2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

5 LOCAL GOVERNMENT NSW COUNCILLORS' WEEKEND

On 26 and 27 February 2016, Councillor Stott attended the Local Government NSW Conference for Councillors. Councillor Stott’s report on the conference is given below.

Local Government NSW Councillor Weekend, 26 & 27 February 2016

Six Councillors from across NSW attended the two-day program held at Local Government House, 28 Margaret Street, Sydney. There were four sessions each day led by a range of presenters. DAY 1 SESSION 1 - WELCOME Councillor Denise Osborne, Director – Regional/Rural LG NSW welcomed participants and gave insight into her experience when Greater Hume Shire was formed in 2004 through the amalgamation of Culcairn Shire, the majority of Holbrook Shire and part of Hume Shire. SESSION 2 - UNDERSTANDING THE ROLE OF A COUNCILLOR Presenter: Graham Sansom gave a summary of the implications of Local Government Act review:

Current statements regarding responsibilities of Councillors and Mayors in NSW lack substance.

Proposed amendments are intended to strengthen the position of elected members vis-à-vis management, and clarify and improve relationships between governing body, councillors, mayors and GMs.

Professional development for councillors to assist them in their leadership roles.

Role of Mayor to be described in more detail. Mayor as civic leader – formulating a vision; leading community engagement and strategic planning; forging partnerships; ensuring good governance; guiding the GM.

Elected representatives to be seen as the governing body rather than an appendage of council’s working staff.

SESSION 3 - WORKING STRATEGICALLY WITH INTEGRATED PLANNING AND REPORTING (IP&R) Presenters: Graham Sansom and Sarah Artist gave a summary of benefits of IP&R:

Leadership role for elected members

Improved collaboration between councillors and staff

Better asset and financial management

Streamlining existing plans and policies

Regular opportunities to review services and match them to changing community needs

SESSION 4 - WORKING WITH THE GM AND STAFF Presenter: Glenn Ingliss What makes an effective Councillor?

Four words – roles, responsibilities, relationships and realism.

Effective community leadership and good governance by the Council depends heavily on good working relationships at the highest levels.

Effective relationships between Councillors themselves and Councillors and the staff, underpin the level of cooperation and goodwill that is necessary to make Council effective.

Role of a Councillor

Role of a Councillor defined in Section 232 LGA 1993 (the Act).

Two parts: 1. As a ‘member of the governing body’ and 2. As an ‘elected person’.

The wording of the Act reveals evident tensions in the Councillors’ role.

There is a need to sharpen the distinction between the functions of the governing body in which Councillors must act collectively and the roles and responsibilities of an individual Councillor. Current review of the Local Government Act is doing just that.

Of all the many roles and responsibilities financial management is supreme.

Role of the Mayor

The Mayor has a few extra responsibilities over and above the Councillor role.

Role of Mayor is poorly defined.

Current review of the Local Government Act is looking closely at this problem of clarity.

Role of the General Manager

Implement all Council decisions without undue delay and carry out any functions imposed by legislation.

The General Manager provides critical link between Councillors and staff.

Realism

It can be a jungle out there and there is a need to be mindful of local government realities.

Local government is not a perfect world and it never will be.

Blending bureaucracy and democracy makes civic life unpredictable and at times frustrating.

DAY 2 SESSION 1 - KNOW YOUR PLANNING Presenter: Jennifer Dennis discussed Planning Reform There is an ongoing drive for reform of the planning system that crosses political lines in NSW. General themes under debate are around:

Simplifying the plan making system that has resulted in layers of plans that have unnecessarily increased the complexity of the system.

Introducing more standardization around planning controls across the sector to increase clarity for the user.

Improving the efficiency of the development assessment process to facilitate speedier decisions on development and better outcomes.

Questioning the role of the Councillor as the decision maker in relation to certain types of DAs and the associated discussion around the use of independent expert planning panels at a local, regional and state level.

Emerging Issues

Ageing population – one quarter of the population will be over 65 by 2050 – ‘ageing in place’, downsizing?

Agricultural change.

Tourism.

Affordable housing.

Other local issues.

SESSION 2 PRINCIPLES OF GOOD GOVERNANCE Presenter: Norm Turkington discussed the new Model Code of Conduct

Adopted by councils on 1 March 2013 – updated November 2015.

Required under Section 440 LG Act.

General conduct obligations

Fairness and equity

Respect

Managing conflicts of interest

Reportable donations

Inappropriate interactions

Personal benefits

Information management.

SESSION 3 ENGAGING WITH YOUR COMMUNITY Presenter: Sarah Artist led a discussion on Summary of Community Governance – How can it be done?

A genuine commitment from Councillors and senior managers to achieving outcomes of value to the community.

General Managers, Mayors and other leaders within the Council building strong relationships, a culture of inclusiveness, opportunities to collaborate and commitment to team decisions.

Allowing time for reflective learning and deliberation, enabling people to understand complex issues and build innovative solutions.

Having a clear understanding of and commitment to community needs and priorities among Councillors and over-riding the ‘numbers game’ in making decisions.

Sharing design of community engagement processes Councillors and practitioners.

Systems of shared communication and co-operation across the organisation.

A detailed understanding of the demographic make-up of local communities and their unique needs.

8 NATIONAL DISABILITY INSURANCE SCHEME (NDIS) INFO EXPO

Councillors are informed about the upcoming National Disability Insurance Scheme (NDIS) Information Expo scheduled on Wednesday 30 March at Ryde Public School. This is the second information session hosted by Council in partnership with key stakeholders, following the success of the first session held on 3 December 2015. The NDIS Info Expo will provide essential information for carers, families and people living with a disability. Members of the community will be able to find out more about the NDIS, what it means for them, participate in group and one-on-one discussions and visit the expo to converse with service providers to prepare for the transition. Over 15 NDIS service providers, including Royal Rehab, Lifestart, Achieve Australia, Carers NSW and Ability Options will be participating in the expo to showcase their services and engage in conversations with the local community. The program includes a breakout information session from 4pm to 5pm, an Expo viewing session from 5pm to 6pm and another breakout information session from 6pm to 7pm for working families/community members. The breakout sessions have been broken up into four age/target groups including the Early Year, School Years, Transition to Work and Carers/General NDIS and will be facilitated by experts in that space. EVENT DETAILS: Date: Wednesday, 30 March 2016 Time: 4.00 – 7.00pm Location: Ryde Public School, Pope Street, Ryde 2112 Cost: Free In three weeks of advertising, 75 participants expressed interest and registered for the event. This indicates a strong need in the community as the rollout date of 1 July 2016 is approaching fast. Councillors who wish to attend the NDIS Info Expo please let us know via the Councillor Help Desk.

Councillors are informed about the upcoming annual Community Information Expo scheduled on Thursday, 24 of March 2016 from 9:30am to 12:30pm at the Eastwood Plaza. For the last four years, City of Ryde has been supporting Relationships Australia to host the annual expo as part of the Harmony Week celebrations. The expo aims to celebrate and promote community harmony, interculturalism and social inclusion. It provides a platform for service providers and all residents, especially from the Culturally and Linguistically Diverse (CALD) communities and people with a disability, to have a one to one conversation regarding services provided to families living in the Ryde Local Government Area. Over 55 stallholders will provide information on wide range of topics including legal, health, employment, education/training, volunteering, aged and disability, family and settlement services. The expo will also include a Welcome to Country, several cultural performances, children’s activities and Chai time for all. Bilingual volunteers in community languages, including Korean, Mandarin, Cantonese, Singhalese and Persian, will be made available on the day to provide language support to the CALD community.
