1. Introduction

This COVID-19 Safety Plan (Plan) is to provide an overarching plan for the implementation and management of procedures by

Diving NSW to support Diving NSW and its members and participants in the staged resumption of community sport and club

activities.

The arrangements set out in this Plan are intended to prevent the transmission of COVID-19 among members, participants,

coaches, officials, administrators/volunteers, visitors, families and the broader community. The Plan provides the framework to

govern the general operation of the Diving NSW, any facilities it controls, the playing/training behaviour of all members and

participants and the monitoring and reporting of the health of attendees at Diving NSW facilities.

This Plan includes, but is not limited to, the conduct of:

a. staged training and competition activities (sport operations); and

b. facility management and supporting operations (facility operations).

At all times the Plan is subject to all regulations, guidelines and directions of government and public health authorities.

PURPOSE:

The purpose of this plan is to:

• Provide guidance to diving clubs in New South Wales on requirements for clubs to support a COVID safe workplace for

training and participation.

• Establish regulations for the recommencement of competitions, courses, programs and high-performance training.

• Provide government with an assurance that Diving NSW is a reliable partner who is working to achieve the shared

objective of a COVID safe community.

PREPARATION:

In preparing this plan Diving NSW has adopted best practices from:

• NSW Health

• Safe Work NSW

• NSW Sport and Recreation

• Sport Australia

• NSW Department of Education

• Diving Australia

2. Key Principles

This Plan is based on, and accepts, the AIS Framework for Rebooting Sport in a COVID-19 Environment (AIS Framework) and the

National Principles for the Resumption of Sport and Recreation Activities (National Principles). It also complies with the NSW

Government Public Health Order and the Diving NSW Return to Play Guidelines (Return to Play Guidelines)

THIS STAGED APPROACH IS IN LINE WITH DIRECTIONS FROM THE NSW GOVERNMENT’S CHIEF HEALTH OFFICER,

SPECIFICALLY

TO EASING RESTRICTIONS FOR THE NSW SPORT, RECREATION AND FITNESS INDUSTRIES.

The Plan also accepts as key principles that:

• The health and safety of members, participants, coaches, officials, administrators/volunteers, visitors, families and the

broader community is the number one priority;

• Members, participants, coaches, officials, administrators/volunteers, families and the broader community need to be

engaged and briefed on Diving NSW return to sport plans;

• Facilities are assessed and appropriate plans are developed to accommodate upgraded hygiene protocols, physical

distancing and other measures to mitigate the risk of transmission of COVID-19;

• Training cannot resume until the arrangements for sport operations and facility operations are finalised and approved, if

necessary; and

• At every stage of the return to sport process Diving NSW must consider and apply all applicable State and Territory

Government and local restrictions and regulations. Diving NSW needs to be prepared for any localised outbreak at our

facilities, within our competitions or in the local community.

3. Responsibilities under this Plan

Diving NSW retains the overall responsibility for the effective management and implementation of the return to sport activities

and operations outlined in this Plan.

The Board of Diving NSW is responsible for:

• Approving the Plan and overseeing the implementation of the arrangements in the Plan; and

• Revising the Plan as required, ensuring it reflects up to date information from government and public health officials.

The Board has appointed the following person as the Diving NSW COVID-19 Safety Coordinator to execute the delivery of the

Plan and to act as a point of contact for information relating to this Plan:

Diving NSW expects all members, participants, coaches, officials, administrative staff and volunteers to:

• Comply with the health directions of government and public health authorities as issued from time to time;

• Understand and act in accordance with this Plan as amended from time to time;

• Comply with any testing and precautionary measures implemented by Diving NSW;

• Act with honesty and integrity in regard to the state of their personal health and any potential symptoms; and

• Monitor their health and take a cautious approach to self-isolation and reporting of potential symptoms.

4. Return to Sport Arrangements

As at the date of this Plan, participants are training at Level B of the AIS Framework. The Plan outlines specific sport

requirements that Diving NSW will implement for Level B and Level C of the AIS Framework.

Diving NSW will transition to the training activity and facility use as outlined in Level B of the AIS Framework and the

training/competition activities and facility use outlined in Level C of the AIS Framework when permitted under local restrictions

and regulations.

Diving NSW will also comply with the Australian government’s Roadmap to a COVIDSafe Australia and Return to Play Guidelines,

which places limits on the type of activity that can be conducted and the number of people who can gather at facilities,

notwithstanding the activities permitted by the AIS Framework (Part 1 Sport Operations & 2 Facility operations)

5. Recovery

When public health officials determine that the outbreak has ended in the local community, Diving NSW will consult with relevant

authorities to identify criteria for scaling back its COVID-19 prevention actions. Diving NSW will also consider which protocols can

remain to optimise good public and participant health.

