**CITY OF FORT LAUDERDALE EMERGENCY DECLARATION ISSUED State regulations enacted by Governor DeSantis are subject to the conditions set forth in the applicable Executive Orders. The measures have been implemented for the protection of our neighbors, visitors, businesses and employees to help slow the spread of COVID-19 and ensure the healthcare system is not overwhelmed. The City will continue to assess the situation and make changes as necessary.

I have issued an Emergency Declaration extending many of the safety measures put in place to limit the community spread of COVID-19 through May 1, 2020. The Emergency Declaration, which does not impose any new restrictions, will take effect at 12:01 a.m. on April 17, 2020 and will remain in effect through May 1, 2020. It extends many of the measures already in place including those related to Safer At Home Regulations, Public Meetings and Events, and Beaches and Public Parks. Under the Emergency Declaration, the following guidelines are in place through May 1, 2020: • Safer At Home Regulations

-In accordance with the Governor’s Executive Order 20-91, residents of the City of Fort Lauderdale are required to stay at home. Travel outside the home is limited to personal interactions to obtain or provide essential services or conduct essential activities. Essential businesses include, but are not limited to, grocery stores, healthcare facilities, gas stations, banks, laundromats, pet supply stores, childcare facilities, and hardware stores. Essential activities include religious services; walking, biking, hiking, fishing, hunting, running, or swimming; caring for pets; and caring for or assisting loved ones and friends.

-All services and commercial establishments that are not deemed essential under the Governor’s Executive Order 20-91 are ordered closed.

-All essential services and businesses are required to adhere to all social distancing guidelines and all other measures advised by the CDC, including maintaining a six-foot distance between individuals and limiting groups to less than 10 people.

-All businesses providing essential services are required to: (1) deny entry to individuals without a facial covering per the City’s Emergency Regulations for Face Coverings, and Broward County Emergency Order 20-07; (2) provide alcohol-based hand sanitizers for use by customers and employees; (3) provide disinfecting wipes at points of entrance, cash registers, and/or other appropriate locations for customers or designated staff to disinfect carts, shopping baskets, and point of sale terminals; and (4) implement procedures for custodial or janitorial staff to sanitize frequent touchpoints through the day.

• Public Meetings and Events -All City events, recreational programs and facilities, facility rentals, and organized sports leagues are cancelled and suspended.

-All Special Magistrate, Code Enforcement, Board of Adjustment, Nuisance Abatement Board hearings, and Community Court are cancelled and suspended.

-All homeowner association and civic association meetings conducted or held on City property are cancelled and suspended.

-Meetings of the Planning & Zoning Board, advisory boards, committees, and working groups may be conducted on a limited basis using technology such as telephonic and video conferencing, to the extent that decisions by these groups are needed or required for the function of the City Commission.

• Beaches and Public Parks -In accordance with the Governor’s Executive Order 20-70 and Executive Order 20-90, all public and private beaches are closed.

-All City Parks, including recreational facilities and boat ramps, are closed.

The regulations issued by the City do not apply to Broward County, the Broward County School Board, the North Broward Hospital District, the State of Florida, and the Federal Government.

The Emergency Declaration issued today, supersedes the City's Emergency Declaration issued on March 17, 2020 and the "Safer at Home" Regulations issued on March 27, 2020. In addition, it supplements the City's Emergency Regulations for Face Coverings issued on April 10, 2020, as well as Broward County's Emergency Orders 20-05, 20-06, and 20-07, and the Governor's Executive Orders.

• Public Gatherings All public gatherings of any type, whether organized or otherwise, of greater than 10 persons are prohibited. Exemptions include grocery stores, gas stations, convenience stores, banks, credit unions, financial institutions, hardware stores, auto supply stores, hospitals, healthcare and medical facilities, pharmacies, drug stores, medical supply companies, as well as land or facilities owned and managed by Broward County, the Broward County School Board, the North Broward Hospital District, the State of Florida, and the Federal Government.

