way and the person going up should move 2m out of theway onto the scaffold at landing level.

• Follow Axis directional signage at all times.

• Where using external scaffolding keep 2 metres apart.

• Where using ladders keep 2 metres apart (one person on a ladder at any one time in anycase.

• Wear gloves and PPE at all times

• Avoid physical contact with other workers.

• Do not remove gloves before accessing or egressing scaffolding.

Axis site managers/supervisors will be responsible to ensure all contractors working on the W104 task respect and follow the measures that Axis have in place. This will be monitored throughout the day. A checklist will be used on a daily basis and can be audited by the client when requested. We have a zero tolerance policy and any operative failing to follow the COVID-19 site rules will be removed from site. Axis used to adopt to a traffic light system for persons that do not follow the site rules, because the nature of COVID-19 (Highly Infectious Disease), we will only have a red card system, this will apply for any contractor /visitor that does not adhere to Axis Site Operating Procedures.

Axis will provide sanitising stations on all scaffolding and refuge bins to dispose of gloves etc., we will also have 2m social distancing at all times while scaffolding is in use, 2m bays within the scaffolds will be marked out, so all operatives can measure there 2m distancing.

Axis will also appoint a (COVID-19 site coordinators) in order to manage oversee all sites throughout Westminster. The appointed person will support the existing site management team(s) in ensuring that all measures and procedures are in place and being followed for the daily site activities including site compound facilities.

In order to minimise the risk of operatives transmitting COVID-19, Axis will take temperature readings of all staff and operatives that are working on site / enter our site compound(s). Any person with a temperature over 37.5 will be sent home from site and ask to isolate for 14 days. We will keep a daily record of all temperature readings for personnel.

Material deliveries to come externally around the building only:

• NOT through any communal areas of the building.

• Access through car parks is to be kept to a minimum.

Axis Site manager will arrange all deliveries, with the supply chain, via a booking slot. This will ensure that multiple vehicles will not be waiting within the vicinity at any one time. Drivers will have to use the sanitising stations provided before entering site and will be asked if they have any symptoms or been in contact with anyone that may have symptoms. If they have or been with someone with the (COVID-19) symptoms they will be asked to leave site.

19 Multi-person Manual Handling:

Where more than one person is required to manually handle a product or piece of equipment:

• Ensure that a 2 metre separation distance is kept wherever possible between thosecarrying the items.

• Where necessary employ other items such as slings, ropes, timbers or similar items tosafely carry the load and keep the 2 metre separation.

Where the 2m separation cannot be maintained (for short periods):

• Lift side by side or facing away from each other, rather than face to face.

• Minimise the frequency and time you are within 2m of each other.

• Wear gloves and PPE including masks at all times.

• Avoid physical contact.

20 Multi-person Working in Fully or Partially Confined Spaces

The works to be carried out on this site are repairs and renewals of concrete, brickwork (including Doff cleaning), render, ceramic tiling (including pressure cleaning), communal walkway asphalt and drainage, soffit insulation, electrical emergency lighting and decorations from scaffolding which are all external operations and do not normally require entry to any buildings or working in confined spaces although there may be some balconies which are semi-confined spaces.

If you are asked by anyone other than the Axis. or sub-contractor to enter a resident's property, a building, a partially or fully confined space, do not enter, and refer the request to the Axis Site Manager or sub-contractor supervisor.

Where working in communal areas or partially enclosed areas and where possible keep at least 2 metres from others working in the same zone.

Where the 2m separation cannot be maintained (for short periods):

• Work side by side or facing away from each other, rather than face to face.

• Minimise the frequency and time you are within 2m of each other.

21 Movement around the site

Programmes and resources will be reviewed to optimise 2m distancing working for all elements of work and Axis will monitor output as this may reduce.

2m separation measures when working outside the site compound will be considered for each task and the use of physical markers such as barriers, tape, traffic cones, signage etc. to separate the workforce from resident and visitors will be considered for all works.

Where appropriate clear pictorial signage and notification of work areas will be displayed within the blocks.

Where appropriate the use of passing places will be introduced on walkways where practical.

Entry into individual properties will be planned to avoid multiple trades working simultaneously.

Signage will be displayed outside and/or in windows informing of works. Discrete signage will be displayed where residents are known to be self-isolating or within any of the vulnerable groups.

Workers are asked to use stairs in preference to lifts or hoists where provided.

22 First Aid

Workers will be informed they may be required to treat minor injuries themselves under instruction from a First Aider to maintain 2m separation. For more serious situations, a review of safe first aid practices including adult CPR without mouth to mouth is being undertaken.

When planning site activities, the provision of adequate first aid resources must be agreed between the Axis management team on site and sub-contractors working on site.

Emergency plans including contact details will be kept up to date.

A FFP2/P2 (minimum) respirator is required when within 2m of an injured person.

First aiders are to be face fit tested and RPE is to be kept with First Aid kits.

In the event of a site evacuation, all workers are instructed to stay 2m apart from others but only where safe to do so.