At this time the Board of Diving NSW will consult with key stakeholders to review the delivery of its return to sport arrangements

and use feedback to improve organisational plans and system

Area STAGE TWO (16 June) STAGE THREE (1 July)

Approvals Diving NSW must obtain the following approvals to allow a return to training in

Stage 2:

• This Covid Safety Plan is industry specific and has been approved by State

Government

• Local government/venue owner approval to training at venue, if required.

• National/state sporting body/local association approval of return to

training for community sport.

• Organisation committee has approved return to training for

organisation.

• Insurance arrangements confirmed to cover training.

Diving NSW must obtain the following approvals to allow a return to

training/competition in Stage 3:

• This Covid Safety Plan is industry specific and has been approved by

State Government

• Local government/venue owner approval to training/competition at

venue, if required.

• National/state sporting body/local association approval to return to

training/competition for community sport.

• Organisation committee has approved return to competition for

organisation.

• Insurance arrangements confirmed to cover competition.

Education and

Training

Diving NSW will provide training and education to all participants, volunteers,

families and staff:

• Provide training on COVID-19 infection control to staff and volunteers

responsible for the conduct of training, event operations or any other

relevant activity.

• Make all participants aware of appropriate hygiene measures and that they

should not attend if unwell.

• Government resources should be prominently displayed in facilities and at

entry points, including handwashing and personal infection control advice.

• Provide briefings and/or educational materials to outline protocols under

Stage 2 in advance of return to sport for participants, including the

obligations on and expectations of such participants.

Diving NSW will provide training and education to all participants,

volunteers, families and staff:

• Requirements continue from Stage 2.

• Provide updated briefings and/or educational materials to outline

protocols under Stage 3, including the obligations on and expectations

of such participants.

Training &

Competition

Processes

Diving NSW to detail specifics of training processes.

• Non-contact activity permitted for up to 20 people.

• Pools can operate for up to 20 people.

• Diving NSW to emphasise AIS Framework principle of “Get in, train, get

out” – arrive ready to train.

• Adjust length and scheduling of training sessions to reduce overlap.

Ensure a minimum of 15 minutes between training sessions to also allow

for any cleaning of high traffic surfaces, shared equipment and facilities.

• Clearly outline nature of training permitted (e.g. small groups to train

and for team meetings, equipment/skill drills able to be used, certain

sport activities not permitted during Stage 2 training, no contact

including high fives/hand shaking, no socialising or group meals).

• Sanitising requirements, including use of sanitising stations.

• Treatment of shared equipment (e.g. sanitise equipment before, during,

after sessions) and use of such equipment to be limited.

• No sharing of personal equipment.

• Personal hygiene encouraged (e.g. wash hands prior to training, no

spitting or coughing).

• Training attendance register kept

Diving NSW to detail specifics of training/competition processes.

• Standard activity permitted to occur for up to 100 people.

• Contact and non-contact activity permitted

• Diving NSW to emphasise AIS Framework principle of “Get in, train, get

out” – arrive ready to train/play/compete.

• For larger team sports, consider maintaining some small group

separation at training.

• Clearly outline nature of training permitted.

• Limited access to treatment from support staff.

• Avoid participant interactions including team huddles, handshakes and high fives

• Specific restrictions on contact training drills during Stage 2.

• Defined training areas for each training group, maintaining base density

requirement of 4 square metres per person and physical distancing

(>1.5 metres).

• Limit unnecessary social gatherings (particularly adults)

• Guidance for travel arrangements (e.g. physical distancing on public

transport, limit car pool/taxi/Uber use).

Diving NSW to develop and implement physical distancing requirements

during training and competition activities including:

• Requirements continue from Stage 2.

• Maintaining base density requirement of 4 square metres per person

and physical distancing (>1.5 metres) where practical

• Training and competition protocols to maintain a distance of at least 1.5

metres where practical (subject to the exemption in the assumption for

those sports with unintentional/accidental contact during competition)

• Avoid participant interactions including team huddles, handshakes and high fives

• Specific restrictions on contact training drills and competition may be

required

• Defined areas for each group during training/competition, pool deck, marshalling etc.

• Maintain a base density requirement of 4 square metres per person and

physical distancing (>1.5 metres) where practical

• Limit unnecessary social gatherings (particularly adults)

• Guidance for travel arrangements (e.g. physical distancing on public

transport, limit car pool/taxi/Uber use).

Spectator/Parent

Management

Diving NSW to develop and implement spectator and parent management

requirements:

• Limit unnecessary social gatherings (particularly adults)

• Defined areas for spectators - maintaining base density requirement of

4 square metres per person and physical distancing (>1.5 metres)

• Defined areas to be suitably marked with physical barriers where possible to provide clear boundaries or permitted and non-permitted areas. (Barriers must be physical in nature – temporary fence, bollards with rope between them, something that is not easily passed)

• All choke and gathering points will be marked with clear signage, floor

markings indicating direction of flow and single entry/exit points will be

maintained where possible.

• Attendance register kept – using the Sport AUS template, online

registrations or suitable sport approved equivalent.

