About Our School The Chester County Technical College High School (TCHS) is a public high school specializing in career and technical education for students in grades 9-12. Our programs prepare students for success in college, the workplace and in life. All of our career and technical programs are aligned to both Pennsylvania State Standards and national industry certifications.

Upon successful completion of a career and technical education course of study, students receive a profile of the standards they have studied and mastered. In addition, a competency certificate is issued to each graduate that lists the number of skills mastered and the level of proficiency in each skill.

The Technical College High School is operated by the Chester County Intermediate Unit on behalf of Chester County’s 12 public school districts.

Admissions Policy

The highest-ranking students (based on admission criteria) are admitted to the Technical College High School first, regardless of their district of residence. Admission to the Technical College High School is based on the following criteria:

Application Process

Applications are accepted throughout the school year for enrollment in the fall and spring semesters. Online applications are preferred and may be completed by visiting www.technicalcollegehighschool.org. Please allow approximately 15 minutes to complete the online application. If you are unable to apply online, an application form is located in the back of this catalog. Applications may also be obtained from your middle or high school guidance office. The admissions committee reviews applications once all supporting documentation has been received.

Attendance Policy Students must maintain an excellent attendance record in order to develop the skills, knowledge, attitude and behavior necessary to succeed in high school, post-secondary education and employment. Class attendance is a student’s obligation and responsibility. Students who abuse the attendance policy will not receive credit for the course of study in which they are enrolled, and may also be denied the opportunity to continue in their career and technical education program the following school year. Students are expected to maintain an attendance rate of 95 percent or better (no more than nine absences per school year. Failure to attend 90 percent of scheduled classes, in any course, may result in failure for the marking period/semester/school year. Excessive tardiness is unacceptable; consequently, students will receive one unexcused absence for every four times they arrive late to school.

Attire Policy

All students are required to purchase and wear career attire specific to their career and technical program. Students who cannot afford to purchase career attire may be provided financial assistance. All students attending TCHS are required to wear appropriate attire during physical education class.

Career and Technical Education Competency Statement

The National Occupational Competency Testing Institute (NOCTI) student assessments are job readiness exams that measure the skills of an entry-level worker or an individual who has completed coursework in a secondary or post-secondary career and technical program. NOCTI assessments allow students to demonstrate their knowledge, skills and abilities within their chosen occupational program. Assessment reports provide valuable data for program improvement and accountability requirements.

Student assessments are developed using business and industry standards and most include multiple choice and performance components.

NOCTI assessments are designed to measure a student’s knowledge of basic processes, including the identification and use of terminology and tools. Educators and administrators use the tests to:

Students are expected to demonstrate their knowledge at the competent or advanced level. Those who demonstrate their knowledge at the advanced level receive a Pennsylvania Skills Certification, which recognizes career and technical education students who have achieved high skills in their chosen technical area. All students who have successfully completed 50% of their program hours are required to take the NOCTI exam during their senior year.

Career and Technical Education is a College Prep Pathway

Career and Technical Education (CTE) programs at TCHS lead seamlessly to post-secondary education through the Pennsylvania Department of Education’s (PDE) Students Occupationally and Academically Ready (SOAR) and Technical Preparation (Tech Prep) pathways. The mission of PDE’s SOAR initiative is to prepare students who are occupationally and academically ready for college and careers in an increasingly diverse, high performing workforce. PDE grants SOAR Programs of Study (POS) approval based in part on the adoption of statewide, industry-aligned competencies and the PA academic standards, instructor certifications, and statusasHighPriorityOccupations(HPO)asdefinedbythePADepartmentofLaborandIndustry.Graduates of our approved SOAR Programs of Study who meet challenging academic and technical criteria will qualify for several free credits at participating colleges across Pennsylvania. Our approved SOAR programs are:

CTE programs that serve Chester County-specific HPOs have been approved as Tech Prep. Tech Prep approval reflects a college track academic and technical curriculum that is validated by agreements with post-secondary institutions offering free advanced credits or placements, or reduced fees for technical coursework achieved at the Technical College High School. Tech Prep students are expected to take college prep academics. TCHS offers the following three approved Tech Prep programs: Animal Science & Technology, Cosmetology, and Criminal Justice & Police Sciences. Our programs prepare graduates for high-demand professions, which require high skill and provide a family-sustaining wage. Both SOAR and Tech Prep pathways provide excellent career opportunities for students pursuing a career and technical education.