• Business Closures - All bars, nightclubs, taverns, pubs, cocktail lounges, breweries, dance halls, movie theaters, halls for hire, auditoriums, bowling alleys, video arcades, and other like entertainment facilities and businesses, including but not limited to those contained within a hotel or other enclosed facility or structure, shall close. - All gyms, fitness centers, fitness studios, dance studios, and gymnasiums shall close. This regulation shall not apply to gymnasiums, fitness centers, and fitness studios which: (a) are amenities of hotels or office buildings and which have a capacity of 10 persons or less; and (b) are an amenity of residential buildings.

**Please note: As part of Executive Order 20-71, Governor DeSantis has ordered all vendors licensed to sell alcoholic beverages for consumption on the premises to suspend the sale of alcoholic beverages by the drink or in sealed containers for consumption on the premises. Such vendors, however, may continue to sell alcoholic beverages in sealed containers for consumption off-premises.

**Please note: Broward County issued Emergency Order 20-01, closing nonessential businesses. The Emergency Order defines in detail which retail and commercial businesses are considered essential and directed to remain open. They include, but are not limited to, healthcare providers and equipment suppliers, doctor’s offices and urgent care centers, mental health professionals, home health care service providers, grocery stores and pharmacies, businesses that provide food, shelter, social services and other necessities for economically disadvantaged or otherwise needy individuals, banks, gas stations and media.

• Restaurants, Food and Alcohol Sales - All restaurants, cafeterias, and other food service establishments are mandated to cease all on-premises service. However, such establishments may continue to operate their kitchens for drive-thru, delivery, take-out, and exterior pick-up food services.

**Please note: As part of Executive Order 20-71, Governor DeSantis lifted the restriction that prohibits restaurants from selling package sales of alcohol for delivery, take-out or consumption off-premises. Alcohol sales to go with food that is picked-up or delivered will be permitted and I.D. will be required for orders that include alcohol.

**Please note: As part of Executive Order 20-71, Governor DeSantis has ordered all vendors licensed to sell alcoholic beverages for consumption on the premises to suspend the sale of alcoholic beverages by the drink or in sealed containers for consumption on the premises. Such vendors, however, may continue to sell alcoholic beverages in sealed containers for consumption off-premises.

• Broward County Emergency Order Closes Pools, Party Rooms and Recreational Amenities Broward County has issued Emergency Order 20-05, closing all commercial and non-commercial recreational amenities including pools, pool decks, party rooms, hot tubs, golf courses, tennis courts, basketball courts, fitness centers, gymnasiums, and community rooms. The order includes condominium pools and amenities but does not include pools at single-family homes. Specific exceptions to the order include recreational amenities that are: (a) required for the conduct of an essential service, as defined by the Governor’s Executive Order 20-91, as amended; or (b) located on a single family residential lot, a single townhouse unit, or any part of a duplex lot, so long as the recreational amenity is utilized only by the inhabitants of that lot or unit. • City Parking Garages, Surface Lots, and Select On-Street Parking Areas on Fort Lauderdale Beach Closed In an effort to protect our neighbors and visitors, limit public gatherings throughout the Fort Lauderdale Barrier Island, and help slow the spread of the coronavirus, the following municipal parking garages, surface lots, and on-street parking areas are closed until further notice: Las Olas Garage at 200 E. Las Olas Circle; Las Olas Intracoastal Lot (E Lot) at S. Birch Road and Las Olas Circle; D.C. Alexander Park Lot at SE 5 Street and A1A; Fort Lauderdale Beach Park Lot at 700 Seabreeze Boulevard; Vista Park Lot at 2880 N. Atlantic Boulevard; Loggerhead Park Lot at 2700 N. Atlantic Boulevard; the Sebastian Street Lot at 3031 Sebastian Street; on-street parking on SE 5 Street between Seabreeze Boulevard and A1A; and on-street parking on A1A between Sunrise Boulevard and NE 18 Street. • Complimentary Parking on Las Olas Boulevard The City of Fort Lauderdale is offering 30 minutes of complimentary on-street parking along Las Olas Boulevard for take-out and delivery at local businesses. The free parking is available daily from 11:30 a.m. to 1:30 p.m. and from 5:00 p.m. to 8:00 p.m. The City encourages everyone to take advantage of the complimentary parking and thanks everyone for supporting our local businesses!

