The Education & Training FoundationThe Education and Training Foundation was established to work with teachers, leaders and businesses to help them deliver excellent further and vocational education and training.

It also offers support to practitioners working in the post-16 education and training sector through the new professional membership organisation, the Society for Education and Training (SET).

The Foundation supports and enhances the quality, professionalism and efficiency of the education and training system, championing the Professional Standards for the sector and helping leaders and practitioners to achieve consistently excellent outcomes for learners and employers. The Foundation is a company limited by guarantee and registered charity.

Programme BackgroundThe Further Education (FE) sector is continually developing, and changes can mean that the demand for some subject areas may fluctuate. At the same time, other changes have led to a national shortage of suitably qualified maths and English specialists working within the sector, with many FE providers stating that they are struggling to recruit in these areas.

This programme aims to address both issues by helping you to identify qualified teachers and trainers and offering them the option to re-train as specialist maths or English practitioners to GCSE level, or Functional Skills level 2. It is hoped that this programme will help to address the shortage in maths and English teachers and help FE Colleges and independent Training Providers retain current expertise across all subject areas. More importantly, it aims to help teachers enhance their skill set and increase their long-term job stability, by providing additional training and support to enable and encourage them to remain employed within the sector. This programme is being delivered and administered on behalf of the Foundation by Cognition Education.

Programme Overview Selected FE providers who meet the qualifying criteria, will identify teaching staff whose skill-set and long-term job stability may be enhanced by the programme. Providers will then receive financial support to allow time to upskill them to teach maths or English up to GCSE level, or Functional Skills level 2.

• Participants will receive training and support to enable them to teach maths or English up to GCSE level, or Functional Skills level 2. This will be supported by 10 days CPD to help enhance their subject knowledge and provide them with GCSE/Functional Skills level 2 specific training in either maths or English.

• The financial support will help provide cover, so that participants can be released to attend the training.

• Additionally, participants will have access to 10 hours mentoring support throughout the programme. This will be delivered by specialist consultants with a maths or English education background. They will be able to answer participants’ questions and offer ongoing support as the training is completed.

• Mentors will also help participants identify the training required which will best meet their individual needs, so that you are able to source it either internally using your own resources, or via a recommended list of suppliers. It is important to note that this programme is not designed for participants to work towards a specific qualification, but that training will be based on participants’ individual needs around subject knowledge and/or classroom pedagogy.

• Participants will also receive mentor training to enable them to support future participants on the programme. However, it can also benefit the wider organisation, given that mentoring is an invaluable skill within a teaching and learning environment and can be used in a number of ways to support colleagues and learners.

• Participants will be actively encouraged to recognise and develop good practice around the Professional Standards for teaching

This will help providers to retain access to a wide variety of academic and vocational specialist subject knowledge within the organisation and within the profession, which may otherwise have been lost due to redundancy.

By investing in their futures, teachers and trainers will also feel valued and supported and in addition to the practical nature of the training will also benefit from accessing new ideas, which will renew and refresh many areas of their teaching and learning.

Application ProcessIf you are interested and believe that you meet the Qualifying Criteria for the programme set out on page 5, you should:

• Identify any potential participants from within your organisation.• Complete, sign and return the attached Provider Application Form and

Agreement (Appendix 1).

• Nominate an appropriate representative from within your organisation, who will be the main point of contact for participants and external programme co-ordinators. (The representative can be somebody from your HR/Training Department, a manager from your maths and English department, or any other person in a position of seniority, who you feel is able to act as a central point of communication for this program)..

• Approach potential applicants and ask them to complete and return to you: o The Participant Registration Form (Appendix 2)o The Learner Agreement (Appendix 3)

o It is recommended that if potential participants

do not currently hold a Level 3 qualification in maths or English, they should complete an assessment

to verify that their current level of maths or English meets or exceeds Level 2.

Once collated by you, these should be forwarded to Cognition Education at the address set out in Appendix 1.

• You will receive an e-mail confirming your next steps.• Alternatively we will contact you to find out more information if required

Next Steps• Participants will be matched to a mentor and commence the programme of

training and support.• We will liaise with your nominated representative to keep you updated on

progress and any key developments.