• Restrictions to apply

- not more than one parent/carer to attend with child/family;

- encourage parent/carer to drop off/pick up outside facility/venue or

remain in the car during the activity;

- no other spectators should be present

• Gathering numbers should not exceed government allowances

As per stage 2.

Personal health Diving NSW to detail specifics of personal health protocols.

• Graded return to sport to avoid injury.

• Advice to players, coaches, volunteers to not attend if unwell (including

any signs/symptoms of cold, flu, COVID-19 or other illness).

• Washing of hands prior to, during and after training and use of hand

sanitiser where available.

• Showering before and after training in a home environment

• Avoid physical greetings (i.e. hand shaking, high fives etc.).

• Avoid coughing, clearing nose, spitting etc. on ovals/playing areas

• Avoid touching of eyes, nose or mouth

• Launder own training uniform, swimmers and wash personal equipment.

• Avoid sharing of equipment, eg. drink/water bottles, chamois caps,

costumes, towels, whistles, pens etc before, during and after

training/competition.

• Do not leave personal equipment on surfaces. Personal equipment bags

should be arranged to permit physical distancing of participants (>1.5

metres).

• Only coaches should contact/move group equipment and training aids

(cones, markers, balls, agility ladders etc)

• Shared participant equipment (balls, water craft, safety equipment etc)

should be rotated, washed or wiped with antibacterial wipes or alcohol-

based sanitiser prior to and after each use and at each activity break.

Hygiene Diving NSW to detail specifics of hygiene protocols to support training.

• Any safe hygiene protocols distributed by national/state sporting body

or local association/club that will be adopted by organisation.

• Guidelines for sanitisation and cleaning, including requirements for

sanitisation stations.

• Provide hand sanitiser dispensers in prominent places around facilities

(particularly entry or high use areas such as a registration desk, change

rooms, toilets or canteen) and ensure dispensers are regularly refilled.

• Promote good hygiene practices in line with Government advice

including:

- Cleaning standards:

(a) Ensure spaces at each facility are regularly cleaned with

disinfectant in accordance with the manufacturer’s instructions;

(b) Surfaces should be frequently wiped down with appropriate

disinfectant wipes or soap, particularly those frequently touched.

This includes door handles, light switches, kitchen surfaces,

bathroom surface, phones, remote controls, dugout benches,

gates, scoreboard control panels and any other high touch areas;

and

(c) Adequately clean and disinfect participant facilities before use

(prior to participant arrival).

• Determine whether your organisation will receive payments in

cash. If so, ensure your employees/volunteers observe good

personal hygiene practices and wash their hands regularly.

Diving NSW to detail specifics of hygiene protocols to support

training/competition.

• Hygiene and cleaning measures to continue from Stage 2

Communications Provide a detailed communications plan to communicate with players,

coaches, members, volunteers, families and staff.

• Provide clear and coordinated guidance to participants and stakeholders

across a range of communication channels on how a return to sport will

be managed at each level of restriction;

• Brief players, coaches, members, volunteers and families on return to

training protocols including hygiene protocols (e.g. letter, email,

text/WhatsApp message, Facebook post) and reinforcement of hand

washing and general hygiene etiquette.

• Endorsement of government COVIDSafe app and encouragement to

players, coaches, members, volunteers and families to download and

use app.

• Promote good personal hygiene practices in and around training

sessions and in Organisation facilities (e.g. posters in bathrooms).

• Establish relationships with key community partners and stakeholders

including State public health authorities and government funding

partners through your organisation’s COVID-19 Safety Coordinator.

• Share timely and accurate information including how your organisation

is responding to any localised outbreak.

• Confirm an emergency management plan for each of your sport

activities and they are suitable for managing a COVID-19 outbreak.

• Identify trigger points for cancelling, postponing or modifying an activity

and identify who has responsibility for making that decision.

• Identify in advance actions to be taken if your organisation needs to

postpone or cancel activities. Plan alternative ways for participants to

enjoy the activities by television, radio, or online.

• Establish a process of how individuals can access mental health and

wellbeing counselling services.

Provide a detailed communications plan to communicate with players,

coaches, members, volunteers, families and staff.

• Requirements continue from Stage 2

The organisation must obtain the following approvals to allow use of

organisation facilities during Stage 3:

• This Covid Safety Plan is industry specific and has been approved by State Government

• Local government has given approval to use facility, if required.

• Organisation committee has approved plan for use of organisation facilities.

• Insurance arrangements confirmed to cover facility usage.

Facilities Organisations shall have a facility management plan (or adhere to other

Industry COVID Safety Plans for aquatic facilities/venues) and sport-specific

structured risk assessment in place.

• Parts of facilities that are available during Stage 2 restrictions; limit to toilets and medical facilities and minimise use of communal facilities.

• Hygiene and cleaning protocols.

• Provision of appropriate health and safety equipment, Personal Protective Equipment (PPE) and personal hygiene cleaning solutions.