• Sun Trolley and Riverwalk Water Trolley Service Updates The Downtown Fort Lauderdale Transportation Management Association (TMA) will be introducing service changes to the Sun Trolley and Riverwalk Water Trolley to ensure the safety of drivers and riders and help slow the community spread of the coronavirus (COVID-19). The following route-specific updates will go into effect on Monday, April 13:

- The Downtown Link will remain in operation using a single vehicle. - The Beach Link will remain in operation using a single vehicle. Fares on the Beach Link will

continue to be temporarily suspended. - The Las Olas Link will remain in operation using a single vehicle and the service schedule

will be offered from 1 p.m. to 5 p.m. Fares on the Las Olas Link continue to be temporarily suspended.

- The Riverwalk Water Trolley will be temporarily suspended until further notice. - The Seabreeze Tram remains suspended until further notice. - The Neighborhood and NW Community Links’ schedules remain unchanged.

Social distancing precautions will remain in effect. Stacked seating is implemented by blocking off every other seat, vehicle capacity is limited to nine passengers, riders are encouraged to board through the rear door when possible, and all Sun Trolley drivers are having their temperatures checked daily. • Governor DeSantis Prohibits Non-Essential Elective Medical Procedures As part of the Governor's Executive Order 20-72, hospitals, ambulatory surgical centers, office surgery centers, dental, orthodontic and endodontic offices, and other health care practitioners' offices in the State of Florida are prohibited from providing any medically unnecessary, non-urgent or non-emergency procedure or surgery.

• Guidelines for Construction Sites Based on relevant Emergency Orders that have been issued as well as guidelines from the Centers for Disease Control and Prevention (CDC) and the World Health Organization (WHO), the City of Fort Lauderdale will be following the guidelines below with regard to construction sites and workers:

All construction upon or within uninhabited, unoccupied, or vacated structures prior to final Certificate of Occupancy (CO) is permitted, however, construction inside or within inhabited or occupied structures after final CO has been issued is not permitted, unless such work is specifically for repair or maintenance on or within a residence or is located within an essential business, or alterations are being made to provide accessibility pursuant to Florida Building Code Accessibility requirements.

In addition, the following procedures will be in place:

- New Construction – Permits that have already been issued for new construction, and are currently in progress, will be allowed to continue through completion of the project to CO.

- Maintenance or Repair of an Occupied Residence or Essential Building – Repairs and maintenance will be permitted to proceed to preserve minimum safe housing and occupancy or to improve accessibility.

- Non-Essential Alterations or Remodeling – Non-essential alterations or remodeling will not be permitted. Permit applications for non-essential alterations or remodeling to existing structures will be accepted and fully reviewed with comments for corrections provided. However, the issuance of the permit to such work will be withheld until such time as the current declarations and/or additional or revised declarations are terminated, and COVID19 protocols are lifted.

• Beware of COVID-19 Scams - A Message from the Fort Lauderdale Police Department The Fort Lauderdale Police Department reminds everyone to be aware of potential COVID-19 scams by phone, email or in person. Currently, the CDC, Florida Department of Health and other public health officials, and law enforcement are NOT going door to door selling COVID-19 test kits. If someone offers to sell you a kit, either in person or by phone, please call 954-764-HELP to report it!