Career Portfolio Graduation Project All Pennsylvania high school students are required to complete a graduation project in order to receive a high school diploma. By satisfactorily completing the Career Portfolio Project, students fulfill this requirement for both sending school districts and the Technical College High School.

The project includes research and career preparation components, including: a resume, cover letter, thank you letter, and career plan. Students also complete a job shadow experience, community service, and documentation of their achievements. The project culminates when students present their completed portfolio as part of a practice interview. The completed portfolio provides students with a valuable “real world” tool to utilize in their future college and career pursuits.

While completing the project is the responsibility of each student, teachers are available to assist them in the process. In addition, support staff work closely with teachers to assist students in completing their projects. Post-graduation: The portfolio project can be shared with post-secondary admissions offices and potential employers. Many students also use this tool to apply for scholarship opportunities.

Cooperative Education Program (Co-op) The Cooperative Education program combines classroom instruction with on-the-job training, and is available through any career and technical program offered at TCHS. Qualifying juniors and seniors integrate classroom learning with supervised, practical work experience. Eligible students apply for part-time employment in areas related to their chosen field of study. Students are evaluated by their employers on a monthly basis, and receive related instruction in school each week. To qualify for the Cooperative Education program, students must have good attendance, above average grades in all subjects, a recommendation from their career and technical program instructor, and good conduct. Students must also have completed a minimum of one year in their career and technical program prior to applying for the Cooperative Education program.

Half-Day Career and Technical Education Programs

The Technical College High School offers students a half-day program, whereby, they receive their career and technical education at the Brandywine Campus and their academic instruction at their sending district’s high school. Students may enroll in either a morning or afternoon session for their selected course of study (unless otherwise indicated in the course description). Graduates receive their high school diploma from their sending school district and a standards certificate from the Technical College High School.

Practical Nursing Program

The Practical Nursing program is a post-secondary program approved by the Pennsylvania State Board of Nursing and accreditedbytheNationalLeagueforNursingAccreditingCommission.Studentsreceive1635hoursofacademicsattheTechnicalCollege High School as well as faculty-guided, clinical practice in area health care facilities. Instruction is given in the following nursing-related courses: anatomy, fundamentals, pharmacology, ethics, medical surgical care, maternal/child health, and intravenous therapy. Job-seeking skills are also included in the curriculum.

Standards Certificate

Secondary students who have completed at least one school year in a career and technical education program are eligible to receive a “standards certificate” upon graduation. The standards certificate may be used to secure employment and/or pursue post-secondary education in a career-related field. The following criteria determines which certificate a student receives upon graduation.

4 Distinguished Certificate (platinum seal): Awarded to students who have completed 95% or more of their program standards and who have a grade point average of 3.5 or better in their career and technical program.

4 Honor Certificate (gold seal): Awarded to students who have completed between 85-94% of their program standards and who have a grade point average of 3.0 or better in their career and technical program.

4 Commended Certificate (silver seal): Awarded to students who have completed between 75-84% of their program standards and who have a grade point average of 2.5 or better in their career and technical program.

4 Standard Certificate (bronze seal): Presented to students who have completed less than 75% of their program standards and who have a grade point average of 2.0 or better in their career and technical program.

4 General Certificate (no seal): Presented to students who have completed less than 75% of their program standards and who have a grade point average of 2.0 or less in their career and technical program.

Support Services

Guidance Department School counselors are available to assist students with academic and career planning. Our counselors also serve as liaisons between teachers and parents, and students remain with the same counselor until graduation.