Organisations shall have a facility management plan (or adhere to other

Industry COVID Safety Plans for aquatic facilities/venues) and sport-specific

structured risk assessment in place.

• Use of Organisation facilities will align with social distancing and hygiene requirements and State Government directives

• Hygiene and cleaning protocols measures as per Stage 2

• Provision of appropriate health and safety equipment, Personal Protective Equipment (PPE) and personal hygiene cleaning solutions as per Stage 2.

Facility access Organisation to detail specifics of facility access protocols.

- Confirm health screening measures (e.g. temperature checks etc.) prior to entry to any facilities and any privacy measures organisation will take to protect sensitive health information during Stage 2

- Restrictions on facility access to limit anyone who has:

- COVID-19 or has been in direct contact with a known case of COVID-

19 in the previous 14 days.

- Amend training schedules and times to reduce in-person contact for

participants, family members and staff by:

- Scheduling time between events/training sessions for all attendees

to safely arrive and exit the venue; and

- Considering staggered arrival and/or departure times for different

groups/teams.

- Ensure a minimum of 15 minutes between training sessions to also

allow for any cleaning of high traffic surfaces, shared equipment and

facilities.

- Manage venue entries and exits (and separate where possible to

ensure a seamless flow of participants and attendees through the

venue and limit the risk of overlap and congestion, subject to

maximum attendee number restrictions.

- Restrict the use of communal facilities to toilets only during Stage 2.

- Physical distancing protocols including line markings, bollards, use

of zones use and physical distancing indicators shall be used in:

- Club rooms, offices, meeting, official/medical rooms, halls, sheds

- change rooms,

- encourage parent/carer to drop off/pick up outside facility/venue or

remain in the car during the activity;

- no other spectators should be present

- Gathering numbers should not exceed government allowances

• Detailed attendance register to be kept – using the Sport AUS template,

online registrations or suitable sport approved equivalent.

• Amend training/competition days and times to reduce in-person contact

for participants, family members and staff by:

- Scheduling time between events/training sessions for all attendees to

safely arrive and exit the venue; and

- Considering staggered arrival and/or departure times for different

groups/teams.

- Ensure a minimum of 15 minutes between training sessions to also

allow for any cleaning of high traffic surfaces, shared equipment and

facilities.

• Manage venue entries and exits (and separate where possible to ensure

a seamless flow of participants and attendees through the venue and limit

the risk of overlap and congestion, subject to maximum attendee number

restrictions.

• Restrict the use of communal facilities to toilets only where possible, ie.

limited or no use of showers & change rooms during Stage 3.

Hygiene Organisation to detail specifics of hygiene protocols to ensure regular

sanitisation and cleaning of organisation facilities.

• Any safe hygiene protocols distributed by national/state sporting body

or local association that will be adopted by organisation including:

- Availability of hand sanitiser at entry/exit points to venue and

elsewhere (may be provided by facility/venue manager)

- Protocols for sanitising stations, sanitising shared equipment,

uniforms.

Cleaning standards – increase regular cleans and frequent wiping of

high touch surfaces.

• Displaying posters outlining relevant personal hygiene guidance.

• Avoiding shared use of equipment.

• Provide suitable rubbish bins with regular waste disposal.

• Guidelines for sanitisation and cleaning of Organisation facilities.

- Increased and regular cleaning of high traffic surfaces, shared

equipment and facilities.

Organisation to detail specifics of hygiene protocols to support use of organisation

facilities.

• Continue hygiene and cleaning measures as per Stage 2.

- Organisations that previously provided food and beverage services

must complete a COVID-19 Checklist for dining at restaurant, cafes,

pubs, clubs, RSL clubs and hotels.

- General advice on physical distancing in organisation facilities

including discouraging face to face meetings where possible,

restricting site visitors, deferring or splitting up large meetings.

• Organisations that previously provided food and beverage services must

complete a COVID-19 Checklist for dining at restaurant, cafes, pubs,

clubs, RSL clubs and hotels.

• General advice on physical distancing in organisation facilities including

discouraging face to face meetings where possible, restricting site visitors,

deferring or splitting up large meetings.

Management of

unwell

participants

Organisation to detail specifics of protocols to manage unwell participants

at an organisation activity.

• Self-isolate at home if presenting symptoms.

• Compare the symptoms of coronavirus (COVID-19), with the common

cold and flu.

• Anyone who is unwell or develops a fever, a cough, sore throat or

shortness of breath, must contact a doctor or call 13HEALTH (13 43 25

84).

• Liaise with public health authorities and facilitate the sharing of

information about all symptomatic participants at an activity run by your

organisation, subject to privacy law.

• Notify your Peak Body and the Department Housing and Public Works

(Sport and Recreation)

• Contact participants (refer to attendance register) if an activity attendee

subsequently becomes unwell and provide advice on what actions should

be taken. If an outbreak does occur at your facility, the register will need

to be provided to relevant authorities (i.e. Department of Health) in a

timely fashion.

