•'inal Communique of the Council of Presidents of the General Assembly
The Council of Presidents of the United Nations General Assembly,
Acknowledging the United Nations as the premier international organization
committed to maintaining international peace and security; developing friendly relations
among nations; promoting social progress, better living standards and human rights; and
advancing the self-determination of peoples;
Affirming the paramount role of the General Assembly as the main deliberative,
policymaking and representative organ of the United Nations, and the most universal of
international bodies, in the promotion of multilateral cooperation, as articulated in the
United Nations Charter;
Bearing in mind that the Council of Presidents of the General Assembly was
created on 21" November 1997 as a body to organize the collective diplomatic experience
and institutional memory of its members in furtherance of the goals and ideals contained
in the United Nations Charter;
Recalling the vision of the founder of the Council H.E. Mr. Samir S. Shihabi,
President of the forty-sixth Session of the United Nations General Assembly for the
Council, to operate as a resource for the President-in-Office of the General Assembly and
the United Nations system as a whole;
Further recalling the concerted efforts of the Council at the sixty-fourth through
sixty-eighth sessions of the General Assembly in seeking observer status in the United
Nations General Assembly, and aware that the some member States are of the view that
observer status should be limited to intergovernmental bodies;
Also recalling the continuous support of the United Nations Secretary-General for
the Council of Presidents to continue to pursue its observer status effort in the category
earlier created for "Other Entities having received a standing invitation participate in the
work of the General Assembly, "
I. Extends its congratulations to H.E. Mr. Sam Kahamba Kutesa on his election as
President of the 69"' Session of the United Nations (U.N.) General Assembly,
pledges the strong support of the Council of Presidents (the Council) as he
proceeds with the stewardship of the Assembly during his presidency, and
welcomes his ideas on the enhanced role of the Council vis a vis the Office of
the President and the wider U.N. system expressed during his extensive
participation in the Sixteenth meeting of the Council;
2. Welcomes the discussions with Secretary General Ban ki-Moon on the urgent
issues facing the General Assembly including, inter alia, the seriousness of the
Ebola Crisis and the speedy emergence of terrorist elements which have usurped
vast areas straddling the Iraq and Syria borders, and the longstanding conflict
between Israel and Palestine, and the crisis in Ukraine and commends the
Secretary-General for his continued leadership of the United Nations in an era
of special and particular challenges to international peace, security and stability;
3. Also welcomes the presentation to the Council by H.E. Jan Eliasson, President
of the 601h Session of the United Nations General Assembly, in his capacity as
Deputy Secretary-General of the United Nations, who provided an overview on
recent developments in the three main pillars of international peace, security
and development, and human rights, acknowleqges his sustained encouragement
for an enhanced role of the Council vis a vis the U.N. system, and decides to
follow up on his proposal for the Council to consider a role in preventive
diplomacy;
4. Expresses appreciation to Dr, Jehangir Khan, Director of U.N. Counter
Terrorism of the Department of Political Affairs, for his presentation on the
contemporary challenges of the global terrorism threat, including cyber
terrorism, the U.N. role in capacity building for member states in countering the
scourge, and the criticalness of protecting U.N. personnel on the ground as they
carry out their duties in the numerous U.N. missions across the globe;
5. Notes the emergence of the Islamic State (IS) which is the consequence rather
than the cause of the conflict in Syria and post-Iraq War period, and further notes
that military steps are not the long-term solution to the situation on the ground
which presently provides fertile ground for the emergence of such groups;
Revitalization of the United Nations System
6. Takes note of the ongoing work underway m the Intergovernmental
Negotiations on the question of equitable representation on and increase in
the membership of the Security Council and related matters, under the able
chairmanship of H.E. Zahir Tanin, Permanent Representative of the Islamic
Republic of Afghanistan, takes note of the various alternatives under
consideration for Security Co unci I reform, and expresses concern that the
challenges have thus far impeded consensus on implementation;
7. Reiterates its concern that comprehensive reform of the Security Council has
not yet been achieved, calls for the acceleration of genuine effort to attain a
more equitable composition of the Security Council to meet the needs of a more
diverse and numerous 2151 century United Nations membership, and offers the
assistance of the Council of Presidents in providing support, including
mediation efforts, in carrying out this mandate;
8. Commends the work of the Ad Hoc Working Group on the Revitalization of the
Work of the General Assembly, under the co-chairmanship of Ambassador
Frantisek Ruzicka, the Permanent Representative of Slovakia to the United
Nations; and Ambassador Norachit Sinhaseni, the Permanent Representative of