Learning Support Instructional assistance is available to students with special needs, as prescribed by their Individualized Education Plan (IEP) or504.Itinerantlearningsupportservicesareofferedinacademicandcareerandtechnicalareasonanas-neededbasis.Learningsupport teachers and instructional assistants collaborate with academic and career and technical education teachers to ensure that students achieve their fullest potential.

Support Services for Students with Special Needs Students with identified learning disabilities receive extra support while in school. Identified students are assigned a case manager who monitors their grades and communicates with the Individualized Education Plan (IEP) managers at the students’ sending schools. Additionally, the case manager attends IEP meetings, supports transition to post-secondary schools, and provides additional support as needed.

Allied Health Science Technology is a college preparatory program for academically talented high school seniors considering a career in the medical profession. The program includes 7.5 hours per week of classroom and clinical experience in local health care facilities where students are introduced to a variety of careers.

Participating hospitals include Brandywine Hospital, Chester County Hospital, Jennersville Hospital, Paoli Memorial Hospital, and Phoenixville Hospital.

Certain school districts offer honors credit for this course. Please speak with your school counselor to confirm honors credit availability.

Classroom Experience: Classroom instruction includes: basic anatomy and physiology, medical terminology, safety practices, infection control, work ethics, patient confidentiality, legal and ethical issues in medicine, interpersonal dynamics and communication. History, current trends and the future of health care are also discussed. Student portfolios are required and are essential for the college application process and future employment opportunities.

Clinical Experience: The clinical segment includes a variety of experiences in various departments of the hospital and other health care facilities. Exposure in diagnostics, therapeutic care, environmental issues and informational experiences are a part of the overall clinical experience. The instructor, in collaboration with hospital and clinical staff, mentor the students through their clinical experiences. Mentors lend their expertise in their specialty areas where students can observe and gain practical knowledge in a multitude of medical modalities. Mentors also evaluate student learning in areas such as: knowledge development, attitude toward learning, communication skills, and professional demeanor.

Animal Science & Technology prepares students to provide for the welfare of animals in the pet companion industry, veterinary science and biomedical fields. Graduates of the program are prepared for post-secondary education and entry-level employment. Upon graduation, interesting and rewarding career paths can be followed which combine a love for animals with an interest in the life sciences.

An annual job shadow is required to encourage students to explore the various aspects of working with and caring for animals.

Students are assessed on their performance of hands-on activities as well as traditional classroom theory instruction. Outstanding careers await individuals who possess the appropriate skills and a positive work ethic.

Animal Science & Technology is a Pennsylvania Department of Education-approved Tech Prep program. Students enrolled in this high priority occupation program are expected to take college prep academics as well as excel at their technical studies in order to qualify for advanced credits, reduced fees, or advanced standing at post-secondary institutions with which we have articulation agreements. The Technical College High School currently has articulation agreements with Delaware Valley College and Harcum College.

An overall orientation to the careers available in the auto collision, repair and restoration field is an integral part of the program.

Automotive Collision Technology is a Pennsylvania Department of Education-approved Program of Study within the SOAR statewide articulation initiative. Students who meet rigorous academic and technical criteria will qualify for several free credits at participating colleges across Pennsylvania, including: Pennsylvania College of Technology and Thaddeus Stevens College of Technology.

The Automotive Service Technology program is certified by the National Automotive Technicians Education Foundation (NATEF) and prepares students for post-secondary education and entry-level employment in the rapidly-changing automotive service industry. Students are introduced to the ever-changing advancements that occur in the automotive industry, such as hybrid vehicle design and maintenance.

The Automotive Service Technology program provides a systems approach to understanding and developing students’ skills. The hands-on approach to learning allows students to practice team concepts and appropriate interaction with peers which will help them in the workplace. The program also emphasizes customer relations and instructs students in the use of proper etiquette in a service economy.

Entry-level service technicians often perform tasks, such as: safety inspections, basic maintenance (lubrication and filter changes), and preparing new and pre-owned vehicles for the consumer market.