• Minimum details to be collected include:

- Date of entry

- First name and surname

- Phone number

- Time in

to isolate staff or participants who become unwell at an activity and

cannot leave immediately. The isolation area should be equipped with

necessary PPE supplies to facilitate hand hygiene and respiratory

etiquette.

• Ensure staff/volunteers understand that participants who become unwell

should be immediately isolated and given a clean disposable facemask

to wear. Establish procedures to help unwell staff or participants leave

the event as soon as possible and added protections for activity staff in

such circumstances.

• Train volunteers/organisation management on treatment of symptomatic

participants and disinfecting of facilities used by such participants.

• Confirm notification protocols for notifying public health authorities and

other attendees of symptomatic participants.

Organisations will manage the follow up after a Covid-19 outbreak has

ended:

• Public health officials will determine when an outbreak has ended in a community, consult with them to identify criteria for scaling back COVID-

19 prevention actions with activities. Consider which protocols can

remain to optimise good public and participant health.

• Plan the rescheduling of cancelled activities.

• Evaluate the effectiveness of the COVID-19 Safety Plan and

communications plan, adjust and recirculate to stakeholders as required.

• Meet with key stakeholders to review delivery of any return to sport arrangements. Gather feedback to note lessons learned and to improve organisational plans and systems.

• Review critical incident management arrangements and test organisational readiness to respond to a localised outbreak of COVID- 19.

• Update your organisation’s business continuity plan based on learnings

• from the COVID-19 pandemic.

6. Sport Specific Information

POOL DECK RULES & GUIDELINES FOR ALL COMPETITIONS during COVID19

Diving NSW has implemented pool deck rules & guidelines for competitions during COVIC-19 to ensure all participants meet

the requirements of the Department of Health during NSW competitions:

BEFORE COMPETITION

Prior to being eligible for a return to competition, it will be necessary for all participants to complete the COVID-19 Training

located at

https://covid-19training.gov.au/login

Prior to arriving at the competition venue, all participants are required to thoroughly shower with soap. (As per the AIS reboot

guidelines under the general principle of “Get in, train, and Get out” suggests: Thorough full body shower with soap before and

after training (preferably at home).

It should be expected that bathrooms and other such communal facilities at venues will NOT be available.

Participants are not to carpool to competition with any persons other than those that reside at the same residence.

No persons (coaches / divers / officials) are permitted to enter the pool area until the pool is officially opened for business by

pool staff.

Exclude staff, volunteers, athletes and visitors who are unwell.

Record list of participants including athletes, coaches, officials, volunteers

ARRIVAL

No persons (coaches / divers / officials) are permitted to enter the pool area until the pool is officially opened for business by

pool staff.

Stairs from the stands will be divided into up (exit) and down (entry) walkways all participants must adhere to the signage.

Signage will be placed at entry / exit points of pool, stairs, boards, table & officials to direct foot traffic. All participants must

adhere to the signage.

A barrier to be installed at rear of boards to allow for one-way traffic in either direction. All participants must adhere to the

signage.

Upon arrival at the competition venue, participants are not to gather in groups as per distancing requirements.

Once arriving at the venue, participants should ensure that any bag or backpack they have with them, is placed at least 2m

away from any other bag or backpack. Bags and equipment of individual divers are prohibited on pool deck at all times.

Personal effects of officials are to remain in the area defined by the Competition Director at the start of the event

Immediately prior to any event during the competition, participants should sanitise their hands. It is expected that venues will

provide sanitiser, however, participants should have their own sanitiser for personal use.

At the commencement of a competition the clear deck policy must be read over the public address system. The updated Covid-

19 distancing rules in place at time of any competition must be also be read out prior to competition start. An Official (Marshall)

must be nominated at the beginning of each competition to maintain rules set down and to liaise with Competition Director if

rules are not maintained.

Each club must notify divers and parents of Diving Australia’s Diving Etiquette and rules prior to, and during any events.

DURING

At all times during competition, all participants must use their best endeavours to remain at least 1.5m from other participants

At all times, the touching of any contact points within the venue should be avoided (unless otherwise unavoidable). For

example, seek routes that do not require doors to be opened and avoid touching handrails.

It is expected that all participants will practice good respiratory hygiene at all times. Coughing and sneezing into a tissue (which

is to be thrown into a closed bin immediately) or a bent elbow (and then immediately use hand sanitiser on both your hands,

and the bent elbow.

Only one person per board/platform (unless synchro training where 2 is permitted) is permitted.

With regards to Synchro training, athletes should endeavour to also remain at least 1.5m apart at all times.

Poolside coaches should not stand or sit together and should ensure there is at least 1.5m between them.

Athletes seeking coaching feedback must not come within 1.5m of their coach.

Handshakes, fist bumps, high fives etc are not permitted.

