March luncheon was at the new Cotton Patch Cafe in Athens. We had a great group.
Chicken Fried Steak and Strawberry/feta salad were just some of the food enjoyed by all.
Mary Bromhall was the hostess. April 16 at 12:30 we're headed to 3320 Troup Hwy by the
Potpourri House. Portofino's Italian Restaurant - home made Italian. Menu: Portobello
con Shrimp, Spinach Ravioli, Eggplant Parmigiana and much more. Charisse Holland is
the hostess for the day. May 21 at 12:30 we're going to 11980 St. Hwy 64 West. La
Plazita Mexican Restaurant. There's vibrant decorations, Can you say "welcome to little
Mexico". Tacos Al Pastor, Empanadas, Mole Enchiladas are just part of their great menu.

Folks we have had numerous complaints regarding dogs running wild
around the lake. Some small and of no consequence but other larger, more
aggressive dogs that have chased, barked, bitten and even killed other pet
dogs. We voted on a Restriction:
Folks, this has become quite a problem so PLEASE do your
part in constraining your Dogs!!!

Board Meeting Minutes
Callender Lake Property Owners Improvement Association
Saturday, April 11, 2015
The CLPOIA Board meeting was called to order by President JoAnn Ishmael at 1:01 PM in the
Callender Lake Community Center. Eight Board members were present with fifteen guests in attendance.
Board member Lynn Hogan had excused absence.
The invocation was given by Sara Kesler. All attendees voiced the Pledge of Allegiance.
President Ishmael asked for approval of Agenda. Debra Abbuhl noted correction to be made in Sanitation
and Pollution report being given by Debra Abbuhl rather than Tilla Strickland. She made motion that
change in names be made. Seconded by John Harwood. Motion passed.
OPENING COMMENTS
President Ishmael opened the meeting by stating her comments would be very brief. She thanked
everyone for bearing with her through her health issues and expressed appreciation for their concerns.
OFFICER'S REPORTS
Secretary’s Report - Sara Kesler reported that the minutes from the March 2015 meeting were circulated
via email and published in the CL Lines. If there are no corrections and with no objections from the
Board, she moved to dispense with the reading of the minutes from the March meeting and these minutes
be accepted and filed for record. Motion was seconded by Tilla Strickland. The motion passed
unanimously.
Treasurer's Report - Jan Liedtke announced the Reconciliation Report is available as a handout and she
would be happy to answer any questions. There were no questions and she moved the Reconciliation
Report be approved and filed for audit. Motion seconded by Larry Giles. The motion passed unanimously.
Jan also announced our Association offers a monthly pay out plan for paying annual dues. We depend on
everyone paying their dues and appreciate everyone that has paid their dues. The monthly dues pay-out
plan is available for property owners who did not default on their plan during the last two years.
COMMITTEE REPORTS
Recreation Committee – Sara Kesler reported the Recreation Committee sponsored coffee and donuts
Saturday, March 28 which was well attended. Some new members of our community were there.
At the Recreation Committee monthly meeting Tuesday, April 7, the main topic of discussion was the
Easter egg hunt held Saturday, April 4. Approximately 150 people were in attendance. Appreciation to all
the people who helped stuff the plastic eggs on Monday and Wednesday for a total of 3000 eggs.
Saturday morning, April 4, Silas Cole, age 4, son of Sherri Cole helped Dick Bolle sweep the sidewalks.
Silas and Clayton and Norma Riddlesperger’s 13 year old grandson, Jacob helped Anna Viana, Linda
Rhodes, Greg and Dick Bolle put out the Easter eggs for the afternoon hunt.
Thanks so much to event workers, Anna Viana, Andy Lutz, Barbara Wiesner, Betty Gilliland, Carol
White, Linda Rhodes, Greg and Dick Bolle.