• Report Price Gouging to 1-866-966-7226 During the COVID-19 outbreak, neighbors are reminded to be on the lookout for scams and guard against price gouging. For a list of items covered under the state’s price gouging laws during the COVID-19 state of emergency, visit bit.ly/2wAxiA4. Individuals who have experienced price gouging or scams related to COVID-19 can report them by calling Florida’s Price Gouging Hotline toll-free at 1-866-9-NO-SCAM (1-866-966-7226). Complaints may also be submitted online at www.myfloridalegal.com. Violators of the price gouging law are subject to civil penalties of $1,000 per violation and up to a total of $25,000 for multiple violations committed in a single 24-hour period. **CITY OF FORT LAUDERDALE OPERATIONS

For the health and safety of our employees and neighbors, all non-essential City operations have been suspended through Tuesday, March 31, 2020, except for the following:

• Public Safety and Emergency Services • Public Works/Sanitation Services • Building Department Inspection Services • Essential support services including Payroll, Finance, and Fleet • City owned and operated cemeteries

• Department of Sustainable Development General Operations The Department of Sustainable Development (DSD) building at 700 NW 19 Avenue is CLOSED to the public, however, the department is providing services to the public under reduced operations. The preferable form of communication is email; however, the call center is open at 954-828-6520. Please be aware that response times may be reduced during this period of modified operations.

- The City’s online platform, Lauderbuild, is available 24/7 at the following link: https://aca3.accela.com/FTL/Default.aspx

- Lauderbuild provides access to permit searches, online payments, application submittal, license renewal, and more.

• Department of Sustainable Development Permit Plan Application Submittal Drop boxes have been installed outside the front door of the DSD building at 700 NW 19th Avenue. Applicants may pick up permit plan application forms as well as instructions for how to submit plans in the appropriate drop boxes. Intake staff will pick up submitted applications throughout the day for processing. Individuals are required to provide their name, email and phone number on the application so that staff can communicate as needed to complete the intake process. All payments should be made using the Lauderbuild online platform. Payments are required to be made prior to the City issuing a permit. Individuals may pick up applications for corrections by appointment only. To schedule an appointment, please call 954-828-6520.

• Scheduling of Inspections Permit inspections are available to be scheduled either through the DSD Call Center at 954-828-6520 or through Lauderbuild. Please be aware that inspections are prioritized to ensure medical facilities are inspected first along with life safety. All other inspections are then performed on a first-come first-served

basis. Any sites to be inspected should have all non-essential staff removed from the inspection area so that City staff can maintain social distancing.

• Lien Searches Lien Searches are open and may be requested by contacting the DSD Call Center at 954-828-6520.

• Code Enforcement Code enforcement is open; however, activity is primarily in the field and with social distancing in place.

• Urban Design and Planning (UDP) Urban Design and Planning (UDP) is open, however, to maintain social distancing UDP staff is working remotely. Please contact planning staff via email by visiting https://bit.ly/2QVrqbR.

• Zoning & Landscape Zoning is currently operating at reduced capacity; however, plan reviews are moving forward. Landscape has inspectors in the field and plans reviews are moving forward.

• Engineering Engineering is currently operating at reduced capacity; however, plan reviews and inspections are moving forward. Revocable licenses are being processed.

• Online City Services Neighbors are encouraged to utilize Fort Lauderdale’s online services to conduct business. Please visit the Lauderserv page on the City’s website at www.fortlauderdale.gov/lauderserv for information about a variety of online services including utility billing, parking and transportation, code compliance, building permits, human resources, and more.

• City Sanitation, Yard Waste, Recycling and Bulk Trash Services All City sanitation collection services, including residential trash collection, yard waste, recycling, and bulk trash, will continue to operate on their regular collection schedules.

• Water and Wastewater Services Water and wastewater services are not affected by the coronavirus outbreak. These essential services will continue without interruption. During this challenging situation, as people are spending more time at home, please help us prevent sanitary sewer overflows.

• Parking Customer Service The Parking Customer Service Office will be closed until further notice and phone calls will be routed to the City’s general customer service number. Parking permits for the month of March will be extended and valid until April permits become available for sale; permit sales will resume once the parking customer service office reopens. • Utility Billing Utility billing staff will be available by phone at 954-828-5150 during normal business hours, Monday through Friday, from 7:30 a.m. to 5 p.m. Neighbors can call utility billing to ask questions, open a new utility account, or make a payment. Utility billing payments may also be made online at www.fortlauderdale.gov/utilitybilling and at the drive-thru kiosk on the east side of City Hall, which is located at 100 North Andrews Avenue.

