ADDENDUM 1
Bid No. & Title: 24-015 Mill Creek Refuse Removal The attention of bidders is called to the following changes, clarifications and/or additions/deletions to the original bid document and they shall be taken into account in preparing the BID and shall be part of the contract.
The following questions were submitted before the deadline of May 20, 2015 and are listed below in no particular order with the responses in blue. 1. Purpose Page 1 of Statement of Work (SOW) - It is estimated that Mill Creek includes 2,045 disposal
units is that the total number of homes in the subdivision. Do you have the breakdown of single family homes vs. multi-family units? There have been several parcels built out since our list was updated in 2013 but evidently no record exists of those addresses. So this is the number we are estimating. There are no multi-family buildings currently served under this contract.
2. Garbage, Refuse, Rubbish, Solid Waste, trash and Waste, page 2 SOW, Multi Family - Can you provide
the dumpster size, number of containers and frequency of service for these locations? The only commercial building to be serviced under this contract will be the Mill Creek Water Reclamation District building at 39W889 Wellington Way, Geneva, IL 60134. They have a 6-yard trash dumpster serviced 1x/wk.
3. Section 13 Day(s) of Collection, page 9 SOW - What is the current service day for service in Mill Creek
subdivision? Wednesdays for all materials; refuse, yard waste, and recycling. 4. Section 22 Public Education, page 13 SOW - Could you provide a sample of what is currently sent out to
residents of Mill Creek? See QuadFoldMillCreekBrochure
5. Section #27 Data Collection and Reporting, page 14 SOW and a required for Bid #21-010 - The contractor must submit annual reports for stickers sold, disposal history, white goods collected.
a) Can you provide a breakdown of the total disposal stickers sold by month for the last five years or
the total stickers sold for the last five years? 2010 45,000 2011 39,500 2012 41,000 2013 38,000 2014 41,500
b) Can you provide the breakdown of the yard waste stickers sold by month for the last five years? 2010 20,500 2011 20,000 2012 18,500 2013 19,000 2014 23,000
c) Can you provide the number of homes currently using the refuse cards? Yes, there are currently a total of 1309 homes utilizing trash carts, for which they are billed a flat rate, quarterly (based on a monthly charge). The rest of the homes are using the sticker program and their own bins. d) Can you provide the volumes in tons for trash, recycling and yard waste collected for the last five years on a monthly or annual basis?
See Mill Creek Report 2010-2014 e) Can you provide the total number of white goods collected annually for the last five years on an annual basis?
This has not been tracked.
6. Section 36 Cart, page 18 SOW, Carts used for yard waste - How many yard waste carts are currently being used, and what is the current cost of the yard waste cart? There are currently 30-yard waste carts being rented. Currently $24.30/ month for 65 gallon yard waste containers. All others are using Kraft bags with stickers.
7. Section 38 Recycling Containers, page 19 SOW - Please clarify if a new hauler is approved will the
hauler need to deliver new recycling bins to the community? Please explain the purpose of the sticker that displays the Mill Creek subdivision logo that must be affixed onto each recycling cart? Yes, the hauler (if different from the current hauler) will have to deliver new recycling bins to the community. That section concerning the logo sticker was old language. In the current time, this measure is deemed unnecessary.
8. Can you provide an updated map of the Mill Creek subdivision?
See Map_MillCreek_StreetNames 9. Tires: page 3 SOW Refuse definition, page 13 Sow Section 21 Tires banned for landfill and page 14 Sow
Section 24 Special Pickups truck or tractor tires collected - Please clarify if tires are to be collected at the curb as part of this refuse program. No, tires are not to be collected at the curb as part of this program. Residents are able to deliver those to tire retailers for recycling, as per the Kane County Recycles webpage on tires: http://www.countyofkane.org/Recycling/pages/tires.aspx
10. Offer to Contract Form Page 2 – How many stickers were sold in 2013 & 2014?
See above answer to Q5a & Q5b.
11. Offer to Contract Form Page 2 – How many tons of refuse, recycling and yard waste were collected in 2013 & 2014? Please provide individual totals. See above answer to Q5d.
12. Offer to Contract Form Page 2 – Please clarify the “Refuse Cart or Yard Waste Bag” under Single Family
Home. Is there a description of this in the bid? This was a mistake. It should read REFUSE CART Monthly Flat Rate. Yard waste carts may be made available for a flat rate as well or for a monthly rental fee. Recycling carts may also made available for an additional monthly rental fee. Please specify these prices in your bid separately if you choose.
13. Offer to Contract Form Page 2 – Is there a current monthly flat rate option that includes a refuse cart? If
so, how many residents are on this program? See above answer to Q5c.
14. Offer to Contract Form Page 2 – May an alternate bid be submitted?
We are open to reviewing an alternate bid, but you will have to indicate what the exceptions are to the bid format as presented. Please note that the County is not obligated to consider an alternate bid because that option was not specified.
15. SOW Page 1 – How many of the “2045 disposal units” are single family and multi-family? What is the
multi-family type (i.e. townhomes, apartments, etc.)? Is the multi-family collection service residential curbside or commercial? See above answer to Q2.
16. SOW Page 18 #33 – Please clarify the following: “Service charge and/or deposits associated with toter
service shall remain in effect throughout the term of the contract”. This provision states that any deposit or service fee for toters or carts that is charged to the resident by the hauler is not allowed to be raised during the term of the contract.
17. SOW Page 18 #36 – Please clarify the mention of yard waste cart and refuse card. Can residents rent
cards from the contractor? If so, are they stickered or is there a monthly flat rate option? See above answer to Q5c & Q6.
18. SOW page 19 #38 – What is the 64G recycling cart color? Do the current recycling carts have stickers
with the subdivision logo? Recycling carts are blue. See above answer to Q7, regarding the logo.
19. The bid documents mention “multi-family refuse collection”. However, they do not describe what that
means or what addresses or streets that refers to. Also there is not a map to show where those properties are located. See above answer to Q1 & Q2. See Map_MillCreek_StreetNames
20. The county is soliciting for bids on behalf of Mill Creek, so does that mean all previous bids are subject to
FOIA? If so, where can I find the form to request those figures? The FOIA information can be found on the Kane County web site at www.kane.il.us under county bids at the bottom of the page FOIA. Requests for previously awarded bids should be sent to the Finance FOIA Officer.
21. The bid documents mention that reports shall be submitted for the volumes of all waste streams to Mill
Creek. If those exist, why are they not included so that bidders can use those figures to establish the current volumes, rather than guess as to what they might be based on similar contracts? See Mill Creek Report 2010-2014

Refuse Sticker ProgramThe following items are considered one disposa unit,
and require a pre-paid bright green refuse disposalsticker.

Bundles of debris such as carpeting andwood should be no larger than 4 feet inlength or w&gh over 50 pounds.

Special Pick-ups and ExceptionsLarge amounts of demolition and construction debris
can be collected by a special pickup. Please contactVEOLIA to arrange for pick-up.
Toxic and hazardous wastes such as car batteries,acids, caustics, flammable or explosive materials andpotentially harmiul wastes cannot be collected.
RECYCLINGGUIDELINES
Each residence will receive one 65-gallon blue recycling cart at the beginning of the contract. This bluerecycling cart is to be used for recycling only, NOT FORREFUSE. If refuse is mixed with recycling in the bluecart, the cart will NOT be serviced until all refuse isremoved.
It is not necessary to sort recyclable materials; all recyclables may be placed together in the recycling cart. Thefollowing items are accepted in the recycling program.