group, Sarah Barbarick (3 years old) granddaughter of Barbara Blevins, 5-9 age group, Cole Mark
(5 years old) grandson of Larry and Elain Giles, 9-12 age group was Conner McClendon, granddaughter
of Liza Ely.
Thanks to all who helped with this annual event whether a Recreation member or not and to all who
donated candy and cookies.
Plans are being finalized for the upcoming July 4th
celebration, starting with a parade at 9:30 and
hamburger and hot dog lunch at 12:00 noon. Mark your calendar to be a part of this fun day.
MAINTENANCE:
Community Center - Jan Liedtke had no report this month.
Public Areas – Eddie Hueston reported the dressing room/restroom building at the Swim Park was
demolished and removed from the site. A portable restroom unit has been ordered and will be set in place
for swim season. New signs reflecting dates and times for the Swim Park to be open in 2015 will be
installed prior to Memorial Day weekend. New floats and rope will replace the old warning system on
lake side of swim area. Mowing of the heavy grass growth areas continues where dry enough.
Roads – Larry Giles reported same as last month less the snow and sleet, rain more rain, although very
much needed to end our drought, are playing havoc with our roads. Those rough spots with minor bumps
are rapidly becoming giant canyons or bottomless craters. The road committee met Friday, April 10 and
reviewed a proposal for professional help with our roads.
We feel that the proposal we voted to present to the Board as the best solution, we can afford, for our pot
hole problem. Also considered were areas requiring more drastic action. These areas were studied and a
couple areas were agreed on to present for board consideration.
It was pointed out by one member that several years ago the road committee spent many thousands of
dollars one year and no one could tell. Hopefully you can see where your money is going and like the
small improvements being made to your roads.
Architectural Control – Tilla Strickland reported the ACC met Saturday, April 4 with a quorum present.
We approved one permit for a house addition. We are issuing one Neat and Orderly violation to a property
owner for a property that is very messy.
Publicity Committee – John Harwood reported the Publicity Committee continues to receive email
address and Emergency Call Tree information from our new members. The beautification project for the
surrounding area of the information station and making it more appealing, in hopes of attracting more
traffic continues now that the “monsoon season” has subsided somewhat. Though beautification of that
area is our primary goal we are very cognizant of the trees and their needs as well as the RV traffic
through that area. We have enlisted a group of knowledgeable Consultants; Ann Faulkner, Debra Abbuhl,
Gloria Beck, Becky Sossamon and Eddie Hueston, working with us to ensure that we have considered all
the necessary issues for that area.
We are in the midst of Spring at the lake and all its wildlife glory is coming alive, remember sharing your

Audit Committee -Eddie Hueston stated Sue Stephens, Chair of the Audit Committee reports that her
committee met on March 21 and March 24 to examine check registers and payroll accounts for 2014. The
final meeting is scheduled for April 18.
Security and Fire Committee – No report
Fish and Wildlife – Larry Giles reported that Fish and Wildlife held their meeting March 28 with several
items of business to be considered. First we shared a moment of sadness over the loss of friend and
member of our committee, Mike Marler. He will be missed. Next we agreed on the need to purchase a
safety harness to be used while cleaning the spillway area. Inspections of the public boat ramp and fishing
piers will continue on a quarterly basis. Discussions continued on items requiring agreement by both
Callender Lake and Hickory Hills F&W committees. These items include signage on lake regulations,
lake survey, and restocking. This joint meeting will be delayed as we learned that the chairman of their
committee, Robert Holt, has suffered a heart attack. We want to keep him in our prayers and wish for a
speedy recovery.
Sanitation and Pollution – Debra Abbuhl reported Sanitation and Pollution cleaned the grate at the
spillway prior to our last rain. Very large debris, smaller trash, as well as dead wildlife were removed.
Some items included were 5’ railroad tie, 6’ 2x8, several short 2 x 6’s, branches, water bottles, plastic
grocery bags, chicken liver containers. Wildlife included a dozen dead grass carp approximately a foot
long and three turtles. The debris was put out on the dam bank, then deferred to Public Area Maintenance
for removal of the debris from the dam bank.
The large dumpster arrived and was greatly utilized. We are looking into working with Public Areas
Maintenance to schedule our Maintenance man with the tractor to be available at specified times when the
large dumpster is here. These scheduled times will be available to aid those who bring large and heavy
items that are too difficult to toss over the top by hand.
We are also looking into improvements to the surface of the dumpster area to relieve the mud pit that
develops during rains. This will also allow us a “markable” area for the waste removal company to
specifically place the dumpsters so that they are not placed too close together after emptying. Our
improvement to the surface will also include the driveway to the information center.
Other Reports CVZCC/ GLPC/ Legislative – C.A. Cockrell’s report attached
New Business Road Repair motions made by Larry Giles. First motion was to accept the proposal to repair pot holes in
our roads. Repair will include the cleaning, adding tacking material, filling with hot asphalt mix and
compacting the mix. Repairs will include the use of 28 tons of hot asphalt in at least 25 locations. The cost
of said repairs shall not exceed $5,600. Seconded by John Harwood. Motion passed unanimously. Larry’s
second motion was to accept the proposal to do the following road repairs. The proposal is to repair the
culverts and surface of the intersection of Briar Grove between Long Shadow and Callender Lake Drive
(433’ x 20’) and resurface the roadway at 700 block of Callender Lake Drive (80’ x 15’). The cost of this
work not to exceed $23,000. Seconded by Tilla Strickland. Motion passed unanimously.
In Lynn Hogan’s absence, before making the proposal for electrical work for Guard House, Eddie
Hueston stated the electrical system at the guard house, which services the cameras, lights and the gate, is
out of date, frequently malfunctions and does not meet code. Four electrical companies were contacted for
bids and two responded with bids. Eddie made motion that Michael Peavey be awarded the low
confirming bid of $1,078 plus an amount of $1,000 for contingencies for repairs to the guard house
electrical system. Seconded by John Harwood. Motion passed unanimously.
Old Business
Eddie Hueston made motion to correct the name on the check for payment of demolition of the Swim
Park restroom to the business partner of Gustovo Ortiz, Cheri Collins. Seconded by Jan Liedtke. Motion
passed unanimously.
Announcements & Questions
President JoAnn Ishmael asked if there any questions or announcements. John Harwood stated three
people will be coming off the Board in September so be talking to friends or consider a position yourself.
Volunteers are needed. Most urgently needed is a Chairperson for the Nominating Committee.
Jan Liedtke announced there will be a wedding at 2:00 this afternoon so please leave furniture as is.
Thanks to those that help put chairs away each month but you do not have to today.
Guest from floor announced that on corner of Callender Lake and Bent Tree is a portable basketball goal
and children are playing in the street. Tilla Strickland will contact residents and ask them not to do that
due to drivers being unable to see the children.
Guest from floor reported he had sent a letter to the Board regarding his gate card being turned off.
President Ishmael advised him the Board saw the letter this morning for the first time and she would be
getting back with him as early as Monday after she had time to review the issue on our decision.