Athletes that use chamois style towels (sometimes referred to as Shammies) must take extra precautions with the chamois

towel. The dropping of towels from

Platforms should be done with more care than previously, so as to ensure that the towel is not in another person’s way,

touches another person, or is hanging from a part of the tower that is hard to reach.

It is important to ensure that, like water bottles, no chamois towels are to be shared, and only your own chamois is to be

touched.

Marshalls are to be positioned at the corners of the pool, so as to maintain restricted entry / exit to pool deck, boards / platform

& recording table & officials chairs

During events, the only members allowed on pool deck are: Recording Secretariat, Technical Officials, Coaches and divers. No

other persons will be allowed on pool deck without prior authorisation. No parents are allowed on pool deck on competition

days.

Members allowed on pool deck between events are: Recording Secretariat, Technical Officials, plus divers receiving awards (if

presentations occur at this time)

Divers receiving awards must marshal in the marshalling area defined by the Competition Director and only move when called

on by an official/marshal to receive their awards. Award recipients must maintain a distance of 1.5m from all others at all times.

Children / divers / coaches must not approach volunteers / recording secretariat working on the table during an event. Any

urgent messages for volunteers / recording secretariat may be conveyed by another official.

Should an accident occur, only authorised people may approach the injured individual

AFTER

Immediately at the conclusion of an event participants are to sanitise their hands.

After the competition, participants should leave the venue promptly, and as safely as possible.

Wellbeing of Staff and Visitors

Exclude staff, volunteers and visitors who are unwell.

Provide staff and volunteers with information and training on COVID-19, including when to get tested, physical distancing and cleaning, and

how to manage a sick visitor.

Make staff aware of their leave entitlements if they are sick or required to self-isolate.

Display conditions of entry (website, social media, venue entry). Consider displaying the maximum number of people allowed in each room

shown at a clear place of entry.

If hiring the facility, consult with the owners/operators to address the requirements below to understand what measures may already be in

place.

Physical distancing

Ensure the number of people in a facility does not exceed one person per 4 square metres (including staff).

Ensure sport and recreation activities (including fitness, health and dance classes) have no more than 10 participants, plus the instructor

and any assistants, per space and comply with one person per 4 square metres.

Ensure activities are non-contact as much as practical. Accidental contact may occur but no deliberate body contact drills.

Ensure any spectators comply with 1.5 metres physical distance where practical, such as through staggered seating. Household contacts are

not required to distance.

Move or block access to equipment to support 1.5 metres of physical distance between people.

Assess the safe capacity of communal facilities such as showers, change rooms and lockers.

Have strategies in place to manage gatherings that may occur immediately outside the premises, such as with drop off and pick up zones or

staggered class start and finish times.

Implement measures to prevent crowding, such as limiting the number of swimmers to 3 per lane and ensuring physical distancing for adult

swim classes (which can have up to 10 participants).

For children’s swim classes, take reasonable steps to ensure parents supervising or supporting children are physically distancing.

Saunas and spa pools should have no more than 10 people inside at any one time or up to one person per 4 square metres, whichever is the

lesser. If capacity cannot be closely monitored then these facilities should remain closed.

Steam rooms are higher risk and should have no more than 10 people inside at any one time or up to one person per 4 square metres,

whichever is the lesser. Steam rooms should be cleaned thoroughly with a detergent and disinfectant several times per day. If capacity and

hygiene requirements cannot be implemented then these facilities should remain closed.

Use telephone or video platforms for essential staff meetings where practical.

Review regular business deliveries and request contactless delivery and invoicing where practical.

Ensure any communal areas where people gather, such as BBQ or kitchen facilities, maintain capacity limits of one person per 4 square

metres and appropriate physical distancing.

Hygiene and Cleaning

Adopt good hand hygiene practices.

Ensure hand sanitiser is accessible at the venue entry and throughout the facility or ground.

Ensure bathrooms are well stocked with hand soap and paper towels.

Provide visual aids above hand wash basins to support effective hand washing.

Encourage participants to bring their own water bottle, snacks, towels, exercise mats etc. and encourage eating outside if practical. Avoid

shared food and drinks.

No self-serve buffet style, or service staff carrying trays. If food is provided or share-style, one person should be allocated to serve food and

practice hand hygiene before and after service.

Clean cutlery and tableware with detergent and hot water, or with a commercial grade dishwasher if available.

Clean frequently used indoor hard surface areas, including children’s play areas, at least daily; first with detergent and water, and then

disinfect. Clean frequently touched areas and surfaces, including in communal facilities, several times per day.

Clean areas used for high intensity cardio classes with detergent and disinfectant after each use.

Reduce sharing of equipment (including hire equipment) where practical and ensure these are cleaned with detergent and disinfectant

between use.

Maintain proper disinfectant levels and pH of pools and spas.

Clean steam rooms with a detergent and disinfectant several times per day, should the facility choose to open them for use.

Ensure there is accessible detergent/disinfectant and gloves for visitors to use, should they wish.

