“Mostofthetimewedon’tthinkaboutpublicworksuntilsomethingisn’tworking,”saidMunicipalServicesAgencyAdministrator Paul Hahn.“TaketherecentexampleofJanuary’sstorms;streetswereblockedwithfallentrees,homeswere without power and things were a mess. Suddenly television screwswerefullofcrewsclimbingcherry-pickersandtrudgingalong levees and we were all hyper-aware of the thousands of crewsdedicatedtokeepingourcommunitiesfunctioning.”
ThatawarenessiswhythecountycelebratesNationalPublicWorksWeekeveryMay;tohonorthehardworkofthousandsof dedicated employees and recognize that they are always on thejob,takingcareofbusiness,24/7,rainorshine.
TherearehundredsofpublicworksemployeesintheCountyMunicipal Services Agency alone. They pave roads, dig ditches,paintbridges,fixequipment,testconcreteandmanageconstruction.Theymaintainpublicinfrastructurelikepumpstations, sewage treatment plants and airports. They plan fortheregion’sfuturebyconstructingbuildingwaterintakefacilities,expandingairports,workingoncommuterfreewaysand burrowing under rivers to connect services from region to region.
“Withanincreasedawarenessofclimatechange,wewillbefocusingonsustainablepublicworksinthefuture.Thefutureisnow–andit’sourjobtodevelopbestpracticestoinsureit,”Hahnsaid.

East Side Service Center Off to a Busy StartThegrandopeningeventoftheEastCommunityServiceCenterat5229HazelAvenuewasheldApril11anddrewmorethan300residents. The highlight of the event was Supervisor Roberta MacGlashan marrying a local couple in the wedding chapel room.
“Theresidents’responsetothecenterhasbeenoutstanding”,saidofficemanager,Alison Baker.“Thefeedbackismorethanpositiveandwewerebusythefirstdayourdoorsopened.”

Going for the Gold in Environmental Building ConstructionThenewWaterQualityheadquartersbuildingbeingconstructedtohouseSacramentoRegionalCountySanitationDistrictandSacramentoAreaSewerDistrictstaffalongBradshawRoadisamongoneofthefirstLEEDcertifiedbuildingsunderconstruc-tionbytheCounty.LEEDstandsforLeadershipinEnergyandEnvironmentalDesign-andLEEDprojectsarecertifiedonasilvertoplatinumscalebytheu.S.GreenBuildingCouncilbased on energy efficiency and environmentally friendly building techniques.
“TheSanitationDistrictsarestrivingforLEEDGold,butthisfacilitywasdesignedtobeatleastLEEDSilverwithgreenbuild-ing provisions such as 500 solar panels that will provide more than10percentofthebuilding’spower,”saidPrincipalBuildinginspectorThor Grendahl with the Construction Management andinspectionDivisionofCountyEngineering.

“This green building is also using a cost-effective and accelerated way of building called concrete tilt up, or tilt slab building. The walls are poured into concrete slabs on the ground, after they cure they are tilted up with a large crane and then large braces hold them in position until all the walls and interior beams are connected,” said Peach.

South Area Neighborhood Pulls Itself UpThereisasmallbutmightyneighborhoodinSouthSacramento–nestledbetweenthebordersof39thandto47thAvenuesandStocktonandfranklinBoulevards–whosetroubleshavebeengrowinginrecentyears.Loitering,run-downapartmentcomplexes,litterandviolentcrimeshavetakentheirtoll.Anduntilrecently,ithasbeenacommunitywithoutthemeanstopullitselfup.
“TheDepartmentofNeighborhoodServices(DNS)isworkingwithotherCountydepartmentsandagenciestohelpturnthecommunityaround,”saidDepartmentofNeighborhoodServicesDirector,Victor Morrison-Vega.“WeareimplementingsomecreativepilotprojectssuchasCodeEnforcementscommunityclean-upprogram,”Morrison-vegaadded.“ourgoalistoengageresidentsandtosupporttheminaddressingneighborhoodproblems.”
Anothercomponentoftheareasrevitalizationeffortistheproposed41stAvenueCommunityCenter,tobelocatedonthecornerof41stAvenue and Martin Luther King, Jr. Boulevard.

East Side Service Center Off to a Busy StartThegrandopeningeventoftheEastCommunityServiceCenterat5229HazelAvenuewasheldApril11anddrewmorethan300residents. The highlight of the event was Supervisor Roberta MacGlashan marrying a local couple in the wedding chapel room.

Going for the Gold in Environmental Building ConstructionThenewWaterQualityheadquartersbuildingbeingconstructedtohouseSacramentoRegionalCountySanitationDistrictandSacramentoAreaSewerDistrictstaffalongBradshawRoadisamongoneofthefirstLEEDcertifiedbuildingsunderconstruc-tionbytheCounty.LEEDstandsforLeadershipinEnergyandEnvironmentalDesign-andLEEDprojectsarecertifiedonasilvertoplatinumscalebytheu.S.GreenBuildingCouncilbased on energy efficiency and environmentally friendly building techniques.
“TheSanitationDistrictsarestrivingforLEEDGold,butthisfacilitywasdesignedtobeatleastLEEDSilverwithgreenbuild-ing provisions such as 500 solar panels that will provide more than10percentofthebuilding’spower,”saidPrincipalBuildinginspectorThor Grendahl with the Construction Management andinspectionDivisionofCountyEngineering.

“This green building is also using a cost-effective and accelerated way of building called concrete tilt up, or tilt slab building. The walls are poured into concrete slabs on the ground, after they cure they are tilted up with a large crane and then large braces hold them in position until all the walls and interior beams are connected,” said Peach.

South Area Neighborhood Pulls Itself UpThereisasmallbutmightyneighborhoodinSouthSacramento–nestledbetweenthebordersof39thandto47thAvenuesandStocktonandfranklinBoulevards–whosetroubleshavebeengrowinginrecentyears.Loitering,run-downapartmentcomplexes,litterandviolentcrimeshavetakentheirtoll.Anduntilrecently,ithasbeenacommunitywithoutthemeanstopullitselfup.
“TheDepartmentofNeighborhoodServices(DNS)isworkingwithotherCountydepartmentsandagenciestohelpturnthecommunityaround,”saidDepartmentofNeighborhoodServicesDirector,Victor Morrison-Vega.“WeareimplementingsomecreativepilotprojectssuchasCodeEnforcementscommunityclean-upprogram,”Morrison-vegaadded.“ourgoalistoengageresidentsandtosupporttheminaddressingneighborhoodproblems.”
Anothercomponentoftheareasrevitalizationeffortistheproposed41stAvenueCommunityCenter,tobelocatedonthecornerof41stAvenue and Martin Luther King, Jr. Boulevard.

“Wegavethe41stAvenueCommunityCenteragenericnamebecausewewanteveryonetofeelwelcome.Servicesforchildren,teens,adultsandelderlywillbeoffered,”saidLt.Rosie Enriquez with the Sheriffs Department.
Theneighborhood,whichhasuntilrecentlybeenreferredtoas“TheGrains”bytheSacramentoBee,hasbeenrenamed“TheAvenues”bythecommunity.“Thecommunityfeltthatthenewnamewasmorerespectful,”saidBlaskoski.
AneighborhoodmeetingandfundraisingfestivalwillbeheldatRainbowParkonMay10from10a.m.to3p.m.Residentsareinvitedtospeakaboutchangestheywouldliketoseeintheirneighborhood,playgamesandenjoygreatfoodwiththeirneighbors.