Thailand to the United Nations, for its timely and innovative recommendations,
and encourages member States to accelerate their efforts in the process of
revitalization of the General Assembly including, inter alia, the method of work
of its substantive committees, so integral to the overall necessary reform of
United Nation institutions;
Further Institutionalization of the Council of Presidents
9. Notes with appreciation the mandate provided by the General Assembly in
Resolution 68/307 of I 01h September 2014, upon the recommendation of the Ad
Hoc Working Group on the Revitalization of the Work of the General Assembly,
to provide a role for the Council in strengthening the institutional memory of the
Office of the President in the context of revitalization of the General Assembly;
10. Reiterates its earlier decision to pursue observer status in the category of "Other
Entities having received a standing invitation to participate as observers in the
sessions and the work of the General Assembly," and once again, expresses
appreciation for the continual support articulated by the Secretary-General for
the development of a formal linkage between the Council and the General
Assembly, in particular, in pursing observer status effort in this alternative
category;
11. Takes into account that 2015 will mark the seventieth anniversary of the
General Assembly, requests the Executive Secretary of the Council to develop a
framework for a workplan for the appropriate participation of the former
presidents in the activities of the 70th anniversary to include, inter alia, a
programme of support to the President-Elect of the General Assembly, a
thematic interactive dialogue of former Presidents in conjunction with the 70th
anniversary activities, and the publication of a book in commemoration of the
historic diplomatic contributions of the former Presidents;
12. Decides to convene the seventeenth session of the Council as part of the
preparatory process of the activities of the 2015 commemoration of the 70th
anniversary of the U.N. scheduled for 21-23 September 2015, and welcomes the
invitation of President Kutesa to participate in the activities of the 70th
anniversary;
13. Also decides to request the Permanent Representatives of the member States
which have supplied presidents of the General Assembly to meet with the
Council with the aim of forming a "Friends of the Council of Presidents"
grouping to provide diplomatic support for Council initiatives;
14. Takes note of the Assessment of the Tenth Round of the negotiations on the
question of equitable representation of the Security Council which examines the
range of issues associated with the item including the categories of membership,
the question of the veto, regional representation, Security Council enlargement,
and the relationship with the General Assembly; recalls the formidable
challenges faced in arriving at consensus on Security Council reform; and
encourages that the 70th anniversary be used an opportunity to examine the role
ofthe wider U.N. including the Security Council.

Recent developments in the United Nations system
15. Welcomes the Report of the Open Working Group of the General Assembly on
Sustainable Development Goals (SDGs) under the co-chairmanship of
Ambassador Csaba K6rosi, the Permanent representative of Hungary; and
Ambassador Macharia Kamau, the Permanent Representative of Kenya, who
convened a total of thirteen sessions between March 2013 and July 2014
resulting in the development of a comprehensive set of proposals on SDGs to
advance the mandate of the General Assembly as contained in the outcome
document of of the United Nations Conference on Sustainable Development,
entitled "The future we want," and further welcomes the adoption by the
General Assembly of Resolution 68/309 of I Oth September 2014 deciding that
the proposals of the Open Working Group shall be the main basis for integrating
the SDGs into the post 2015 development agenda;
16. Also welcomes the Post 2015 Report of the High Level Panel on the Post 2015 Development Agenda which was established to provide recommendations on
advancing the development framework beyond the target date for the UN's
Millennium Development Goals, and reiterates the call for a vibrant and robust
post-20 15 development agenda, including the mobilization of additional
resources and implementation of international aid commitments already made;
Regional Developments
17. Recalls the division of Korea in 1945 following centuries of unification, takes
note of the position of the President of the Republic of Korea in regards to the
process of unification and the importance of trust building measures between the
Republic of Korea and the Democratic Peoples Republic of Korea (DPKR),
urges the Security Council Committee established pursuant to Resolution 1718
(2006) to effectively carry out its mission, and welcomes the continued U.N.
humanitarian assistance being provided, including food assistance.
18. Reiterates the view that the peaceful resolution of the Palestinian-Israeli conflict
would facilitate the resolution of disputes in other parts of the region, thus
contributing to peace and stability in the entire Middle East; and that the two
state solution remains the best possible resolution of the conflict whereby a
democratic, independent and viable Palestine would live in peace side by side
next to Israel recognized and secured in its 1967 borders, mutually agreed
exchange of small territories notwithstanding.