Assembly points have been reviewed to allow workers to stay 2m apart wherever possible, if appropriate additional assembly points established as necessary.

23 Communication and Training for Site team

Clear signage and notices are displayed in prominent locations at site entry and throughout the site to remind and inform all of the COVID-19 measures we are taking on site.

PowerPoint induction have been produced to brief returning and new workers and visitors

Axis will provide our workforce and those affected by our works with regular, clear and consistent information.

Axis will continue to consult our staff and sub-contractors and we encourage everyone to raise any concerns or ideas for improvement with our management team as soon as possible.

We will continue to develop and review our communication and training materials as new guidance is received.

Axis will encourage our staff and subcontractors to consider their mental health during this uncertain period and encourage all to seek advice from trusted sources e.g. PHE guidance.

Simple, clear pictorial signage and notices will continue to be displayed throughout the site, with consideration of groups for which English may not be their first language.

We will continue to collaborate and share good practice with Westminster City Council and other Service Providers under the Westminster Term Partnering Contracts.

24 Use of PPE and Disposal of Gloves, Masks and Goggles

Wear only your own PPE, do not use or borrow someone else's.

• If you are using disposable single use gloves, for any task, dispose of them in a closed binafter use. Do not leave them lying around.

• If you are using re-usable gloves do not leave them lying around between use, keep themin your workwear pockets or place them in your toolkit and cover it.

• If your mask requires replacement, dispose of it in a closed bin, do not leave it lyingaround.

• If you remove your mask do not leave it lying around, keep it in your work wear pocket ifpossible or place it in your toolkit and cover it.

• If your goggles require replacement, dispose of them in a closed bin, do not leave themlying around.

• If you remove your goggles do not leave them lying around, keep them in your work-wearpocket if possible or place it in your toolkit and cover them.

Site Entry

1. All site personnel must enter the site compound via the car park entrance to

the rear of Hallfield Estate.

2. The front entrance door will only be used as an exit from the site compound.

The existing front entrance / exit door will now become exit only.

3. Entry to the site must be made by conforming with the “staggered” working times and in an orderly manner conforming with Social Distancing and keeping 2m apart. 2m bays will be marked outside the entrance and only four operatives will be allowed to enter at one time.

4. One of the Axis Europe site management staff will meet all registered operatives and visitors. This will be Assistant Site Manager, or nominated person, who will be wearing a minimum of face mask, glasses/goggles and gloves.

5. The only people who will be allowed to visit and enter the site compound, at present, will be those “registered” to work within the site boundaries. Their names will be on the electronic attendance log and they will be checked in and out of the site compound. Their temperatures will be recorded immediately on entering the site boundary, and if above 37.8C will be asked to leave the site and return home (see separate guidance for self-isolation). Temperatures will be taken at arm’s length, recorded, and kept on the attendance sheet.

6. On entering, and after having their temperature taken, all persons will be required to thoroughly wash their hands initially using an alcohol-based hand sanitizer. This will change to the wash station, once available on site, when hands and wrists can be washed with soap and water.

7. There are two wash stations externally within the site compound, there are also sanitizing stations at each site cabin and in the mess room.

8. Delivery drivers should remain in their vehicles if their load will allow it, and if not they must wash or clean their hands before unloading goods and materials into the compound.

9. Delivery drivers will be required to go through the same process of

temperature checking and hand washing should they wish to enter the site

compound to use the amenities. This will be monitored by Axis Europe site

staff.

10. All personnel will have a power point site induction (focusing on our new

(Covid-19) site rules). All inductions will be carried out by the site managers.

This will be in groups of one supply chain at a time.

a. Following the site induction, a copy will be sent electronically to our supply

chain so all operatives can sign and return via email.

Within the Site Compound

11. Movement within the compound must follow social distancing rules, use of

facilities shall be as directed by Site Manager / Covid-19 site Coordinator and

as the agreed processes advised within the induction and as below.

12. The “exit” wash station will be located immediately adjacent to and between

the smoking area and the exit gate.

13. One person only will be allowed to use the smoking area at any one time andsmokers should wash their hands, in the wash station adjacent, after eachbreak. This will be monitored by ALL site staff ensuring social distancing andattention to floor signage must be maintained.

14. Only two site staff will be using the site offices, with desks two meters apart

and only one person at a time entering or leaving.

15. The meeting room has been cleared and adapted to be used as an canteen as

all meetings will be held outside or on Teams.

16. There will be hand wash dispensers in all offices together with “wipes” for

cleaning of door handles etc. Verbal communication will be required to indicate

movements. Bins will be provide for safe disposal of all materials and wipes

etc..

17. Locker Room - only one person at a time; change into your workwear,

ensuring that everything not required is put inside your allocated locker with

any bags put on top of the lockers. Do not leave anything on the benches.

18. Canteen – Ensure that you wash your hands, for at least 20 seconds, using

the hand sanitizing / hand wash station prior to touching any furniture items

and especially food in the canteen. Make any refreshments required in the

canteen, ensuring Social Distancing measures are compiled; on finishing your

refreshment/snack you must wash all utensils chinaware and cutlery and store

safely in the container provided and place on to the rack. The operatives will

be responsible to ensure that all rubbish goes into the bins provided and they

clean all areas they have used. Please report any non-conformity found to the

site management who will monitor compliance.