• Federal Social Distancing Guidelines Extended to April 30 President Donald Trump has extended the federal guidelines for social distancing that were set to expire on March 30. Originally titled "15 Days to Slow the Spread," the recommendations will now be in place through April 30 as the coronavirus continues to spread across the United States. The social distancing guidelines advise Americans to avoid groups of more than 10, work from home where possible, avoid eating in restaurants or bars, and follow proper hygiene and preventative measures. Older people and those with preexisting conditions are urged to stay home and away from other people. • New Coronavirus Hotline for Broward County - 954-357-9500 In addition to the Florida Department of Health’s 24/7 Coronavirus Call Center at 1-866-779-6121, Broward County has launched a new COVID-19 telephone line at 954-357-9500 to assist the public

with answers to questions about the virus. In addition to providing information, call takers are also conducting over-the-phone pre-screening for testing eligibility. The Broward County COVID-19 call center is operational from 8 a.m. – 8 p.m., seven days a week.

• Broward County Public Schools to Remain Closed Through May 1 Broward County Public Schools (BCPS) Superintendent Robert W. Runcie announced that District school campuses will remain closed through Friday, May 1 due to the coronavirus pandemic. While school campuses will remain closed, learning continues via online distance learning. • A Message from Broward Schools Superintendent Robert Runcie - Superintendent Robert Runcie provided an update following the completion of Broward County Public

Schools’ second week of distance learning. The superintendent stated that 99 percent of all instructional staff published lessons and delivered services online through the Canvas learning management system, and 96 percent of students were engaged in online learning. In addition, the school district served 130,000 meals in one week from 51 feeding sites. A graduation committee has been formed that includes two student representatives from each high school to research alternative options for graduation. The district’s mental health team continues to provide services remotely which students and families may access by calling 754-321-HELP (4357). • Broward County Eviction Notices Suspended The Broward Sheriff’s Office, in coordination with the 17th Judicial Circuit, is suspending all eviction activities until further notice due to the current public health crisis. http://bit.ly/2WsHhSs

• Broward County Extends Event Cancellations Through May 15 Broward County has extended the cancellation of all events at parks, libraries and other County facilities through May 15. The County is also reminding everyone that all passengers on Broward County Transit (BCT) are required to wear a facial covering, in accordance with Broward County’s Emergency Order 20-07. • Department of Housing and Urban Development Eviction Notices Suspended As part of the efforts to relieve distressed Americans, the Department of Housing and Urban Development has announced that it will suspend evictions and foreclosures for 60 days for homeowners with mortgages insured by the Federal Housing Administration. HUD and the Federal Housing Finance Agency further explained that homeowners with mortgages insured by the Federal Housing Administration or with mortgages backed by Freddie Mac and Fannie Mae would be protected. • COVID-19 Rental Assistance Applications Available Online The City of Fort Lauderdale’s Housing and Community Development office will offer rental assistance to eligible residents of Fort Lauderdale who experienced job loss due to COVID 19. Funding is limited and assistance will be provided on a first-ready, first-served basis. Under the program, a lease agreement must already be in place, rental assistance will be paid directly to the landlord, and rents should be

reasonable and meet fair market rent rates. Eligible residents will receive up to three months of assistance not to exceed a maximum of $5,000 in total benefits. Assistance is contingent upon available funding. Applications are currently available online at bit.ly/39ULt0k.

• Governor DeSantis Extends Vacation Rental Order through April 30 Governor Ron DeSantis has extended Executive Order 20-87 through April 30. The order requires all parties engaged in the rental of vacation rental properties to suspend operations. Vacation rentals are prohibited from making new reservations or bookings and shall not accept new guests for check-in for the duration of the order. • Federal Taxes The deadline to file federal income taxes for families and small businesses has been moved to July 15, 2020. • Florida Business Taxes Governor DeSantis has directed the Department of Revenue to provide flexibility on the deadlines of taxes due such as corporate income tax and sales tax to assist businesses that are adversely impacted by COVID-19.