19. Expresses deep concern for the extensive humanitarian suffering and loss of life
as a result of the 2014 conflict in occupied Gaza characterized by
disproportionate military action; takes note of the pledges of international
financial and material support for the reconstruction of the territory; calls for the
expeditious delivery of the pledged resources; emphasizes the importance of
lifting existing restrictions on delivery of necessary materials and supplies for
the speedy recovery; and stresses the importance of steps to be taken to ensure
that the rebuilt infrastructure, private homes and other facilities financed by the
multi billions in recovery aid would not be destroyed again in a future similar
conflict.
20. "Takes note of General Assembly Resolution 68/262 of 27 March 2014 on the
Territorial Integrity of Ukraine, stresses the importance of sustaining and
building upon the present cease fire to begin a sustained dialogue between the
Ukraine government and the combatants in Eastern Ukraine, with support from
the Organization of Security Cooperation in Europe (OSCE), representatives of
the European Union, and the Russian Federation, and endorses an arbitration
role for the United Nations, as appropriate, in furtherance of the peaceful and
sustainable resolution of the conflict. One possible solution of the conflict can
be a form of federalization of Ukraine which would guarantee territorial
integrity and sovereignty of the country similarly as Security Council
Resolution 1244 outlined high degree of autonomy of Kosovo within an
integrated state. The Council wishes to recommend to the Secretary-General the
appointment of a special representative for Ukraine and offers the help and
assistance of its members in this regard."
United Nations response to the Ebola Crisis
21. Notes with satisfaction the adoption of General Assembly Resolution 69/1 of 19
September 2014 which welcomed the intention of the Secretary-General to
establish the United Nations Mission for Ebola Emergency Response, recalls
Security Council Resolution 2176 (2014) which expressed, inter alia, the
appreciation of the Security Council for the appointment of the U.N. System
Senior Coordinator and Deputy Coordinator for Ebola, and further recalls
Security Council Resolution 2177 (20 14) which referenced the World Health
Organization Ebola Response Roadmap aimed to stop transmission of the disease
worldwide;
22. Expresses alarm that the crisis is no longer one of a regional health nature but
one of global dimensions requiring a strong and robust global response, bearing
in mind that the speed of the Ebola outbreak, thus far, is outpacing the
international response thus far;
Outcome of General Assembly Initiatives
23. Welcomes the adoption of the Small Island Developing States Accelerated Modalities of Action (Samoa Pathway) at the Third International Conference on Small Island Developing States (SIDS) held in 2014 in Samoa that reaffirmed that
S IDS remain a special case for sustainable development in view of their unique
and particular vulnerabilities, and that SIDS remain constrained in meeting their
goals in all three dimensions of sustainable development;
24. Also welcomes the convening in September 2014 of the Climate Summit with
purpose to raise political momentum for a meaningful universal climate
agreement in Paris in 2015, and to galvanize transformative action in all
countries to reduce emissions and build resilience to the adverse impacts of
climate change;
25. Further welcomes the convening in September 2014 of the World Conference
on Indigenous Peoples which reiterated the important and continuing role of the
United Nations in promoting and protecting the rights of indigenous peoples,
and which reaffirmed support for the United Nations Declaration on the Rights
of Indigenous Peoples adopted by the General Assembly in 2007;
Other Issues before the General Assembly
26. Welcomes the convening of the High Level Meeting on the Prevention and
Control of Non-Communicable Diseases, and the adoption by the General
Assembly of its outcome document in Resolution 68/300 of 10 July 2014 with
focus on intensifying global efforts towards a world free of the avoidable
burden of non-communicable diseases; and also welcomes the adoption of
Resolution 68/271 of 13 May 2014 on the scope and modalities of the
comprehensive review and assessment of the progress achieved in the
prevention and control of non-communicable diseases;
27. Recognizes the proclamation of the International Decade for People of African
Descent as contained in General Assembly Resolution 68/237 of 23rd
December 2013 under the theme "People of African descent: recognition,
justice and development"; and takes note of the work undertaken on the
elaboration of a programme of implementation of'the International Decade by
the Intergovernmental Working Group on the Effective Implementation of the
Durban Declaration and Programme of Action;
28. Welcomes the adoption by the General Assembly of Resolution 68/97 of I I December 2013 on the Implementation of the (Decolonization) Declaration, and
related resolutions on the question, urges the Special Committee on
Decolonization to rationalize its method of work so as to speed up the
implementation of the Declaration, laments that the number of non self
governing territories, rather than decreasing in numbers, has increased by one to
include French Polynesia by General Assembly Resolution 67/265 of 17 May
2013, and supports the implementation of the 2006 Plan of Implementation for
the Decolonization Mandate including, inter alia, the appointment of an
independent expert to undertake an assessment of the progress and extent of
self-determination in the remaining territories.