The Biomedical Science program, created and authorized bythenationally-recognizedorganizationProjectLeadTheWay(PLTW),includesasequenceoffourcourseswhichprovideahands-on, real-world problem-solving approach to learning. Students explore the concepts of human medicine and are introduced to bioinformatics, including mapping and analyzing DNA.Throughactivities,suchasdissectingaheart,studentsexamine the processes, structures and interactions of the human body – often playing the role of biomedical professionals to solve mysteries. Students also explore prevention, diagnosis and treatment of diseases, working collaboratively to investigate and design innovative solutions for the health challenges of the 21st century, such as fighting cancer using nanotechnology.

Core courses required in the program include:

• PrinciplesoftheBiomedicalSciences(PBS)-Studentsinvestigate the human body systems and various health conditions including heart disease, diabetes, sickle-cell disease, hypercholesterolemia, and infectious diseases. They determine the factors that led to the death of a fictional person, and investigate lifestyle choices and medical treatments that might have prolonged the person’s life. Program activities and projects introduce students to human physiology, medicine, and research processes. This course is designed to provide an overview of all the courses in the Biomedical Sciences program and lay the scientific foundation for subsequent courses.

• HumanBodySystems(HBS)-Studentsexaminetheinteractions of body systems while exploring identity, communication, power, movement, protection, and homeostasis. Students design experiments, investigate the structures and functions of the human body, and use data acquisition software to monitor body functions such as muscle movement, reflex and voluntary action, and respiration. Exploring science in action, students build organs and tissues on a skeletal manikin, work through interesting real world cases and often play the role of biomedical professionals to solve medical mysteries.

• MedicalInterventions(MI)-Studentsinvestigatethevarietyof interventions involved in the prevention, diagnosis and treatment of disease as they follow the lives of a fictitious family. The course is a “How-To” manual for maintaining overall health and homeostasis in the body as students explore how to prevent and fight infection; how to screen andevaluatethecodeinhumanDNA;howtoprevent,diagnose, and treat cancer; and, how to prevail when the organs of the body begin to fail. The Carpentry program develops students’ skills for a career in the residential, commercial and home improvement construction industry.

Students enrolled in the program learn safety practices, job estimating, and materials selection practices. They also learn the basics of rough carpentry, including the layout of walls, rafters, stairs and floors. Finish carpentry is also studied, including:

Commercial and graphic arts involves creating communication materials that promote ideas, products and services. Students enrolled in this program explore the many facets of the commercial and graphic arts industries, and build a strong foundation in the design and production of a wide variety of communication materials.

Students learn the basics of design, color theory, page layout, lettering and the production skills needed for the printing process. In the Computer Information Systems (CIS) program, there is an emphasis on operating systems, applications programming languages, and networking equipment through hands-on training. After successful completion of the course, students are prepared for post-secondary education and entry-level positions in the computer support and operations, networking, and software development fields. There are four primary tracks addressed in the Computer Information Systems program, as follows:

1) Networking Hardware: Students develop an in-depth knowledge of data communications and networking requirements, including: networking and telecommunications technologies, hardware and software. Students evaluate, select, and implement various networking options within an organization and configure enterprise-level routers and switches.

The Cosmetology program prepares students for state licensing in the field of cosmetology. Students can qualify to become a licensed cosmetologist or to obtain a specialized license in other areas, such as: nail technician, esthetician or natural hair braider.

In addition to the Electronic Systems Technology program preparing students for entry-level positions in the electronics and computer hardware repair industries, the course also provides students with a strong academic foundation to continue their education at a college or university.

Students in the traditional Electronic Systems Technology program learn how to build and test electronic circuits and how to apply the electronic theories of audio systems, radio and wire communications, and analog/digital communications to real-world situations. Students are also taught the basics of computer servicing/maintenance and networking, leadership skills, job seeking and keeping skills, and an in-depth safety program. Exceptional students may be employed in our Cooperative Education program.