Bursary PaymentsFE Providers will receive a bursary payment of £2,000 for each participant who commences the programme, up to a maximum of £10,000 per organisation. Whilst the bursary payment is capped at £10,000 per organisation, there is no limit to the number of teachers that can participate from your organisation within that budget.

We anticipate that the majority of training and mentoring for participants will take place between January 2017 and October 2017.

To qualify, providers must:

• Be in receipt of funding from the Skills Funding Agency (SFA).• Already be delivering GCSE qualifications and/or Functional Skills in maths and

English.• Employ teaching and training staff, whose subject areas could potentially be

affected, due to local or national changes.• Have realistic expectations of being able to offer maths and/or English teaching

opportunities for each participant upon completion.• Identify a representative from within the organisation to act as a central point for

communication and support.

• Actively encourage and allow participants to complete 10 days CPD to develop their knowledge and skills to teach maths or English to GCSE level, or Functional Skills level 2. Training will be identified and agreed with the mentor and can be delivered, either by using internal resources, or via an approved list of suppliers. All training must be paid for by the FE provider but, where possible, we will try to secure reduced fees. The bursary provided is to also help cover the cost of releasing staff for training.

• Agree to participants receiving up to 10 hours mentoring from specialist consultants.

Qualifying Criteria for ParticipantsProviders must also agree and be committed to ensuring that participants are identified and selected in accordance with the following qualifying criteria. Participants must:

• Have a teaching qualification at a minimum of level 5 (level 4 may be acceptable in exceptional circumstances at our discretion).

• Have at least 3 years’ teaching experience• Have a Level 3 qualification in maths or English, or the potential and commitment

to starting a Level 3 qualification within a year of completing the programme. • Agree to develop more knowledge and understanding of the Professional

Standards.• Agree to being trained and act as mentors to future participants.• Agree to provide data and feedback as required.• Be willing to keep a reflective personal learning log.

Bursary payments will be paid direct to FE providers following successful completion of participants’ first mentoring session, which will be the official start of the programme.

If participants fail to complete the programme, FE providers will be expected to repay all, or part of the bursary, depending on how far into the programme they reach:

• If participants leave within the first 3 months, the full amount is repayable• If participants leave between 3 and 6 months, 50% of the bursary will be

repayable.

• If participants leave after 6 months without completing the programme, providers may be asked to repay up to 25% of the bursary at the discretion of Education and Training Foundation.

Bursaries are not transferable between FE providers or any other institution. If a participant moves to a new employer, any outstanding training would then have to be completed at the expense of the new employer. However, in certain circumstances, if all parties are in agreement, participants may be permitted to continue with training, which has already been paid for in full.

By signing and submitting the Provider Application Form and Agreement, FE providers are confirming that they have read and agree to the terms and conditions within this handbook.

Programme Overview• You will receive training and support to enable you to teach maths or English up

to GCSE level, or Functional Skills level 2. This will be achieved by 10 days CPD to help enhance your subject knowledge and provide you with any additional training required. It is important to note that this programme is not designed for participants to work towards a specific qualification, but that training will be identified, based on your own individual needs around subject knowledge and/or classroom pedagogy.

• You will be trained as a mentor yourself, which will help improve your leadership skills, whilst allowing you to support other colleagues.

• You will have full access to a range of online resources for maths and English, including self-assessment tools and improvement modules.

• The programme will also focus on the FE sector’s Professional Standards and we will help you to reflect on your current approach towards these and the impact of your additional learning.

What are the qualifying criteria?To qualify for access to this programme, applicants must:

• be prepared to commit to the duration of the programme (6 to 10 months), incorporating

o 10 days continuing professional development to acquire the skills/knowledge to teach maths or English to GCSE Level, or Functional Skills level 2;

o Up to 10 hours mentoring support; ando final mentor training.

• hold a Level 5 teaching qualification. (Please note, we may be able to accept a limited number of applicants with Level 4 – please contact us for further details)

What if I can’t get the time to do the training?We will work with you to make this programme as flexible as possible, by offering a range of days, times, or online training, which can be accessed at a time convenient to you. We have also set up agreements with FE Providers to allow you sufficient time to undertake the training required.