29. Welcomes the participation in the deliberations of H. E. Ms. Menissa Rambally,
Permanent Representative of Saint Lucia to the United Nations, and expresses
appreciation for the logistical and other support provided by the Permanent
Mission of Saint Lucia in facilitating the sixteenth meeting of the Council of
Presidents of the General Assembly (CPGA).

the honour to forward a copy of the final Communique of the 16th Meeting of the CPGA
which convened from 14- 16 October at United Nations Headquarters in New York.
In this connection, I wish to thank those presidents who were able to attend the
session for their important contributions, and to especially thank H.E. Sam Kahamba
Kutesa, President of the 69th Session of the General Assembly for his active participation
n our sessions.
At this stage, I am providing the text of the final communique for the
consideration of those presidents who were unable to participate in the seventeenth
session with the view of gaining your endorsement of the text. Accordingly, the
members of the Council at the close of the seventeenth meeting directed that the
communique be circulated to those presidents not in attendance at the session under silent
procedure for period of three days until 20th October 20 14, after which time your name
will be added to the list of presidents endorsing the document.
Finally, the Council is planning a series of events in conjunction with the 70th anniversary of the General Assembly next September, and a framework of these activities
will be forwarded to you in the coming months.

14. Takes note of the Assessment of the Tenth Round of the negotiations on the
question of equitable representation of the Security Council which examines the
range of issues associated with the item including the categories of membership,
the question of the veto, regional representation, Security _Council enlargement,
and the relationship with the· General Assembly; recalls the formidable
challenges faced in arriving at consensus on Security Council reform; and
encourages that the 701h anniversary be used an opportunity to examine the role
of the wider U.N. including the Security Council.
Recent developments in the United Nations system
15. Welcomes the Report of the Open Working Group of the General Assembly on
Sustainable Development Goals (SDGs) under the co-chairmanship of
Ambassador Csaba K6rosi, the Permanent representative of Hungary; and
Ambassador Macharia Kamau, the Permanent Representative of Kenya, who
convened a total of thirteen sessions between March 2013 and July 2014
resulting in the development of a comprehensive set of proposals on SDGs to
advance the mandate of the General Assembly as contained in the outcome
document of of the United Nations Conference on Sustainable Development,
entitled "The future we want," and further welcomes the adoption by the
General Assembly of Resolution 68/309 of 1Oth September 2014 deciding that
the proposals of the Open Working Group shall be the main basis for integrating
the SDGs into the post 2015 development agenda;
16. Also welcomes the Post 2015 Report of the High Level Panel on the Post 2015 Development Agenda which was established to provide recommendations on
advancing the development framework beyond the target date for the UN's
Millennium Development Goals, and reiterates the call for a vibrant and robust
post-20 15 development agenda, including the mobilization of additional
resources and implementation of international aid commitments already made;
Regional Developments
17. Recalls the division of Korea in 1945 following centuries of unification, takes
note of the position of the President of the Republic of Korea in regards to the
process of unification and the importance of trust building measures between the
Republic of Korea and the Democratic Peoples Republic of Korea (DPKR),
urges the Security Council Committee established pursuant to Resolution 1718
(2006) to effectively carry out its mission, and welcomes the continued U.N.
humanitarian assistance being provided, including food assistance.
18. Reiterates the view that the peaceful resolution of the Palestinian-Israeli conflict
would facilitate the resolution of disputes in other parts of the region, thus
contributing to peace and stability in the entire Middle East; and that the two
state solution remains the best possible resolution of the conflict whereby a
democratic, independent and viable Palestine would live in peace side by side
next to Israel recognized and secured in its 1967 borders, mutually agreed
exchange of small territories notwithstanding.
19. Expresses deep concern for the extensive humanitarian suffering and loss of life
as a result of the 2014 conflict in occupied Gaza characterized by
disproportionate military action; takes note of the pledges of international
financial and material support for the reconstruction of the territory; calls for the
expeditious delivery of the pledged resources; emphasizes the importance of
lifting existing restrictions on delivery of necessary materials and supplies for
the speedy recovery; and stresses the importance of steps to be taken to ensure
that the rebuilt infrastructure, private homes and other facilities financed by the
multi billions in recovery aid would not be destroyed again in a future similar
conflict.