Through advanced standing with several area colleges, students are able to apply for advanced college credit immediately upon graduation.

The employment outlook for this trade is excellent. Electronic equipment is used in every facet of life: at home, at work, and at play. The HVAC/Refrigeration Technology program provides students with the opportunity to install, maintain, and troubleshoot a wide range of heating, ventilation, air-conditioning, and refrigeration systems.

The program includes instruction in system design, installation, troubleshooting and repair. Students in the program develop the skills needed to assemble and install tubing and piping systems, motors, compressors, control devices, valves and thermostats. MathematicsAlgebra IThis course allows students to develop a solid foundation in basic algebra skills and concepts. Topics include: algebraic vocabulary, properties and their operations, linear sentences, lines and distance, slopes and lines, exponents and powers, polynomials, and systems of equations. Further, Algebra I allows students to develop mathematical power through problem-solving strategies, reasoning activities and cooperative learning projects.

Algebra IIThis course consists of a review of Algebra I topics and further develops the concepts of polynomials, factoring, relations, functions, solutions of linear equations, and rational, irrational and complex numbers. The course then introduces the study of quadratic equations, logarithms, and elementary trigonometry. Algebra II allows students to enhance their critical thinking skills by relating algebraic principles to technological and scientific applications.

GeometryThis course reviews basic algebraic concepts and then introduces the elements of inductive and deductive reasoning as they relate to the study of geometry. Geometry concepts taught in this course include: perpendicular lines, parallel lines and planes, congruent triangles, similar polygons, circles, arcs, triangles, geometric constructions and loci coordinate geometry, and area and volume. Through the use of geometry, students enhance their problem-solving skills and develop the mathematical skills necessary for post-secondary education and the workplace. Prerequisite: Algebra I.

Pre-CalculusThis course reviews the concepts learned in Algebra II and geometry as they relate to the principles of trigonometry. Development of the relationship between functions and their graphs is explored with the use of a graphing calculator. Systems of linear equations and inequalities, including matrices, are taught and applied in the use of technology. Pre-Calculus provides a foundation for students who are interested in post-secondary education and a technical career. Prerequisites: Algebra II and Geometry.

Health & Physical EducationHealth Education Health education, based on a wellness approach, is an introductory course that enhances awareness of health issues. Drug, alcohol, tobacco and sexuality are the core topics of study. Along with these issues, topics such as nutrition, mental health, stress, personal safety, and overall well-being are discussed throughout this semester-long course. This course satisfies the Pennsylvania Department of Education’s graduation requirement for a health education course.

Physical Education Physical education is required of all students in all grades to satisfy state requirements for graduation. The physical education program at TCHS includes: individual and team sports, fitness activities, and a variety of competitive and recreational sports. Units of study may include: touch football, volleyball, basketball, soccer, softball, team handball, ultimate Frisbee, fitness circuits, cardiovascular training and weight training. Students are expected to dress in required attire and to actively participate in a sportsman-like manner.

Academics are offered at the request of sending school districts. Additional courses may be taken on-line through the Brandywine Virtual Academy (BVA). For more information, please visit www.brandywinevirtualacademy.org.

❖ Transportation is provided by the student’s home school district.

❖ There are two ways for eligible students to earn advanced credit. Students may participate in dual agreements with local community colleges and accumulate credits that will be reflected on their college transcripts. In addition, through articulation agreements, eligible graduates may earn advanced placement credits at colleges and technical schools.

❖ There are orientation classes for successful transition to post-secondary education.

❖ Students are eligible to participate in their school districts’ athletic and extracurricular programs.

❖ Career and technical programs have attained or are working toward nationally recognized business and industry certifications.

❖ Students are offered an opportunity for skills and leadership training through participation in co-curricular student organizations.

❖ The schools combine occupational and academic course work in a “real-world” hands-on environment.

❖ The U.S. Department of Labor predicts 70% of the jobs created in the next decade will require education beyond high school, but only 20% of them will require a four-year college degree.