Disinfectant solutions need to be maintained at an appropriate strength and used in accordance with the manufacturers’ instructions.

Staff are to wear gloves when cleaning and wash hands thoroughly before and after with soap and water.

Encourage contactless payment options.

Record Keeping

Keep a record of name and a mobile number or email address for all staff, volunteers, participants, visitors and contractors for a period of at

least 28 days. Ensure records are used only for the purposes of tracing COVID-19 infections and are stored confidentially and securely.

Make your staff aware of the COVIDSafe app and its benefits to support contact tracing if required.

Cooperate with NSW Health if contacted in relation to a positive case of COVID-19 at your workplace, and notify SafeWork NSW

on 13 10 50.

Club COVID-19 Safety Coordinator

It is recommended that each Club to appoint a Club COVID-19 Safety Coordinator.

The Club COVID-19 Safety Coordinator will be the key resource and central point of contact for all matters COVID-19 for

your Club as well as the Club’s Members.

The Club COVID-19 Safety Coordinator will be responsible for liaising directly with Diving NSW COVID-19 Safety

Coordinator as well as the members of their Club in relation to your Club’s response to COVID-19.

To assist Clubs in appointing the right and most appropriately skilled person for this role, below is a list of the

responsibilities for the ClubCOVID-19 Safety Coordinator.

Club COVID-19 Safety Coordinator Roles and Responsibilities

Be familiar with all of the Associations COVID-19 Protocols.

Liaise with Diving NSW COVID-19 Safety Coordinator, to periodically review the effectiveness of the COVID-19 Safety Plan

for your club and provide feedback, amend, update or improve as necessary.

Advise the committee/board of your Club and its members on your club COVID-19 Safety Plan arrangements and seek

assistance where required from club members.

Ensure that all members are aware of your club’s COVID-19 plan.

Act as the contact point for your Club’s members and participants –particularly around questions relating to return to

sport and the actions your Club taken to be COVID Safe –and other relevant stakeholders (including government, public

health and other authorities, other clubs, associations, State and National Sporting Organisations).

Preferably the Club COVID-19 Safety Coordinator is not a Coach/Manager involved in Programs. The person also does not

necessarily need to be a member of the Club’s Committee.

School Clubs may have their own safety protocols in place

Venue Operators may require you to nominate a COVID-19 Safety Officer/Coordinator for club training

“RETURN TO THE POOL” GUIDELINES

15 May 2020

1. OVERVIEW

1.1 The COVID-19 Virus has caused significant and ongoing challenges for Australian society.

The social restrictions that saw so much upheaval for our entire community have been effective

at “flattening the curve”, and on 8 May 2020, the Prime Minister announced that these

restrictions would start to be rolled back, via a three stepped approach. The final details and

timings will vary from State to State.

1.2 Some State Governments have announced the timings and some details, and these guidelines

are intended to assist Diving Australia, our State Associations, our High Performance Partners

and our Diving Clubs to integrate requirements from their pool operators and enable access to

resume diving training, in accordance with any terms, conditions, policy or process that pools

may require.

1.3 Diving Australia and all of our stakeholders take our responsibilities in returning to training in

pools and associated dryland and weights facilities very seriously. These guidelines have been

prepared in collaboration with State Associations and National Coaches.

1.4 We consider that Diving is a sport that can be participated in effectively, whilst at all times

adhering to social distancing measures.

1.5 The below Guidelines will be in effect from 15 May 2020, until further notice, and contemplate

small groups of no more than 10 (unless otherwise permitted by State Governments), in each

specific location (for example, pool and/or dryland and/or associated weights rooms).

1.6 In these guidelines:

(a) “participant” means any person attending the training session and includes athletes,

coaches, support staff and any other person attending a training session.

(b) “athlete” means any person actually performing the session.

2. GENERAL GUIDELINES

2.1 These guidelines are to be read in conjunction with the general principle of “Get in, Train, and

Get Out”.

2.2 Prior to being eligible for a return to training all participants are required to complete the

COVID-19 Training located at https://covid-19training.gov.au/login

2.3 Prior to arriving at a training venue, all participants are required to thoroughly shower with

soap. If possible, and on the advice of coaches, athletes should have prepared with the required

home warm up provided by their coach, prior to arriving at the venue.

2.4 Upon arrival at the training venue, participants are not to gather together in groups. No

meetings will take place at the venue, prior to training. Team meetings and the like are to take

place via a virtual platform such as Zoom or Teams, prior to, or following, “in person” training.

2.5 Wherever possible, coaches should arrive at the venue ahead of athletes and other participants

and ensure that the walking path to the training location is free from obstacles. For example,

whilst abiding by other rules such as fire safety, doors should be left open, to enable no contact

with door handles and limited contact with any surface

2.6 Once arriving at the venue, participants should ensure that any bag or backpack they have with

them, is placed at least 2m away from any other bag or backpack.