MONTHLY BOARD REPORT

Council of VZC Communities (CVZCC) - This month’s business meeting will be held
at the VZ Country Club in Canton on Tuesday, April 14, 2015. Lunch will be served
at 11:30 AM. Cost is $12.00. This month’s program is “CASA” (Court Appointed
Special Advocates for Children) Guest Speakers will be Joni Lunsford, VZC CASA
Supervisor and Kathy Clark, Coordinator for Wood & VZ Counties. An update on
the VZ County Days in Austin will also be presented.
Greater Lake Palestine Council(GLPC ) - No report
Texas Neighborhoods Together (TNT)- The 84th Legislature just passed the halfway
mark - only 65 days left of the 140-day biennial Session which ends at midnight on June 1.
A near-record high of 6,136 bills were filed by the March 13 deadline. 34 POA-
Pertinent bills, eight of which are copycats, leaving 26 unique bills, of which one has 24
independent parts, resulting in the equivalent of 50HOA/POA bills filed. A 24-part 17-
page Omnibus Bill dominates this Session's reporting on POA Pertinent Bills. An
Omnibus Bill is hard to describe because it's 24 different bills that share the same bill
number. The Omnibus Bill was originated on March 10th as identical twins
(aka "companion bills"). The House version is HB 2797 by Rep. Jason Villalba of
Dallas. The Senate twin is SB 1168 by Sen. Royce West of Dallas. This bill contains 8
NEW laws, and 16 "fixes" (clarifications & corrections). The NEW provisions that are of
the greatest concern are Sections 18 & 19 which relate to assessment lien foreclosure.
Guns. HB 2999 by Landgraf forbids HOAs from prohibiting lawful gun use.
Flags. HB 3460 by Murr adds several more types of flags that homeowners are permitted
to fly, without HOA interference such as any historical Texas flag.
Telecom Contracts. SB 1538 by Burton prohibits exclusive contracts between the HOA
and a telecommunications provider, so that homeowners have freedom of choice.
Declaration Amendment. SB 1244 by Burton drastically reduces the consents required
to amend the Declaration - to 60% of votes cast (not total votes), with no minimum
threshold.