19. The midday break will require that only the designated “working teams” are in

the area to share their mealtime. This will be on a “Rota” basis and each team

will be allocated between 20 and 30 minutes depending on the number of

teams.

20. Only one person at a time should approach the sink / microwave / fridge.

21. The tables and chairs will be put in a layout to ensure that the 2.0 meter space

is maintained. Please do not move chairs around as this is for your safety!

22. In these times we would ask that you provide your own individual water bottles

as the main water dispenser will be disabled to avoid people touching the

handle.

23. Axis Europe PLC will provide “individual kettles” to boil water, for hot drinks.

Please ensure that you put your name on the kettle, keep it clean and store it

in a safe place / boxes provided.

24. To avoid transmission of Covid-19 there will be paper towels and spray

disinfectant, in the immediate vicinity of the fridge and microwave, to clean the

fridge door handle and microwave panel before and after you have used it.

Please ensure that you follow this procedure otherwise we will have no

alternative other than to remove them from the canteen.

25. Ensure that you wash your hands before entering and on leaving the canteen.

26. Please use the bins provided after you have finished your food.

27. Toilet Block- only one person at a time should enter.

28. Enter the toilet block and thoroughly wash their hands ensuring that paper

towels are placed into the waste bins provided and not dropped onto the floor.

29. Ensure that on entering the toilet block the notice on the door is turned from

saying Free to Occupied such that only one person is inside the block at any

one time. Reverse the sign on exit.

30. Toilets will be inspected every hour and door handles and the percussion taps

will be cleaned and disinfected on a regular basis.

a. Cleaning will occur prior to 08.00 hours, immediately before and after the

midday break and at 16.30 hours before the site closedown.

b. Ensure that you wash your hands thoroughly and regularly as the

Government guidelines.

31. Ensure that your allocated Team has.

a. Collected the First Aid kit and signed for it.

b. That you have enough water for your work shift.

Site Exit

32. Before leaving the site compound via the designated route you must:

a. Wash your hands and wrists with soap and water or alcoholic hand

sanitizer.

b. Put on the protective gloves (provided by your Employer) before leaving

the site compound.

Return from the Work Area to the Site Compound

33. Enter the site compound through the car park entrance.

34. Dispose of your work gloves in the bin provided and:

a. Wash your hands and wrists with soap and water or alcoholic hand

sanitizer.

35. Proceed to either the canteen, toilet block of locker room ensuring that

compliance with Social Distancing measures and signage are complied with.

36. If returning to enter.

a. The Canteen – only enter during your allocated “Rota refreshment time’”

ensuring that you comply with the Social Distancing measures in place

and ensure the area is left clean and tidy

b. This will be managed by the Axis Europe PLC. and sub-contractor

management teams with entry being on a “Rota” basis dependent on how

many teams there are. Each “team” will be allocated between 20 and 30

minutes in the canteen / mess room.

c. The Toilet Block – One Person only may use the facilities at any time

utilizing the reversible sign stating Free / Occupied. This will be managed

by a male Supervisor.

d. The Locker Room - One Person is using the facilities at any one time.

Cleaning Welfare Facilities

37. Axis Europe PLC. will have a dedicated person cleaning the welfare facilities

mornings, lunchtime, and at the end of each day. This will be spot checked by

the (Covid 19 inspector) throughout the day.

a. The cleaning checks will be recorded and list will be displayed in a Plastic

sleeve fixed to the entrance door for ease of removing and signing.

b. All facilities will be sprayed with disinfectant and wiped with a disposable

cloth. The cloth will then be disposed of in the rubbish bin with the non-

reusable PPE.

c. A proprietary disinfectant or bleach (whichever is readily available from the

main consumables supplier) will be used with the cleaner wearing

disposable gloves. The gloves will be disposed of into the rubbish bin with

the non-reusable PPE.

Cleaning of Work Areas

38. Each team will collect a kit bag (black plastic bag) that will contain all

cleaning/disinfectant materials and first aid kit so that they can disinfect contact

points i.e. scaffold throughout their working day and any vehicles used to

transport materials around site.

39. Signage is displayed around the site compound and work areas and this must

be followed by all personnel on the site.

Any person that does not respect or follow the Axis (COVID-19) site

requirements and the Government guidelines on social distancing, will be

asked to leave the site and will not be able to return.

In order to manage and monitor the risks highlighted above, Axis will be employing a COVID-19 Site Inspector to oversee all sites throughout Westminster. The appointed person will support the existing site management team(s) in ensuring that all measures and procedures are in in place and being followed for the daily site activities including site compound facilities.

In order to minimise the risk of operatives transmitting COVID-19, Axis will take temperature readings of all staff and operatives that are working on site / enter our site compound(s). Any person with a temperature over 37.5 will be sent home from site and asked to isolate for 14 days. We will keep daily records of all temperature readings for all personnel.