2.7 DA is endeavouring to procure non-contact thermometers for each of its high performance

programs. Wherever possible, participants should test their temperature on arrival. Any

participant with a temperature greater than 37.5 degree Celsius, will NOT be permitted to train,

and will be required to consult a Doctor.

2.8 If a participant has any cold and flu like symptoms, particularly fever, cough or respiratory

issue and/or they have come into contact with a confirmed case of COVID-19 in the previous

14 days, they are not to attend training and must advise their coach. They should also contact

either their own Doctor, or the National Coronavirus Information and Triage Line – 1800 020

080.

2.9 Immediately prior to commencing training, participants should sanitise their hands. DA will

endeavour to make sanitiser available to all major pools. It is expected that venues will also

provide sanitiser and participants should also have their own sanitiser, for their own use.

2.10 At all times during training sessions, it is essential that no water bottles (or other personal

items) are shared. Further no water bottle (or other personal item) other than your own is to be

touched.

2.11 At all times during training sessions, all participants must use their best endeavours to remain

at least 1.5m from other participants.

2.12 Immediately at the conclusion of training, participants are to sanitise their hands and then leave

the training venue promptly, and as safely as possible.

2.13 At all times, the touching of any contact points within the training venue should be avoided

(unless otherwise unavoidable). For example, seek routes that do not require doors to be

opened (see 2.5 above) and avoid touching handrails.

2.14 Upon arrival at home following training, participants are again required to thoroughly shower

with soap prior to coming into contact with other occupants of the residence.

2.15 It should be expected that bathrooms and other such communal facilities at venues will NOT be

available.

2.16 Participants are not to carpool to trainings with any persons other than those that reside at the

same residence.

2.17 It is expected that all participants will practice good respiratory hygiene at all times. Coughing

and sneezing into a tissue (which is to be thrown into a closed bin immediately) or a bent elbow

(and then immediately use hand sanitiser on both your hands, and the bent elbow.

2.18 DA strongly encourages all participants to have a current flu vaccination prior to attending any

training session.

2.19 DA strongly encourages all athletes to download the Smartabase athlete app (if not done so

already) and to complete daily, the athlete COVID-19 Screening.

2.20 DA strongly encourages all participants to download the COVID-Safe app prior to attending

any training session.

3. DIVING SPECIFIC GUIDELINES

3.1 As mentioned above (1.4), it is considered that Diving can undertake full training, whilst still

adhering to social distancing principles. The following Diving Specific Guidelines are meant to

be read in conjunction with the General Principles above, and are in addition to those

Guidelines.

Pool Training

3.2 Once within the pool training environment, any athlete should ensure that if their coach has

required them to warm up on the pool deck, that that warm up be performed at least 1.5m from

other participants, and preferably 2m in all directions.

3.3 If warm up mats are to be used, do not share mats. Prior to using the mat, ensure it has been

disinfected. Athletes are encouraged to keep one mat and to take with them to and from the

pool, wherever possible.

3.4 Once in pool training has commenced, follow the principle of one person per board/platform

(unless synchro training where 2 is permitted).

3.5 With regards to Synchro training, athletes should endeavour to also remain at least 1.5m apart

at all times.

3.6 Poolside coaches should not stand or sit together and should ensure there is at least 1.5m

between them. Any chairs used should be disinfected immediately following use.

3.7 Athletes seeking coaching feedback must not come within 1.5m of their coach.

Dryland and Weights Training

3.11 For dryland and/or weights training sessions, DA will adopt the notes listed in the AIS

Rebooting Sport Framework for the sports of Gymnastics and Weightlifting. That is, only 1

athlete per apparatus (for example, tramp, dry board etc), limited numbers in weightlifting

areas, and that all high touch surfaces should be regularly disinfected (in the absence of

manufacturer’s guidelines).

3.12 Wherever possible, athletes should use only one dry board, and not share that board with other

athletes. It is acknowledged that this may be difficult. In either case, touching of the board

should only be done with feet. That is, avoid touching the board or fulcrum with hands.

3.13 DA will endeavour to provide disinfectant spray and wipes for each major dryland centre and

weights room and after each athlete has finished with an apparatus, or weights and kettle bells

etc, they should be disinfected. Every apparatus and training aids (such as weights, bars,

skipping ropes, TRX ropes, gym machines and mats etc) must be disinfected both at the end of

a training session and at the beginning of a training session.

3.14 DA will ask each venue to increase cleaning programs, but DA considers that this is also the

responsibility of users of the equipment to disinfect wherever possible in accordance with these

guidelines.

3.15 Regular hand sanitising should be undertaken during dryland and weights training.

4. LOCATION SPECIFIC RULES/GUIDELINES

4.1 DA recognises that each venue is likely to have its own specific rules and it is important that

those rules are respected and adhered too. DA encourages users of these guidelines to attach

copies of the location specific rules to these guidelines and to ensure that those location specific
