I. INTRODUCTION AND BACKGROUND

One Reston Co. LLC and Two Reston Co. LLC (collectively, the "Applicant") are the owners of Reston Crescent, an approximately 36-acre property located in the heart of the Reston Town Center Station Transit-Oriented Development ("TOD") District, immediately south of the future Reston Town Center Metrorail Station in Reston, Virginia (the "Property"). A tax map outlining the Property in red is attached hereto as Exhibit A. On July 31, 2018, the Fairfax County Board of Supervisors (the "Board") approved Rezoning RZ 2016-HM-007 (the "Rezoning") and rezoned the Property from the 1-4 (Medium Intensity Industrial) to the Planned Development Commercial (PDC) zoning district in order to permit an urban, rail-focused, mixed-use project on eight redevelopment blocks (Blocks A through H) with an overall floor area ratio ("FAR") of 2.62 ("Reston Crescent" or the "Project") in accordance with the County's vision for the future development of the Reston Transit Station Areas ("TSAs").

The Applicant concurrently processed with the Rezoning, and the Fairfax County Planning Commission (the "Planning Commission") approved, Final Development Plan FDP 2016-HM-007 (the "FDP') which included the temporary relocation of surface parking on the Property and the potential addition of three parking levels to the existing structure on Block E to facilitate the development of the first Block (F) within Reston Crescent. Block F is comprised of a highly-amenitized mid-rise residential building anchored by a Wegmans Food Market and high-quality retail and ancillary service uses on the ground-floors. The FDP also reflected the internal grid of streets, streetscape, pedestrian improvements and park spaces necessary to support the first phase of development.

With Block F in final engineering and design, the Applicant began to focus on the next phase of the Project — Block D. In order to relieve pressure on the oversaturated superblock Block E, the Applicant filed Conceptual/Final Development Plan Amendment CDPA/FDPA 2016-HM-007 (the "CDPA," the "FDPA" respectively and collectively, the "CDPA/FDPA") and Proffered Condition Amendment PCA 2016-HM-007 ("PCA") to redistribute some of the approved square footage on Block E to Blocks D and C which had additional capacity (and adjust the development tabulations accordingly), shift the southern portion of internal Road E to accommodate refined building footprints on Block D and add a new pedestrian connection through Block D, from the Neighborhood Park on Block G to the Crescent Park (the "Mews"). The second phase of the FDPA also includes the internal grid of streets for the Project. On May 22, 2019, the Planning Commission recommended approval of the CDPA/FDPA and PCA to the Board, which is scheduled to act on the case on June 25, 2019.

With leases for commercial recreation and retail space on Block D in-hand, the Applicant then filed a Final Development Plan Amendment for Block D (the "Block D FDPA"), which includes a residential tower with ground-floor retail and entertainment uses, an office building with ground-floor retail, the Mews and the major urban park space serving the Project, Crescent Park. The Block D FDPA is scheduled for public hearing by the Planning Commission in the fall of 2019.

Now, having locked down the internal street network and incorporated the Mews into the site design, the Applicant is ready to roll out the third phase of development, Block G. To that end, it is filing this Final

Development Plan Amendment for an office building with ground-floor retail on Block G, together with its companion park space, the Neighborhood Park (the "Block G FDPA").

Once the Block G FDPA is realized, the Applicant will have delivered a critical mass of the Project: there will be families living in the residential towers on Blocks F and D, shoppers frequenting Wegmans on Block G, visitors and guests enjoying the cinema and bowling alley on Block D, employees taking Metro to work in the office buildings on Blocks D and G, and everyone strolling the Mews and enjoying the Fitness Area on Block A and the Crescent and Neighborhood Parks — in short, Reston Crescent will have come alive.

II. LOCATION AND EXISTING CONDITIONS

The Property, identified on the Fairfax County Tax Map as 17-3 ((8)) 1A-1 and 1B, is located in the northwest corner of the intersection of Sunrise Valley Drive and Reston Parkway, and has two points of access onto Sunrise Valley Drive and a right-in/right-out point of access onto Reston Parkway. The Property is currently developed with two existing six-story office buildings totaling approximately 358,940 square feet (on Blocks A and B), an above-grade parking structure (on Block E), surface parking lots and two wet stormwater management ponds.

III. PROPOSAL

The Property is approved for 4.16 million square feet of mixed-use development, at an overall FAR of 2.62 (including bonuses for the provision of workforce housing). Pursuant to the Block G FDPA, the Applicant is proposing to develop approximately 395,000 square feet of office development and 20,000 square feet of retail uses, for an approximate total of 415,000 square feet on Block G.

With the Rezoning, the Applicant proffered to provide the Neighborhood Park with first non-residential use permit for Block G. As a result, the Block G FDPA includes the approximately 0.34-acre urban park space (just south of the office building on Block G and across Road A from the office building on Block D), consisting of such amenities as a multi-purpose lawn, hardscape plaza, garden, seating areas and a focal element. Critically, the Neighborhood Park will complete the barbell of the urban park center of the Project by anchoring the system on the north side of Reston Crescent, allowing Crescent Park (which includes large events lawn, sand volleyball court and playground area, among other things), to hold down the south, with the Mews organically guiding park-goers between the two.

IV. JUSTIFICATION

When it approved the Rezoning on July 31, 2018 with a positive Staff Report and a recommendation of approval from the Planning Commission, the Board found that Reston Crescent was in substantial conformance with the both the Area-Wide Guidance for the Reston TSAs and the District Recommendations for the South Subdistrict of the Reston Town Center Station TOD District in the Fairfax County Comprehensive Plan, as amended through January 23, 2018 (the "Comprehensive Plan").

The CDPA/FDPA and PCA did not change the land use mix, increase (or decrease) the approved 2.62 FAR or reduce the publically-accessible open space on the Property. And, in prosecuting those applications, the Applicant remained committed to the tenets of place-making promulgated by the Hunter Mill District Planning Commissioner and agreed to maintain or expand the streetscape approved with the Rezoning. In addition, the Applicant reaffirmed its commitments to provide private amenities and recreation facilities for its residents, workforce housing and athletic fields. It also recommitted to green-building, electric vehicle charging infrastructure and emerging technology, noise attenuation, landscaping, stormwater management, multi-modality (pedestrian, bicycle and infrastructure improvements),

transportation demand management, public art, schools and more. Parking continues to reflect the new standards in the Zoning Ordinance, as amended by the Board on February 20, 2018, or will be reduced pursuant to a parking reduction. In short, and as the Planning Commission found, the CDPA/FDPA and PCA respect the integrity of the initial package of plans for Reston Crescent and will result in an even more robust package of commitments than initially approved.

Importantly, all of the proffered road improvements required to support the Project, internal and along the perimeter of the Property, are subject to the FDPA, with the primary Roads A and C already in site plan review. As a result, all of the road improvements needed to support the developing Blocks can and will be constructed prior to occupancy of each such Block, if not before.

Working in substantial conformance with the now-refined site layout and development plans for Reston Crescent, the Applicant is presenting to the County for its review and approval the advanced design and engineering details associated with Block G, including an approximately 395,000 square-foot office building with approximately 20,000 square feet of ground-floor retail and the Neighborhood Park. Development of Block G will carry forward the momentum from the early phases initiated on Blocks F and D and will prove once again that Reston Crescent is a real-time destination for live, work and play.

V. CONCLUSION

With the Rezoning approved, Block F in site plan review and Block D subject to a pending FDPA, the Applicant can now focus on the next phase of development - Block G. To that end, the Applicant respectfully requests favorable consideration of this application by Staff and the Planning Commission.