20. Takes note of General Assembly Resolution 68/262 of 27 March 2014 on the
Territorial Integrity of Ukraine, stresses the importance of sustaining and
building upon the present cease fire to begin a sustained dialogue between the
Ukraine government and the combatants in Eastern Ukraine, with support from
the Organization of Security Cooperation in Europe (OSCE), representatives of
the European Union, and the Russian Federation, and endorses an arbitration
role for the United Nations, as appropriate, in furtherance of the peaceful and
sustainable resolution of the conflict bearing in mind Security Council
Resolution 1244 on the question of Kosovo. The Council wishes to recommend
to the Secretary-General the appointment of a special representative for Ukraine
and offers the help and assistance of its members in this regard.
United Nations response to the Ebola Crisis
21. Notes with satisfaction the adoption of General Assembly Resolution 6911 of 19
September 2014 which welcomed the intention of the Secretary-General to
establish the United Nations Mission for Ebola Emergency Response, recalls
Security Council Resolution 2176 (2014) which expressed, inter alia, the
appreciation of the Security Council for the appointment of the U.N. System
Senior Coordinator and Deputy Coordinator for Ebola, and further recalls
Security Council Resolution 2177 (2014) which referenced the World Health Organization Ebola Response Roadmap aimed to stop transmission of the disease
worldwide;
22. Expresses alarm that the crisis is no longer one of a regional health nature but
one of global dimensions requiring a strong and robust global response, bearing
in mind that the speed of the Ebola outbreak, thus far, is outpacing the
international response thus far;
Outcome of General Assembly Initiatives
23. Welcomes the adoption of the Small Island Developing States Accelerated
Modalities of Action (Samoa Pathway) at the Third International Conference on
Small Island Developing States (SIDS) held in 2014 in Samoa that reaffirmed that
SIDS remain a special case for sustainable development in view of their unique
and particular vulnerabilities, and that SIDS remain constrained in meeting their
goals in all three dimensions of sustainable development;
24. Also welcomes the convening in September 2014 of the Climate Summit with
purpose to raise political momentum for a meaningful universal climate
agreement in Paris in 2015, and to galvanize trans formative action in all
countries to reduce emissions and build resilience to the adverse impacts of
climate change;
25. Further welcomes the convening in September 2014 of the World Conference
on Indigenous Peoples which reiterated the important and continuing role of the
United Nations in promoting and protecting the rights of indigenous peoples,
and which reaffirmed support for the United Nations Declaration on the Rights
of Indigenous Peoples adopted by the General Assembly in 2007;
Other Issues before the General Assembly
26. Welcomes the convening of the High Level Meeting on the Prevention and
Control of Non-Communicable Diseases, and the adoption by the General
Assembly of its outcome document in Resolution 68/300 of 10 July 2014 with
focus on intensifying global efforts towards a world free of the avoidable
burden of non-communicable diseases; and also welcomes the adoption of
Resolution 68/271 of 13 May 2014 on the scope and modalities of the
comprehensive review and assessment of the progress achieved in the
prevention and control of non-communicable diseases;
27. Recognizes the proclamation of the International Decade for People of African
Descent as contained in General Assembly Resolution 68/237 of 23rd
December 2013 under the theme "People of African descent: recognition,
justice and development"; and takes note of the work undertaken on the
elaboration of a programme of implementation of the International Decade by
the Intergovernmental Working Group on the Effective Implementation of the
Durban Declaration and Programme of Action;

28. Welcomes the adoption by the General Assembly of Resolution 68/97 of II December 2013 on the Implementation of the (Decolonization) Declaration, and
related resolutions on the question, urges the Special Committee on
Decolonization to rationalize its method of work so as to speed up the
implementation of the Declaration, laments that the number of non self
governing territories, rather than decreasing in numbers, has increased by one to
include French Polynesia by General Assembly Resolution 67/265 of 17 May
2013, and supports the implementation of the 2006 Plan of Implementation for
the Decolonization Mandate including, inter alia, the appointment of an
independent expert to undertake an assessment of the progress and extent of
self-determination in the remaining territories.
29. Welcomes the participation in the deliberations of H.E. Ms. Menissa Rambally,
Permanent Representative of Saint Lucia to the United Nations, and expresses
appreciation for the logistical and other support provided by the Permanent
Mission of Saint Lucia in facilitating the sixteenth meeting of the Council of
Presidents of the General Assembly (CPGA).
